Special counsel Robert Mueller says President Donald Trump's efforts to influence the Russia investigation "were mostly unsuccessful," but that was because the people surrounding the president "declined to carry out orders to accede to his requests."

AP reporter Chad Day gives an initial review in this AP debrief of the two-volume report that exceeds 400 pages.

"The first volume that deals with Russian election interference and the actions of the Trump campaign is a couple of hundred pages long and goes into exhaustive detail about the information that they've gathered," he says.

"Interviewing 500 witnesses, issuing more than twenty eight hundred subpoenas, and putting together probably the most complete picture of what happened during the 2016 election involving the Trump campaign and Russia."

Mueller's report details instances by several officials, including former FBI Director James Comey, former White House counsel Don McGahn and former campaign manager Corey Lewandowski, ignoring or refusing Trump's requests to interfere in the investigation.

"But some of those episodes show that Trump made several attempts to seize control of the investigation try to have Special Counsel Robert Mueller removed from the probe, or that his attorneys were trying to gather information about what people who were cooperating with the investigation were telling prosecutors," Day says.

Now, this is going back in time a little bit, but Flynn had just cut off contact with the Trump legal team, ahead of his pleading guilty and cooperating with the government. The report says that one of Trump's attorneys then reached out and tried to remind them that the president had warm feelings for Flynn and ask him to see if there was any information that he knew that could implicate the president. Whenever Flynn's attorneys rebuffed that effort, the attorney then said that he would remind the president that that Flynn's actions showed hostility towards the president. So, what they're showing is that they're painting a picture here of a president and people around him who are trying to shape and gather information about the probe but also to in some cases you know take control of it and influence the direction of where it's going."

President Donald Trump's lead lawyer in the special counsel's Russia investigation resigned Thursday, shaking up the legal team just as the president intensifies his attacks on a probe he calls nothing more than a witch hunt.

Associated Press Justice Department reporter Eric Tucker said the resignation might have something to do with clashes between John Dowd and Trump in the Mueller investigation.

"Trump came out and said I'm very eager to speak under oath to Mueller, but Dowd has been much more cautious and apprehensive," Tucker said, "So obviously you have a client attorney division there."

The departure of attorney John Dowd removes the primary negotiator and legal strategist who had been molding Trump's defense. It also comes just days after the Trump legal team added a new lawyer, former U.S. attorney Joseph diGenova, who has alleged on television that FBI officials were involved in a "brazen plot" to exonerate Hillary Clinton in the email investigation and to "frame" Trump for nonexistent crimes.

Dowd confirmed his decision in an email to The Associated Press, saying, "I love the President and wish him well." Dowd said he made the decision voluntarily and he denied reports that his departure had to do with Trump ignoring his legal advice. He said he formally resigned Thursday morning.

It already was a delicate time in special counsel Robert Mueller's investigation as Trump's attorneys, including Dowd, have been negotiating with Mueller over the scope and terms of an interview of the president. Trump has told reporters that he was eager to speak with Mueller, but Dowd has been far more apprehensive, and the lawyers have not publicly committed to making Trump available for questioning.

Asked Thursday whether he still wants to speak with Mueller's team, Trump told reporters, "Yes, I would like to."

Dowd's exit nearly a year into Mueller's investigation threatens to undo the cooperation between prosecutors and Trump's lawyers and may herald a stark shift in strategy as the probe reaches closer into the White House and the president's inner circle.

Over the weekend, Dowd issued a statement calling for an end to special counsel's investigation. The White House and later Dowd had to clarify the statement, saying the president's legal team wasn't calling for Mueller to be fired.

But Trump has upped his public attacks on Mueller.

In a series of tweets since last week, the president has said that the probe never should have started, that it was based on "fraudulent activities," that it was a "WITCH HUNT" and that it is being led by "13 hardened Democrats, some big Crooked Hillary supporters."

President Donald Trump blasted special counsel Robert Mueller on Thursday, saying he's a "never Trumper" who led a biased investigation on Russia's meddling in the 2016 election.

Speaking to reporters on the South Lawn as he left for Colorado, Trump also said that he's been tough on Russia and that Moscow would have preferred Hillary Clinton as president.

The special counsel's report said Russian interference in the election helped Trump defeat Clinton.

