"Ukraine has shown that we did everything according to the recommendations (by the International Civil Aviation Organisation) which we could do to make flights safe. We had no information about this kind of weaponry (Buk missile system). We had no information about instructors who may own such kinds of weaponry."

5. SOUNDBITE (Ukrainian) Henadiy Zubko, Ukrainian Deputy Prime Minister:
"Ukraine carried out a thorough and transparent investigation, and today a supporting technical report by the Netherlands showed that act happened due to a terrorist attack: by Russian weaponry, Russian operation and the territory controlled by Russia-
controlled mercenaries. The question of safety moved to the question of security because of the fact of a foreign invasion."

7. SOUNDBITE (Ukrainian) Henadiy Zubko, Ukrainian Deputy Prime Minister:
"All ICAO recommendations were followed. Thirty-three air crash disasters have happened over conflict areas in the world and nothing has changed. Ukraine adhered to all recommendations. Ukraine closed the corridor, step-by-step, until 9,750 metres in altitude. The same recommendations are used now for flights over Syria."

9. SOUNDBITE (Ukrainian) Olena Zerkal, Ukrainian Deputy Foreign Minister for European Integration:
"As for us, it's very important to provide a mechanism for responsibility. We are looking to pass the jurisdiction of guilt to one of the joint investigation group countries. We are also discussing how to make a hybrid tribunal."
The Ukrainian Deputy Prime Minister said his country had done everything to make flights safe ahead of the MH17 air disaster.
Speaking in Kiev on Tuesday following the report by the Dutch Safety Board into the crash, Hennadiy Zubko said Ukraine had done everything according to International Civil Aviation Organisation (ICAO) recommendations.
Dutch investigators concluded that a Buk missile, launched from rebel-held Ukraine, ripped the cockpit from Malaysia Airlines Flight 17 in July last year.
Zubko said Ukraine had no information about Buk missile systems and that his country had carried out a thorough and transparent investigation into the crash.
Ukrainian Deputy Foreign Minister for European Integration, Olena Zerkal, said her country now wanted to form a tribunal to find out who was responsible for firing the missile that brought down flight MH17.
