UK Foreign Secretary and Conservative leadership contender Jeremy Hunt said Monday that he would decide whether a Brexit deal can get through the House of Commons by September 30th if he became prime minister.

At a speech in London outlining his 10 point plan for Brexit, Hunt said that he would ramp up no-deal preparations "on day one" if he was elected, pledging a 6 billion pound (7.6 billion US dollar) fund to support the fishing and farming sectors who export to Europe.

Hunt added that if he assessed there was no deal to be done he would "immediately cease all discussions with the European Union and focus the whole country's mission on no deal preparations."

He assured EU citizens that their rights would be protected whatever the outcome.

Hunt clarified that no deal was "not my preferred destination, but if a withdrawal deal is simply not on the cards, then the only way to fulfill the democratic mandate of the referendum is to leave without a deal, which is what we will do."

The discussion over a no-deal Brexit is at the forefront of the battle for the leadership of the Conservative Party between Hunt and Boris Johnson.

The winner will become prime minister next month.

Johnson, a former mayor of London, has said Britain will leave on October 31 "do or die" while Hunt says it's an artificial deadline that could be extended again.

Brexit has already been delayed from its original date of March 29 after Parliament rejected Prime Minister Theresa May's Brexit deal three times.

Both leadership candidates have said they will look to negotiate changes to the withdrawal agreement that deals with citizens' rights post-Brexit, Britain's financial obligations to the EU and making sure no hard border returns between EU member Ireland and Northern Ireland, which is part of the United Kingdom.

The Brexit negotiatior for the European Parliament said on Thursday that the UK deciding to leave the European Union had caused a renewal of interest in the European project.

Speaking at an event at the London School of Economics, Guy Verhofstadt said that the EU had gained popularity since the UK's referendum last year.

In a wide ranging speech on Brexit, Verhofstadt also put forward a vision of an ever closer union of remaining European Union states including the chance to elect politicians at a European level, as opposed to just nationally.

British Prime Minister Theresa May was battling Monday to stave off a new defeat for her European Union divorce deal, with talks deadlocked a day before Parliament is scheduled to vote on the plan.

The House of Commons is scheduled to vote Tuesday on whether to approve a deal it resoundingly rejected in January, and there are few signs of a big shift in opinion.

Londoners on both sides of the camp said Monday they just wanted a resolution of a situation that had been dragging on for far too long.

Lawmakers' opposition to the deal centers on concerns over arrangements for the Irish border.

May's government has been seeking changes, but the EU refuses to reopen the 585-page agreement that it spent a year and a half negotiating.

The bloc is frustrated at what it sees as the inability of Britain's divided government to lay out a clear vision for Brexit, and for seeking changes to an agreement that May herself helped negotiate.

"Technical" talks aimed at securing concessions from the EU failed to secure a breakthrough over the weekend, and a rumored trip by May to meet EU leaders in Brussels on Monday looked to have been shelved.

If Parliament throws out the deal again, lawmakers will vote on whether to leave the EU without an agreement, an idea likely to be rejected, or to ask the EU to delay Brexit beyond the scheduled March 29 departure date.

May warned last week that any delay could mean "we may never leave the EU at all."

Hard-line Brexit supporters in May's Conservative Party said she should postpone Tuesday's vote rather than risk another crushing defeat.

May has staked her political reputation on securing an exit deal with the EU, and is under mounting pressure to quit if it is defeated again.

She survived a bid to oust her through a no-confidence vote in December, so can't be forced from office for a year.

Opposing groups of campaigners gathered outside the UK Supreme Court in London on Monday as judges started hearing the government's appeal against a ruling that Parliament must hold a vote before Britain's European Union exit negotiations can begin.

Prime Minister Theresa May plans to trigger two years of divorce talks before the end of March by invoking Article 50 of the EU's key treaty, using centuries-old government powers known as royal prerogative.

Those powers - traditionally held by the monarch but now used by politicians - allow the government to join or leave international treaties without consulting lawmakers.

Financial entrepreneur Gina Miller and hairdresser Deir Dos Santos went to court to argue that leaving the EU will remove some of their rights, including free movement within the 28-nation bloc, and that shouldn't be done without Parliament's approval.

Last month, three High Court judges agreed - but the government says they have misinterpreted the law.

The case has raised a constitutional quandary and inflamed the country's heated debate about Brexit.