Trump harshly criticized Mueller a day after Mueller pointedly rebutted Trump's repeated claims that he was cleared and that the two-year inquiry was merely a "witch hunt."

Special counsel Robert Mueller, breaking a two-year silence on his investigation into ties between Russia and the Trump campaign, says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Mueller says that he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office.

In his first public comments in the probe, Mueller said on Wednesday "it would be unfair" to potentially accuse someone of a crime when the person couldn't stand trial to defend himself.

These indictments contain allegations and we are not commenting on the guilt or the innocence of any specific defendant. Every defendant is presumed innocent unless and until proven guilty. The indictments allege and the other activities in our report describe efforts to interfere in our political system. They needed to be investigated and understood and that is among the reasons why the Department of Justice established our office. That is also a reason we investigated efforts to obstruct the investigation.  The matters we investigated were of paramount importance. It was critical for us to obtain full and accurate information from every person we questioned. When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to find the truth and hold wrongdoers accountable. Let me say a word about the report. The report has two parts, addressing the two main issues we were asked to investigate. Special counsel Robert Mueller says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Speaking at the Justice Department Wednesday, Mueller said he was bound by longstanding Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witch hunt."

Special counsel Robert Mueller did not find evidence that President Donald Trump's campaign "conspired or coordinated" with Russia to influence the 2016 presidential election but reached no conclusion on whether Trump obstructed justice, Attorney General William Barr declared. That brought a hearty claim of vindication from Trump but set the stage for new rounds of political and legal fighting.

Trump cheered the Sunday outcome but also laid bare his resentment after two years of investigations that have shadowed his administration. "It's a shame that our country has had to go through this. To be honest, it's a shame that your president has had to go through this," he said.

Democrats pointed out that Mueller found evidence for and against obstruction and demanded to see his full report. They insisted that even the summary by the president's attorney general hardly put him in the clear.

Mueller's conclusions, summarized by Barr in a four-page letter to Congress, represented a victory for Trump on a key question that has hung over his presidency from the start: Did his campaign work with Russia to defeat Democrat Hillary Clinton? That was further good news for the president on top of the Justice Department's earlier announcement that Mueller had wrapped his investigation without new indictments. The resolution also could deflate the hopes of Democrats in Congress and on the 2020 campaign trail that incriminating findings from Mueller would hobble the president's agenda and re-election bid.

But while Mueller was categorical in ruling out criminal collusion, he was more circumspect on presidential obstruction of justice. Despite Trump's claim of total exoneration, Mueller did not draw a conclusion one way or the other on whether he sought to stifle the Russia investigation through his actions including the firing of former FBI director James Comey.

According to Barr's summary, Mueller set out "evidence on both sides of the question" and stated that "while this report does not conclude the president committed a crime, it also does not exonerate him."

Barr, who was nominated by Trump in December, and Deputy Attorney General Rod Rosenstein, who appointed Mueller in May 2017 and oversaw much of his work, went further in Trump's favor.

The attorney general said he and Rosenstein had determined that Mueller's evidence was insufficient to prove in court that Trump had committed obstruction of justice to hamper the probe. Barr has previously voiced a broad view of presidential powers, and in an unsolicited memo last June he cast doubt on whether the president could have obstructed justice through acts - like firing his FBI director - that he was legally empowered to take.

Barr said their decision was based on the evidence uncovered by Mueller and not affected by Justice Department legal opinions that say a sitting president cannot be indicted.

And that is the question that has been hovering over this investigation from the start. So that's a big victory for the president. it's a really unequivocal victory. The other interesting finding of note is on the question of whether the President obstructed justice. And here it's a little bit more complicated. In this particular aspect of the investigation the special counsel did not reach a conclusion one way or the other as to whether the President obstructed justice. Instead, according to Attorney General Barr who summarized these findings, Mueller presented evidence on both sides of the ledger for these different episodes involving Trump's behavior that were examined, and then did not reach a conclusion one way or the other. However, Barr said that he and Deputy Attorney General Rod Rosenstein had reached their own conclusion based on Mueller's evidence and determined that it was insufficient to establish obstruction of justice."

