Special counsel Robert Mueller, breaking a two-year silence on his investigation into ties between Russia and the Trump campaign, says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Mueller says that he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office.

In his first public comments in the probe, Mueller said on Wednesday "it would be unfair" to potentially accuse someone of a crime when the person couldn't stand trial to defend himself.

Mueller's comments echoed the findings in his public report.

Mueller's report revealed that US President Donald Trump tried to seize control of the Russia probe and force Mueller's removal to stop him from investigating potential obstruction of justice by the Republican president.

Trump has called the investigation a "witch hunt."

I'm speaking out today because our investigation is complete. The attorney general has made the report on our investigation largely public. We are formally closing the special counsel's office and as well, I'm resigning from the Department of Justice to return to private life. I'll make a few remarks about the results of our work, but beyond these few remarks it is important that the office's written work speak for itself. Let me begin where the appointment order begins and that is interference in the 2016 presidential election. As alleged by the grand jury in an indictment, Russian intelligence officers, who were part of the Russian military, launched a concerted attack on our political system. The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate. And at the same time, as the grand jury alleged in a separate indictment, a private Russian entity engaged in a social media operation where Russian citizens posed as Americans in order to influence an election. These indictments contain allegations and we are not commenting on the guilt or the innocence of any specific defendant. Every defendant is presumed innocent unless and until proven guilty. The indictments allege and the other activities in our report describe efforts to interfere in our political system. They needed to be investigated and understood and that is among the reasons why the Department of Justice established our office. That is also a reason we investigated efforts to obstruct the investigation.  The matters we investigated were of paramount importance. It was critical for us to obtain full and accurate information from every person we questioned. When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to find the truth and hold wrongdoers accountable. Let me say a word about the report. The report has two parts, addressing the two main issues we were asked to investigate. The first volume of the report details numerous efforts emanating from Russia to influence the election. This volume includes a discussion of the Trump campaign's response to this activity as well as our conclusion that there was insufficient evidence to charge a broader conspiracy. The Justice Department appointed former FBI Director Robert Mueller Wednesday as a special counsel to oversee the federal investigation into allegations that Russia and Donald Trump's campaign collaborated to influence the 2016 presidential election, giving Mueller sweeping powers and the authority to prosecute any crimes uncovered in the probe.

It was a concession by the Trump administration, which had resisted calls from Democrats to turn the investigation over to outside counsel. The White House counsel's office was alerted only after the order appointing Mueller was signed.

In a written statement, Trump insisted again that there were no nefarious ties between his campaign and Russia.

"A thorough investigation will confirm what we already know — there was no collusion between my campaign and any foreign entity," he declared. "I look forward to this matter concluding quickly."

The appointment of a special counsel increases the pressure on Trump and his associates. Mueller's broad mandate gives him not only oversight of the Russia probe, but also "any matters that arose or may arise directly from the investigation." That could well include the firing last week of FBI Director James Comey.

Mueller, a former federal prosecutor at the Justice Department, was confirmed as FBI director days before the Sept. 11 attacks that would ultimately shape his tenure. The FBI's counterterrorism mission was elevated in those years, as the U.S. intelligence agencies' structure was changed to better position America to prevent another attack of that magnitude. He was so valued that President Barack Obama asked him to stay on two years longer than his 10-year term.

Special counsel Robert Mueller has informed President Donald Trump's attorneys that the president is not currently considered a criminal target in the Russia investigation, according to a person familiar with the conversation.

The person, who was not authorized to speak publicly about private conversations and demanded anonymity, said the president is considered a subject of Mueller's probe - not a target. A subject is typically someone whose conduct is of interest to investigators but prosecutors are not certain they've gathered enough evidence to bring charges.

The designation could change at any time, though. The development was first reported by The Washington Post.

Trump's designation as a subject came up as prosecutors and the president's legal team have been negotiating the terms of an interview with him. The president has said he wants to speak with Mueller's team, but his lawyers have not publicly committed to allowing him to be questioned.

Trump attorney Jay Sekulow declined to confirm or discuss the conversations with Mueller.

White House lawyer Ty Cobb also declined to comment.

Mueller's team has signaled that they're interested in discussing several key episodes in the early parts of the Trump administration as they probe possible obstruction of justice.

Prosecutors have told the legal team they want to question Trump about the firings of former FBI Director James Comey and former National Security Adviser Michael Flynn.

