Middle East: West Bank Barrier

In July, the International Court of Justice in the Netherlands ruled that a 685-kilometre long security barrier built by Israel along the length of West Bank was illegal. The court's decision was based on its finding that Israeli settlements in the Palestinian areas occupied by Israel in the 1967 war were a violation of the Geneva Convention, as was occupation of East Jerusalem. But Israel said the ruling would not change its policy on the barrier or the Palestinians. Israel claims the barrier is to protect Israeli citizens from attacks by Palestinian militants such as suicide bombers. The Palestinians, whose lives in some places have been severely disrupted by the complex of high concrete walls, razor-wire fences, trenches and watch towers, said it was like living in "a big prison." In its completed form the barrier is to stretch 730 kilometres, although there have been calls in Israel for the route to be changed to the 1967 border. The Palestinians say that the completed barrier will separate thousands of Palestinians and some 45-thousand Jewish settlers from the main Palestinian areas, by dipping deep into the West Bank. The fence cuts many people off from schools, medical clinics, jobs and agricultural land.

Israeli security forces made raids into the Rafah camp on the border with Egypt in the Gaza Strip to destroy houses and the ruins of a mosque, saying the buildings give cover to gunmen and weapons smugglers. Nine Palestinians were killed in January in fierce fighting with Israeli troops in Gaza City, after the army launched an operation near the Jewish settlement of Netzarim, in the heart of the teeming Gaza Strip. Palestinian militants fired anti-tank missiles and set off an explosive at the troops who fired back, the army said. In February, Israeli troops moved into a neighbourhood at the eastern edge of Gaza City, killing four Palestinians and wounding 13 others, residents said. Two of the dead were reported to be militants, including a Hamas leader.

Middle East: Suicide Attacks

In spite of the security efforts, Palestinian suicide bomb continued to get through to attack Israelis. In mid-January a woman blew herself at the main crossing between Israel and the Gaza Strip at Erez, killing at least four Israelis and wounding seven other people. She was identified as Reem Raiyshi, aged 21, a Gaza woman described as a Hamas militant and the first female suicide-bomber from the Islamic militant group. Two weeks later a Palestinian man blew himself up on a bus in the downtown Rehevia district of Jerusalem, killing at least 10 bystanders and wounding about 30 in an attack outside Prime Minister Ariel Sharon's official residence. At the end of February, a Palestinian blew himself up on a crowded city bus during rush hour in downtown Jerusalem, killing seven people and wounding more than 60 people, 11 of them seriously. In March, Palestinians blew themselves up in Ashdod, a closely guarded Israeli port, killing 10 Israelis in the first deadly attack on a strategic Israeli installation in more than three years of Israeli-Palestinian fighting.

In August, Palestinian suicide bombers blew up two buses almost simultaneously in the main street of Beersheba in southern Israel, killing 16 people and wounding more than 80 others. The militant group Hamas claimed responsibility for the attack, saying it was revenge for the Israeli assassination of two of Hamas leaders in March. In response, Israeli forces closed off the West Bank city of Hebron and blew up the home of Ahmed Kawasmeh, one of the two Beersheba suicide bombers, and ransacked the house of the other bomber.

Middle East: Israel and Hamas

Israel used the Palestinian suicide-attacks on Ashdod to justify the assassination of the founder and spiritual leader of the Hamas group, Sheik Ahmed Yassin in Gaza City in late March. A rocket fired from an Israeli helicopter struck the wheelchair-bound Yassin as he left a mosque near his house at daybreak. Yassin was the most influential Palestinian militant leader to be killed by Israel and Hamas threatened bloody revenge. In a spontaneous outpouring of rage and grief, tens of thousands of Palestinians, led by hundreds of militant gunmen, poured into the streets of Gaza City after hearing of Yassin's death. Yassin had dodged previous Israeli attempts to kill him. His assassination provoked demonstrations across the Muslim world, including Baghdad, Turkey and Palestinian communities in Lebanon.

Yassin's deputy Abdel Aziz Rantisi succeeded the Hamas leadership and vowed there would be no let up in the Hamas campaign against Israel. But Rantisi was killed in late April when two Israeli rockets fired from a helicopter hit his car in the Sheik Radwan neighbourhood of Gaza City. Rantissi was rushed to the hospital and into emergency surgery, but he died five minutes after arriving. Two of his guards were also killed and five bystanders pedestrians were wounded. Hamas had claimed responsibility for most of the 112 suicide bombings that have killed 465 people on the Israeli side during three and a half years of violence. Hours before Rantisi was killed, a Palestinian suicide bomber blew himself up at the Erez industrial zone, killing an Israeli border policeman and injuring three other security workers. Thousands of supporters escorted the body of Rantisi down the streets of Gaza at his funeral.

