A team of French government officials were in London on Monday to meet with city heads to make the case for Paris as an alternative to London and Frankfurt as Europe's key business hub in a post-Brexit Europe.

Paris deputy mayor Jean louis Missika accompanied Valerie Pecresse, president of the wider Paris region and Gerard Mestrallet, chairman of France's finance industry lobby Europlace, met with over 80 companies, investment banks, equity firms and FinTech (Financial Technology industry) companies.

As well as claiming that Paris was the only other city in Europe to match London's infrastructure when it came to serving banks and Fintech, the officials were keen to emphasise high standards of life in Paris as a strong and unique selling point.

A senior Facebook executive said on Monday that there was no evidence that Russia influenced the EU referendum result using Facebook.

"Given the evidence of Russian activity around the 2016 US election it was natural for people to ask questions about the Brexit referendum. Facebook took these questions seriously and carried out a thorough investigation and found no evidence of significant outside interference," Sir Nick Clegg said during a speech at the Hertie School of Governance in Berlin.

The tech giant's vice-president, who started working for the company last October, also said the social media site is in favour of regulation to address some of the dark problems of the internet.

Clegg, the former leader of the UK Liberal Democrat party who now heads global affairs for Facebook, said the company was in favour of some form of regulation to help it address issues such as cyberbullying or fake news.

Lawmakers have been pushing tech companies to take down offensive content more quickly and to do more in general to halt internet harm.

British Prime Minister Theresa May says she will step down as Conservative Party leader on June 7, sparking a contest to replace her as party chief and U.K. leader.

Contenders to the leadership role are starting to emerge inside the Conservative party.

Three of those who have officially thrown their hat into the ring are former London Mayor and Foreign Secretary Boris Johnson, former Work and Pensions Secretary Esther McVey and newly appointed International Development Secretary Rory Stewart.

Known for his gaffes and less than diplomatic stances on several issues, the Eton and Oxford educated Johnson was one of the faces of the Leave campaign and remains a polarising character.

He had been going for the Prime Minister position after David Cameron's resignation but stopped short of announcing his candidacy when his campaign manager Michael Gove decided to pull his backing at the last minute.

He was named Foreign Secretary in July 2016 and quit the post in July 2018 over Theresa May's approach to the Brexit process.

Returning to Parliament as a back bencher, he continued to campaign for an alternative to May's Brexit plans.

Esther McVey was a member of Parliament from 2010, serving later as Cameron's Under-Secretary of State for Disabilities in 2012 before taking up the post of Minister of State for Employment the following year.

She later moved on to become the Chair of the British Transport Police Authority and  Deputy Chief Government Whip, becoming Secretary of State for Work and Pensions in January 2018.

A staunch Brexit backer, she quit the post in November over Theresa May's handling of the process.

On Monday McVey launched the Blue Collar Conservatism group to woe working class voters, pledging to make cuts to the overseas aid budget to fund domestic budgets such as education and police instead.

McVey wants to see Britain leave the EU by the end of October even if that means leaving without a deal.

Newly appointed International Development Secretary Rory Stewart moved up from Minister of Prisons, replacing Penny Mordaunt who took the post of Defence Secretary following Gavin Williamson's dismissal over a security breach from the National Security Council.

An accomplished diplomat, former tutor to Princes William and Harry and award winning writer, Stewart became a member of Parliament in 2010.

He held several posts including Minister of State for International Development and Africa as well as the Prisons portfolio.

A Brexit remainer, he has supported Theresa May's deal and warned of risks of sleepwalking into a no-deal situation through political miscalculation.

A backer of climate change action, he has stated he wants to bring the deeply divided country together on Brexit.

Michael Gove, currently the Environment Secretary who has held several cabinet posts including Education Secretary and Justice Secretary has not declared his intention to run but is seen as a potential contender.

Gove worked first in journalism, including a stint at the Times newspaper, and built a reputation with extensive television and radio appearances.

He entered parliament in 2005 and was made Education Secretary after the Conservatives' election victory in 2010.

His reform plan made many enemies, however, and he was reassigned after four years.

A supporter of the Leave campaign, Gove had previously put himself forward for the leadership of the Tory party following David Cameron's resignation in the wake of the Brexit referendum.

After being the top job campaign manager for fellow Tory Boris Johnson, Gove withdrew his support for him on the day he was announce he was a candidate and instead came forward as a candidate himself.

Johnson decided not to run and Gove lost to Theresa May and Andrea Leadsom, who came second.

He got the Environment Secretary post following the 2017 general election and was a supporter of May's withdrawal deal.  

Jeremy Hunt held the post of Health Secretary for over five years  - the longest serving Health Secretart in the history of the NHS and was under much criticism over his handling of several issues during his tenure, including a feud with junior doctors over their contracts which resulted in several strikes.