"It is important to take stock of this moment that this is a pretty significant victory in terms of this collusion, or no collusion finding I should say, between the president and Russia and the special counsel according to Barr was pretty unequivocal about that. However there is a reference that is interesting and that is multiple offers from people connected to Russia, Russian associates, two individuals associated with the Trump campaign, offering help. We suspect that's a reference to the Trump Tower meeting that took place in June 2016 between Donald Trump Jr. and a Kremlin connected lawyer. He took that meeting with the expectation of receiving dirt on Hillary Clinton that could be used in weaponised during the campaign. We also know that a former Trump campaign aide George Papadopoulos had a meeting in London where he learned from a professor that Russia had dirt on Clinton in the form of thousands of stolen e-mails. So we suspect that Mueller's making reference to that, the fact that there are these multiple overtures of help from people connected to Russia. But there's no evidence or no allegation even that either of those two sides worked together. And that's a significant conclusion."

Special counsel Robert Mueller did not find evidence that President Donald Trump's campaign "conspired or coordinated" with Russia to influence the 2016 presidential election but reached no conclusion on whether Trump obstructed justice, Attorney General William Barr declared. That brought a hearty claim of vindication from Trump but set the stage for new rounds of political and legal fighting.

Trump cheered the Sunday outcome but also laid bare his resentment after two years of investigations that have shadowed his administration. "It's a shame that our country has had to go through this. To be honest, it's a shame that your president has had to go through this," he said.

Democrats pointed out that Mueller found evidence for and against obstruction and demanded to see his full report. They insisted that even the summary by the president's attorney general hardly put him in the clear.

Mueller's conclusions, summarized by Barr in a four-page letter to Congress, represented a victory for Trump on a key question that has hung over his presidency from the start: Did his campaign work with Russia to defeat Democrat Hillary Clinton? That was further good news for the president on top of the Justice Department's earlier announcement that Mueller had wrapped his investigation without new indictments. The resolution also could deflate the hopes of Democrats in Congress and on the 2020 campaign trail that incriminating findings from Mueller would hobble the president's agenda and re-election bid.

But while Mueller was categorical in ruling out criminal collusion, he was more circumspect on presidential obstruction of justice. Despite Trump's claim of total exoneration, Mueller did not draw a conclusion one way or the other on whether he sought to stifle the Russia investigation through his actions including the firing of former FBI director James Comey.

According to Barr's summary, Mueller set out "evidence on both sides of the question" and stated that "while this report does not conclude the president committed a crime, it also does not exonerate him."

Barr, who was nominated by Trump in December, and Deputy Attorney General Rod Rosenstein, who appointed Mueller in May 2017 and oversaw much of his work, went further in Trump's favor.

The attorney general said he and Rosenstein had determined that Mueller's evidence was insufficient to prove in court that Trump had committed obstruction of justice to hamper the probe. Barr has previously voiced a broad view of presidential powers, and in an unsolicited memo last June he cast doubt on whether the president could have obstructed justice through acts — like firing his FBI director — that he was legally empowered to take.

Barr said their decision was based on the evidence uncovered by Mueller and not affected by Justice Department legal opinions that say a sitting president cannot be indicted.

Instead, according to Attorney General Barr who summarized these findings,  Mueller presented evidence on both sides of the ledger for these different episodes involving Trump's behavior that were examined, and then did not reach a conclusion one way or the other. However Barr said that he and Deputy Attorney General Rod Rosenstein had reached their own conclusion based on Mueller's evidence and determined that it was insufficient to establish obstruction of justice."

It's what the regulations actually mandate is that a confidential report is delivered by the special counsel to the attorney general, who oversees his work. But you have to imagine, and we know this for sure in this case, that this is a document that concerns grand jury information, perhaps classified information. "It is important to take stock of this moment that this is a pretty significant victory in terms of this collusion, or no collusion finding I should say, between the president and Russia and the special counsel according to Barr was pretty unequivocal about that. And so the president, we can expect him to rightfully claim victory and based on what we know from the special counsel's findings, that perhaps seems justified on that front. However there is a reference that is interesting and that is multiple offers from people connected to Russia,  Russian associates two individuals associated with the Trump campaign, offering help. We suspect that's a reference to the Trump Tower meeting that took place in June 2016 between Donald Trump Jr. and a Kremlin connected lawyer. He took that meeting with the expectation of receiving dirt on Hillary Clinton that could be used in weaponized during the campaign. We also know that a former Trump campaign aide George Papadopoulos had a meeting in London where he learned from a professor that Russia had dirt on Clinton in the form of thousands of stolen e-mails. So we suspect that Mueller's making reference to that, the fact that there are these multiple overtures of help from people connected to Russia. But there's no evidence or no allegation even that either of those two sides worked together. And that's a significant conclusion."

