I believe the future of Americais going to be shaped by the new solutions that are developed and applied to the new challenges. Republican Presidential candidate, Rudy Giulinai, talked about terrorism, economic growht, and the challenges he has faced not as the Mayor of the second largest city in the country. He reitirated that this, as well as other experiences, makes him the best candidate for the presidency of the United States.

" As an institution, as a business, as a country, we always have to have new challenges. New things we're trying to fix, new things we're trying to do, new challenges. And some challenges are challenges that we seek and some challenges are forced on us. But they become the challenges that typify a generation. One of those was the challenge of terrorism. that's one that we didn't seek, we rather not have, but we got to face reality and the reality is that there is an existential threat to this country in the form of islamic terrorism. It has demonstrated itself too many times for us to do anything but to face it by being on offense meaning doing the things that have to be done to anticipate what they are going to do and stop them before they do it . I believe that is the defining mission focus of our era. and if we get that right, we're gonna see a lot of lives saved, we're gonna see this getting to a conclusion, this whole effort getting to a conclusion in a faster period of time rather than a longer period of time. In my book about leadership I have a chapter called "standing up to bullies, tyrants, terrorists, dictators. Standing up to Bullies and dictators. And the reality is that you only do that through strenght. Yesterday we talked about expanding the size of our military by 10 combat brigades..the army. Bringing the marines up to 200 thousand, increasing the airforce, the coast guard and the navy. Get the Navy to a 300 ship Navy. We gotta do that in order to be ready for all the different things that terrorists can throw at us. In various part of the world. We really don't know what those challenges are going to be because this is a different type of enemy that makes decisions on how to do this not out of miliary strategy but as the strategy of attacking innocent people, trying to create the maximum amount of schock and horror out of an event which has psychological impact as well. We also have to be on offense with regard to our intelligence service so we find out about what's going to happen before it happens. and then we have to be ready at home for all the different emergency reactions that are going to be necessary should something like that happens. So we have the best possible response that will save the most lives. This is a major challenge and it is one I believe I am best prepared to deal with because of the experience and background I have. Not just September 11, but my experience and background as mayor of the US largest city, as a US attorney, associate attorney general. I've had to deal with crisis in the past. And when you deal with crisis you get tested and I have that. And I believe I would be able to put this country in the best possible situation in dealing with terrorism as an international focus as well as what is needed at home to have homeland security. "

" This is the strategy that we selected pretty close to day one. So maybe other people will get nervous in a situation like this, but this is what we expected. So this is not unexpected. We were not going to emphasize Iowa in the way two or three other candidates did. And here is why we made that decision. Absolute no insult to Iowa at all. The reason for it is. We see this as a different kind of election, a different type of primary election. We've never had 29 primaries and Caucases. This is extraordinary something different is going to win this election. we hope it's our different strategy that wins it. And we are confident it will. if it isn't our different strategy something else different is going to win. This is not like the other ones in the past were you had Iowa, three big gaps to New Hampshire and you got a big gap to South Carolina, then you got a big gap ito February were people can regroup. Voting has already started in Florida, I believe Florida...i wrote these down so I wouldn't get them wrong. Florida has started absentee ballot and so has California, New York is going to start pretty soon. Florida is going to start early balloting. An about 30 to 40 percent of the people voting in florida are gonna have voted before the 29th. That's one of the reasons we are going to Florida....." This is going to be a different type of election. Whoever has the strategy to fit this election is going to win. We think we got the right strategy. The reality is we have pay a lot of attention to New Hampshire if you look at the days. But we have also paid attention to Florida, California, Illinois, Missouri, and laid the real ground work there with I think great organizations."

This is the earliest the Iowa Caucuses have ever been held. The Iowa Caucuses have led off the political season ever since 1972. But with a number of states moving up their primary dates, Iowa was forced to have its caucuses just after the new year if it wanted to continue to be the first test of the presidential election year. Iowa Senator Tom Harkin, who ran for president in 1992, says having the caucuses first puts Iowa in a very important position. He says voters in the state take this process very seriously, knowing the caucuses can make or break some campaigns.