November's ruling infuriated pro-Brexit campaigners, who saw the lawsuit as an attempt to block or delay Britain's EU exit.

Miller says she has received abuse and death threats.

She arrived at court Monday with her lawyers, greeted by cheers from pro-EU campaigners dressed as judges atop an open-topped double-decker bus.

A banner on the side read "In democracy, Leave hypocrisy."

"Nigel, where are you?" they sang mockingly, in reference to former UK Independence Party leader Nigel Farage, a prominent voice in the leave campaign.

He had promised to lead a march on the Supreme Court to demand judges respect the will of the majority.

Just days away from a potentially calamitous no-deal Brexit, European Union leaders meet Wednesday to discuss granting the United Kingdom a new delay - possibly of up to a year - to its departure from the bloc.

It's likely to be a rough day for British Prime Minister Theresa May as she pleads for a second extension until June 30, to prevent Britain's scheduled departure from the EU this Friday.

Brexit analyst Anand Menon, the director of UK in a Changing Europe initiative, said the Prime Minister is in "really invidious situation", where she is trying to avoid a long delay but cannot deliver Brexit due to some of her own party members "playing games behind her".

He added May was heading to Brussels in a weak position, "asking for a favour from her European colleagues".

European Council President Donald Tusk has suggested an even longer delay of up to a year with conditions attached to ensure Britain does not stymie EU decision-making if it remains a member.

May will head to Brussels for a pre-summit meeting with Tusk before explaining her delay request to the leaders who will then discuss their next move.

If they don't grant an extension, Britain leaves the bloc on Friday with no deal regulating the departure.

A drastic cliff-edge exit would have huge costs to businesses and trade across the English Channel and be very cumbersome to travellers as it would likely hit airports, ports, tariff rules and standard regulations overnight.

As UK's Prime Minister Theresa May wants to start Britain's divorce from the European Union (EU), eleven judges may stand in her way.

On Monday, May's government will ask the justices of the Supreme Court to overturn a ruling that Parliament must hold a vote before Britain's exit negotiations can begin, a case that has raised a constitutional quandary and inflamed the country's heated debate about Brexit.

May plans to trigger two years of divorce talks before the end of March 2017 by invoking Article 50 of the EU's key treaty, using centuries-old government powers known as royal prerogative.

The powers - traditionally held by the monarch but now used by politicians - enable decisions about joining or leaving international treaties to be made without a vote of Parliament.

A hairdresser and a financial entrepreneur, Deir Dos Santos and Gina Miller, went to court to argue that leaving the EU will remove some of their rights, including free movement within the bloc, and that shouldn't be done without Parliament's approval.

Last month, three High Court judges agreed, but the government says they have misinterpreted the law.

Government lawyers led by Attorney General Jeremy Wright will argue this week that the British people have spoken by voting in a June 23 referendum to leave the EU.

In written arguments published before Monday's hearing, government lawyers say the use of royal prerogative to start the talks is "constitutionally appropriate and lawful."

Many legal experts say the government will likely lose its appeal and be forced to give Parliament a vote, but the government was left with little choice than to proceed with the case anyway.

"It's politically problematic, I think, to be seen to not pursue all legal avenues to obstruct this attempt to, in the eyes of some critics, derail the Brexit process," says Jeff King, Professor of Law, University College London.

In a reflection of the constitutional importance of the case - which hinges on the balance of power between Parliament and the executive - all 11 Supreme Court judges will hear the appeal, the first time the full court has sat since it was founded in 2009.

The case is scheduled to last four days, with a ruling likely in January.

Complicating the picture are new participants including the Scottish government, which argues the Edinburgh-based Scottish Parliament should get a vote, too.

Britons voted by 52 to 48 percent on June 23 to leave the EU, but voters in Scotland strongly backed staying in, and the Scottish government says they should not be dragged out of the EU against their will.

The British government is considering its response to the ruling of the speaker of the House of Commons that Prime Minister Theresa May cannot keep asking lawmakers to vote on the same European Union divorce deal they have already rejected twice.

Speaker of the House John Bercow was asked about his decision to use a precedent from the 17th century for a ruling as he walked towards Parliament on Tuesday morning.

He refused to answer.

Brexit Secretary Stephen Barclay said Tuesday that the government needs "to look at that ruling."

May has been lobbying opponents in preparation for another vote on her plan.

"If members of parliament themselves are changing their vote that does suggest that circumstances have changed," added Barclay.