In May, Israeli forces reportedly fired tank shells, helicopter missiles and machine-guns at a crowd of thousands of Palestinians demonstrating against an Israeli raid on the Rafah refugee camp in Gaza. Witnesses and medical workers said at least eight people were killed, two of them children, and 50 people were wounded. The Israelis had launched "Operation Rainbow" in the Rafah camp two days earlier, to hunt down militants and destroying arms-smuggling tunnels that run from Rafah beneath the nearby border. In September, Israeli forces pushed into the largest Palestinian refugee camp in the Gaza Strip, at Jebaliya near Gaza, after a rocket attack killed two young children in the Israeli border town of Sderot. Twenty-three Palestinians were killed in the attack and at least 108 wounded, the highest single-day Palestinian casualty count in 30 months.

A defiant Mordecai Vanunu walked out of prison in late April, after serving 18 years for spilling Israel's nuclear secrets, saying he was proud of his actions and complaining he had been treated cruelly by his jailers. Vanunu flashed victory signs and waved to hundreds of cheering supporters as he walked into the courtyard of Shikma Prison in the coastal town of Ashkelon. Dozens of counter-demonstrators booed and shouted epithets. In 1986 Vanunu, a nuclear technician, leaked details and pictures of Israel's alleged nuclear weapons programme to a British newspaper. Based on his account, experts said at the time that Israel had the world's sixth-largest stockpile of nuclear weapons. Israeli agents abducted Vanunu from Italy before the article was printed and he was convicted of treason in a closed trial. He said he had been kept in solitary confinement for 12 years in an attempt to drive him mad. Vanunu was released subject to is subject to a broad array of speech and travel restrictions. In November after he was arrested again for breaching the restrictions.

Israeli and Palestinian negotiators have until Wednesday before they have to provide U-S President Bill Clinton with their final decisions on the latest U-S proposal for peace between the two sides.

Israeli Prime Minister Ehud Barak said on Sunday that now was the time to make a major push for a Middle East peace deal.

But Palestinians have been more cautious about the proposal, saying key differences remained.

Talks that have taken place between the two sides in Washington over the last week have resulted in a new proposal by the U-S for reaching a settlement.

This focuses on the four major issues of disagreement - Jerusalem, Palestinian refugees, borders and the ending of the conflict in the region.

According to the U-S proposal a Palestinian State would be established on 95 percent of the West Bank and all of the Gaza Strip.

Israel would be sovereign over the remaining five percent of the West Bank which includes Jewish settlement blocs.

Israel, which currently claims sovereignty over all of Jerusalem, would concede control of the Arab neighbourhoods in east Jerusalem to the Palestinians, including most of the walled Old City.

Palestinians would also have control over the disputed Al Aqsa mosque compound in the Old City, an extremely sensitive site sacred to both Muslims and Jews.

Israeli politicians from the right-wing opposition, and even some from within Barak's government, have condemned any concession on the Al Aqsa compound, known to Jews as the Temple Mount.

A special body would be established to deal with Palestinian refugees who fled or were driven out in past wars.

Most refugees would be settled in the countries where they currently reside Jordan, Syria and Lebanon and some would be absorbed into Palestinian areas.

Only a limited number would be permitted to resettle inside Israel.

Palestinian negotiator Yasser Abed Rabbo, who attended the talks in Washington said that until now there has not been enough flexibility in the Israeli position to encourage the Palestinians to say they're close to reaching an agreement.

Rabbo said that the Palestinians were still considering the U-S proposal.

Yasser Arafat went to discuss the plan with Egyptian president Hossni Mubarak, and Israeli Foreign minister Shlomo Ben-Ami briefed Barak on the U-S talks on Sunday.

If they see the potential for progress, Barak and Palestinian leader Yasser Arafat are likely to travel to Washington for talks with Clinton.

According to Ben-Ami, Clinton would then decide whether it was worth convening a Mideast summit.

Time is running short for a deal under Clinton's watch.

He leaves office in four weeks, while Barak faces an uphill battle for re-election as prime minister on February 6.

If a peace deal is negotiated, Barak has said he will consider the election a referendum on the agreement.

But both sides have faced criticism at home over their reported concessions.

Meanwhile, the three months of Middle East violence scared away Christian pilgrims and put a damper on Christmas festivities in Bethlehem, the town of Jesus' birth.

President Clinton's visit to the Middle East continues to provoke reactions from hardline Palestinians.

Arabs throughout the region have been demonstrating against moves by Yasser Arafat to water down the Palestinian charter as agreed under the Wye Accord.

The Palestinian government-in-exile voted to revoke clauses in the P-L-O charter that calls for the destruction of Israel, under pressure from the United States and Israel.

But extremist Palestinians have accused their leaders of betraying the Palestinian cause.

As U-S President Bill Clinton prepared to address the Palestinian assembly, Israeli troops in the West Bank clashed with young Palestinian demonstrators.

The men were apparently trying to break into the settlement of el Bireh.

At first Palestinian police tried to prevent the Palestinian demonstrators burning tyres as they approached the Jewish settlement.

Israeli troops then blocked their path and fired tear gas and rubber bullets into a crowd.

Palestinian police were among the crowd.

