Special counsel Robert Mueller, breaking a two-year silence on his investigation into ties between Russia and the Trump campaign, says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Mueller says that he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office.

In his first public comments in the probe, Mueller said on Wednesday "it would be unfair" to potentially accuse someone of a crime when the person couldn't stand trial to defend himself.

Mueller's comments echoed the findings in his public report.

Mueller's report revealed that US President Donald Trump tried to seize control of the Russia probe and force Mueller's removal to stop him from investigating potential obstruction of justice by the Republican president.

Trump has called the investigation a "witch hunt."

The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate. And at the same time, as the grand jury alleged in a separate indictment, a private Russian entity engaged in a social media operation where Russian citizens posed as Americans in order to influence an election. These indictments contain allegations and we are not commenting on the guilt or the innocence of any specific defendant. Every defendant is presumed innocent unless and until proven guilty. The indictments allege and the other activities in our report describe efforts to interfere in our political system. They needed to be investigated and understood and that is among the reasons why the Department of Justice established our office. That is also a reason we investigated efforts to obstruct the investigation.  The matters we investigated were of paramount importance. It was critical for us to obtain full and accurate information from every person we questioned. When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to find the truth and hold wrongdoers accountable. Let me say a word about the report. The report has two parts, addressing the two main issues we were asked to investigate. The first volume of the report details numerous efforts emanating from Russia to influence the election. This volume includes a discussion of the Trump campaign's response to this activity as well as our conclusion that there was insufficient evidence to charge a broader conspiracy. And in the second volume, the report describes the results and analysis of our obstruction of justice investigation involving the president. Private tensions between Justice Department leaders and Robert Mueller's team broke into public view in extraordinary fashion Wednesday as Attorney General William Barr pushed back at the special counsel's "snitty" complaints over his handling of the Trump-Russia investigation report.

Testifying for the first time since releasing Mueller's report, Barr said he was surprised Mueller did not reach a conclusion on whether President Donald Trump had tried to obstruct justice, and that he had felt compelled to step in with his own judgment that the president had committed no crime.

Barr was also perturbed by a private letter Mueller sent him last month complaining that the attorney general had not properly portrayed the special counsel's finding.

Barr called the note "a bit snitty."

"I said 'Bob, what's with the letter? Just pick up the phone and call me if there is an issue,'" Barr said.

The airing of disagreements over the handling of the report followed Mueller's two-year investigation into Russian interference to help Trump in the 2016 campaign and the possibility that Trump's team conspired with the Russians.

During most of the investigation, the Justice Department and Mueller's team seemed to be unified in approach.

Republican and Democratic lawmakers have been anything but unified.

And their partisan divide was on full display during Wednesday's contentious Judiciary Committee hearing, which included three Democratic presidential candidates.

Some Republicans, in addition to defending Trump, focused on the president's 2016 Democratic opponent Hillary Clinton's email and campaign practices and what they argued has been a lack of investigation of them.

House Republicans are pledging tough questioning of special counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by President Donald Trump in a potentially last-ditch bid to impeach him.

Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning." He said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law 6 ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee. He argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present - or let Mueller present - those facts to the American people ... because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report. While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation . But Mueller believed Trump couldn't be indicted in part because of a Justice Department opinion against prosecuting a sitting president.

I'll make a few remarks about the results of our work, but beyond these few remarks it is important that the office's written work speak for itself. Let me begin where the appointment order begins and that is interference in the 2016 presidential election. As alleged by the grand jury in an indictment, Russian intelligence officers, who were part of the Russian military, launched a concerted attack on our political system. The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate."

House Republicans are pledging tough questioning of Special Counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by US President Donald Trump in a potentially last-ditch bid to impeach him.

Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning."

Collins said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law six ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee.

Nadler argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present – or let Mueller present – those facts to the American people...because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report.

While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation.

But Mueller believed Trump couldn't be indicted in part because of a Justice Department opinion against prosecuting a sitting president.

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witchhunt."

The Justice Department appointed former FBI Director Robert Mueller Wednesday as a special counsel to oversee the federal investigation into allegations that Russia and Donald Trump's campaign collaborated to influence the 2016 presidential election, giving Mueller sweeping powers and the authority to prosecute any crimes uncovered in the probe.

It was a concession by the Trump administration, which had resisted calls from Democrats to turn the investigation over to outside counsel. The White House counsel's office was alerted only after the order appointing Mueller was signed.

In a written statement, Trump insisted again that there were no nefarious ties between his campaign and Russia.

"A thorough investigation will confirm what we already know — there was no collusion between my campaign and any foreign entity," he declared. "I look forward to this matter concluding quickly."

