11/09/2001

SOUNDBITE (English) Tony Blair, British Prime Minister:

"The full horror of what has happened in the United States earlier today is now becoming clearer. It is hard even to contemplate the utter carnage and terror which has engulfed so many innocent people. We have offered President Bush and the American people our solidarity, our profound sympathy, and our prayers. But it is plain that citizens of many countries round the world including Britain will have been caught up in this terror.

As for those that carried out these attacks, there are no adequate words of condemnation. Their barbarism will stand as their shame for all eternity. As I said earlier, this mass terrorism is the new evil in our world. The people who perpetrate it have no regard whatever for the sanctity or value of human life and we the democracies of the world must come together to defeat it and eradicate it. This is not a battle between the United States of America and terrorism, but between the free and democratic world and terrorism. We therefore here in Britain stand shoulder to shoulder with our American friends in this hour of tragedy and we, like them, will not rest until this evil is driven from our world."

Pool

Washington DC

12/09/2001

SOUNDBITE: (English) President George W. Bush:

"We have just completed a meeting with our national security team and we've received the latest updates. The deliberate and deadly attacks which were carried out yesterday against our country were more than acts of terror, they were acts of war. This will require the country to unite in steadfast determination and resolve. Freedom and democracy are under attack.

This will be a monumental struggle of good versus evil, but good will prevail."

Pool

15/09/2001

SOUNDBITE: (English) George W. Bush, US President

"We will find those that did it, we will smoke them out of their holes, we'll get them running and we will bring them to justice. We will not only deal with those dare attack America, we will deal with those who harbour them and feed them and house them. Make no mistake about it - underneath our tears there's the strong determination of America to win this war. And we will win it."

Terrorists attacked New York and Washington D-C in an unprecedented widespread scale on Tuesday morning, destroying the twin towers of the World Trade Center in New York and part of the Pentagon in Washington.

Three civilian aircraft were hijacked and deliberately crashed into the buildings, whilst a fourth plane crashed in Pennsylvania.

The Pentagon took a direct, devastating hit from one of the aircraft and the enduring symbols of American power were evacuated as an apparent terrorist attack quickly spread fear and chaos in the U-S capital.

President George W. Bush, outside Washington at the time of the attack, said the military had been placed on "high-alert status."

The explosion from the impact sparked a huge fire at the Pentagon, following two earlier plane crashes into the New York World Trade Center, leading to both towers' dramatic collapse.

Secondary explosions were reported in the aftermath of the attack on the Pentagon and great billows of smoke drifted skyward toward the Potomac River and the city beyond.

The Capitol and White House were immediately evacuated after bomb threats.

The Federal Aviation Administration shut down all air traffic in the United States.

Other major government institutions, including the Treasury and the State Department, were also evacuated.

Military aircraft were ordered to patrol over public buildings for fear of further attacks.

1. Midshot of New York Mayor Rudolph Giuliani at podium as he is asked when the search and rescue will turn into search and recovery

2. SOUNDBITE (English) Rudolph Giuliani, New York Mayor:

"We talked about that before because this is very sensitive and I don't think any of us have the answers to this. The reality is that we are still told that there are possibilities and that those possibilities can last for some period of time. But the hope of recovering people diminishes, obviously, every day but we are not at the point where we can say that there is no hope of recovering anyone. Although the prospects for that obviously are less and less every day that goes by."

3. Cutaway wide of 'ground zero'

4. SOUNDBITE (English) Rudolph Giuliani, New York Mayor:

"This was New York City's worst week probably in its history and it's also been its best week because of the citizens of the city, the people you see here, the governor, all the people that they represent. It's really remarkable and it's probably been the most complex week this city has ever had. The most tragic thing has happened and the greatest heroism has been displayed, love, support, and I think the city comes out of the week stronger than it has entered it. Thank you."

5. Giuliani and officials exit presser

STORYLINE:

With hopes fading that any more survivors would be found amid the dust, steam and gore that is now the World Trade Center, Mayor Rudolph Giuliani urged New Yorkers not to cower before terrorism.

He said on Sunday New York City is stronger than it was before the attacks.

190 people have been confirmed dead, 115 of whom had been identified.

Eighteen city firefighters were among the confirmed dead, including two top officials.