Earlier hundreds of Palestinians had taken to the streets of the West Bank to demand the release of the prisoners still held in Israeli gaols.

Under the Wye agreement Israeli troops are to withdraw from a further 13 percent of the West Bank, in return for a Palestinian crackdown on terrorism.

But the deal has faltered, with both sides accusing the other of reneging on the agreed terms.

Israel had promised to release 750 prisoners by the end of January.

Last month, Israel freed 250, but most were common criminals rather than political prisoners.

There is also great mistrust of America.

Many Palestinians accuse the U-S of indirect involvement with Israel's cause.

In Nablus, another West Bank town, demonstrators shouted slogans condemning Clinton.

Clinton's appearance at the specially convened session of the Palestine National Council (P-N-C) was the centre piece of his trip.

But while the politicians debated, the Palestinian people were calling for the vote to be cancelled until the issue of the prisoners was resolved.

The protests have not been confined to the West Bank.

In Palestinian communities throughout the middle East, feelings are running high.

In Jordan, about four-hundred Palestinian refugees gathered to protest changes to the Palestinian charter.

Hard liners, such as these, in Jordan, who were at the forefront of the fight for a Palestinian state, say they feel let down by Yasser Arafat.

Ever since the first peace treaty with Israel in 1993, Palestinian leaders have referred to the clauses in the charter calling for the destruction of the Jewish state as null and void.

Now, on the day of Clinton's visit to Gaza, the National Palestinian Council voted to revoke the clause.

Members of Palestinian refugee groups want to register their anger.

As refugees from the first Arab-Israeli war in 1948, these people feel particularly betrayed by the move.

Camp council members also believe that it is premature to revoke such a clause until peace has been reached.

Meanwhile, in Lebanon, the mood was no different.

Protestors in the southern city of Sidon burned U-S and Israeli flags and criticised the Wye agreement.

They were lambasting Clinton and Netanyahu for their roles in Wye.

They believe Israel has unfairly pressured the Palestine government into changing its historic charter.

And they claim Clinton forced the Palestinians into a humiliating climb down.

They are called their own leaders traitors, shouting slogans against Arafat.

And in Syria demonstrators shouted "Clinton get out! Palestine will remain free!".

Many of the 15-hundred demonstrators carried banners denouncing Arafat's peace deals with Israel and his plan to revoke calls for Israel's destruction.

These people want to return to an independent Palestine as soon as possible.

But, if their feelings are representative of the whole of the Palestinian people, then it could be some time before the dream of peace in the Middle East is finally realised.

News of Ariel Sharon's election victory was met largely with indifference in the Arab world, though many also viewed it as the last rite for the troubled peace process.

After 52 years of wars, a decade of frustrating peace efforts and months of deadly Palestinian-Israeli clashes, many Arabs have given up hope any Israeli leader will give Palestinians rights and land considered their due.

Sporadic battles between Palestinians and Israeli soldiers erupted in the West Bank town of Hebron on Wednesday following the election.

Israeli soldiers fired tear gas at Palestinian youths who retaliated by throwing rocks.

It's the first violence in the West Bank since the election of Mr. Sharon on Tuesday.

Gun battles also broke out between suspected militant Palestinians and Israeli soldiers after the homes of Israeli settlers were fired on.

Homes in the isolated Jewish neighbourhood of Tel Romeide in the heart of Hebron came under fire.

Israeli Defence Force sources said the hostile fire on Tel Romeide was reported to have come from the adjoining Arab neighbourhood of Jebel Abu-Sneina in Hebron.

Around five hundred settlers live in Hebron, surrounded by an estimated 130-thousand Palestinians.

During the clashes the Israeli army also shelled a local building.

In Gaza, Palestinian Minister of Planning and top negotiator Nabil Shaath said on Wednesday that nobody from Ariel Sharon's office had contacted the Palestinian authorities, and leader Yasser Arafat was still waiting for a telephone call.

Palestinians hope the peace process will continue under the right wing leadership of Sharon, Shaath said, and talks between Israelis and Palestinians will not stop.

Shaath spoke in Gaza, after Palestinian leader Yasser Arafat met American diplomats and to discuss the future of the relationship between Israel and the Palestinian authority under Sharon's leadership.

Meanwhile, Egypt reacted cautiously to Ariel Sharon's election victory on Wednesday.

The country has been at chilly peace with Israel since 1979.

Foreign Minister Amr Moussa said they would have to wait and see what direction Sharon would take in relation to the Middle East peace process.

Palestinian refugees in camps in Lebanon voiced their anger on Wednesday after the election of Ariel Sharon as Israel's Prime Minister.

Sharon is vilified by those who live in the camps.

In 1982, as defence minister, he engineered Israel's invasion of Lebanon.

It was portrayed as a quick, limited strike to drive Palestinian fighters from Israel's northern border.

However, Israeli troops advanced to the outskirts of Beirut and war escalated.

Israeli-allied Christian militia killed hundreds of Palestinians at the Sabra and Shatila refugee camps in west Beirut, sparking international outrage.

