US Special Counsel Robert Mueller on Friday turned over his long-awaited final report on the contentious Russia investigation that has cast a dark shadow over Donald Trump's presidency, entangled Trump's family and resulted in criminal charges against some of the president's closest associates.

The comprehensive report, still confidential, marks the end of Mueller's probe but sets the stage for big public fights to come.

Associated Press reporter Eric Tucker says the next steps are up to Attorney General William Barr, to Congress and, in all likelihood, federal courts.

Barr is "going to review this report and will decide how much of it to make public. He says he will release something as soon as this weekend that functions as a summary of the central findings of the special counsel."

With no details released at this point, it's not known whether Mueller's report answers the core questions of his investigation: Did Trump's campaign collude with the Kremlin to sway the 2016 presidential election in favor of the celebrity businessman? Elaine Kamarck, of the Brookings Institution says "we're pretty much at the end of this process" as she discussed the next steps in the special prosecutors Russia probe.

Kamarack, Senior fellow in the Governance Studies program as well as the Director of the Center for Effective Public Management , said on Tuesday that "The only thing that really seems to remain is whether or not the president himself is guilty of some crimes and do those crimes constitute in the minds of the members of Congress, high crimes and misdemeanors."

But now, Trump and his allies are starting to see it as something potentially very different: a political opportunity.

House Republicans are pledging tough questioning of special counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by President Donald Trump in a potentially last-ditch bid to impeach him.

Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning." He said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law 6 ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee. He argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present - or let Mueller present - those facts to the American people ... because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report. While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation . But Mueller believed Trump couldn't be indicted in part because of a Justice Department opinion against prosecuting a sitting president.

This included investigating any links or coordination between the Russian government and individuals associated with the Trump campaign. Now I have not spoken publicly during our investigation. I'm speaking out today because our investigation is complete. The attorney general has made the report on our investigation largely public. We are formally closing the special counsel's office and as well, I'm resigning from the Department of Justice to return to private life. I'll make a few remarks about the results of our work, but beyond these few remarks it is important that the office's written work speak for itself. Let me begin where the appointment order begins and that is interference in the 2016 presidential election. As alleged by the grand jury in an indictment, Russian intelligence officers, who were part of the Russian military, launched a concerted attack on our political system. The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate."

The appointment order directed the office to investigate Russian interference in the 2016 presidential election. I'm speaking out today because our investigation is complete. The attorney general has made the report on our investigation largely public. We are formally closing the special counsel's office and as well, I'm resigning from the Department of Justice to return to private life. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate."

House Judiciary Chairman Jerrold Nadler said his committee is filing a court petition Friday in an effort to obtain secret grand jury material underlying former special counsel Robert Mueller's report.

The panel is also expected to file a lawsuit next week to try to enforce a subpoena against former White House counsel Donald McGahn, a key Mueller witness, if he doesn't comply before then.

That suit is expected to challenge the White House's claim that former White House employees have "absolute immunity" from testifying before Congress.

The move comes after Mueller's testimony Wednesday to Congress saying he had not "exculpated" President Donald Trump. Democrats are trying to focus public attention on Mueller's words and on his 448-page report's contents, including several episodes in which Trump sought to influence the special counsel's investigation into Russia election interference.

Mueller concluded that he could not exonerate Trump on obstruction of justice. He also concluded that there was no evidence of a criminal conspiracy between Trump's campaign and Russia.

House Republicans say Robert Mueller's testimony Wednesday uncovered no meaningful new information and that it's time to move on.

Minority Leader Kevin McCarthy told press on Wednesday that "this should be the end of the chapter that we put America through."

US House Speaker Nancy Pelosi, following Mueller's testimony, is making some of her strongest comments yet about the House possibly proceeding with impeachment proceedings against President Donald Trump.

Pelosi says a "cone of silence" from the White House that's not providing documents and witness testimony "will not prevent us from going forward." She adds, "In fact, it's even more grounds to go forward."

