President Donald Trump's lead lawyer in the special counsel's Russia investigation resigned Thursday, shaking up the legal team just as the president intensifies his attacks on a probe he calls nothing more than a witch hunt.

Associated Press Justice Department reporter Eric Tucker said the resignation might have something to do with clashes between John Dowd and Trump in the Mueller investigation.

"Trump came out and said I'm very eager to speak under oath to Mueller, but Dowd has been much more cautious and apprehensive," Tucker said, "So obviously you have a client attorney division there."

The departure of attorney John Dowd removes the primary negotiator and legal strategist who had been molding Trump's defense. It also comes just days after the Trump legal team added a new lawyer, former U.S. attorney Joseph diGenova, who has alleged on television that FBI officials were involved in a "brazen plot" to exonerate Hillary Clinton in the email investigation and to "frame" Trump for nonexistent crimes.

Dowd confirmed his decision in an email to The Associated Press, saying, "I love the President and wish him well." Dowd said he made the decision voluntarily and he denied reports that his departure had to do with Trump ignoring his legal advice. He said he formally resigned Thursday morning.

It already was a delicate time in special counsel Robert Mueller's investigation as Trump's attorneys, including Dowd, have been negotiating with Mueller over the scope and terms of an interview of the president. Trump has told reporters that he was eager to speak with Mueller, but Dowd has been far more apprehensive, and the lawyers have not publicly committed to making Trump available for questioning.

Asked Thursday whether he still wants to speak with Mueller's team, Trump told reporters, "Yes, I would like to."

Dowd's exit nearly a year into Mueller's investigation threatens to undo the cooperation between prosecutors and Trump's lawyers and may herald a stark shift in strategy as the probe reaches closer into the White House and the president's inner circle.

Over the weekend, Dowd issued a statement calling for an end to special counsel's investigation. The White House and later Dowd had to clarify the statement, saying the president's legal team wasn't calling for Mueller to be fired.

But Trump has upped his public attacks on Mueller.

In a series of tweets since last week, the president has said that the probe never should have started, that it was based on "fraudulent activities," that it was a "WITCH HUNT" and that it is being led by "13 hardened Democrats, some big Crooked Hillary supporters."

Special counsel Robert Mueller, breaking a two-year silence on his investigation into ties between Russia and the Trump campaign, says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Mueller says that he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office.

In his first public comments in the probe, Mueller said on Wednesday "it would be unfair" to potentially accuse someone of a crime when the person couldn't stand trial to defend himself.

Mueller's comments echoed the findings in his public report.

Mueller's report revealed that US President Donald Trump tried to seize control of the Russia probe and force Mueller's removal to stop him from investigating potential obstruction of justice by the Republican president.

I'm speaking out today because our investigation is complete. The attorney general has made the report on our investigation largely public. We are formally closing the special counsel's office and as well, I'm resigning from the Department of Justice to return to private life. I'll make a few remarks about the results of our work, but beyond these few remarks it is important that the office's written work speak for itself. Let me begin where the appointment order begins and that is interference in the 2016 presidential election. As alleged by the grand jury in an indictment, Russian intelligence officers, who were part of the Russian military, launched a concerted attack on our political system. The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate. And at the same time, as the grand jury alleged in a separate indictment, a private Russian entity engaged in a social media operation where Russian citizens posed as Americans in order to influence an election. These indictments contain allegations and we are not commenting on the guilt or the innocence of any specific defendant. Every defendant is presumed innocent unless and until proven guilty. The indictments allege and the other activities in our report describe efforts to interfere in our political system. They needed to be investigated and understood and that is among the reasons why the Department of Justice established our office. That is also a reason we investigated efforts to obstruct the investigation.  The matters we investigated were of paramount importance. It was critical for us to obtain full and accurate information from every person we questioned. When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to find the truth and hold wrongdoers accountable. Let me say a word about the report. The report has two parts, addressing the two main issues we were asked to investigate. The first volume of the report details numerous efforts emanating from Russia to influence the election. Speaking at the Justice Department Wednesday, Mueller said he was bound by longstanding Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

Special counsel Robert Mueller did not find evidence that President Donald Trump's campaign "conspired or coordinated" with Russia to influence the 2016 presidential election but reached no conclusion on whether Trump obstructed justice, Attorney General William Barr declared. That brought a hearty claim of vindication from Trump but set the stage for new rounds of political and legal fighting.

Trump cheered the Sunday outcome but also laid bare his resentment after two years of investigations that have shadowed his administration. "It's a shame that our country has had to go through this. To be honest, it's a shame that your president has had to go through this," he said.

Democrats pointed out that Mueller found evidence for and against obstruction and demanded to see his full report. They insisted that even the summary by the president's attorney general hardly put him in the clear.

Mueller's conclusions, summarized by Barr in a four-page letter to Congress, represented a victory for Trump on a key question that has hung over his presidency from the start: Did his campaign work with Russia to defeat Democrat Hillary Clinton? That was further good news for the president on top of the Justice Department's earlier announcement that Mueller had wrapped his investigation without new indictments. The resolution also could deflate the hopes of Democrats in Congress and on the 2020 campaign trail that incriminating findings from Mueller would hobble the president's agenda and re-election bid.