At Wednesday's protests, demonstrators burned effigies of Sharon and chanted anti-Israeli slogans.

Inmates of the camps, some of whom have lived in them since the creation of the Jewish state in 1948, demand the right of return to their former homes in what is now Israel.

Successive Israeli governments have denied them this.

Despite some violence, it was a relatively calm Friday in the Mideast.

Authorities report only scattered clashes - in contrast to previous weeks when Palestinians would often march toward Israeli positions after noon prayers.

In the West Bank town of Hebron, a Palestinian man was shot and killed by Israeli troops during stone-throwing clashes.

The army said that the Palestinian had thrown an explosive at Israeli soldiers who returned fire.

The 23-year-old was killed in the Palestinian-run part of the divided city and an APTN camera crew filmed soldiers dragging his body more than 100 yards through the streets to the Israeli-controlled sector.

The soldiers' commander tried to get his men out of the Palestinian sector as quickly as possible, yelling "run, run."

One of the soldiers clutched the assailant's gun.

Earlier in the day, about one-thousand Palestinians had marched in Hebron in support of demands that Palestinian refugees be given the right to return to former homes in what is now Israel.

"No peace without the return of refugees," one banner read.

The fate of nearly four (M) million refugees and their descendants is a key sticking point in the negotiations.

And in Ramallah, several hundred Palestinians threw stones at Israeli soldiers at a chronic friction point, a traffic circle outside the West Bank town.

For a few minutes, there was an exchange of fire between troops and Palestinian gunmen.

The sporadic violence came hours after Israeli and Palestinian negotiators resumed surprise peace talks.

No progress was reported but more talks may be held over the weekend.

After three hours of negotiations at the Erez checkpoint between Gaza and Israel, Palestinians said it would take a miracle to reach a deal in the eight remaining days of President Bill Clinton's term.

Palestinian chief negotiator Saeb Erekat said he was not hopeful that a deal could be worked out in that time.

Despite the Palestinians' pessimism, the chairman of Israel's parliament did not rule out hope of a settlement.

Avraham Burg added that Israeli negotiators were seeking first and foremost an end to violence.

One sign that things were moving forward in the Middle East was the reopening of Gaza airport on Friday after nearly two months of closure.

The reopening came as part of Israel's measures to ease the closure, which was imposed on the Gaza Strip and the West bank following the eruption of the violence almost four months ago.

Hundreds of Palestinians arrived at the airport in early morning to try to leave Gaza.

The development should help to ease the situation.

But any move towards peace must be tempered by the apparent shift to the right of the Israeli electorate with elections just weeks away.

Right wing protesters were on hunger strike in Jerusalem on Friday to protest against the talks with the Palestinians.

The demonstrators called on Prime Minister Ehud Barak to stop any negotiations until after the elections, on February 6.

Peace talks now are not acceptable, they said, especially whilst terrorist attacks are still continuing.

With opinion polls showing massive support for right wing Likud leader Ariel Sharon, who has publicly written off the Oslo accords, such views could soon become enshrined in government policy.

But that attitude is not shared by all Israelis.

Hundreds of drummers from all over the Jewish state gathered in Jerusalem on Friday in a prayer for peace.

The drummers, belonging to the "Drummers For Peace" group, gathered in an area overlooking the Wailing Wall and the Al-Aqsa mosque.

They gathered with other groups to show support for local, national and international peace.

The UN envoy to the Middle East Thursday said he was 'deeply disturbed' by new UN figures showing the Palestinian economy in tatters due to Israeli restrictions.

Terje Roed-Larsen said these were the first international statistics on the Palestinian economy after Israel reoccupied major Palestinian urban areas last spring as a response to suicide bombings.

According to UN figures, poverty is up to 70 percent in Gaza and 55 percent in the West Bank.

The UN defines poverty as per capita consumption of US two dollars or less per day.

Since last March, 56 percent of Palestinian households lost at least half their income, and about 20 percent lost all their income, according to the Palestinian Central Bureau of Statistics.

Israel has imposed curfews and sealed off much of the West Bank, severely restricting the movement of goods and people.

Residents of six of the eight major urban areas in the West Bank are confined to their homes, often for days at a time.

Terje Roed-Larsen acknowledged that easing restrictions could pose new security risks to Israel but he said failing to do so would fuel the very extremism Israel is trying to quell.

He called on both parties to resume peace talks as the only viable solution to the current Mideast impasse.

STORYLINE:

Dozens of tanks took command of the streets in Ramallah in the West Bank on Tuesday and waged an intense firefight in an overnight raid on the Gaza Strip's biggest refugee camp.

At least 28 Palestinians were killed.

Israel began stepping up its military operations against Palestinian militants two weeks ago after a series of deadly attacks on Israeli civilians.

Since then, large numbers of tanks and troops have charged into six separate Palestinian towns and refugee camps.

Israeli sources said on Tuesday that most combat soldiers in Israel's standing army and some reserve troops were deployed in the West Bank and Gaza Strip in the most expansive operation since Israel's 1982 invasion of Lebanon.