Britain is due to leave the EU on March 29 but following the failure of lawmakers to back her withdrawal agreement, May is expected to ask leaders at the summit for an extension to the country's departure date.

Financial entrepreneur Gina Miller's lawsuit begins with a simple question: can Prime Minister Theresa May start negotiating Britain's exit from the European Union without an act of Parliament?

But the suit, described by some legal experts as the U.K.'s most important constitutional case in decades, seeks to answer much bigger questions about where power lies in this nation's democracy and whether rights can be revoked without a vote of lawmakers.

May says the June 23 referendum on EU membership gave her a mandate to take Britain out of the bloc and that discussing the details of her strategy with Parliament would weaken the government's negotiating position.

May has announced plans to invoke Article 50 of the EU treaty, starting talks on Britain's future relationship with the single market, by the end March.

The lawsuit, hearings on which begin Thursday at the High Court in London, could derail those plans.

Miller, 51, runs SCM Private, an online investment manager, and is also a lawyer.

Miller, who supported the campaign to stay in the EU, says the case isn't about blocking Brexit - or keeping Britain in the EU.

Andrew Blick, an expert on the Magna Carta at King's College London, said the case involves an argument that dates back almost 400 years to the English Civil War as to whether power ultimately rests in the executive or Parliament.

Underscoring the importance of the case, May put Attorney General Jeremy Wright in charge of the legal team fighting the suit, making the announcement with a flourish at the recent Conservative Party Conference as she underscored she would "make a success'' of taking the country out of the EU.

Wright argues that the suit is an attempt to put a legal obstacle in the way of enacting the referendum result.

At issue is May's attempt to use Royal Prerogative, historic powers officially held by the queen, to trigger Article 50.

The powers, which have in reality passed to politicians, enable decisions to be made without a vote of Parliament and cover matters as grave as declaring war or as basic as issuing passports.

Historically, Royal Prerogative has also applied to foreign affairs and the negotiation of treaties.

Miller argues that Parliament should decide whether to invoke Article 50 - after a full debate and vote - because the rights of individuals are being revoked in the process.

Freedom of movement, freedom of trade and freedom to vote in European elections are among the rights that will change.

Politically, though, there's growing cross-party pressure to give Parliament a say on Brexit strategy before Article 50 is invoked.

A motion debated Wednesday in the House of Commons demands that lawmakers have a chance to "properly scrutinize,'' the Brexit strategy before the formal exit process begins.

The UK Labour leader Jeremy Corbyn said that he has "regret" that seven MPs left the party on Monday, "because I want our party to be strong."

Chuka Umunna, Luciana Berger, Chris Leslie, Angela Smith, Gavin Shuker, Mike Gapes and Ann Coffey quit the main opposition Labour Party over its approach to issues including Brexit and anti-Semitism,

Many Labour lawmakers have been unhappy with the party's direction under leader Corbyn, a veteran socialist who took charge in 2015 with strong grass-roots backing.

Speaking at the UK National Manufacturing Conference in London, Corbyn added that "anyone (in the party) who thinks they're not being consulted is not taking up, in my view, the opportunities that are available there and open and ready for them at all times to do that."

An analyst suggested on Monday that the British prime minister's likely delaying of a parliamentary vote on Brexit was a bid to retain her job.

"It appears to be the case that Theresa May has been convinced by party managers that she cannot possibly win this vote and she's very likely to lose it by a very wide margin, said Tim Bale, professor of politics at Queen Mary University in London

"If she were to lose it really badly that could possibly threaten her premiership,"  he added.

May looked set to postpone Parliament's vote on her European Union divorce deal on Monday to avoid a shattering defeat, throwing Brexit plans into chaos just weeks after Britain and the bloc finally reached an agreement.

The House of Commons Speaker's office said May would make a previously unscheduled statement to lawmakers about Brexit at about 3:30 pm (1530 GMT).

The announcement came as May held talks with her Cabinet about the next steps in the Brexit process.

The Press Association news agency and other British media outlets said May had decided to postpone the vote scheduled for Tuesday.

May's office insisted on Monday morning that the vote would definitely be held.

All signs have pointed to a big defeat for the prime minister in Tuesday's vote - a result that could sink May's deal, her leadership, or both.

An updated House of Commons business statement said there would be a statement on "business of the House" after May's address, indicating a sudden change to the parliamentary schedule.

