Special counsel Robert Mueller, breaking a two-year silence on his investigation into ties between Russia and the Trump campaign, says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Mueller says that he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office.

In his first public comments in the probe, Mueller said on Wednesday "it would be unfair" to potentially accuse someone of a crime when the person couldn't stand trial to defend himself.

Mueller's comments echoed the findings in his public report.

Mueller's report revealed that US President Donald Trump tried to seize control of the Russia probe and force Mueller's removal to stop him from investigating potential obstruction of justice by the Republican president.

Trump has called the investigation a "witch hunt."

As alleged by the grand jury in an indictment, Russian intelligence officers, who were part of the Russian military, launched a concerted attack on our political system. The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate. And at the same time, as the grand jury alleged in a separate indictment, a private Russian entity engaged in a social media operation where Russian citizens posed as Americans in order to influence an election. These indictments contain allegations and we are not commenting on the guilt or the innocence of any specific defendant. Every defendant is presumed innocent unless and until proven guilty. The indictments allege and the other activities in our report describe efforts to interfere in our political system. They needed to be investigated and understood and that is among the reasons why the Department of Justice established our office. That is also a reason we investigated efforts to obstruct the investigation.  The matters we investigated were of paramount importance. It was critical for us to obtain full and accurate information from every person we questioned. When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to find the truth and hold wrongdoers accountable. Let me say a word about the report. The report has two parts, addressing the two main issues we were asked to investigate. The first volume of the report details numerous efforts emanating from Russia to influence the election. This volume includes a discussion of the Trump campaign's response to this activity as well as our conclusion that there was insufficient evidence to charge a broader conspiracy. Special counsel Robert Mueller says President Donald Trump's efforts to influence the Russia investigation "were mostly unsuccessful," but that was because the people surrounding the president "declined to carry out orders to accede to his requests."

AP reporter Chad Day gives an initial review in this AP debrief of the two-volume report that exceeds 400 pages.

"The first volume that deals with Russian election interference and the actions of the Trump campaign is a couple of hundred pages long and goes into exhaustive detail about the information that they've gathered," he says.

Now, this is going back in time a little bit, but Flynn had just cut off contact with the Trump legal team, ahead of his pleading guilty and cooperating with the government. The report says that one of Trump's attorneys then reached out and tried to remind them that the president had warm feelings for Flynn and ask him to see if there was any information that he knew that could implicate the president. Whenever Flynn's attorneys rebuffed that effort, the attorney then said that he would remind the president that that Flynn's actions showed hostility towards the president. However there is a reference that is interesting and that is multiple offers from people connected to Russia, Russian associates, two individuals associated with the Trump campaign, offering help. We suspect that's a reference to the Trump Tower meeting that took place in June 2016 between Donald Trump Jr. and a Kremlin connected lawyer. He took that meeting with the expectation of receiving dirt on Hillary Clinton that could be used in weaponised during the campaign. We also know that a former Trump campaign aide George Papadopoulos had a meeting in London where he learned from a professor that Russia had dirt on Clinton in the form of thousands of stolen e-mails. So we suspect that Mueller's making reference to that, the fact that there are these multiple overtures of help from people connected to Russia. But there's no evidence or no allegation even that either of those two sides worked together. And that's a significant conclusion."

So if you're a Democrat on Capitol Hill right now, you want access to all of the special counsel's work and you want the American public to see all of the evidence he gathered and his underlying report.  And so we can expect going forward, that is going to be the next big legal front is this fight between Congress and the Justice Department over how much of Muller's two years of work the public has to see. Especially because on the question of obstruction, it's clear that Mueller did indicate that there's a there there. "It is important to take stock of this moment that this is a pretty significant victory in terms of this collusion, or no collusion finding I should say, between the president and Russia and the special counsel according to Barr was pretty unequivocal about that. And so the president, we can expect him to rightfully claim victory and based on what we know from the special counsel's findings, that perhaps seems justified on that front. However there is a reference that is interesting and that is multiple offers from people connected to Russia,  Russian associates two individuals associated with the Trump campaign, offering help. We suspect that's a reference to the Trump Tower meeting that took place in June 2016 between Donald Trump Jr. and a Kremlin connected lawyer. He took that meeting with the expectation of receiving dirt on Hillary Clinton that could be used in weaponized during the campaign. We also know that a former Trump campaign aide George Papadopoulos had a meeting in London where he learned from a professor that Russia had dirt on Clinton in the form of thousands of stolen e-mails. So we suspect that Mueller's making reference to that, the fact that there are these multiple overtures of help from people connected to Russia. But there's no evidence or no allegation even that either of those two sides worked together. And that's a significant conclusion."