Israel's Channel 1 television said 20-thousand Israeli troops were involved.

The military offensive comes at a time when many Israelis are demanding tougher action against the Palestinians.

With the Mideast suffering through its worst bout of violence since fighting began 17 months ago, US envoy Anthony Zinni is headed to the region this week.

Zinni, who is tentatively set to arrive on Thursday, had his two previous truce missions scuttled by violence, and reversing the momentum of the current fighting will be extremely difficult.

In the heaviest battle, more than 20 Israeli tanks entered the Jebaliya refugee camp just north of Gaza City and plunged it into darkness when Israeli fire struck a transformer.

In fierce gunbattles, hundreds of Palestinian gunmen exchanged fire with Israeli forces, and at least 18 Palestinians were killed and 75 wounded by Israeli fire, doctors said.

Israel demolished three buildings it said were used to manufacture weapons - but Palestinians denied the claim.

The fighting lasted into the early hours of Tuesday before the Israeli troops withdrew from the camp, a stronghold for

militants where 100-thousand Palestinians are cramped into overcrowded cinderblock homes.

Hours after the raids, thousands of angry Palestinians crowded the streets of Gaza City for a mass funeral of Palestinians killed during Israel's incursion into Jebalya, the largest refugee camp in the Gaza Strip.

Israeli tanks also took control of the West Bank town Ramallah and the adjacent Amari refugee camp, where heavy gunbattles raged during the night.

Five Palestinians, including two policemen, two unarmed guards at the parliament building and a taxi driver, were killed by Israeli fire, doctors said.

Israeli troops announced over loudspeakers that boys and men between the ages of 16 and 40 must come out of their homes and surrender to Israeli forces in Ramallah.

Local TV stations urged the men not to comply.

Israeli government spokesman Dore Gold said Israel was showing restraint and "not using the full strength of its air force against the refugee camps".

Hamas threatened bloody revenge.

Israel's takeover of Ramallah came a day after Prime Minister Ariel Sharon announced he was lifting Arafat's three-month confinement in Ramallah and that he would now be free to move around the West Bank and Gaza Strip.

Two weeks ago, Israel pulled back tanks from the streets outside Arafat's compound, but several tanks returned to the area in the latest incursion.

In an angry response, a senior Arafat adviser, Ahmed Abdel Rahman, said on Tuesday that "talking peace with the Israelis was a historic mistake".

Abdel Rahman said he was confined to his Ramallah home because of heavy Israeli tank fire.

EU Middle East Envoy Miguel Moratinos met Arafat on Tuesday as a show of support for the Palestinians.

After the meeting, Moratinos spoke to reporters, condemning the Israeli incursions and calling on Israel to stop.

STORYLINE:

Former Hollywood actress and peace activist Jane Fonda visited a Palestinian refugee camp in Qalandia, halfway between Ramallah and Jerusalem, on Saturday.

Fonda had to pass through the Israeli army checkpoint at Qalandia where she was questioned by soldiers.

Fonda later visited a Palestinian women's rehabilitation in the West Bank city of Ramallah where she told journalists why she had come to the region.

Late on Friday, Fonda met Israeli and Palestinian peace activists on the outskirts of Jerusalem where she signed autographs for children.

Fonda, 64, is on a week-long visit to the region in a trip organised by a global movement to stop violence against women.

Meanwhile, Palestinian leader Yasser Arafat met a delegation of Spanish parliamentarians on Saturday for an update on the Middle East situation.

STORYLINE:

Israeli troops pulled out of a shantytown neighbourhood along the Gaza-Egypt border early Sunday, completing a four-day operation in which they demolished at least 15 homes and killed four militants and four bystanders, witnesses said.

The army redeployed along the Gaza-Egypt border, but left troops in the Salem area of the Rafah refugee camp,

witnesses said.

In the Brazil neighborhood in Rafah, scene of Sunday's pullout, troops left in their wake roads destroyed by tanks and ripped up water pipes.

Electric and telephone cables were torn apart in the operation, the witnesses said.

Israel launched its broadest military operation in six months in the Rafah area of Gaza following an Islamic Jihad

suicide bombing in a Haifa restaurant on October 4 killed 23 people.

The Rafah operation, the army said, was to uncover and destroy tunnels, allegedly used by Palestinians - sometimes in homes - to smuggle arms from Egypt into the Gaza Strip.

The military has said it has intelligence warnings that the Palestinians might be trying to smuggle more advanced

weapons, such as anti-aircraft missiles, through the tunnels.

Rafah has been a main flashpoint of violence since fighting erupted more than three years ago, with gunmen

attacking army outposts along the border and clashing with soldiers patrolling the area and searching for tunnels.

About 114 homes were destroyed at the start of the Rafah military operation, leaving some 1,240 Palestinians

homeless, according to the U.N. Relief and Works Agency, which aids Palestinian refugees.

Also on Sunday, Israeli Prime Minister Ariel Sharon met with members of his cabinet in Jerusalem.