The total missing was 4,957, - a figure officials lowered by about 140 after rechecking lists.

Speaking at a morning news conference, Giuliani said the possibility of finding someone alive was diminishing daily but was not at the point where search and rescue became search and recovery.

No one has been pulled alive from the wreckage since Wednesday, the day after two hijacked jetliners were crashed into the trade center's twin towers.

Heavy-equipment crews on Sunday reached the deepest level below the towers' plaza - a New Jersey commuter train station 80 feet (24 metres) below ground.

They found some voids in the compacted debris, but no one alive.

An additional 188 people remained missing and presumed dead in Washington when another hijacked plane slammed into the Pentagon.

A fourth hijacked plane, possibly on course to Washington, crashed in rural Pennsylvania.

It has been suggested passengers struggled with the hijackers, causing the plane to go down.

It is a season of renewal and of hope, and people of every faith all across America embrace that spirit of renewal and hope. Funds in New York and Washington are providing food and financial help to husbands and wives and sons and daughters who suffered mightily. Citizens near Ground Zero in New York have provided sandwiches, drinks and clean clothes to the tired and hungry rescue workers. And one of America's greatest traditions: a handful of entrepreneurs from Springfield, Virginia, collected 600 dollars by selling lemonade and gave it to the Red Cross. These acts of generosity and kindness are spreading all across America."

4. SOUNDBITE (English) US President George Bush

"To not lose sight of the mission and that is why we will fight terrorism on all fronts, we will not be terrorised so that our hearts are hardened. Nobody can threaten this country. They may be able to bomb our buildings, and obviously disrupt lives, but we are too great a nation to allow the evil doers to affect our soul and spirit. Today I herald the soul and spirit of Americans with live examples of people who have made a huge difference of those who suffer and those who hurt. It is great land, it is a great land because our people are so decent and strong and compassionate. God bless."

5. Bush walks out of Rose garden

STORYLINE:

President George Bush spoke at a Rose Garden ceremony on Tuesday - exactly a week after three hijacked airliners crashed and spread terror across the country.

Bush thanked the rescuers, who have been sifting through the rubble of what was the World Trade Centre in New York and part of the Pentagon that was damaged in Washington.

He also announced an Internet site to collect donations for stricken families.

Earlier, the president joined 300 White House employees to observe a moment of silence for the thousands who died in the what was the biggest terrorist attack ever against the United States.

Across the country, radio stations marked the time with patriotic songs.

STORYLINE:

US President Bush is back in Washington Wednesday after taking a long route home from Florida Tuesday following the air attacks on New York's World Trade Center and the Pentagon.

Bush began the day in Sarasota, Florida but took detours to secure military bases in Louisiana and Nebraska before returning to the nation's capital.

At the first reports of attacks on the World Trade Center, Bush told his Sarasota school audience that "we've had a national tragedy" and said he had to hurry back to Washington.

However, he first went to the air base in Louisiana, then to Offutt Air Force Base in Nebraska, headquarters of the U-S Strategic Command.

Military fighter jets escorted the presidential aircraft.

Bush returned to the White House at dusk.

Emerging from his helicopter, he strode to the Oval Office to prepare for a televised speech to the nation.

While on board Air Force One he took part in telephone conferences with his national security team during the day, and called New York Mayor Rudolph Giuliani from his plane.

Vice President Dick Cheney remained in a nearly deserted White House, in a secure basement bunker, with a handful of other top aides, including National Security Adviser Condoleezza Rice.

2. SOUNDBITE: (English) George W Bush, United States President:

"Today, we've had a national tragedy. Two airplanes have crashed into the World Trade Centre in an apparent terrorist attack on our country. I have spoken to the Vice President, to the Governor of New York to the Director of the FBI and I've ordered that the full resources of the federal government go to help the victims and their families and to conduct a full scale investigation to hunt down and to find those folks who committed this act. Terrorism against our nation will not stand. And now if you join me in a moment of silence. May God bless the victims, their families and America. Thank you very much."

3. President Bush leaves the room

4. World Trade Centre twin towers billowing smoke

STORYLINE:

US President Bush, speaking moments after two aeroplanes appear to have been deliberately crashed into New York's World Trade Centre and just before a third explosion took place near the Pentagon, pledged the full resources of the government to hunt down the perpetrators.