House Republicans are pledging tough questioning of special counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by President Donald Trump in a potentially last-ditch bid to impeach him.

Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning." He said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law 6 ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee. He argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present - or let Mueller present - those facts to the American people ... because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report. While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation . But Mueller believed Trump couldn't be indicted in part because of a Justice Department opinion against prosecuting a sitting president.

US Special Counsel Robert Mueller said charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Speaking at the US Justice Department Wednesday, Mueller said he was bound by longstanding Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witchhunt."

House Judiciary Chairman Jerrold Nadler said his committee is filing a court petition Friday in an effort to obtain secret grand jury material underlying former special counsel Robert Mueller's report.

The panel is also expected to file a lawsuit next week to try to enforce a subpoena against former White House counsel Donald McGahn, a key Mueller witness, if he doesn't comply before then.

That suit is expected to challenge the White House's claim that former White House employees have "absolute immunity" from testifying before Congress.

The move comes after Mueller's testimony Wednesday to Congress saying he had not "exculpated" President Donald Trump. Democrats are trying to focus public attention on Mueller's words and on his 448-page report's contents, including several episodes in which Trump sought to influence the special counsel's investigation into Russia election interference.

Mueller concluded that he could not exonerate Trump on obstruction of justice. He also concluded that there was no evidence of a criminal conspiracy between Trump's campaign and Russia.

The panel has struggled to bring in witnesses like McGahn who spoke extensively to Mueller because the White House has directed them to refuse to testify. Trump has said he will fight "all of the subpoenas."

Nadler said the committee is still negotiating with McGahn for documents and testimony, and the committee will file the lawsuit "in very short order" if he does not comply.

The court battles are beginning as the House leaves for a six-week recess and Democrats are debating whether to impeach the Republican president. More than 90 House Democrats have said they favor starting the impeachment process, but House Speaker Nancy Pelosi has said she wants to build the strongest case possible before making that decision, including by going to court to force witnesses to comply.

Nadler said the court filing will include a line saying that the materials are necessary "to determine whether the committee should recommend articles of impeachment."

House Judiciary Chairman Jerrold Nadler said his committee is filing a court petition Friday in an effort to obtain secret grand jury material underlying former special counsel Robert Mueller's report.

The panel is also expected to file a lawsuit next week to try to enforce a subpoena against former White House counsel Donald McGahn, a key Mueller witness, if he doesn't comply before then.

That suit is expected to challenge the White House's claim that former White House employees have "absolute immunity" from testifying before Congress.

The move comes after Mueller's testimony Wednesday to Congress saying he had not "exculpated" President Donald Trump. Democrats are trying to focus public attention on Mueller's words and on his 448-page report's contents, including several episodes in which Trump sought to influence the special counsel's investigation into Russia election interference.

Mueller concluded that he could not exonerate Trump on obstruction of justice. He also concluded that there was no evidence of a criminal conspiracy between Trump's campaign and Russia.

The panel has struggled to bring in witnesses like McGahn who spoke extensively to Mueller because the White House has directed them to refuse to testify. Trump has said he will fight "all of the subpoenas."

Nadler said the committee is still negotiating with McGahn for documents and testimony, and the committee will file the lawsuit "in very short order" if he does not comply.

The court battles are beginning as the House leaves for a six-week recess and Democrats are debating whether to impeach the Republican president. More than 90 House Democrats have said they favor starting the impeachment process, but House Speaker Nancy Pelosi has said she wants to build the strongest case possible before making that decision, including by going to court to force witnesses to comply.

Nadler said the court filing will include a line saying that the materials are necessary "to determine whether the committee should recommend articles of impeachment."

Special counsel Robert Mueller says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Speaking at the Justice Department Wednesday, Mueller said he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witch hunt."

House Republicans say Robert Mueller's testimony Wednesday uncovered no meaningful new information and that it's time to move on.

Minority Leader Kevin McCarthy told press on Wednesday that "this should be the end of the chapter that we put America through."

US House Speaker Nancy Pelosi, following Mueller's testimony, is making some of her strongest comments yet about the House possibly proceeding with impeachment proceedings against President Donald Trump.

Pelosi says a "cone of silence" from the White House that's not providing documents and witness testimony "will not prevent us from going forward." She adds, "In fact, it's even more grounds to go forward."