Bale suggested that May might be hoping to "wring some extra concessions out of Brussels and hope that they might be enough to persuade some waverers on her own side to vote for a slightly tweaked withdrawal agreement."

He suggested that the likelihood of a second referendum on Brexit had "increased markedly over the last two or three weeks actually" as "it's going to be very difficult to get an agreement that satisfies parliament."

"I think Theresa May's position after today is going to be a lot more shaky than we had assumed," Bale added.

Meanwhile on Monday the pound sank amid the political chaos, hitting an 18-month low against the US dollar.

May's Conservative government does not have a majority in the House of Commons, and opposition parties - as well as dozens of Conservative lawmakers - say they will not back the divorce deal that May and EU leaders agreed upon last month.

Britain is scheduled to leave the bloc on March 29.

Britain woke up Thursday to a new Brexit deadline of 31 October, prompting one of the country's newspapers to brand it a Haloween nightmare for prime minister Theresa May.

Most of Britain's media led on the new deadline, granted by European Union leaders after an emergency summit in Brussels.

Top political analyst Anand Menon, Professor of European Politics and Foreign Affairs at Kings College London, said the delay could prompt new pressure on May to resign after European elections next month.

Lord Kerr, the former British ambassador to the European Union who played a key role in drafting Article 50 said triggering it didn't mean Brexit was inevitable.

"As far as Brussels is concerned, as far as the treaty is concerned, this country still has free choice about whether to proceed," he said in a speech at an event hosted by the pro-EU Open Britain campaign, adding "I think the British people have the right to know this, they shouldn't be misled."

British voters, and lawmakers, remain divided over Brexit.

Prime Minister Theresa May warned Friday she would not tolerate attempts "to try to block the democratic wishes of the British people by attempting to slow down or stop our departure from the European Union."

Negotiations are ongoing for Britain's exit from the bloc which is scheduled for March 2019.

Technical talks started Thursday in Brussels for a two-day round, as the sides look to move forward on the key issues of Britain's financial commitments, the status of Irish borders and the future of citizens hit by Britain's departure.

EU leaders are increasingly frustrated with Britain's reluctance to signal how much it is willing to pay to settle its commitments to the 28-nation bloc.

The Brexit bill - estimated by the EU at somewhere around 60 billion euros (70 billion US dollars) - is a key sticking point preventing the EU from allowing talks to move on to trade and future relations.

British foreign secretary Philip Hammond as been tipped as a potential chancellor under May. During a brief encounter with a reporter on Wednesday Hammond insisted "Brexit does mean Brexit".

It's unclear whether the current Justice Secretary and leading Brexiteer Michael Gove will have a place in the new cabinet, although he has made clear he would be happy to serve under Theresa May.

UK's Foreign Secretary Jeremy Hunt said the country now "has a chance to leave the European Union on 29th of March," after Prime Minister announced on Monday evening what she described as "legally binding" changes in her European Union divorce deal.

"If we grab this opportunity now we can do that and if we don't, we increase the risk of both a customs union outcome and possibly no Brexit," Hunt said on Tuesday heading for the Cabinet meeting.

The House of Commons will vote later in the day after last-minute talks with the EU produced assurances the deal couldn't be used to tie Britain to the bloc indefinitely.

May is still facing continued opposition from some lawmakers to her deal for the withdrawal from the bloc despite "legally binding" changes that she hopes will win parliamentary support for the agreement.

Attorney General Geoffrey Cox raised this concern when the agreement was presented to Parliament in December, and many lawmakers are now waiting for his legal opinion on the new provisions.

May flew to Strasbourg, France, late Monday for talks with European Commission President Jean-Claude Juncker.

At a news conference, they announced changes designed to overcome lawmakers' concerns about provisions designed to ensure the border between EU member Ireland and Britain's Northern Ireland remains open after Brexit.

Almost three years after Britons voted to leave the EU, the date and terms of its departure are still up in the air.  

The UK House of Commons voted late Monday to wrest the parliamentary timetable away from the government temporarily so that lawmakers can vote on alternatives to the withdrawal agreement Prime Minister Theresa May negotiated with the European Union.

The government, which usually controls the scheduling of votes in Parliament, said the lawmakers' move "upends the balance between our democratic institutions and sets a dangerous, unpredictable precedent for the future."

May's authority is hanging by a thread after 30 members of her Conservative Party defied her instructions and voted for Parliament to take control of the process.

Three government ministers resigned rather than vote with the government.

