At the Mansion House, Mr Churchill (wearing spectacles) addresses a crowd of men and women and prophesies conscription:- "Military weakness in this country encourages potential enemies. Anyone can see that public opinion is growing in favour of compulsory National Service in all it's forms and especially in the highest form. It is increasingly probable I judge by what I read in the papers and what I hear in every quarter. It is increasingly probable that we shall have compulsory National Service before long. Those who now come forward to join the territorial army and other fighting forces of the crown are discharging the highest duty of citizenship."