Pelosi tells reporters she wants "the strongest possible hand" by continuing the House's court actions aimed at forcing White House cooperation.

House Democrats and Republicans battled over the recently released Justice Department's IG report on the FBI and the 2016 election during a Capitol Hill hearing Tuesday.

The report, authored by Michael Horowitz, blasted FBI actions during the 2016 investigation into whether Clinton, the Democratic presidential candidate, had mishandled classified information on her private email server when she was secretary of state.

Republicans have become increasingly skeptical of special counsel Robert Mueller's investigation into potential coordination between Russia and Trump's Republican presidential campaign.

They've been saying they're not convinced by the report's conclusion that the decision to spare Clinton from criminal charges was free from bias, or by reassurances that the problems were limited to just a handful of employees

"There were FBI agents and attorneys who decided to prejudge the outcome of the Hillary Clinton case before the investigation ended. I want you let that sink in for a second," said Rep. Trey Gowdy of South Carolina.

"The IG's report has spawned more questions and more theories about the FBI and DOJ's handling of the Clinton investigation," said Republican colleague Bob Goodlatte of Virginia.

"It confirms that Mrs Clinton did in fact receive special treatment from the Obama Justice Department and FBI during their investigation," Goodlatte said.

Democrats, however, battled back.

"Why is it that after you released this report, Mr. Horowitz, some of my colleagues seriously suggested that we opened an investigation into your investigation, of the investigation?" said Democratic Rep. Jerry Nadler.

"The Republicans are now tripling down threatening to impeach Rod Rosenstein and Christopher Wray for somehow obstructing their efforts to get to the bottom of all of this," added Democratic Rep. Elijah Cummings of Maryland.   

Monday, Horowitz appeared with FBI Director Christoper Wray before a senate panel.

Wray said that the FBI is determined to not repeat any of the mistakes identified in the watchdog report.

Days earlier, President Donald Trump asserted the report exonerated him.

"There was no collusion.  There was no obstruction," the president told reporters. "And I think that the Mueller investigation has been totally discredited."

Although the report criticized former FBI Director James Comey for multiple decisions that investigators said broke from protocol. But the inspector general said it found no evidence that political bias affected the outcome of the investigation.

And the report focused only on the FBI's actions during the 2016 election, not the Mueller investigation.

House Democrats and Republicans battled over the recently released Justice Department's IG report on the FBI and the 2016 election during a Capitol Hill hearing Tuesday.

The report, authored by Michael Horowitz, blasted FBI actions during the 2016 investigation into whether Clinton, the Democratic presidential candidate, had mishandled classified information on her private email server when she was secretary of state.

Republicans have become increasingly skeptical of special counsel Robert Mueller's investigation into potential coordination between Russia and Trump's Republican presidential campaign.

They've been saying they're not convinced by the report's conclusion that the decision to spare Clinton from criminal charges was free from bias, or by reassurances that the problems were limited to just a handful of employees

"There were FBI agents and attorneys who decided to prejudge the outcome of the Hillary Clinton case before the investigation ended. I want you let that sink in for a second," said Rep. Trey Gowdy of South Carolina.

"The IG's report has spawned more questions and more theories about the FBI and DOJ's handling of the Clinton investigation," said Republican colleague Bob Goodlatte of Virginia.

"It confirms that Mrs Clinton did in fact receive special treatment from the Obama Justice Department and FBI during their investigation," Goodlatte said.

Democrats, however, battled back.

"Why is it that after you released this report, Mr. Horowitz, some of my colleagues seriously suggested that we opened an investigation into your investigation, of the investigation?" said Democratic Rep. Jerry Nadler.

"The Republicans are now tripling down threatening to impeach Rod Rosenstein and Christopher Wray for somehow obstructing their efforts to get to the bottom of all of this," added Democratic Rep. Elijah Cummings of Maryland.   

Monday, Horowitz appeared with FBI Director Christoper Wray before a senate panel.

Wray said that the FBI is determined to not repeat any of the mistakes identified in the watchdog report.

Days earlier, President Donald Trump asserted the report exonerated him.

"There was no collusion.  There was no obstruction," the president told reporters. "And I think that the Mueller investigation has been totally discredited."

Although the report criticized former FBI Director James Comey for multiple decisions that investigators said broke from protocol. But the inspector general said it found no evidence that political bias affected the outcome of the investigation.

And the report focused only on the FBI's actions during the 2016 election, not the Mueller investigation.
