German Chancellor Angela Merkel welcomed Dutch Prime Minister Mark Rutte for talks in Berlin on Monday.
Merkel said the pair would be discussing, among other issues, "the first ideas" on the Multiannual Financial Framework, the EU's long-term budget after 2020.
The EU has proposed higher contributions from member states to secure the budget against the background of Brexit.