The appointment of a special counsel increases the pressure on Trump and his associates. Mueller's broad mandate gives him not only oversight of the Russia probe, but also "any matters that arose or may arise directly from the investigation." That could well include the firing last week of FBI Director James Comey.

Mueller, a former federal prosecutor at the Justice Department, was confirmed as FBI director days before the Sept. 11 attacks that would ultimately shape his tenure. The FBI's counterterrorism mission was elevated in those years, as the U.S. intelligence agencies' structure was changed to better position America to prevent another attack of that magnitude. He was so valued that President Barack Obama asked him to stay on two years longer than his 10-year term.

Attorney General William Barr says special counsel Robert Mueller's report recounts 10 episodes involving President Donald Trump that were investigated as potential acts of criminal obstruction of justice.

Barr says Mueller did not reach a "prosecutorial judgment" and that he and Deputy Attorney General Rod Rosenstein concluded the evidence was not sufficient to establish the president committed an offense.

Barr spoke Thursday at a news conference with reporters.

While Mueller drew no conclusion about whether President Donald Trump had obstructed justice in the investigation, Barr said he and Deputy Attorney General Rod Rosenstein personally had concluded that while Trump was "frustrated and angry" about the Mueller probe, nothing the president did rose to the level of an "obstruction-of-justice offense."

After reviewing these contacts, the special counsel did not find any conspiracy to violate U.S. law involving Russian-linked persons and any persons associated with the Trump campaign. So that's the bottom line. After nearly two years of investigation, thousands of subpoenas, hundreds of warrants and witness interviews, the special counsel confirmed that the Russian government sponsored efforts to illegally interfere with the 2016 presidential election but did not find that the Trump campaign or other Americans colluded in those efforts. After finding no underlying collusion with Russia, the special counsel's report goes on to consider whether certain actions of the president could amount to obstruction of the special counsel's investigation. Although the deputy attorney general and I disagreed with some of the special counsel's legal theories and felt that some of the episodes examined did not amount to obstruction as a matter of law, we did not rely solely on that in making our decision. Instead, we accepted the special counsel's legal framework for purposes of our analysis and evaluated the evidence as presented by the special counsel in reaching our conclusions. In assessing the president's actions discussed in the report it is important to bear in mind the context. President Trump faced an unprecedented situation. As he entered into office and sought to perform his responsibilities as president, federal agents and prosecutors were scrutinizing his conduct before and after taking office and the conduct of some of his associates. At the same time, there was relentless speculation in the news media about the president's personal culpability. Yet as he said from the beginning there was in fact no collusion. And as the special counsel's report acknowledges, there is substantial evidence to show that the president was frustrated and angered by his sincere belief that the investigation was undermining his presidency, propelled by his political opponents and fueled by illegal leaks. Nonetheless the White House fully cooperated with the special counsel's investigation providing unfettered access to campaign and White House documents, directing senior aides to testify freely and asserting no privilege claims. And at the same time, the president took no act that in fact deprived the special counsel of the documents and witnesses necessary to complete his investigation. Apart from whether the acts were obstructive, this evidence of noncorrupt motives weighs heavily against any allegation that the president had a corrupt intent to obstruct the investigation."

Wray said that the FBI is determined to not repeat any of the mistakes identified in the watchdog report.

"There was no collusion.  There was no obstruction," the president told reporters. "And I think that the Mueller investigation has been totally discredited."

Although the report criticized former FBI Director James Comey for multiple decisions that investigators said broke from protocol. But the inspector general said it found no evidence that political bias affected the outcome of the investigation.

"It confirms that Mrs Clinton did in fact receive special treatment from the Obama Justice Department and FBI during their investigation," Goodlatte said.

Democrats, however, battled back.

"Why is it that after you released this report, Mr. Horowitz, some of my colleagues seriously suggested that we opened an investigation into your investigation, of the investigation?" said Democratic Rep. Jerry Nadler.

"The Republicans are now tripling down threatening to impeach Rod Rosenstein and Christopher Wray for somehow obstructing their efforts to get to the bottom of all of this," added Democratic Rep. Elijah Cummings of Maryland.   

Monday, Horowitz appeared with FBI Director Christoper Wray before a senate panel.

Wray said that the FBI is determined to not repeat any of the mistakes identified in the watchdog report.

Days earlier, President Donald Trump asserted the report exonerated him.

"There was no collusion.  There was no obstruction," the president told reporters. "And I think that the Mueller investigation has been totally discredited."