Hunt was previously a Secretary of State for Culture, Media and Sport as well as Minister for the Olympics during the 2012 London Olympics.  

He replaced Boris Johnson as Foreign Secretary in July 2018.

A supporter of Remain in the European Union membership referendum, he backed Theresa May's withdrawal deal and is seen a safe pair of hands.

The pro-Brexit Conservative MP Andrea Leadsom, who resigned as House of Commons Leader on Wednesday to protest May's Brexit plan, tweeted on Friday that May's speech was "an illustration of her total commitment to country and duty."

Leadsom, also a possible leadership contender, said May "did her utmost" and praised the dignity of the prime minister's speech.

"He knows how to manipulate a dumbed-down population whose schools have been wrecked, whose media is just insipid and stupid and doesn't give people the facts about what's going on," said Moore.

"The public is easily manipulated by somebody like him. Those who vote for him, he had record turn outs, he has the largest rallies, he supports a 21st century version of fascism of marrying the state and capital together to benefit the few at the expense of the many and, in the process, blame the other. The other is causing your problems, let's build a wall. Let's ban Muslims. That a large percentage of that party didn't even believe that he was born in the United States. 19 percent of Republicans, according to one poll, believe he is the Antichrist, in other words he is the Devil himself. But those are the dying voices."

"I've spent 25 years pointing out everything that's wrong with the United States and I not only not have to point it out any longer to my fellow Americans, most Americans or the majority at least get it," said Moore. "Most Americans by now know that the rich have gotten a lot richer, everybody else is working harder and longer for less pay, less benefits, not much time off. In homes and pubs, on leaflets and lampposts, debate is raging in Ireland over whether to lift the country's decades-old ban on abortion. Pro-repeal banners declare: "Her choice: vote yes." Anti-abortion placards warn against a "licence to kill."

Online, the argument is just as charged and more shadowy, as unregulated ads of uncertain origin battle to sway voters before Friday's referendum, which could give Irish women the right to end their pregnancies for the first time.

The highly charged campaign took a twist this month when Facebook and Google moved to restrict or remove ads relating to the abortion vote. It is the latest response to global concern about social media's role in influencing political campaigns, from the US presidential race to Brexit.

"We were seeing examples of ads from organisations based outside of Ireland where they were targeting Irish Facebook users to potentially influence how they were going to vote," said Craig Dwyer of the Transparent Referendum Initiative, a volunteer group set up to collect information on the ads being on Facebook.

"This is completely out of line with our electoral legislation," he said.

Ireland is no stranger to referendums - this is its fifth in five years - and the country's electoral laws regulate traditional forms of campaigning. Radio and television ads are banned completely, and foreign political donations are outlawed. But the 20-year-old electoral rules don't cover social-media advertising, and there is no limit on campaign spending.

Few subjects are more emotive than abortion, especially in largely Roman Catholic Ireland. Despite the country's growing diversity and liberalism - voters legalised gay marriage in a 2015 referendum - the result is expected to be close. The campaign is being watched, and sometimes influenced, by anti-abortion groups in the US and elsewhere.

Voters are being asked whether they want to keep or repeal the eighth amendment to Ireland's constitution, added in 1983, which commits authorities to defend equally the right to life of a mother and an unborn child.

Abortion is legal only in rare cases when the woman's life is in danger, and several thousand Irish women travel each year to terminate pregnancies in neighbouring Britain.

Prime Minister Leo Varadkar's centre-right government backs lifting the ban and allowing abortion on request up to 12 weeks of pregnancy.

So far, Transparent Referendum Initiative has compiled and analysed nearly 900 Facebook ads connected to the referendum. Many were placed by registered lobby groups, and most came from inside Ireland. But several dozen were either untraceable or from overseas, including some that have been linked to US-based anti-abortion organisations.

Several pages, with names like "Just the Facts About the 8th Amendment" and "Undecided on the 8th," claimed to give neutral information but had a clear anti-abortion agenda.

Such pages can be used to identify undecided voters, who can then be targeted with tailored ads, a practice that has been under scrutiny since revelations that political consultancy Cambridge Analytica harvested Facebook users' data to micro-target select groups during the US presidential race.

Concern about the impact of online ads led Facebook to announce on 8 May that it would no longer accept referendum-related advertisements from outside Ireland in order to "ensure a free, fair and transparent vote".

A day later, Google went even further, halting all referendum advertising as part of efforts to protect "election integrity." The company said it was aware of "concerns" around the issue but declined to say what prompted the decision.

Research by the Transparent Referendum Initiative and University College Dublin found "some indications of large-scale spending on unregulated Google and YouTube ads" before Google's ban.

Google's decision infuriated anti-abortion campaign Save the Eighth, which was about to launch a series of YouTube ads when Google, which owns the video-sharing site, pulled the plug.