It was expected the cabinet would be discussing the current situation in the Gaza Strip, the army operation in Rafah and the investigation into last week's attack on a US convoy.

STORYLINE:

The final route of Israel's separation barrier around Jerusalem will encompass large areas claimed by the Palestinians, including their intended capital and the biggest Jewish settlement in the West Bank, Israeli officials confirmed on Monday, prompting Palestinian complaints that Israel is drawing its borders unilaterally.

The route would also place a holy site in the Palestinian town of Bethlehem on the Israeli side of the barrier, while leaving a Palestinian

refugee camp in Jerusalem encircled by a separate fence, the Israeli officials said.

Late on Monday, Israeli and Palestinian Cabinet ministers agreed again on a handover of the West Bank town of Jericho to Palestinian security control. Earlier agreements fell through over details about roadblocks.

Israeli officials said the handover is set for Wednesday, to be followed two or three days later by Tulkarem and then Qalqiliya. Two other towns are

to he transferred to Palestinian control as well - Bethlehem and Ramallah.

Israel began building the barrier in the West Bank two years ago, saying it was needed to keep out Palestinian attackers. Palestinians say the

structure, which dips into the West Bank, is an attempt by Israel to impose a border without waiting for a peace deal.

The section around Jerusalem is especially sensitive. The Palestinians hope to establish their capital in east Jerusalem, a traditional Arab

commercial, religious and social centre. Israel, which captured east Jerusalem in the 1967 Arab-Israeli war, claims all of the city as its capital.

The Palestinian refugee camp of Shuafat, which straddles the Jerusalem municipal boundary, will remain on the Israeli side of the barrier. It will be encircled by a separate fence, with a crossing into the city.

One of the teachers in the camp Mohammed Omar said it would be very difficult for some for the residents of Shuafat as they relied on access to Jerusalem. "They can't live without Jerusalem. " he said.

According to the United Nations, 11,250 people live in the camp, a maze of narrow, dusty streets and densely packed grey concrete buildings. Israeli officials said the camp has been used as a launching point by Palestinian attackers, and the fence is needed for security purposes.

In the town of Bethlehem, the barrier will cut off Rachel's Tomb, a Jewish shrine, from the rest of the city. Huge concrete slabs already have virtually cut off Bethlehem from Jerusalem.

Bethlehem's key tourist industry has been devastated by four years of violence.

The barrier has drawn tough international criticism.

Last year, the UN General Assembly passed a resolution against the barrier, and the UN world court said in an advisory ruling last year that the barrier is illegal and must be torn down.

In the West Bank city of Ramallah, United Nations Secretary-General Kofi Annan met with Palestinian leader Mahmoud Abbas.

After the meeting Annan said that the United Nations is establishing a register of damages to Palestinian property and claims against Israel resulting from the barrier construction.

As Annan spoke, Palestinian policemen restrained hundreds of demonstrators at the main gate to the government compound. The demonstrators carried signs reading "Bring down the wall," and scuffled with policemen.

STORYLINE

A large force of Israeli tanks, armoured vehicles and troops pushed into northern Gaza in an overnight raid aimed at rooting out militants who have fired rockets against nearby Israeli towns.

The incursion, which continued on Wednesday, killed at least three Palestinians, Palestinian sources said.

About 110 Israeli vehicles swarmed throughout a swath of northern Gaza that militants have allegedly used as a staging ground for rocket attacks on Israel in recent days, witnesses said.

In the town of Beit Hanoun, troops sealed off roads and bulldozers were seen destroying houses.

Militants engaged in clashes with Israeli troops in northern Gaza, who fired shells and machine guns from tanks and helicopters.

Overnight, Palestinian gunmen took up positions to fight the Israelis, witnesses said.

A 22-year-old Hamas militant, Tawfik Ali Charafi, was killed during the clashes with Israeli forces, near the Jebaliya refugee camp, they said.

Early on Wednesday, two other Palestinians, both wearing school uniforms, were shot and killed by Israeli forces near the camp, Palestinians said.

They said 10 other Palestinians aged 12 to 21 had been wounded by Israeli forces after they threw stones at Israeli jeeps and armoured vehicles.

Funerals for Charafi and the other dead Palestinians were later held in Gaza city.

The Israeli military said it launched an airstrike against three alleged militants preparing to launch a rocket from an area east Jebaliya later on Wednesday.

At least one of the militants was hit, the Israeli military said.

Elsewhere, the Israeli army demolished a home believed to be that of Zakariye Zubeydi, the Al Aqsa Martyrs Brigades leader in the West Bank town of Jenin.

Zakariye Zubeydi was not arrested, but officials did detain a man thought to be his aide, witnesses said.

While tanks were in the city, children ran after them throwing stones.

Meanwhile hundreds of Palestinians attended the funeral for Majdi Haifa, a member of al Aqsa Martyrs Brigades.

Haifa was killed early on Wednesday as he fled Israeli troops who had come to arrest him, the army said.

