Blacksburg, VA - Chief Wendell Flinchum,VA Tech Police, SOT: "I would like next to address the contact our department has had with the Norris Hall gunman Cho Seung-Hui. Once his identification was confirmed, I was able to review our records and determined that we did have contact with Cho in the fall of 2005. In November of 2005, Cho had made contact through phone calls and in person with a female student. The student notified the VA Tech police department and officers responded. The student declined to press charges and referred to Cho's contact with her as annoying. However the investigating officer referred Cho to the university disciplinary system which is the office of judicial affairs. The outcome of that refferal is handled within the university and is outside the scope of the police department. In December of 2005 Cho instant messaged a second female student , again no threat was made against that student. However she made complaints with the VA tech police department and asked that Cho had no further contact with her. Officers followed up the next morning and spoke with Cho concerning this matter. Later that day, our department received calls from acquaintances of Cho's who were concerned that Cho may be suicidal. Officers again met with Cho and talked with him at length. Out of concern for Cho officers asked him to speak with a counselor. He went voluntarily to the police department. Based on that interaction with the counselor a temporary detention order was detained and Cho was taken to a mental health facility. It was also in the fall of 2005 that the chair of the English department Doctor Lucinda Roy informally shared her concerns regarding Cho and his course writing assignments. The writings did not expess any threatening intentions or elude to any criminal activity. No criminal violation had taken place. Since those contacts in November and December of 2005, more than a year ago, I am not aware of any additional incidents or reports made to our department.

Earlier today NBC News in New York received correspondence that we believe to have been from Cho, the gunman who's responsible for the fatal shootings in Norris Hall. The correspondence included multiple photographs, videos and writings. Upon receipt of this correspondence, NBC News immediately notified authorities." SOT: "The originals were turned over to the FBI and they are in the process of transporting those back. We've been working with the FBI, the ATF and the VA Tech police department since discovering this new evidence existed. This may be a very new critical component of this investigation. We're in the process right now of attempting to analyze and evaluate its worth. Thank you for your time."

As a result, it greatly complicated our being able to process the scene. If you can imagine, at the crime scene, personal effects were strewn about the entire second floor at Norris Hall, so it made it much more difficult to identify students and faculty members who were victims. Victims were found in at least 4 classrooms as well as a stairwell."

The university is shocked and indeed horrified that this would befall us. And I want to extend my deepest and most sincere and profound sympathies to the families of these victims which include our students. We are currently in the process of notifying next of kin. The Virginia Tech police are being assisted by numerous other jurisdictions including Mont. county. Crime scenes are being investigated by the University police, the FBI, and the State police. At about 7:15 this morning a 911 call came to the University police dept. concerning an event in West Ambler Johnston Hall. There were multiple shooting victims. While in the process of investigating about two hours later, the Univ. received reports of a shooting in Norris Hall. The police immediately responded. The shooter in Norris Hall is deceased. There are multiple fatalities. The number of fatalities has not been confirmed. Victims have been transported to various hospitals in the immediate area in the region to receive emergency treatment. And we will proceed to contact the next of kin as the victims identities are available."