Spokesman John McGuirk sees allegations of shady social-media advertising as an attempt to undermine the "no" campaign because it was winning the online war. As with the Trump and pro-Brexit campaigns, Save the Eighth paints itself as an underdog, battling what it sees as pro-repeal bias among mainstream media and politicians.

"I think that is cowardly. I think it is wrong. And I think the justification that Google provided is outrageous to say that there a threat to our electoral system. There is not," McGuirk told The Associated Press.

The "yes" campaign says the move levelled the playing field. It was equally disadvantaged by the Google ban.

"When we are talking about paid advertisement, then that is something different because whoever has the most money can put out the most ads," said Together for Yes co-director Orla O'Connor. "So, having control on that is absolutely helpful when you are a campaign that is a grassroots campaign."

Both sides agree that tech firms should not be the ones making important decisions about Ireland's democracy and a bill has been introduced to parliament that would require all online advertisers to disclose the publishers and sponsors behind ads.

While both sides say online ads are an important part of their strategy, many feel the argument will be won the old-fashioned way: through personal contact, one voter at a time.

But some people have had enough of what has been seen as a divisive campaign, both online and on the streets.

Carol Dwyer who recently gave birth, says he has been disturbed by some of the campaign ads both on social media and hanging around Dublin that featured imagery of fetuses.

"I saw some on Instagram for the No vote and I was pregnant at the time and I found it really upsetting. I find all the posters around town upsetting though," Dwyer said.  "I can't wait for it to be over."

The comment in Grand Junction, Colorado, comes as Trump and his running mate, Mike Pence, have complained that the Nov. 8 election is going to be, "rigged."

They say there are two reasons: One, the news media is colluding with Clinton by reporting that multiple women accuse him of sexually assaulting them.

Trump additionally insists there will be fraud at the polls on Election Day.

As the world gets used to the idea of the impending reality of President Trump, people across the Middle East have been voicing their opinions.

Analysts in Tehran predict he will isolate the US, which could make Iran stronger, while in Beirut there were warnings he could encourage dictatorships.

STORY-LINE:

Business as usual on the streets of Beirut. But behind closed doors the talk, as with the rest of the world, is the election of Donald Trump as US President.

Analysts here say it's too soon to predict what impact his appointment will have on the Arab world. But Maha Yahya, Director of the Carnegie Centre, has concerns over his words on foreign policy so far:

"His foreign policy statements were vague throughout the whole campaign. At one point he was talking about going back on the nuclear agreement with Iran. Another time he was expressing his admiration for President Putin and how he is fighting his war in Syria. We can say, perhaps, that his election is going to encourage the dictatorships of the region," she says.

She adds that his choice of team will be key to how his election affects the rest of the world.

In Sudan there were positive reactions to Trump's appointment. Sudan is currently directly affected by the US as a result of the sanctions it imposed on it.

There is hope that Trump could stop these, thus helping the country to recover. However experts remain cautious.

Ebetsam Othman, a journalist at Al-Tayar newspaper described his election as a "surprise" as he began the election as a "populist president", with reference to his celebrity profile.

Meanwhile Malek Taha, political analyst and managing editor of the Ar-Ray Al-Aam publication, pointed to the time it will take to implement all the promises he made during his campaign:

"Trump needs a lot of time and may spend all the time to achieve all the slogans and promises in his programme for the voters," he says.

While predictions pointed to uncertainty the more immediate effect on the Arab markets wasn't as bad as expected.

In Dubai, the financial market remained relatively stable, dropping just 0.84 per cent and closing on 3278.93 points.

The DFM did open initially with a sharp decline at 3219.59 points after closing yesterday at over 3300 points.

But markets rallied throughout the trading hours ending with only a 0.84 per cent change from its close the previous day.

"The reaction was immediately that they would drop and they were dropping last night, but unlike the Brexit impact, they've actually stabilised already. I think they learned the lesson from the first time, nobody was going to get caught out again like that, so obviously they've done some future proofing," says Steve Armitage, Managing Partner, UAE Business Solutions.

In Iran the focus was on an historic nuclear deal made with the US last year. Trump has criticised the deal saying it was not negotiated well enough.

Some citizens say this could mean tension in Iran-US relations.

But Hassan Mohammadi, a Tehran-based political analyst predicts Iran can benefit from Trump's election as his policies will distance the US from European allies and move it toward isolation.

French President Emmanuel Macron urged European Union citizens on Monday to use their votes in the upcoming European Parliament elections to protect and strengthen an "endangered" Europe.

In a column posted on the website of French newspaper Le Parisien, Macron wrote: "Never, since the World War II, has Europe been as essential. Yet never has Europe been in so much danger."