Pelosi tells reporters she wants "the strongest possible hand" by continuing the House's court actions aimed at forcing White House cooperation.

Key impeachment witnesses on Thursday said it was clear that President Donald Trump’s personal lawyer Rudy Giuliani was pursuing political investigations of Democrats in Ukraine.

State Department official David Holmes said he understood that Giuliani’s push to investigate “Burisma”, the Ukraine gas company where Joe Biden’s son Hunter served on the board, was code for the former vice president and his family.

Former White House adviser Fiona Hill warned that Giuliani had been making “explosive” and “incendiary” claims.

“He was clearly pushing forward issues and ideas that would, you know, probably come back to haunt us and in fact,” Hill testified. “I think that's where we are today."

The testimony by Holmes and Hill undercut the president’s argument he only wanted to root out Ukrainian corruption.

She basically implored Republicans on the committee to stop what she said is a fictional narrative that somehow it was Ukraine and not Russia that interfered in the 2016 presidential election. And she used the bulk of her opening statement to basically say this is a fictional conspiracy theory and the time you spend propagating that is time that you waste in preventing a repeat of the interference we saw in the 2016 election in 2020. And that was a significant alarm bell that she was attempting to sound. The other witness also delivered pretty significant testimony. His name is David Holmes. He has a counselor who is based at the US embassy in Kyiv. He described in very, very vivid and colorful detail, overhearing a conversation on July 26 between President Trump and Gordon Sondland, who is the ambassador to the European Union. And during that conversation, according to Holmes, he could overhear Trump on the other end of the line saying, 'So is he going to do the investigation?' And that is, of course, a reference to the Ukraine president, President (Volodymyr) Zelinskiy. And Sondland replied, 'He is. Yes.' And that's a really significant account."

And one of the things that was also really interesting is that, according to David Holmes, after Gordon Sondland hangs up, Holmes says, 'is it really true that the president doesn't care, used an expletive, about about Ukraine?' and Sondland says he only cares about the big stuff. And the big stuff, according to Gordon Sondland, involved an investigation into the Bidens. And so that undercuts the idea that this was only about Burisma, the Ukraine energy company, and not somehow about the Bidens."

" I would think that the lingering take away probably came yesterday, and that is in the form of testimony that there was indeed a quid pro quo or at least a version of a quid pro quo. At minimum, according to Gordon Sondland, who is a current member of the Trump administration, he says, 'I was aware that there was a quid pro quo' and that language, the use of that term, I think is going to be powerful and will continue to resonate going forward."

"No, we're not seeing any Republican cracks because what Gordon Sondland could not do is sort of undercut the Republican talking points, which is these investigations never happened. So whether or not the president won an announcement or investigations, nothing actually moved forward. And the aid, the aid that Ukraine believed it was owed and that the US was holding up until these investigations were announced, actually got released. And so if you're a Republican, you wind up sticking behind those points.

The other big things that we continue to hear time and again from Republicans is this idea that it is the Trump administration, more so than the Obama administration, that actually has been been helpful to Ukraine's interests. We've heard that a lot."

"So I would say it is very hard to watch these five hearings and come away with the conclusion that they are collectively some sort of dud. And I think that that is... that's a notable shift from the July appearance of Special Counsel (Robert) Mueller, which I think by the end of the day struggled to captivate the American public or propel any sort of narrative towards impeachment further. I don't think that that did what Democrats hoped it would do. I think in this scenario, for these five hearings, they got the witnesses who they wanted. I think they've got the accounts that they wanted. And I think that the witnesses delivered testimony that mirrored what they said behind closed doors and basically does support this idea that the president wanted a politically charged investigation into a political rival and had in mind a quid pro quo. And I think that that is something that multiple witnesses are describing and there are certain facts that I think are hard, after hearing from nine witnesses, that are hard to kind of undercut."