Investigators want to discuss conversations Trump had with Comey in which the former FBI director has said the president encouraged him to end an active investigation into Flynn. They're also interested in the events leading up to Flynn's February 2017 firing.

Investigators have said they want to hear from the president to understand his intent and thinking during those events.

Republican members of Congress are challenging the deputy attorney general about the political leanings of special counsel Robert Mueller's investigative team.

The questioning of Rod Rosenstein on Wednesday comes one day after Congress received from the Justice Department derogatory text messages about President Donald Trump from two FBI officials.

The text messages ended in late 2016, and the two officials were later assigned to Mueller's team. That group is investigating potential coordination between the Trump campaign and Russia.

Rosenstein defended Mueller's investigation, saying he's seen no good cause to fire Mueller.

Rosenstein also says there's a difference between political affiliation and political bias. He says Justice Department officials are entitled to political views but cannot allow them to influence their actions.

Attorney General Jeff Sessions was interviewed for hours last week in special counsel Robert Mueller's Russia investigation, the Justice Department confirmed Tuesday. He's the highest-ranking Trump administration official and first Cabinet member known to have submitted to questioning.

The interview came as Mueller investigates whether President Donald Trump's actions in office, including the firing of FBI Director James Comey, constitute efforts to obstruct the FBI probe into contacts between his 2016 campaign and Russia. Trump's own lawyers are discussing the prospect of an interview with the president himself, and White House officials state publicly that they anticipate a resolution soon to the investigation.

The questioning of the country's chief law enforcement officer is a reflection of investigators' continued interest in whether the president took steps to improperly obstruct justice. That question has been at the heart of the investigation for months as agents and prosecutors have questioned multiple current and former White House officials.

Sessions himself is seen as a potentially important witness given his direct involvement in the May 9 firing of Comey.

The White House initially said the termination was done on the recommendation of the Justice Department and cited a memo from Deputy Attorney General Rod Rosenstein that faulted Comey for his handling of the Hillary Clinton email server investigation as justification.

But Trump said later that he was thinking of "this Russia thing" when he fired Comey, and he had decided to make the move even before the Justice Department's recommendations.

Sessions was one of Trump's earliest and most loyal allies, the first senator to endorse him during the presidential campaign.

But his decision to step aside from the Russia investigation has strained their bond, and the two men now rarely speak directly. Trump saw the recusal as weak and disloyal, believing his attorney general should be doing more to protect him

Over the past several months Mueller investigators have spoken with other key people close to the president, including White House Counsel Don McGahn, former chief of staff Reince Priebus and Trump's son-in-law, Jared Kushner.

Sessions' attorney, Chuck Cooper, declined to comment, as did the White House.

Attorney General Jeff Sessions was interviewed for hours last week in special counsel Robert Mueller's Russia investigation, the Justice Department confirmed Tuesday. He's the highest-ranking Trump administration official and first Cabinet member known to have submitted to questioning.

The interview came as Mueller investigates whether President Donald Trump's actions in office, including the firing of FBI Director James Comey, constitute efforts to obstruct the FBI probe into contacts between his 2016 campaign and Russia. Trump's own lawyers are discussing the prospect of an interview with the president himself, and White House officials state publicly that they anticipate a resolution soon to the investigation.

The questioning of the country's chief law enforcement officer is a reflection of investigators' continued interest in whether the president took steps to improperly obstruct justice. That question has been at the heart of the investigation for months as agents and prosecutors have questioned multiple current and former White House officials.

Sessions himself is seen as a potentially important witness given his direct involvement in the May 9 firing of Comey. The White House initially said the termination was done on the recommendation of the Justice Department and cited a memo from Deputy Attorney General Rod Rosenstein that faulted Comey for his handling of the Hillary Clinton email server investigation as justification.

But Trump said later that he was thinking of "this Russia thing" when he fired Comey, and he had decided to make the move even before the Justice Department's recommendations.

Sessions was one of Trump's earliest and most loyal allies, the first senator to endorse him during the presidential campaign. They shared an ambitious law-and-order agenda that focuses on hawkish immigration policies and tough-on-crime strategies that engendered affection from many conservatives.

He has continued to push Trump's agenda on everything from gangs and the opioid crisis to religious freedom, giving the president credit every step of the way.