Paris residents viewed Macron's stance as positive in the face of growing populism across Europe, even if they didn't agree with his domestic policies.

In Germany, Berlin residents expressed similar opinions on the need for a united Europe against far-right movements.

In Hungary, whose President Viktor Orban has been a frequent target of Macron, the article was published online only in the independent business weekly HVG.

One woman in Budapest said she didn't think far-right parties posed that much of a threat.

The French leader, who campaigned as a strong supporter of the European Union, called Brexit a symbol of the problems plaguing Europe, alleging that "lie" and "irresponsibility" led to Britain's scheduled departure from the EU at the end of the month.

He advised voters in the May 23-26 EU parliament elections to reject nationalist parties that "offer nothing."

The German government says it's important for pro-European forces to set out their ideas for the future of the European Union but isn't offering any immediate assessment of details of Macron's latest reform proposals.

The government said in a brief emailed response Tuesday to a query on Macron's plea to voters to choose a stronger EU: "It is important for the pro-European forces to set out their concepts before the European election. The German government supports active discussion on the direction of the European Union."

Macron's plea for a stronger European Union went out to publications "of record" in 28 nations, but didn't always get prime placement.

An abortion debate that has inflamed passions in Ireland for decades will come down to a single question on Friday: yes or no?

The referendum on whether to repeal the country's strict anti-abortion law is being seen by anti-abortion activists as a last-ditch stand against what they view as a European norm of abortion-on-demand, while for pro-abortion rights advocates, it is a fundamental moment for declaring an Irish woman's right to choose.

If the "yes" side prevails and the constitutional ban on abortions is repealed, the government plans to introduce legislation that would allow abortion within the first 12 weeks of pregnancy, and later in specific cases when the woman is at grave risk or the fetus is likely to die in the womb or shortly after birth.

Parliament would then debate this plan.

Opinion surveys suggest a continuing change of attitudes in Ireland, a traditionally Roman Catholic country that surprised many by voting in favor of same-sex marriage in 2015.

Both sides generally agree that the frenzied campaign ahead of Friday's vote has not produced the dramatic shift in public opinion that anti-abortion campaigners were hoping for.

Activists from both sides have put up thousands of emotional signs pleading their case and there were small demonstrations in Dublin on Wednesday as the vote neared.

Friday's poll will be the fourth time in as many decades that Irish voters have been asked to decide on the issue of abortion.

But this time the debate has been roiled by two factors that voters have not faced before: The extraordinary power of social media and the increased availability through telemedicine websites of new drugs that allow women to make profound decisions over whether to end a pregnancy in the privacy of their homes.

Facebook and Google have both taken steps to restrict or remove ads relating to the referendum in a move designed to address global concerns about social media's role in influencing political campaigns, from the U.S. presidential race to Brexit.

At the heart of this vote is whether or not to reverse a far-reaching 1983 referendum that inserted an amendment into Ireland's constitution that committed authorities to equally defend the right to life of a mother and that of a fetus from the moment of conception.

The issue has been revisited repeatedly after heartrending "hard cases" that, abortion rights activists say, exposed vulnerable women to miserable choices - and even, at times, death.

Abortion is legal in Ireland only in rare cases when the woman's life is in danger, and several thousand Irish women travel each year to terminate pregnancies in neighbouring Britain.  

That number has fallen dramatically in recent years as women turned to online websites to illegally import drugs that end pregnancies.

The Irish Times said in its editorial on Thursday that the constitutional abortion ban must be repealed because it has left doctors confused as to what is legal, and led women to travel abroad "in secrecy and shame" for abortions.

It cited as the type of "grotesque spectacle" the ban has caused the case of a 14-year-old who became pregnant and suicidal after being raped.

She had to go to the Supreme Court after the government blocked her from traveling to get an abortion.

Pro-abortion rights activists have sought to focus public attention on the difficult cases, including the fate of Savita Halappanavar, a 31-year-old Indian dentist who had sought and been denied an abortion before she died after a miscarriage in a Galway hospital on Ireland's west coast in 2012.

The man who led the Irish health service's inquiry into her death has called for the constitutional ban on abortion to be repealed.

In an effort to neutralize the "hard cases" argument, some prominent anti-abortion campaigners have lately shifted their stance, even suggesting that new laws could be enacted to permit abortions in certain limited cases.

But that compromise was dismissed by Irish Prime Minister Leo Varadkar, a medical doctor who favours repealing the constitutional ban.

Friday's referendum has placed the abortion debate on centre stage, with many on Dublin's crowded city streets wearing buttons or T-shirts that align them with the "yes" or "no" side.

Voting has already started on remote Tory Island, off Ireland's northwestern coast.

A helicopter landed on Thursday with a ballot box that will be brought back to the mainland for counting after the roughly 70 residents have voted.