Professor Adam Cygan from the University of Leicester feels that there is still some way to go before a deal can be reached.

He said he doubts that there will be any conclusion when MPs start debating their options for going forward on Wednesday and thinks discussions on refining a withdrawal agreement will continue into next week

He also argued that there is still hope for May, and that the Parliament manoeuvres seen on Monday may be enough to convince some Brexiteers to vote for her deal if she can bring it back to Parliament on Friday.

Last week the EU granted Britain a delay to the scheduled March 29 exit date, saying that if Parliament approved the proposed divorce deal, the U.K. would leave the EU on May 22.

If not, the government has until April 12 to tell the 27 remaining EU countries what it plans to do - leave without a deal, cancel Brexit or chart a path to a new option.

"The way in which this works, this has only been tried a couple of times and most recently in trying to reform the House of Lords. First the MPs on that occasion didn't agree and unless MPs have decided to compromise, I think we're going to have the same position again if MPs remain entrenched where they want. However, if they do agree something and they go back to the prime minister and say 'what we want from you is to take forward a customs union and single market membership back to the EU as our deal, as the deal', I think that will be very difficult for the prime minister to do. Indeed on any votes that are taken she will not be bound by them. What will need to happen is the MPs need to turn this into legislation, into laws which then bind the prime minister. However, I think at that stage the prime minister would probably feel humiliated being told by MPs what to do, particularly if it crosses her red lines of a customs union and single market. UK Foreign Secretary Jeremy Hunt says a general election would be "political suicide" for the Conservatives.

Speaking to reporters on Tuesday, Hunt said that trying to leave the European Union without a deal would lead Parliament to trigger a national election that would be "absolutely catastrophic" for the Conservatives.

He said the party would get "annihilated" as it failed to deliver Brexit.

The race to succeed Prime Minister Theresa May is becoming a battle over whether Britain should leave the bloc without a divorce agreement - or whether that would cause economic and political mayhem.

Hunt said he believes a deal can be negotiated by looking for "solutions that change the backstop."

"In its current form it's not acceptable to the UK Parliament, but offer alternative ways of giving reassurance on the Irish border, I think in the end there is a deal to be done," Hunt said.

May's Conservatives are reeling after the upstart Brexit Party won Britain's election for European Parliament seats.

The Conservatives came a humiliating fifth.

That led some Conservatives, including leadership contenders Boris Johnson and Dominic Raab, to argue that the UK must leave the EU as scheduled on October 31, even if it hasn't approved a withdrawal deal.

Others say crashing out of the bloc would be reckless.

UK prime minister Theresa's May last minute attempts to amend the withdrawal agreement to leave the European Union may have given her a greater chance of getting the deal through parliament, according to the one political analyst.

Professor Tim Bale, from Queen Mary's University in London, said on Tuesday that although many have predicted the withdrawal agreement would not pass through parliament, it could not be written off altogether.

Bale told the Associated Press that he thought that while the deal may not pass on Tuesday, if May "manages to get the majority against the deal down to twenty or thirty it might give the opportunity to have another go in a week's time."

UK Prime Minister Boris Johnson on Tuesday accused the European Union of being "a bit negative" about the Brexit negotiations, adding it was going "to take a little patience" to break the deadlock.

Speaking on the eve of his visit to Berlin for talks with Chancellor Angela Merkel, Johnson also reiterated his calls for the Northern Irish backstop to be removed from the Withdrawal Agreement.

The former Foreign Secretary, who took over as Prime Minister of Great Britain in July, is a staunch Brexiteer and has repeatedly asserted he will take the UK out of the EU in October 31 with or without a divorce deal.

Referring to former Prime Minister Theresa May's Brexit deal which failed to pass through parliament three times, Johnson said it "simply didn't work for the UK."

"We can't have this backstop," he added, saying that under no "circumstances will the UK be putting in any kind of checks at the border in Northern Ireland."

The British government has said that as of Sept. 1 it would stop attending all EU meetings where its vital interests were not at stake.

The EU, which is not known for its speedy diplomacy, took only half a day to rebuff a four-page proposal by Johnson on breaking a deadlock over ensuring a transparent border between Ireland and Northern Ireland.

The bloc said one key part of the proposal was "incorrect" and another "misleading."

In the diplomatic note from the EU Commission and Council to the EU's remaining 27 nations, which was obtained by The Associated Press, the member states were strongly urged not to give in to Johnson's demand that the legal withdrawal agreement the EU negotiated with his predecessor, Theresa May, be changed at this late stage.

