Special counsel Robert Mueller did not find evidence that President Donald Trump's campaign "conspired or coordinated" with Russia to influence the 2016 presidential election but reached no conclusion on whether Trump obstructed justice, Attorney General William Barr declared. That brought a hearty claim of vindication from Trump but set the stage for new rounds of political and legal fighting.

Trump cheered the Sunday outcome but also laid bare his resentment after two years of investigations that have shadowed his administration. "It's a shame that our country has had to go through this. To be honest, it's a shame that your president has had to go through this," he said.

Democrats pointed out that Mueller found evidence for and against obstruction and demanded to see his full report. They insisted that even the summary by the president's attorney general hardly put him in the clear.

Mueller's conclusions, summarized by Barr in a four-page letter to Congress, represented a victory for Trump on a key question that has hung over his presidency from the start: Did his campaign work with Russia to defeat Democrat Hillary Clinton? That was further good news for the president on top of the Justice Department's earlier announcement that Mueller had wrapped his investigation without new indictments. The resolution also could deflate the hopes of Democrats in Congress and on the 2020 campaign trail that incriminating findings from Mueller would hobble the president's agenda and re-election bid.

But while Mueller was categorical in ruling out criminal collusion, he was more circumspect on presidential obstruction of justice. Despite Trump's claim of total exoneration, Mueller did not draw a conclusion one way or the other on whether he sought to stifle the Russia investigation through his actions including the firing of former FBI director James Comey.

According to Barr's summary, Mueller set out "evidence on both sides of the question" and stated that "while this report does not conclude the president committed a crime, it also does not exonerate him."

Barr, who was nominated by Trump in December, and Deputy Attorney General Rod Rosenstein, who appointed Mueller in May 2017 and oversaw much of his work, went further in Trump's favor.

The attorney general said he and Rosenstein had determined that Mueller's evidence was insufficient to prove in court that Trump had committed obstruction of justice to hamper the probe. Barr has previously voiced a broad view of presidential powers, and in an unsolicited memo last June he cast doubt on whether the president could have obstructed justice through acts - like firing his FBI director - that he was legally empowered to take.

Thirteen Russians and three Russian entities were charged Friday with an elaborate plot to interfere in the 2016 U.S. presidential election, federal prosecutors announced Friday.

The indictment, brought by the office of special counsel Robert Mueller, alleges that Russians used bogus social media postings and advertisements fraudulently purchased in the name of Americans to sway political opinion during the race between Republican Donald Trump and Hillary Clinton, his Democratic opponent.

House Republicans interviewed James Comey behind closed doors Friday, hauling the former FBI director to Capitol Hill one final time before they cede power to Democrats in January.

I like and respect Bill Barr. I know he's an institutionalist who cares deeply about the integrity of the Justice Department. So I'm sure he'll use the standard career resources he has to judge what he should be involved in what he shouldn't be involved in.  But Bill Barr is a is a talented person who was a good attorney general the first time.  I liked him very much then, I think he'll serve the Justice Department well.  And I'm sure he'll talk to the career officials about how to handle that."

Reporter: How extensively have you cooperated with the Mueller investigation at this point?

I can't talk about that. I can't talk about, I mean I could but I won't. I'm sorry.

Reporter: The Republicans came out and said that the government lawyers ran interference and essentially shut down specific lines of questioning.  Did that happen, and if so what topics were not discussed?

One, you read the transcript and I think you will not see that happening.

Reporter: There specific topics that we still feel like you can't discuss from your time as FBI director?  You have been out the door for a year and a half now.  What can't you answer?

Well the FBI, for understandable reasons, doesn't want me talking about the details of the investigation that is still ongoing. It began when I was FBI director, so it makes sense that they don't want me going into those details but that's a very teeny part of what we talked about today.  A whole lot of Hillary Clinton's emails, which will bore you.

Reporter: The next time the hearing will be public? Is there any talk of that?

There wasn't a talk about. I think they want to do it the same way. I wish it were going to be public. But I think we're going to do it the same way again.

Reporter: You said you were OK with the Barr nominations.  Did you have any concerns about the firing of Jeff Sessions and the president continually going after Jeff Sessions for not recusing himself from the Mueller investigation?

The president's attacks on the Justice Department broadly and the FBI are something that no matter what political party you're in you should find deeply troubling and continue to speak out about not become numb to attacks on the rule of law.

Reporter: But with the firing of sessions specifically?

That's not something I can comment on.

Reporter: Director Comey can I ask you a question on FISA abuse, this the major issue for the Republicans. Did you have total confidence in the dossier when you used it to secure a surveillance warrant and also in the subsequent renewals?

I have total confidence that the FISA process was followed and that the entire case was handled in a thoughtful responsible way by DOJ and the FBI. I think the notion that FISA was abused here is nonsense.

Reporter: As a private citizen how do you think Bob Mueller's investigation is going?

As a private citizen, as someone who knows the justice system, I see it proceeding incredibly quickly and very, very professionally. But the most important indication of that is you don't know anything about it except when you file something in court and that's the way it should be.

Reporter: Are you prepared to return next year when Democrats regain control of Congress to testify, perhaps on the questions of obstruction of justice an impeachment case?

I always want to respect the institution of Congress. I'd love it if they didn't want me to testify but if they want me to testify and we can do it in a responsible way I will abide it. So we'll see what happens.

The Justice Department has announced charges against 12 Russian intelligence officers for hacking offenses during the 2016 presidential election.

The indictments were announced Friday by Deputy Attorney General Rod Rosenstein as part of the ongoing special counsel probe into potential coordination between the Trump campaign and Russia.

The Russians are accused of hacking into the computer networks of the Democratic National Committee and the presidential campaign of Hillary Clinton.

Before Friday, 20 people and three companies had been charged in the Mueller investigation. That includes four former Trump campaign and White House aides and 13 Russians accused of participating in a hidden but powerful social media campaign to sway American public opinion in the 2016 election.

"Good afternoon. Today a grand jury in the District of Columbia returned an indictment presented by the special counsel's office. The indictment charges 12 Russian military officers by name for conspiring to interfere with the 2016 presidential election. Eleven of the defendants are charged with conspiring to hack into computers steal documents and release those documents with the intent to interfere in the election. One of those defendants and a 12th Russian military officer are charged with conspiring to infiltrate computers of organizations involved in administering elections including state boards of election, secretaries of state and companies that supply software used to administer elections. According to the allegations in the indictment the defendants worked for two units of the Main Intelligence Directorate of the Russian General Staff known as the GRU. Units engaged in active cyber operations to interfere in the 2016 presidential election. There was one unit that engaged an active cyber operations by stealing information and a different unit that was responsible for disseminating the stolen information. The defendants used two techniques to steal information. First, they use a scheme known as spear phishing which involves sending misleading e-mail messages and tricking the users into disclosing their passwords and security information. Second, the defendants hacked into computer networks and installed malicious software that allow them to spy on users and capture keystrokes, take screenshots and exfiltrate or remove data from those computers. The defendants accessed email accounts of volunteers and employees of a US presidential campaign, including the campaign chairman starting in March of 2016. They also hacked into the computer networks of a congressional campaign committee and a national political committee. The defendants covertly monitored the computers and planted hundreds of files containing malicious computer code and stole e-mails and other documents. The conspirators created fictitious online personas including DC Leaks and Guccifer 2.0 and they used those personas to release information, including thousands of stolen e-mails and other documents, beginning in June of 2016. The defendants falsely claimed that DC Leaks was a group of American hackers and the Guccifer 2.0 was a lone Romanian hacker. In fact, both were created and controlled by the Russians ERU.