Speaking in Ramallah, Arafat's spokesman Abu Rdeineh condemned the Gaza incursion and the escalation of violence throughout Gaza and the West Bank.

He called members of the Quartet - the United States, the European Union, Russia and the United Nations - to help stop the violence in order to safeguard the peace process.

Four Palestinians were killed Monday in an explosion in the Gaza Strip, Palestinian doctors and witnesses said.

The dead men were discovered in a burned-out car about 600 meters (yards) from the Sufa crossing between Israel and the Gaza Strip, near the town of Rafah.

The dead men were not immediately identified. A fifth man, who was badly wounded, was taken to Nasser Hospital in the nearby town of Khan Yunis.

A Palestinian farmer from the area said he heard an explosion near his land. He said that he found a completely destroyed car, and human body parts were spread about 10 meters (yards) around the car.

Kalashnikov assault rifles were reportedly found near the vehicle.

The Israeli military said it was checking the report.

In East Jerusalem, Israeli bulldozers demolished two Palestinian houses in the Palestinian neighborhood of Essaweya.

Israel said the homes were demolished because the owners failed to get the proper permits to build them.

Israeli border police and soldiers fired tear gas to disperse the crowd as the demolition took place.

Israel has defended an rocket attack earlier on Monday, in which a goldsmith's workshop in just north of Gaza City was destroyed.

Israel claims the workshop was illegally manufacturing mortar bombs.

Danny Alayon, a foreign policy advisor to Prime Minister Arial Sharon, said Israel had a right and a duty to defend itself because the Palestinian leader Yasser Arafat had failed to prevent terrorism in the Palestinian territories.

Hundreds of mourners waited outside a mosque in Al-burije refugee camp, central Gaza, on Tuesday for the funeral of a 13-year-old boy who Palestinians believe was killed by Israeli soldiers.

Palestinian witnesses said Bilal Tawfiq Awad was shot without warning by soldiers as he and a group of friends walked along the main road at Netzarim Junction, about 500 metres (yards) from an army outpost.

The army denied involvement in the boy's death, saying soldiers did not fire in the area at the time.

Awad, from the Al-burije refugee camp, was killed by a live bullet in the chest.

He was pronounced dead on arrival at hospital in Gaza City.

Also on Tuesday, Israeli helicopter gunships unleashed a fatal pinpoint strike on a car carrying 54-year-old Palestinian officer Massoud Ayyad as he drove on the outskirts of a refugee camp on Tuesday morning.

The attack drew heavy criticism from the Palestinians but "congratulations" from Israel's caretaker prime minister, Ehud Barak.

Israel said Ayyad was an operative of the Lebanese guerrilla group Hezbollah and twice attacked the Jewish settlement of Netzarim with mortars.

The missile attack on the outskirts of the Jebaliya refugee camp killed Ayyad instantly and turned his car into a smoldering, twisted pile of metal.

Deputy Defence Minister Ephraim Sneh said Israel couldn't arrest Massoud Ayyad and so had no other option than to "hit him".

Sneh also referred toAyyad as a "terrorist".

Israel in the past has assassinated a number of suspected Palestinian militia leaders and this is the second such helicopter-launched missile attack.

The Palestinian Minister of Justice condemned the attack, saying Israel was guilty of war crimes.

The Islamic militant group Hamas also responded angrily to the assassination, with spiritual leader Sheik Yassin threatening retaliation.

Also on Tuesday, Palestinian youths clashed with Israeli soldiers In the West Bank city of Hebron.

The protesters threw rocks and stones with Israeli soldiers responding with tear gas and rubber bullets.

The unrest is bringing economic suffering as well.

Israel's blockade of Palestinian areas has caused the loss of one-and-a-half (B) U-S dollars to the Palestinian economy, a United Nations envoy said on Tuesday.

Terje Larsen of Norway, the U-N special coordinator with the Palestinian Authority, said if the closure continued, some Palestinian institutions may collapse and this could lead to chaos and anarchy.

The closure of the West Bank and Gaza Strip was imposed by the Israeli army early in October after the current fighting with the Palestinians broke out.

Since then, the Palestinian economy has lost about 20 percent of its projected annual gross national product, said Larsen.

In a separate development on Tuesday, hundreds took to the streets of Tul Karem, near Nablus, to call upon the Palestinian Authority to execute Palestinians suspected of collaborating with Israeli.

Some brandished automatic weapons and fired bullets into the air, others burnt pictures of Israel's Prime Minister elect, Ariel Sharon.

Palestinian leader Yasser Arafat said on Thursday that he hopes the peace talks with Israel will continue and an agreement will be achieved between the two sides.

Arafat spoke after returning to Gaza from Cairo, where he met yesterday with Israeli Foreign Minister Shlomo Ben Ami.

Ben-Ami was already in Cairo Wednesday when Egyptian President Hosni Mubarak suggested that he see Arafat there.

Arafat flew to Cairo and they met there for two hours.