But his decision to step aside from the Russia investigation has strained their bond, and the two men now rarely speak directly. Trump saw the recusal as weak and disloyal, believing his attorney general should be doing more to protect him

Over the past several months Mueller investigators have spoken with other key people close to the president, including White House Counsel Don McGahn, former chief of staff Reince Priebus and Trump's son-in-law, Jared Kushner.

Mueller has conveyed interest in speaking with the president, and White House attorney Ty Cobb said that is "under active discussion" with Trump's individual lawyers. He said last week on a CBS News' political podcast, "The Takeout," that he expected the investigation to be wrapped up within weeks.

Sessions recused himself from the Russia investigation in early March after acknowledging that he had had two previously undisclosed encounters with the Russian ambassador during Trump's 2016 presidential campaign. He said at the time that it would be improper for him to oversee a probe into a campaign for which he was a vocal and prominent supporter.

Since then, Trump has lashed out repeatedly on Twitter at Sessions and the Justice Department.

People familiar with the matter have told The Associated Press that McGahn had contacted Sessions to urge him to retain control of the investigation. McGahn was acting at the behest of the president, according to one of those people, who spoke only on condition of anonymity because the person was not authorized to speak publicly by name.

Rosenstein appointed Mueller, a former FBI director, to take over the Russia investigation one week after Comey was fired. He oversees the work of Mueller's investigators, but he told the AP in an interview last June that he, too, would recuse himself if his actions ever became relevant to the probe.

Sessions' attorney, Chuck Cooper, declined to comment, as did the White House.

Four people have so far been charged in the Mueller investigation, including former White House National Security Adviser Michael Flynn and former Trump campaign chairman Paul Manafort. Flynn and George Papadopoulos, a former campaign foreign policy adviser, have pleaded guilty to lying to the FBI.

Sessions' interview with the Mueller team was first reported by The New York Times.

Private tensions between Justice Department leaders and Robert Mueller's team broke into public view in extraordinary fashion Wednesday as Attorney General William Barr pushed back at the special counsel's "snitty" complaints over his handling of the Trump-Russia investigation report.

Testifying for the first time since releasing Mueller's report, Barr said he was surprised Mueller did not reach a conclusion on whether President Donald Trump had tried to obstruct justice, and that he had felt compelled to step in with his own judgment that the president had committed no crime.

Barr was also perturbed by a private letter Mueller sent him last month complaining that the attorney general had not properly portrayed the special counsel's finding.

Barr called the note "a bit snitty."

"I said 'Bob, what's with the letter? Just pick up the phone and call me if there is an issue,'" Barr said.

The airing of disagreements over the handling of the report followed Mueller's two-year investigation into Russian interference to help Trump in the 2016 campaign and the possibility that Trump's team conspired with the Russians.

During most of the investigation, the Justice Department and Mueller's team seemed to be unified in approach.

Republican and Democratic lawmakers have been anything but unified.

And their partisan divide was on full display during Wednesday's contentious Judiciary Committee hearing, which included three Democratic presidential candidates.

Some Republicans, in addition to defending Trump, focused on the president's 2016 Democratic opponent Hillary Clinton's email and campaign practices and what they argued has been a lack of investigation of them.

Democrats, for their part, moved to exploit the daylight between Barr and Mueller to attack the attorney general's credibility and accuse him of unduly spinning the special counsel's report in the president's favor.

House Republicans are pledging tough questioning of special counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by President Donald Trump in a potentially last-ditch bid to impeach him.

Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning." He said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law 6 ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee. He argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present - or let Mueller present - those facts to the American people ... because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report. While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation . But Mueller believed Trump couldn't be indicted in part because of a Justice Department opinion against prosecuting a sitting president.

Attorney General Jeff Sessions was interviewed for hours last week in special counsel Robert Mueller's Russia investigation, the Justice Department confirmed Tuesday. He's the highest-ranking Trump administration official and first Cabinet member known to have submitted to questioning.

The interview came as Mueller investigates whether President Donald Trump's actions in office, including the firing of FBI Director James Comey, constitute efforts to obstruct the FBI probe into contacts between his 2016 campaign and Russia. Trump's own lawyers are discussing the prospect of an interview with the president himself, and White House officials state publicly that they anticipate a resolution soon to the investigation.

The questioning of the country's chief law enforcement officer is a reflection of investigators' continued interest in whether the president took steps to improperly obstruct justice. That question has been at the heart of the investigation for months as agents and prosecutors have questioned multiple current and former White House officials.

Sessions himself is seen as a potentially important witness given his direct involvement in the May 9 firing of Comey.