Johnson demanded late Monday that the EU re-open Brexit negotiations, scrapping "anti-democratic" provisions for the Irish border that he said would threaten the peace process in Northern Ireland.

British Prime Minister Theresa May says she has "great personal regret" that the U.K. won't leave European Union with a deal next week and it's time for her country's lawmakers to decide what they want to do about Brexit.

In an address to the nation late Wednesday, May outlined three choices she said remain for Parliament: approving her deal with the EU, going forward with a no-deal Brexit on March 29 or not leaving the EU.

May asked the EU on Wednesday to postpone the U.K.'s departure until June 30. She says she will not allow a much longer delay while she is leading the British government.

The leaders of the remaining member countries could consider her request at a summit in Brussels on Thursday.

European Commission President Donald Tusk, the summit's host, said Wednesday a short extension is possible on the condition that Parliament approves the Brexit deal it has rejected twice.

UK Conservative leadership candidates Boris Johnson and Jeremy Hunt faced their final hustings on Wednesday.

Both candidates delivered speeches and answered questions in front of hundreds of Conservatives at a London conference centre.

In an eye-catching move Johnson brandished a kipper on stage, and said the plastic wrapping it was covered in was an example of European Union (EU) rules increasing business costs in the UK.

In an energetic address he pledged to "get Brexit done by October 31."

Pollsters favourite Johnson refused to answer questions on whether he would be willing to suspend parliament in order to push through a no deal Brexit to make the deadline.

His opponent Jeremy Hunt attempted to position himself as the best person to revitalise talks with the EU.

Both candidates said the backdrop, which was included in the withdrawal agreement negotiated by Prime Minister May and aims to prevent a hard border in Northern Ireland, was unworkable.

The EU has repeatedly said the agreement is not up for renegotiation.

Hunt also doubled on his criticism of Donald Trump after the U.S. President's said four Democratic congresswomen should "go back and help fix the totally broken and crime infested places from which they came."

" I've got three half Chinese children born on the NHS with British passports," Hunt said.

"It would be totally unacceptable to me or my wife if anyone ever told them to go back to China, and I hope no politician in this country ever would," he said.

May announced her resignation last month after her Brexit deal was rejected by parliament three times.

About 160,000 Conservative members have until Monday to vote by postal ballot.

The winner will be announced Tuesday and will replace May as party leader and prime minister.

"The problem with the backstop is as everybody understands it I think now in this country is it poses this appalling dilemma for the UK. You either have  to accept that you remain forever within the EU Customs Union and in regulatory alignment with with Brussels even though you have no say in setting tariffs or in setting regulations, or else you have to accept that if the UK wanted to do things differently we'd have to lose control of Northern Ireland. And I think that's utterly intolerable, we'd see a division between the union between Great Britain and Northern Ireland. I think that's an utterly intolerable choice.  No democratic country could submit to that kind of choice."

(Asked if Theresa May's deal was dead) "As it is now yes we have to be. I want to get a deal. And so we have got to make some profound changes to that withdrawal agreement. That doesn't mean ripping up the whole thing. But it does mean that the backstop has to go."

"I am the country's diplomat in chief and I have responsibility for our relationship with our most important ally (the US) and that relationship by the way is the foundation of the peace and prosperity that we've had in the world for the last 75 years. And I have to recognise that the words I use needs to be calibrated in a way that doesn't do lasting damage to that relationship. But I think I made my feelings very clear. I think I said in that Sun debate that I've got three half Chinese children born on the NHS (National Health Service) with British passports. I would be utterly appalled, horrified, it would be totally unacceptable to me or my wife if anyone ever told them to go back to China. And I hope no politician in this country ever would."

"If I was going to talk about the austerity cuts that I had to bring in as part of (former UK Prime Minister) David Cameron's cabinet in 2010 I think there were two areas where with the benefit of hindsight, and it's easy to say these things, they went too far, and one of them was police numbers and one of them was the social care system. So how do we solve it? I think we've got to do two things. First of all local councils do need more money to deliver a basic standard of care and social care. And I want a 10 year plan for the social care system just as I delivered a 10 year plan for the NHS. That was actually my next job. But secondly it is also about personal responsibility and we need to encourage more younger people to save for those costs in the very last few months of their lives earlier just as they save for their pensions."