Both sides said after the meeting that they were considering the prospects of reaching a new agreement.

The Palestinians, disappointed by American President Bill Clinton's proposal, are still hoping to hear new ideas from the Israelis.

Martin Indyk, the U-S ambassador in Israel, expressed his disappointment on Thursday regarding the Palestinian reaction to the American proposal.

Speaking to reporters in Jerusalem, Indyk called it a shame that Palestinian leaders and spokesmen have not been able to stand before their people and ask them to stop the violence.

Indyk said that the Americans expected Arafat to try to convince his people that even though he understands their anger, the peace proposal served their interests and met their objectives in the peace process.

Meanwhile, in the West Bank City of Bethlehem, Palestinians held a march in support of the executing of fellow Palestinians suspected of collaborating with Israel.

Dozens of armed and masked Fatah members led the march that started at Manger Square in the city.

The marchers chanted "Death to Collaborators" and called on the Palestinian authority to execute all Palestinians held in prisons for collaborating with Israel.

At least six Palestinians have been killed as suspected collaborators, two of them were executed by Palestinian police.

In Balata refugee camp, near Nablus, hundreds of Palestinians held a rally to protest the idea of resettling Palestinian refugees in foreign countries such as Canada and Australia.

Masked men marched in the streets of the refugee camp, shooting in the air and chanting against the settling of refugees outside Israel.

The issue of the Palestinian refugees is one of the main key issues in the Palestinian Israeli ongoing conflict.

Clinton's proposals suggested that the Palestinians receive sovereignty over Arab neighborhoods in Jerusalem, as well as a disputed holy site sacred to both Muslims and Jews, where the Al Aqsa Mosque compound sits atop the ruins of the biblical Jewish Temples.

In return, the Palestinians would scale back their demand that all refugees and their descendants, about 4 million people, have the right to move back to their old homes in Israel, a country of 5 million Jews.

Israeli Prime Minister Ehud Barak has said he would never agree to the "right of return" for the Palestinian refugees.

Paying the ultimate tribute, Yasser Arafat helped carry the coffin of his protege, the Palestinian TV chief, Hisham Mikki, who was gunned down by masked men in a Gaza City hotel.

The Palestinian Authority said in a statement that Mikki was a "martyr" and that he was killed by traitors and collaborators - language that would suggest an Israeli role.

But in a leaflet sent to news agencies in Jerusalem, a group calling itself the Brigade of Al Aqsa Martyrs claimed responsibility for the killing.

"The failure (of Arafat) ... to punish corrupt people has forced us to carry out the assassination of Hisham Mikki," the leaflet said.

On Wednesday night, Arafat had a surprise meeting with Israeli Foreign Minister Shlomo Ben-Ami in Cairo.

Speaking for the first time since his surprise meeting, Arafat told reporters the two sides had agreed to talk further and return to Taba an Egyptian resort on the border with Israel, where negotiations that led to the second interim peace accord of 1995 took place.

The first Israeli-Palestinian agreement was in 1993.

The Israeli Supreme Court is expected to rule on Monday on the fate of 15 Lebanese prisoners seeking release from Khiam prison in South Lebanon.

The prisoners have been held without trial at Khiam which is run by Israeli-backed militia.

Their petition for release comes amid suggestions the prison will be dismantled this summer as part of an Israeli withdrawal from South Lebanon.

The Israeli Supreme Court began hearing petitions early on Monday from 15 Lebanese prisoners being held at Khiam prison in south Lebanon.

The prisoners are seeking release from the prison which is notorious for detaining prisoners without trial and has been accused by human rights groups of carrying out torture.

In seeking the prisoners' release, their lawyers tried to establish who was responsible for Khiam.

The Israeli army maintains that the prison is the responsibility of an Israeli-backed Lebanese militia, the South Lebanese Army.

But the prisoners' lawyers argued that because Israel is the occupying power in the area, it is responsible for the prisoners' being held without trial.

Israel officials said recently that Khiam would be dismantled as part of an Israeli withdrawal from south Lebanon this summer.

However, South Lebanon Army spokesman Raymond Abu Morad, said talk about dismantling the facility was premature.

Israeli Prime Minister Ehud Barak has pledged to pull his army out of Lebanon by July, preferably as part of an agreement with Lebanon and Syria - the main power in Lebanon - but unilaterally if need be.

A South Lebanon Army source, speaking on condition of anonymity, said some of the 150 prisoners at Khiam Prison would be transferred to Israel for interrogation, while others would be released.

London-based human rights group, Amnesty International, has called for the immediate release of all prisoners - many of whom have been held for years without charges or trial.

Human rights groups have said detainees are systematically tortured at Khiam.

The prison at Al Khiam is an old fort built by the French in the 1930s.

Situated at the border with Lebanon, it's been open since the summer of 1985 when Israel set up the security zone to shield its northern settlements from guerrilla raids.

Most of the prisoners are Shiite Muslims or radical Palestinians supposedly involved in the guerrilla campaign to drive the Israelis out of Lebanese territory.
