Australian Prime Minister Tony Abbott said on Monday that the downing of Malaysia Airlines Flight 17 in eastern Ukraine was mass murder.
"Let's be absolutely crystal clear about what happened," he said after meeting Dutch Prime Minister Mark Rutte in The Hague. "Two-hundred-and-ninety-eight innocent people were murdered."
The Dutch Safety Board says it will push ahead with an investigation into the cause of the disaster, despite not being able to access the site where the plane went down in eastern Ukraine.
Rutte said on Monday that "we're putting our work on hold, but we're not stopping," adding that work at the crash site will resume "as soon as the situation stabilises sufficiently".
Flight 17 was shot down on 17 July, killing all 298 people aboard, mostly Dutch, Malaysian and Australian citizens.
Pro-Russia rebels in Ukraine have publicly denied responsibility but one top rebel has told The Associated Press they were involved.