The White House initially said the termination was done on the recommendation of the Justice Department and cited a memo from Deputy Attorney General Rod Rosenstein that faulted Comey for his handling of the Hillary Clinton email server investigation as justification.

But Trump said later that he was thinking of "this Russia thing" when he fired Comey, and he had decided to make the move even before the Justice Department's recommendations.

Sessions was one of Trump's earliest and most loyal allies, the first senator to endorse him during the presidential campaign.

But his decision to step aside from the Russia investigation has strained their bond, and the two men now rarely speak directly. Trump saw the recusal as weak and disloyal, believing his attorney general should be doing more to protect him

Over the past several months Mueller investigators have spoken with other key people close to the president, including White House Counsel Don McGahn, former chief of staff Reince Priebus and Trump's son-in-law, Jared Kushner.

Sessions' attorney, Chuck Cooper, declined to comment, as did the White House.

US Special Counsel Robert Mueller said charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Speaking at the US Justice Department Wednesday, Mueller said he was bound by longstanding Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witchhunt."

Attorney General William Barr says special counsel Robert Mueller's report recounts 10 episodes involving President Donald Trump that were investigated as potential acts of criminal obstruction of justice.

Barr says Mueller did not reach a "prosecutorial judgment" and that he and Deputy Attorney General Rod Rosenstein concluded the evidence was not sufficient to establish the president committed an offense.

Barr spoke Thursday at a news conference with reporters.

While Mueller drew no conclusion about whether President Donald Trump had obstructed justice in the investigation, Barr said he and Deputy Attorney General Rod Rosenstein personally had concluded that while Trump was "frustrated and angry" about the Mueller probe, nothing the president did rose to the level of an "obstruction-of-justice offense."

After reviewing these contacts, the special counsel did not find any conspiracy to violate U.S. law involving Russian-linked persons and any persons associated with the Trump campaign. So that's the bottom line. After nearly two years of investigation, thousands of subpoenas, hundreds of warrants and witness interviews, the special counsel confirmed that the Russian government sponsored efforts to illegally interfere with the 2016 presidential election but did not find that the Trump campaign or other Americans colluded in those efforts. After finding no underlying collusion with Russia, the special counsel's report goes on to consider whether certain actions of the president could amount to obstruction of the special counsel's investigation. As I addressed in my March 24th letter, the special counsel did not make a traditional prosecutorial judgment regarding this allegation. Instead, the report recounts 10 episodes involving the president and discusses potential legal theories for connecting those activities to the elements of an obstruction offense. After carefully reviewing the facts and legal theories outlined in the report, and in consultation with the Office of Legal Counsel and other department lawyers, the deputy attorney general and I concluded that the evidence developed by the special counsel is not sufficient to establish that the president committed an obstruction of justice offense. Although the deputy attorney general and I disagreed with some of the special counsel's legal theories and felt that some of the episodes examined did not amount to obstruction as a matter of law, we did not rely solely on that in making our decision. Instead, we accepted the special counsel's legal framework for purposes of our analysis and evaluated the evidence as presented by the special counsel in reaching our conclusions. In assessing the president's actions discussed in the report it is important to bear in mind the context. President Trump faced an unprecedented situation. As he entered into office and sought to perform his responsibilities as president, federal agents and prosecutors were scrutinizing his conduct before and after taking office and the conduct of some of his associates. At the same time, there was relentless speculation in the news media about the president's personal culpability. Yet as he said from the beginning there was in fact no collusion. And as the special counsel's report acknowledges, there is substantial evidence to show that the president was frustrated and angered by his sincere belief that the investigation was undermining his presidency, propelled by his political opponents and fueled by illegal leaks. Nonetheless the White House fully cooperated with the special counsel's investigation providing unfettered access to campaign and White House documents, directing senior aides to testify freely and asserting no privilege claims. And at the same time, the president took no act that in fact deprived the special counsel of the documents and witnesses necessary to complete his investigation. Apart from whether the acts were obstructive, this evidence of noncorrupt motives weighs heavily against any allegation that the president had a corrupt intent to obstruct the investigation."

Private tensions between Justice Department leaders and special counsel Robert Mueller's team broke into public view in extraordinary fashion Wednesday as Attorney General William Barr pushed back at complaints over his handling of the Trump-Russia investigation report and aimed his own criticism at the special counsel.