Although the report criticized former FBI Director James Comey for multiple decisions that investigators said broke from protocol. But the inspector general said it found no evidence that political bias affected the outcome of the investigation.

And the report focused only on the FBI's actions during the 2016 election, not the Mueller investigation.

House Republicans interviewed James Comey behind closed doors Friday, hauling the former FBI director to Capitol Hill one final time before they cede power to Democrats in January.

In remarks to reporters, Comey said he expected to come back and testify again adding that he thought the hearing should have been open.

House Republicans are questioning Comey on decisions made by the Justice Department during the 2016 presidential election. Democrats will also attend the interview.

I like and respect Bill Barr. I know he's an institutionalist who cares deeply about the integrity of the Justice Department. So I'm sure he'll use the standard career resources he has to judge what he should be involved in what he shouldn't be involved in.  But Bill Barr is a is a talented person who was a good attorney general the first time.  I liked him very much then, I think he'll serve the Justice Department well.  And I'm sure he'll talk to the career officials about how to handle that."

Reporter: How extensively have you cooperated with the Mueller investigation at this point?

I can't talk about that. I can't talk about, I mean I could but I won't. I'm sorry.

Reporter: The Republicans came out and said that the government lawyers ran interference and essentially shut down specific lines of questioning.  Did that happen, and if so what topics were not discussed?

One, you read the transcript and I think you will not see that happening.

Reporter: There specific topics that we still feel like you can't discuss from your time as FBI director?  You have been out the door for a year and a half now.  What can't you answer?

Well the FBI, for understandable reasons, doesn't want me talking about the details of the investigation that is still ongoing. It began when I was FBI director, so it makes sense that they don't want me going into those details but that's a very teeny part of what we talked about today.  A whole lot of Hillary Clinton's emails, which will bore you.

Reporter: The next time the hearing will be public? Is there any talk of that?

There wasn't a talk about. I think they want to do it the same way. I wish it were going to be public. But I think we're going to do it the same way again.

Reporter: You said you were OK with the Barr nominations.  Did you have any concerns about the firing of Jeff Sessions and the president continually going after Jeff Sessions for not recusing himself from the Mueller investigation?

The president's attacks on the Justice Department broadly and the FBI are something that no matter what political party you're in you should find deeply troubling and continue to speak out about not become numb to attacks on the rule of law.

Reporter: But with the firing of sessions specifically?

That's not something I can comment on.

Reporter: Director Comey can I ask you a question on FISA abuse, this the major issue for the Republicans. Did you have total confidence in the dossier when you used it to secure a surveillance warrant and also in the subsequent renewals?

I have total confidence that the FISA process was followed and that the entire case was handled in a thoughtful responsible way by DOJ and the FBI. I think the notion that FISA was abused here is nonsense.

Reporter: As a private citizen how do you think Bob Mueller's investigation is going?

As a private citizen, as someone who knows the justice system, I see it proceeding incredibly quickly and very, very professionally. But the most important indication of that is you don't know anything about it except when you file something in court and that's the way it should be.

Reporter: Are you prepared to return next year when Democrats regain control of Congress to testify, perhaps on the questions of obstruction of justice an impeachment case?

I always want to respect the institution of Congress. I'd love it if they didn't want me to testify but if they want me to testify and we can do it in a responsible way I will abide it. So we'll see what happens.

The bureau is also reinforcing for employees the need to avoid the appearance of political bias, a key point of criticism in last week's report.

"We're going to learn from the report and be better as a result," Wray said.

The report blasted FBI actions during the 2016 investigation into whether Clinton, the Democratic presidential candidate, had mishandled classified information on her private email server when she was secretary of state.

It said anti-Donald Trump text messages exchanged by FBI employees who worked on the investigation cast a cloud on the agency's handling of the probe and damaged its reputation. It also said that fired FBI Director James Comey repeatedly broke from protocol, including when he publicly announced his recommendation against charging Clinton and when he bucked the judgment of Justice Department bosses by alerting Congress months later that the investigation was being reopened because of newly discovered emails.

But the report found that the July 2016 decision to spare Clinton from criminal charges was not tainted by political bias or considerations.

It also said that fired FBI Director James Comey repeatedly broke from protocol, including when he publicly announced his recommendation against charging Clinton and when he bucked the judgment of Justice Department bosses by alerting Congress months later that the investigation was being reopened because of newly discovered emails.

But the report found that the July 2016 decision to spare Clinton from criminal charges was not tainted by political bias or considerations.

Inspector General Michael Horowitz, who joined Wray at a Senate Judiciary Committee hearing Monday, said there are lessons to be learned from the 500-page report, including about respecting an institution's hierarchy and norms.