Speaking in Sarasota, Florida he said he had spoken to the Vice President, the Governor of New York and to the head of the FBI.

President Bush appeared grave and concerned as he asked those present to join him in a moment of silence.

He left immediately after his speech to return to Washington, presumably to be directly involved in the investigations.

Those who were watching the aftermath of the first plane crash on television, which caused smoke to billow from the top storeys of the New York landmark, were stunned when a second twin engined plane appeared over the city and flew directly into the World Trade Centre second tower.

Both towers later collapsed.

Meanwhile came news of the blast at the Pentagon.

No blame for the attacks has yet been assigned by authorities although speculation is rife.

4. SOUNDBITE: (English) Tony Blair, British Prime Minister

"As Bill has just informed you there have been the most terrible shocking events taking place in the United States of America within the last hour or so including two hijacked planes being flown deliberately into the World Trade Centre. I'm afraid we can only imagine the terror and the carnage there and the many many innocent people that will have lost their lives. I know you will want to join with me in sending the deepest condolences to President Bush and to the American people on behalf of the British people at these terrible events. This mass terrorism is the new evil in our world today. It is perpetrated by fanatics who are utterly indifferent to the sanctity of human life, and we the democracies of this world are going to have to come together to fight it together and eradicate this evil from our world. Delegates, I hope you will understand that I don't believe it would be appropriate to carry on the speech I was going to give you today. I know I have issued copies of the speech, we will make sure that all delegates get copies of the speech, but I think it inappropriate to give that speech here now. I will obviously want to carry on discussions that we've had about the issues that concern us. I will now return to London and once again I thank you for your indulgence here. I'm very very sorry it has turned out the way it has but I know that, as I say, you would want to join with me in offering our deepest sympathy to the American people and our absolute shock and outrage at what has happened."

5. Blair returns to his seat to applause

STORYLINE:

British Prime Minister Tony Blair has reacted with shock and outrage to the news on Tuesday of attacks on the World Trade Centre in New York and the Pentagon in Washington.

Blair was speaking at the TUC Congress in Brighton where he had been due to address delegates about his plans for public services.

But he said in the circumstances it would be inappropriate and instead he was returning to London immediately.

Blair sent deepest condolences to President Bush and to the American people on behalf of the British people.

And he condemned the new evil of mass terrorism, calling upon world democracies to unite and eradicate it from the world.

Two planes crashed into the upper floors of both World Trade Centre towers minutes apart on Tuesday morning in what the President George W. Bush said was an apparent terrorist attack, blasting fiery, gaping holes in the 110-storey buildings.

Within the hour, an aircraft crashed on a helicopter landing pad near the Pentagon, and the West Wing of the White House was evacuated amid threats of terrorism.

5. Wide of briefing and helicopter flying away

STORYLINE:

Pentagon officials said on Tuesday the U-S Secretary of Defence, William Cohen remained in the building which houses the U-S defence headquarters, following the terrorist attack in which a hijacked plane was crashed into the roof.

The explosion from the impact sparked a huge fire, following two earlier plane crashes into the New York World Trade Centre leading to both towers' dramatic collapse.

Secondary explosions were reported in the aftermath of the attack on the Pentagon and great billows of smoke drifted skyward toward the Potomac River and the city beyond.

Assistant Secretary of Defence, Public Affairs said Cohen helped the injured outside before returning inside where he is directing operations.

President George W. Bush, outside Washington at the time of the attack, said the military had been placed on "high-alert status."

The Capitol and White House were immediately evacuated after bomb threats.