Elaine Kamarck, of the Brookings Institution says "we're pretty much at the end of this process" as she discussed the next steps in the special prosecutors Russia probe.

House Republicans are pledging tough questioning of special counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by President Donald Trump in a potentially last-ditch bid to impeach him.

Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning." He said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law 6 ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee. He argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present - or let Mueller present - those facts to the American people ... because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report. While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation . But Mueller believed Trump couldn't be indicted in part because of a Justice Department opinion against prosecuting a sitting president.

I'm speaking out today because our investigation is complete. The attorney general has made the report on our investigation largely public. We are formally closing the special counsel's office and as well, I'm resigning from the Department of Justice to return to private life. Within minutes of receiving notification that special counsel Robert Mueller had turned over his report on the Russia investigation, congressional Democrats were calling for the report to be fully released, including the underlying evidence. They have threatened subpoenas if it is not.

The demands are setting up a potential tug of war between congressional Democrats and President Donald Trump's administration that federal judges might eventually have to referee.

Six Democratic committee chairmen wrote in a letter to Attorney General William Barr on Friday that if Mueller has any reason to believe that Trump "has engaged in criminal or other serious misconduct," then the Justice Department should not conceal it.

"The president is not above the law and the need for public faith in our democratic institutions and the rule of law must be the priority," the chairmen wrote.

Reacting to the release, Democratic Congressman Ted Lieu, who serves on the Judiciary Committee, told the Associated Press that "the American people paid for this report," adding "both American people and Congress have a right to see the full report. "

Lieu said although the special counsel report focused on Russia, the findings could also be used in a wide array of Judicary Committee investigations.

It's unclear what Mueller has found related to the president, or if any of it would be damning. In his investigation of whether President Donald Trump's campaign coordinated with Russia to sway the 2016 election, Mueller has already brought charges against 34 people, including six aides and advisers to the president, and three companies.

Lawmakers say they need the underlying evidence - including interviews, documents and material turned over to the grand jury - because the Justice Department has maintained that a president cannot be indicted, and also that derogatory information cannot be released about people who have not been charged. So if the investigation did find evidence incriminating against Trump, they may not be able to release it, under their own guidelines.

The Democrats say that it could be tantamount to a cover-up if the department did not let Congress and the public know what they found.

Elaine Kamarck, of the Brookings Institution says "we're pretty much at the end of this process" as she discussed the next steps in the special prosecutors Russia probe.

Kamarack, Senior fellow in the Governance Studies program as well as the Director of the Center for Effective Public Management , said on Tuesday that "The only thing that really seems to remain is whether or not the president himself is guilty of some crimes and do those crimes constitute in the minds of the members of Congress, high crimes and misdemeanors."

In a related story The Associated Press reports that President Donald Trump has been calling the Russia probe a witch hunt for two years.

But now, Trump and his allies are starting to see it as something potentially very different: a political opportunity.

Trump has grown increasingly confident that special counsel Robert Mueller's report will produce no clear evidence of a conspiracy between Russia and his election campaign.

A change is also underway among congressional Democrats, who had believed the report would offer damning evidence

Attorney General William Barr was reviewing the special counsel's confidential report on the Russia investigation Saturday to determine what should be made public after a nearly two-year probe that cast a dark shadow over Donald Trump's presidency.

Associated Press reporter Eric Tucker says that Barr will provide lawmakers and the public with a summary of principal findings as soon as this weekend.

The Attorney General  Barr will not be providing Congress with special counsel Robert Mueller's findings on Saturday.

That's according to a senior Justice Department official. The official spoke on condition of anonymity because the person wasn't authorized to publicly discuss the review process.

Mueller has concluded his investigation of Russian election interference and possible coordination with Donald Trump's campaign.

Barr is reviewing Mueller's confidential report and has said he expects to provide Congress with the "principal conclusions" this weekend.
