Democrats denounced on Friday a plan by President Donald Trump's personal attorney, Rudy Giuliani, to urge Ukraine to open investigations that could benefit Trump politically.

Giuliani is expected to travel to Kiev to push for two investigations. One is the origin of special counsel Robert Mueller's investigation into Russian election interference. The other is the involvement of 2020 rival Joe Biden's son in a gas company owned by a Ukrainian oligarch.

"It's stunning that the Trump administration is going down the same tragic path they did in 2016 seeking help from a foreign government again to influence an American presidential election. It's appalling," said Rep. Adam Schiff, the chairman of the House Intelligence Committee.  

Schiff said Trump allies were indicating, "'We're going to do everything short of what's downright criminal. Ethics don't matter. Patriotism doesn't matter.'

Giuliani has pushed back against the criticism. Meanwhile, Congress continues to debate a number of investigations targeting the Trump administration, which are being led by Democrats in the House of Represenatives.

House Ways and Means Chairman Richard Neal suggested that he would make his next move in his push to acquire Trump's tax returns soon. Neal's demand for the returns is about to head to federal court.

The top republican on the committee, Rep. Kevin Brady said he wrote to Rep. Neal "cautioning him against trying to compel the president's private tax returns either by subpoena or by lawsuit."

Again, this is a very dangerous precedent to be setting. The president's exactly right to be fighting this because if Democrats can obtain the president's tax returns for purely political reasons, nothing can stop them in obtaining any American that they view as a political enemy in obtaining and making public those returns as well. That's why this is dangerous."

(Reporter: Do they have any legal standing to do this?) "The question is how do you compel them. So, I don't know what their legal strategy is going to be. My letter was to essentially caution them and basically request that they stop this compulsory process because I think it leads ultimately to a Supreme Court fight and, frankly, distracts from the work we ought to be doing on drug pricing, on surprise billing, on retirement security, a number of those issues."

The report by BuzzFeed News, citing two unnamed law enforcement officials, says that Trump directed Cohen to lie to Congress and that Cohen regularly briefed Trump on the Moscow project. The Associated Press has not independently confirmed the report.

The House intelligence committee chairman Democrat Rep. Adam Schiff said he will do what is necessary to confirm the report.

The story also says, citing the sources, that Cohen told special counsel Robert Mueller that Trump personally instructed him to lie about the timing of the project in order to obscure Trump's involvement.

The BuzzFeed story says that Mueller's investigators learned about Trump's directive "through interviews with multiple witnesses from the Trump Organization and internal company emails, text messages, and a cache of other documents." The report says that Cohen then acknowledged Trump's instructions when he was interviewed by the Mueller team.

Cohen's attorney Lanny Davis didn't weigh in one way or the other whether this story was true but Lanny Davis simply said that "Michael Cohen is is someone who is full of regret for his longtime employment with President Trump. He worked for him for about a decade," according to AP White House reporter Jonathan Lemire.

Trump's lawyer, Rudy Giuliani, scoffed at the report, saying in a statement to the Associated Press "that if this story was true I have the Brooklyn Bridge to sell you and suggested that it was not the case. This had never occurred."

On Twitter Friday morning, Trump charged that Michael Cohen is "Lying to reduce his jail time!" even though he's already been sentenced. On Fox News Channel, White House spokesman Hogan Gidley said that taking the story seriously was "absolutely ludicrous," but repeatedly refused to deny the central allegation that Trump directed Cohen to lie.

Cohen already pleaded guilty in November to lying to Congress to cover up that he was negotiating the Trump Tower project in Moscow on Trump's behalf during the heat of his presidential campaign. The charge was brought by Mueller and was the result of his cooperation with that probe.

He was then sentenced in December to three years in prison for crimes that included arranging the payment of hush money to conceal his boss' alleged sexual affairs, telling a judge that he agreed time and again to cover up Trump's "dirty deeds" out of "blind loyalty."

Cohen is scheduled to testify before the House Oversight and Reform Committee Feb. 7, where he will likely be questioned about the report.

Democrats on the House intelligence committee are sharply disagreeing with Republicans on the panel who say they don't see any evidence of collusion or coordination between US President Donald Trump's 2016 campaign and Russia.

The top Democrat on the panel said Tuesday there is "significant evidence" of collusion between Trump's campaign and Russia.

California Rep. Adam Schiff said Democrats are writing their own report with conclusions from the intelligence panel's yearlong investigation into Russian meddling.

Republicans announced Monday that they'd completed the committee's report and they saw no evidence of collusion.

The finding enraged Democrats, who say Republicans are protecting the president by cutting the probe short.

Democrats saw that report for the first time Tuesday.

The House panel is one of several congressional committees looking into the meddling.

Special counsel Robert Mueller is conducting a separate criminal probe.