2. SOUNDBITE: (English) George W. Bush, US President

"Today, our fellow citizens, our way of life, our very freedom came under attack in a series of deliberate and deadly terrorist attacks. The victims were in aeroplanes or in their offices - secretaries, businessmen and women, military and federal workers, moms and dads, friends and neighbours. Thousands of lives were suddenly ended by evil, despicable acts of terror. The pictures of aeroplanes flying into buildings, fires burning, huge structures collapsing have filled us with disbelief, terrible sadness and a quiet unyielding anger. These acts of mass murder were intended to frighten our nation into chaos and retreat, but they have failed. Our country is strong. A great people has been moved to defend a great nation. Terrorist attacks can shake the foundations of our biggest buildings but they cannot touch the foundation of America. These acts shattered steel but they cannot dent the steel of American resolve. America was targeted for attack because we are the brightest beacon for freedom and opportunity in the world, and no one will keep that light from shining. Today our nation saw evil - the very worst of human nature - and we responded with the best of America. With the daring of our rescue workers, with the caring for strangers and neighbours who came to give blood and help in any way they could. Immediately following the first attack, I implemented our government's emergency response plans. Our military is powerful and it is prepared. Our emergency teams are working in New York City and Washington DC to help with local rescue efforts. Our first priority is to get help to those who have been injured and to take every precaution to protect our citizens at home and around the world from further attacks. The functions of our Government continue without interruption. Federal agencies in Washington which had to be evacuated today are reopening for essential personnel tonight and will be open for business tomorrow. Our financial institutions remain strong and the American economy will be open for business as well. The search is under way for those who are behind these evil acts. I have directed the full resources of our intelligence and law enforcement communities to find those responsible and to bring them to justice. We will make no distinction between the terrorists who committed these acts and those who harboured them. I appreciate so very much the members of Congress who have joined me in strongly condemning these attacks, and on behalf of the American people, I thank the many world leaders who have called to offer their condolences and assistance. America and our friends and allies join with all those who want peace and security in the world. And we stand together to win the war against terrorism. Tonight I ask for your prayers for all those who grieve, for the children whose worlds have been shattered, for all whose sense of safety and security has been threatened. And I pray that they will be comforted by a power greater than any of us, spoken through the ages, in Psalm 23. `Even though I walk through the valley of the shadow of death, I fear no evil, for you are with me.' This is a day when all Americans, from every walk of life, unite in our resolve for justice and peace. America has stood down enemies before and we will do so this time. None of us will ever forget this day. Yet we go forward to defend freedom and all that is good and just in our world. Thank you, good night, and God bless America."

STORYLINE:

President George Bush has vowed that the U-S will hunt down the terrorists who launched Tuesday's attacks on New York and Washington and that they will be brought to justice.

Addressing the nation from the Oval Office of the White House, Bush said the US would also target any country which harboured those responsible for the outrage in which hijacked aircraft crashed into New York's World Trade Centre and The Pentagon in Washington.

He said: "The search is under way for those who are behind these evil acts. We will bring them to justice and there will be no distinction between the terrorists who committed these acts and those who harboured them."

The United States received no warning of the attacks on the Pentagon and New York's World Trade Center towers, White House press secretary Ari Fleischer said.

Bush address from the Oval Office was his third statement on the tragedy.

He began his day in Sarasota, Florida, where he intended to talk about education.

The remarks were scrapped and Bush headed to Louisiana.

He made a brief statement from a conference room at a Lousiana military base, assuring Americans that he was in regular contact with his command post in Washington: Vice President Dick Cheney, Defense Secretary Donald H. Rumsfeld and the White House national security team.

He then boarded Air Force One at 1730GMT for a secret destination that turned out to be Nebraska's Offutt Air Force Base, home to the U.S. Strategic Command, which controls the nation's nuclear weapons.

Until three years ago, the Strategic Command also housed the so-called doomsday plane that had been specially equipped to serve as a flying White House in the event of nuclear war.

White House officials were sensitive to any appearance that Bush was not at the helm.

Fleischer said Bush wanted to be in Washington, where Cheney led the crisis operations center at the White House, but "he understands that at a time like this, caution must be taken" with his location.

1. United States President George W. Bush

2. SOUNDBITE: (English) President George W. Bush:

"We have just completed a meeting with our national security team and we've received the latest updates. The deliberate and deadly attcks which were carried out yesterday against our country were more than acts of terror, they were acts of war. This will require the country to unite in steadfast determination and resolve. Freedom and democracy are under attack. The American people need to know that we are facing a different enemy than we have ever faced. This enemy hides in shadows and has no regard for human life. This is an enemy who preys on innocent and unsuspecting people and then runs for cover, but it won't be able to run for cover for ever. This is an enemy that tries to hide, but it will not be able to hide for ever. This is an enemy who thinks its harbourers are safe, but they won't be safe forever. This enemy attacked not just our people, but all freedom loving people everywhere in the world. The United States of America will use all its resources to conquer this enemy. We will rally the world. We will be patient, we will be focused and we will be steadfast in our determination. This battle will take time and resolve, but make no mistake about it we will win. The federal government and all our agencies are conducting business, but it is not business as usual. We're operating on heightened security alert. America is going forward and as we do so we must remain keenly aware of the threats to our country. Those in authority should take appropriate precautions to protect our citizens, but we will not allow this enemy to win the war by changing our way of life or restricting our freedoms. This morning I am sending to Congress a request for emergency funding authority so that we are prepared to spend whatever it takes to rescue victims, to help the citizens of New York city and Washington DC respond to this tragedy and to protect our national security. I want to thank the members of Congress for their unity and support. America is united and the freedom loving nations of the world stand by our side. This will be a monumental struggle of good versus evil, but good will prevail."

