Attorney General William Barr was reviewing the special counsel's confidential report on the Russia investigation Saturday to determine what should be made public after a nearly two-year probe that cast a dark shadow over Donald Trump's presidency.

Associated Press reporter Eric Tucker says that Barr will provide lawmakers and the public with a summary of principal findings as soon as this weekend.

The Attorney General  Barr will not be providing Congress with special counsel Robert Mueller's findings on Saturday.

That's according to a senior Justice Department official. The official spoke on condition of anonymity because the person wasn't authorized to publicly discuss the review process.

Mueller has concluded his investigation of Russian election interference and possible coordination with Donald Trump's campaign.

Barr is reviewing Mueller's confidential report and has said he expects to provide Congress with the "principal conclusions" this weekend.

House Judiciary Chairman Jerrold Nadler said his committee is filing a court petition Friday in an effort to obtain secret grand jury material underlying former special counsel Robert Mueller's report.

The panel is also expected to file a lawsuit next week to try to enforce a subpoena against former White House counsel Donald McGahn, a key Mueller witness, if he doesn't comply before then.

That suit is expected to challenge the White House's claim that former White House employees have "absolute immunity" from testifying before Congress.

The move comes after Mueller's testimony Wednesday to Congress saying he had not "exculpated" President Donald Trump. Democrats are trying to focus public attention on Mueller's words and on his 448-page report's contents, including several episodes in which Trump sought to influence the special counsel's investigation into Russia election interference.

Mueller concluded that he could not exonerate Trump on obstruction of justice. He also concluded that there was no evidence of a criminal conspiracy between Trump's campaign and Russia.

The panel has struggled to bring in witnesses like McGahn who spoke extensively to Mueller because the White House has directed them to refuse to testify. Trump has said he will fight "all of the subpoenas."

Nadler said the committee is still negotiating with McGahn for documents and testimony, and the committee will file the lawsuit "in very short order" if he does not comply.

The court battles are beginning as the House leaves for a six-week recess and Democrats are debating whether to impeach the Republican president. More than 90 House Democrats have said they favor starting the impeachment process, but House Speaker Nancy Pelosi has said she wants to build the strongest case possible before making that decision, including by going to court to force witnesses to comply.

Nadler said the court filing will include a line saying that the materials are necessary "to determine whether the committee should recommend articles of impeachment."

Democrats launched a sweeping new probe of President Donald Trump on Monday, an aggressive investigation that threatens to shadow the president through the 2020 election season with inquiries into his White House, campaign and family businesses.

Rep. Jerrold Nadler, the chairman of the House committee that would be in charge of impeachment says the panel is requesting documents Monday from more than 60 people from Trump's administration, family and business as part of a rapidly expanding Russia investigation. The panel sent document requests to 81 people linked to the president and his associates.

Maryland Democrat, Jamie Raskin, who is a member of the committee said, "There is a lot of criminality which has already been attested to by one witness, Michael Cohen. But we want to hear from lots more witnesses and we want to get a lot more documentary evidence."  

The broad investigation could be setting the stage for an impeachment effort, although Democratic leaders have pledged to investigate all avenues and review special counsel Robert Mueller's report before trying any drastic action.

"If it leads to impeachment because there is evidence of high crimes and misdemeanors that actually undermine the fabric of our constitutional democracy, then so be it. Then that's something, we'll have to do," said Raskin.

President Donald Trump said he'll cooperate with the House Judiciary Committee's sweeping investigation into his White House, campaign and businesses, but when a reporter asked him Monday if he was going to cooperate with the investigation led by Committee Chairman Jerrold Nadler, Trump replied: "I cooperate all the time with everybody. You know, the beautiful thing, no collusion. It's all a hoax."

Raskin said the response of "no collusion" is a "red herring."  

"What we're looking for is public corruption and crimes against the republic," said Raskin.

A legal scholar says that the the battle between the Democrat-led House and President Donald Trump over special counsel Robert Mueller's report could lead to a constitutional crisis.

Victoria Nourse, a professor at Georgetown Law University, views the Trump administration as "the most combative" since former President Richard Nixon.

Nourse, who has served both Republicans and Democrats as a legal counsel, says that the current battle between Trump and House Republicans could end up in court.

While she believes that there is legal precedent that defends Congress' ability to request documents, Trump could ultimately decide not to comply with any judicial ruling.

"My biggest fear is that if it were to go to court and the court were to affirm Congress' authority that the president would simply refuse," Nurse said, referring to potential contempt proceedings against Attorney General Bill Barr and subpoenas House Democrats have threatened to issue over a number of investigations.  

"That would be a true constitutional crisis because in fact you would have one branch saying to the other branch, the courts, 'I'm not going to pay attention to you,' in which case there is no way to resolve that. The only way to resolve it would be in fact impeachment under the Constitution and that's a very extreme remedy."

House Judiciary Committee Chairman Jerrold Nadler has scheduled a Wednesday vote to hold Attorney General William Barr in contempt of Congress. Nadler is proposing to hold Barr in contempt after the Justice Department declined to provide the committee with a full, unredacted version of special counsel Mueller's report on Trump and Russia. The committee had given Barr until 9 a.m. Monday to comply.