Testifying for the first time since releasing Mueller's report, Barr said he was surprised Mueller did not reach a conclusion on whether President Donald Trump had tried to obstruct justice, and that he felt compelled to step in with his own judgment that the president had committed no crime.

The airing of disagreements over the handling of the report was notable given the highly secretive nature of the special counsel's investigation and the public appearance for at least most of the probe that the Justice Department and Mueller's team were unified in approach.

But Barr sought to minimize the rift by suggesting the special counsel's concerns were largely about process, not substance.

Barr's appearance Wednesday before the Senate Judiciary Committee gave him his most extensive opportunity to explain the department's actions, including his news conference held before the Mueller report's release.

It was also a forum for him to repair a reputation bruised by allegations that he's the Republican president's protector and by the emergence of a private letter from Mueller that criticized his handling of the report.

Democrats seized on the daylight between the two men to attack Barr's credibility and accuse him of unduly spinning Mueller's report in the president's favor.

They also pressed him on whether he had misled Congress last month when he professed ignorance about complaints from the special counsel's team. Barr suggested he had not lied because he was in touch with Mueller himself and not his team.

"Mr. Barr, I feel your answer was purposely misleading, and I believe others do too," said Sen. Patrick Leahy, D-Vt.

While Democratic senators bluntly questioned Barr's actions, Republicans, in addition to defending Trump, focused on the president's 2016 Democratic opponent Hillary Clinton's email and campaign practices and what they feel is a lack of investigation of them.

Neither side broke much ground Wednesday on the specifics of Mueller's investigation, though Barr did articulate a robust defense of Trump as he made clear his firm conviction that there was no prosecutable case against the president for obstruction of justice.

Barr entered the hearing on the defensive following reports hours earlier that Mueller had complained to him in a letter and over the phone about the way his findings were being portrayed.

Two days after receiving Mueller's report, Barr released a four-page letter that summarized the main findings.

Mueller's letter, dated March 27, conveys his unhappiness that Barr released what the attorney general saw as the bottom-line conclusions of the special counsel's investigation and not the introductions and executive summaries that Mueller's team had prepared and believed conveyed more nuance and context than Barr's own letter. Mueller said he had communicated the same concern two days earlier.

Once Mueller submitted his report, his work was done and the document was "my baby," Barr insisted defiantly.

"It was my decision how and when to make it public. Not Bob Mueller's," he said.

President Donald Trump's nominee for attorney general says he doesn't believe special counsel Robert Mueller (MUHL'-ur) "would be involved in a witch hunt."

Barr made the comment Tuesday at his confirmation hearing before the Senate Judiciary Committee.

Trump has repeatedly decried the special counsel's investigation as a "witch hunt" and has suggested he is being targeted by the Justice Department.

Mueller is investigating potential ties between Russia and the 2016 Trump campaign.

Barr also says it would be an "abuse of power" for Trump to intervene in an investigation he "has a stake in."

William Barr said Tuesday at his confirmation hearing he believes such an action would be a breach of the president's constitutional duties and could violate federal law depending upon the circumstances.

Barr was responding to questions from California Sen. Dianne Feinstein (FYN'-styn), the top Democrat on the Senate Judiciary Committee, in light of a memo he wrote criticizing special counsel Robert Mueller's obstruction-of-justice investigation.

Barr has said the memo was intended to be narrowly focused on one of Mueller's reported interpretations of obstruction. Barr also says his memo was based solely on public reporting and not any confidential information.

That's perfectly appropriate for him to do, to communicate that, but whether it's bona fide or not, as I said in my statement, the Department of Justice's obligation and the attorney general's obligation is not to take any action unless we reach, we, the Department of Justice and the attorney general, reach their own, independent conclusion that it is justified under the law. And, regardless of the instruction and that's my quote that everyone is saying you know siccing you know it's OK for the president to direct things. All I said was it's not per se improper for the president to call on the department for doing something, especially if he has no personal or political interest in it. The other category of cases and let's pick a you know an easy bad example would be if a member of the president's family or a business associate or something was under investigation and he tries to intervene. He--he's the chief law enforcement officer and you could say well he has the power. But that would be a breach of his obligation under the Constitution to faithfully execute the laws. So in my opinion if he attempts, if a president attempts to intervene in a matter that he has a stake in to try to protect himself that should first be looked at as a breach of his constitutional duties whether it also violates a statute depending on what statute comes into play and what all the facts are."