3. Pull out to wide shot

STORYLINE:

In a keenly awaited press conference, the US President George W. Bush, pledged the resolve of himself and his government to find the perpetrators of Tuesday's multi-targetted terrorist attack.

He said that in spite of the attacks "we will not allow this enemy to win the war by changing our way of life."

However, it is inevitable following the attacks - when four planes were hijacked and used as manned bombs to attack the World Trade Centre and the Pentagon - that America will be looking over its shoulder for many years to come.

President Bush, elected amid controversy in a contested presidential ballot, faces the sternest test an American leader has had to face possibly since the Japanese attacked Pearl Harbour in Hawaii on December 7,1941.

How he responds, both to the victims of the tragedy and to the perpetrators of the attacks, will be keenly watched and judged.

STORYLINE:

Rescuers dug for bodies in the World Trade Center's

smoking rubble as a shaken nation struggled Wednesday to recover from an airborne attack that shut down the financial capital.

New York was the hardest hit target in Tuesday's coordinated assault on American government and finance, which grounded the nation's commercial aircraft and led President George W. Bush to place the military on its highest state of alert.

The World Trade Center's twin towers collapsed by 10:30 a.m. (1430 GMT) in horrifying clouds of gray smoke.

The final death toll may not be known for weeks.

New Yorks mayor Rudolf Giuliani said police had received cell phone calls from people trapped in the debris.

"There are people that are still alive," he said. "We'll be trying to

recover as many people as possible and trying to clean up the horrible mess made by this."

Cranes 120 feet (36 meters) tall and bulldozers were brought in to clear the streets.

Rescue workers were armed with pickaxes and shovels.

"I must have come across body parts by the thousands," said Angelo Otchy, a mortgage broker who came in with a National Guard unit from Dover, New Jersey, to help dig through the debris.

STORYLINE:

Authorities had been trying to evacuate the twin towers of the World Trade Centre in New York when the glass-and-steel skyscrapers came down in a thunderous roar within about 90 minutes of being hit by two airliners in a terrorist attack.

But many people were thought to still be in both buildings, many of them trapped and unable to get out.

The two planes blasted fiery, gaping holes in the upper floors of one of New York's most famous landmarks and rained debris on the streets.

About an hour later, the southern tower collapsed with a roar and a huge cloud of smoke.

The other tower fell about half an hour after that, covering lower Manhattan in heaps of gray rubble and broken glass.

Firefighters trapped in the rubble radioed for help, others stumbled from the scene, coughing and covered in ash.

Dust and dirt flew everywhere and a layer of ash fell for miles around.

There is still on word on the number of fatalities or casualties.

A third building in New York's World Trade Center collapsed late on Tuesday - seven hours after the complex's twin towers were destroyed in a suicide air attack.

Known as Building Seven of the World Trade Center complex, it sent billowing clouds of dust and rubble into the city skyline.

Emergency crews had expected the building to collapse and had evacuated the area.

There were no reports of injuries after the office tower fell.

The third building is a smaller one compared with the twin towers.

Flames and plumes were seen spewing from the high-rise before it collapsed.

The twin towers were built respectively in 1972 and 1973.

They were responding to urgent appeals for blood for the expected hundreds if not thousands of victims from the tragedy.

As donors waited patiently outside the hospitals ambulances arrived carrying the injured from the scene.

A group of doctors and nurses stood anxiously waiting for the injured.

Inside donors lined up for the few donor facilities available.

Nurses were kept busy by the constant flow of New Yorkers and tourists willing to help out in the city's hour of need.