But while Mueller was categorical in ruling out criminal collusion, he was more circumspect on presidential obstruction of justice. Despite Trump's claim of total exoneration, Mueller did not draw a conclusion one way or the other on whether he sought to stifle the Russia investigation through his actions including the firing of former FBI director James Comey.

According to Barr's summary, Mueller set out "evidence on both sides of the question" and stated that "while this report does not conclude the president committed a crime, it also does not exonerate him."

Barr, who was nominated by Trump in December, and Deputy Attorney General Rod Rosenstein, who appointed Mueller in May 2017 and oversaw much of his work, went further in Trump's favor.

The attorney general said he and Rosenstein had determined that Mueller's evidence was insufficient to prove in court that Trump had committed obstruction of justice to hamper the probe. Barr has previously voiced a broad view of presidential powers, and in an unsolicited memo last June he cast doubt on whether the president could have obstructed justice through acts — like firing his FBI director — that he was legally empowered to take.

Barr said their decision was based on the evidence uncovered by Mueller and not affected by Justice Department legal opinions that say a sitting president cannot be indicted.

However there is a reference that is interesting and that is multiple offers from people connected to Russia,  Russian associates two individuals associated with the Trump campaign, offering help. We suspect that's a reference to the Trump Tower meeting that took place in June 2016 between Donald Trump Jr. and a Kremlin connected lawyer. He took that meeting with the expectation of receiving dirt on Hillary Clinton that could be used in weaponized during the campaign. So we suspect that Mueller's making reference to that, the fact that there are these multiple overtures of help from people connected to Russia. Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning." He said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law 6 ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee. He argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present - or let Mueller present - those facts to the American people ... because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report. While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation . Attorney General William Barr was reviewing the special counsel's confidential report on the Russia investigation Saturday to determine what should be made public after a nearly two-year probe that cast a dark shadow over Donald Trump's presidency.

"The special counsel has indicated that he has not recommended any additional charges or indictments. And so that would mean that he is effectively closed up shop and that no one else will be indicted by Robert Mueller. However, it's important to note that there are all sorts of other investigations going on that originated as referrals from the special counsel that he began investigating and recognized fell without outside of his mandate. And so he referred those back to the Justice Department which then sent them to individual offices of the Justice Department including in New York City and in Virginia."

US Special Counsel Robert Mueller said charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Speaking at the US Justice Department Wednesday, Mueller said he was bound by longstanding Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witchhunt."

A group of conservative House lawmakers are calling for the appointment of a second special counsel to investigate whether misconduct took place in the FBI and the Justice Department.

The move follows a White House announcement that top FBI and Justice Department officials have agreed to meet with congressional leaders and "review" highly classified information the lawmakers have been seeking on the handling of the probe.

The agreement came after President Donald Trump made an extraordinary demand that the Justice Department investigate whether the FBI infiltrated his presidential campaign. It's unclear exactly what the members will be allowed to review or if the Justice Department will be providing any documents to Congress.

During a meeting Monday with Trump, Deputy Attorney General Rod Rosenstein and FBI Director Christopher Wray also reiterated an announcement late Sunday that the Justice Department's inspector general will expand an existing investigation into the Russia probe by examining whether there was any improper politically motivated surveillance.

Rep. Devin Nunes, an ardent Trump supporter and head of the House Intelligence Committee, has been demanding information on an FBI source in the Russia investigation.

And Trump has taken up the cause as the White House tries to combat the threat posed by special counsel Robert Mueller's investigation into potential ties between Russia and the Trump campaign.

The report, authored by Michael Horowitz, blasted FBI actions during the 2016 investigation into whether Clinton, the Democratic presidential candidate, had mishandled classified information on her private email server when she was secretary of state.

Republicans have become increasingly skeptical of special counsel Robert Mueller's investigation into potential coordination between Russia and Trump's Republican presidential campaign.

They've been saying they're not convinced by the report's conclusion that the decision to spare Clinton from criminal charges was free from bias, or by reassurances that the problems were limited to just a handful of employees

"The Republicans are now tripling down threatening to impeach Rod Rosenstein and Christopher Wray for somehow obstructing their efforts to get to the bottom of all of this," added Democratic Rep. Elijah Cummings of Maryland.

Wray said that the FBI is determined to not repeat any of the mistakes identified in the watchdog report.

Days earlier, President Donald Trump asserted the report exonerated him.

"There was no collusion.  There was no obstruction," the president told reporters. "And I think that the Mueller investigation has been totally discredited."

Although the report criticized former FBI Director James Comey for multiple decisions that investigators said broke from protocol. But the inspector general said it found no evidence that political bias affected the outcome of the investigation.

And the report focused only on the FBI's actions during the 2016 election, not the Mueller investigation.

Days earlier, President Donald Trump asserted the report exonerated him.

"There was no collusion.  There was no obstruction," the president told reporters. "And I think that the Mueller investigation has been totally discredited."

Although the report criticized former FBI Director James Comey for multiple decisions that investigators said broke from protocol. But the inspector general said it found no evidence that political bias affected the outcome of the investigation.

And the report focused only on the FBI's actions during the 2016 election, not the Mueller investigation.
