The Soviet Union insists the troops were sent at the request of the new Afghan government - many were in the country already under a friendship treaty. But Soviet troops took part in the coup which overthrew President Hafizullah Amin, and many more have arrived since the installation of Babrak Karmal as the new leader. Protests at the Soviet action have been widespread and strong. The United States has announced a number of reprisal measures, including a ban on wheat sales and electronic goods to the Soviet Union; the SALT arms limitation treaty is threatened; and there could even be a boycott of the Moscow Olympic Games. The contingent of Soviet troops withdrawn by Moscow appears to have been replaced by others, and the main cities and roads are under the control of Russian and Afghan government forces. Outlying towns and villages sympathetic to the anti-Communist Moslem guerrillas - the Mujaheddin - have been bombed, forcing the fighters deep into the mountains. Hundreds of thousands of Afghans have crossed into Pakistan to avoid the fighting, and Mujaheddin groups wanting to return and fight find it increasingly difficult to do so because of the massive Soviet presence.
