"The fight against terrorism requires constant consultation and coordination between countries. What must not be forgotten is the distinction between terrorism and legal struggle in defence of land."
8. SOUNDBITE: (Arabic) Nayef Ben Abdel Aziz, Saudi Interior minister:
"We are following what's happening in the Palestinian occupied territories - the horrible and anti-human acts of Israeli terrorism against the unarmed Palestinian people. The Israeli war machine kills fathers, throws women out of their homes, destroys houses and kills innocent civilians while the whole world stands by and watches. This makes us wonder - if the Israeli acts aren't terrorism - what is terrorism?"

10. SOUNDBITE: (Arabic) Elias Murr, Lebanese Interior minister:
"How can we make peace in the region when Israel is exercising the worst kind of terrorism - bloodshed, terrorizing innocents and terrorizing the minds. Killing innocent women and children. The Israeli government is killing Arab civilians, destroying people's houses and occupying Arab land. It destroys whatever it wants wherever it wants."

"It isn't strange that the Israeli's hinder (Palestinian Interior minister) Freiha Abu Mideen from attending the summit because they are even keeping Abu Amar (Palestinian leader Yasser Arafat) prisoner. So it is not strange because, if they refuse the leader of the Palestinians free movement, they can do anything. These are typical Israeli acts and this is how the Israeli government deals with the Palestinians."

Arab interior ministers met in Beirut on Tuesday for the annual Arab League Summit - where they are due to discuss a range of issues from regional security policy, drug trafficking and the fight against terrorism.
But the first day of the meeting showed the difficulties in defining terrorism - as ministers from Saudi Arabia and Lebanon criticised Israeli government actions against the Palestinians.
At the opening session, the Saudi Interior minister questioned why Israeli actions in the occupied territories aren't considered terrorism.
Nayef Ben Abdel Aziz added: "The whole world stands by and watches."
His comments were re-iterated by the Lebanese Interior Minister, Elias Murr.
Murr said a peace agreement could not be reached between Israel and the Palestinians, because "Israel is exercising the worst kind of terrorism - bloodshed, terrorizing innocents and terrorizing people's minds."
Delegates from 17 Arab countries are attending the meeting.
Meanwhile in Ein El Helweh Palestinian camp - the largest Palestinian refugee camp in Lebanon - Palestinians called on the Arab interior ministers meeting in Beirut to stop Israeli aggression.