Republicans have sharply criticized Democrats as they have battled Trump's administration over the Mueller report, subpoenaed multiple administration witnesses and made efforts to gain access to Trump's personal and business financial records. Trump has said he will fight "all the subpoenas."

The head of the House Financial Services Committee, Rep. Maxine Waters, says Congressional Democrats are prepared to fight President Donald Trump "tooth and nail" to gain access to information her and other House committees have requested.

Trump, his family and the Trump Organization filed a lawsuit against Deutsche Bank and Capital One in an attempt to block congressional subpoenas seeking their banking and financial records.

The lawsuit by Trump, sons Donald Jr. and Eric and daughter Ivanka was filed Monday in federal court in New York. The Trump Organization and the Donald J. Trump Revocable Trust are among the other plaintiffs.

Two House committees subpoenaed Deutsche Bank and several other financial institutions earlier this month as part of investigations into the Republican president's finances.

In many ways, House Democrats are trying to have it both ways - pursuing the investigations that could serve as a prelude to impeachment proceedings without taking the politically fraught step of calling it impeachment.

Calls appear to be growing among House Democrats for an impeachment inquiry of President Donald Trump after former White House Counsel Don McGahn skipped a Judiciary Committee hearing on the Mueller report at the direction of the White House.

House Judiciary Chairman Jerrold Nadler gaveled open the hearing with an empty witness chair and a stern warning that McGahn will be held in contempt for failing to appear in defiance of the committee's subpoena..

"I see a lot more people that believe that impeachable offenses occurred and would like to see an impeachment inquiry," said Tennessee Democrat Rep. Steve Cohen.

"In the next 48 hours, I'll be introducing a resolution of investigation," said Democratic Rep. Sheila Jackson Lee, a second panel member.

"We are doing the right thing by investigating, and that our task is to educate before we activate," she said.

House Speaker Nancy Pelosi, backed by Nadler, is taking a step-by-step approach to the confrontations with Trump.

Nadler said the committee would vote to hold McGahn in contempt, and take the issue to court.

But Pelosi's strategy hasn't been swift enough for some members of the Judiciary panel who feel Democrats should be more aggressive and launch a formal impeachment inquiry as they try to get information from the administration.

Impeachment hearings would give Democrats more standing in court and could stop short of a vote to remove the president.

The issue was raised in a meeting among top Democrats Monday evening, where some members confronted Pelosi about it, according to three people familiar with the private conversation who requested anonymity to discuss it.

GOP Rep. Doug Collins, the ranking Republican on the committee, accused Democrats of rushing to issue subpoenas and abusing the judiciary panel's oversight responsibilities.

"Right now, they've whipped it into a frenzy because they don't want to have accommodation," Collins said.

We believe and continue to believe that we are doing the right thing by investigating, and that our task is to educate before we activate."

"In areas where a legitimate oversight is happening, there is been cooperation between the administration, and between the committees of jurisdiction up on the Hill. The issue is coming is when they're rushing to speak, especially in our committee, and I'll speak only to the Judiciary committee, when we're no accommodation process. Nothing that we've seen before. When we saw it under George Bush administration, we saw it under President Obama's administration. This is a process, and I had a question a couple weeks ago. Somebody said, do you believe that this is all going to hinder Congress ability to do its job? No this is the way Congress has always done its job. But right now they've whipped it into a frenzy because they don't want to have accommodation because they want to rush straight from their one talking point that he did something wrong, we don't like it, to an end result, and it won't do anything else."

Calls appear to be growing among House Democrats for an impeachment inquiry of President Donald Trump after former White House Counsel Don McGahn skipped a Judiciary Committee hearing on the Mueller report at the direction of the White House.

House Judiciary Chairman Jerrold Nadler gaveled open the hearing with an empty witness chair and a stern warning that McGahn will be held in contempt for failing to appear in defiance of the committee's subpoena..

"I see a lot more people that believe that impeachable offenses occurred and would like to see an impeachment inquiry," said Tennessee Democrat Rep. Steve Cohen.

"In the next 48 hours, I'll be introducing a resolution of investigation," said Democratic Rep. Sheila Jackson Lee, a second panel member.

"We are doing the right thing by investigating, and that our task is to educate before we activate," she said.

House Speaker Nancy Pelosi, backed by Nadler, is taking a step-by-step approach to the confrontations with Trump.

Nadler said the committee would vote to hold McGahn in contempt, and take the issue to court.

But Pelosi's strategy hasn't been swift enough for some members of the Judiciary panel who feel Democrats should be more aggressive and launch a formal impeachment inquiry as they try to get information from the administration.

Impeachment hearings would give Democrats more standing in court and could stop short of a vote to remove the president.

The issue was raised in a meeting among top Democrats Monday evening, where some members confronted Pelosi about it, according to three people familiar with the private conversation who requested anonymity to discuss it.

GOP Rep. Doug Collins, the ranking Republican on the committee, accused Democrats of rushing to issue subpoenas and abusing the judiciary panel's oversight responsibilities.

"Right now, they've whipped it into a frenzy because they don't want to have accommodation," Collins said.
