US Special Counsel Robert Mueller on Friday turned over his long-awaited final report on the contentious Russia investigation that has cast a dark shadow over Donald Trump's presidency, entangled Trump's family and resulted in criminal charges against some of the president's closest associates.

The comprehensive report, still confidential, marks the end of Mueller's probe but sets the stage for big public fights to come.

Associated Press reporter Eric Tucker says the next steps are up to Attorney General William Barr, to Congress and, in all likelihood, federal courts.

Special counsel Robert Mueller did not find evidence that President Donald Trump's campaign "conspired or coordinated" with Russia to influence the 2016 presidential election but reached no conclusion on whether Trump obstructed justice, Attorney General William Barr declared. That brought a hearty claim of vindication from Trump but set the stage for new rounds of political and legal fighting.

Trump cheered the Sunday outcome but also laid bare his resentment after two years of investigations that have shadowed his administration. "It's a shame that our country has had to go through this. To be honest, it's a shame that your president has had to go through this," he said.

Democrats pointed out that Mueller found evidence for and against obstruction and demanded to see his full report. They insisted that even the summary by the president's attorney general hardly put him in the clear.

Mueller's conclusions, summarized by Barr in a four-page letter to Congress, represented a victory for Trump on a key question that has hung over his presidency from the start: Did his campaign work with Russia to defeat Democrat Hillary Clinton? That was further good news for the president on top of the Justice Department's earlier announcement that Mueller had wrapped his investigation without new indictments. The resolution also could deflate the hopes of Democrats in Congress and on the 2020 campaign trail that incriminating findings from Mueller would hobble the president's agenda and re-election bid.

But while Mueller was categorical in ruling out criminal collusion, he was more circumspect on presidential obstruction of justice. Despite Trump's claim of total exoneration, Mueller did not draw a conclusion one way or the other on whether he sought to stifle the Russia investigation through his actions including the firing of former FBI director James Comey.

According to Barr's summary, Mueller set out "evidence on both sides of the question" and stated that "while this report does not conclude the president committed a crime, it also does not exonerate him."

Barr, who was nominated by Trump in December, and Deputy Attorney General Rod Rosenstein, who appointed Mueller in May 2017 and oversaw much of his work, went further in Trump's favor.

The attorney general said he and Rosenstein had determined that Mueller's evidence was insufficient to prove in court that Trump had committed obstruction of justice to hamper the probe. Barr has previously voiced a broad view of presidential powers, and in an unsolicited memo last June he cast doubt on whether the president could have obstructed justice through acts - like firing his FBI director - that he was legally empowered to take.

Barr said their decision was based on the evidence uncovered by Mueller and not affected by Justice Department legal opinions that say a sitting president cannot be indicted.

However there is a reference that is interesting and that is multiple offers from people connected to Russia, Russian associates, two individuals associated with the Trump campaign, offering help. So if you're a Democrat on Capitol Hill right now, you want access to all of the special counsel's work and you want the American public to see all of the evidence he gathered and his underlying report.  And so we can expect going forward, that is going to be the next big legal front is this fight between Congress and the Justice Department over how much of Muller's two years of work the public has to see. Especially because on the question of obstruction, it's clear that Mueller did indicate that there's a there there. He just didn't reach a conclusion one way or the other so that's given hope to Democrats that they want to see more."

"It is important to take stock of this moment that this is a pretty significant victory in terms of this collusion, or no collusion finding I should say, between the president and Russia and the special counsel according to Barr was pretty unequivocal about that. However there is a reference that is interesting and that is multiple offers from people connected to Russia,  Russian associates two individuals associated with the Trump campaign, offering help. He took that meeting with the expectation of receiving dirt on Hillary Clinton that could be used in weaponized during the campaign. In his investigation of whether President Donald Trump's campaign coordinated with Russia to sway the 2016 election, Mueller has already brought charges against 34 people, including six aides and advisers to the president, and three companies.

Lawmakers say they need the underlying evidence - including interviews, documents and material turned over to the grand jury - because the Justice Department has maintained that a president cannot be indicted, and also that derogatory information cannot be released about people who have not been charged. So if the investigation did find evidence incriminating against Trump, they may not be able to release it, under their own guidelines.

The Democrats say that it could be tantamount to a cover-up if the department did not let Congress and the public know what they found.

Attorney General William Barr was reviewing the special counsel's confidential report on the Russia investigation Saturday to determine what should be made public after a nearly two-year probe that cast a dark shadow over Donald Trump's presidency.

Associated Press reporter Eric Tucker says that Barr will provide lawmakers and the public with a summary of principal findings as soon as this weekend.

The Attorney General  Barr will not be providing Congress with special counsel Robert Mueller's findings on Saturday.

That's according to a senior Justice Department official. The official spoke on condition of anonymity because the person wasn't authorized to publicly discuss the review process.

President Donald Trump's nominee for attorney general says he doesn't believe special counsel Robert Mueller (MUHL'-ur) "would be involved in a witch hunt."

Barr made the comment Tuesday at his confirmation hearing before the Senate Judiciary Committee.

Trump has repeatedly decried the special counsel's investigation as a "witch hunt" and has suggested he is being targeted by the Justice Department.

Mueller is investigating potential ties between Russia and the 2016 Trump campaign.

Barr also says it would be an "abuse of power" for Trump to intervene in an investigation he "has a stake in."

"Here's the Department of Justice right here and within the Department of Justice, enforcement decisions are being made. The president's over here. And I think of it as there are two categories of potential communications. One would be on a case that the president wants to communicate about that he has no personal interest in no political interest in. Let's say the president is concerned about Chinese stealing trade secrets and say I want you to go after this company that's being, you know, that may be stealing trade secrets. That's perfectly appropriate for him to do, to communicate that, but whether it's bona fide or not, as I said in my statement, the Department of Justice's obligation and the attorney general's obligation is not to take any action unless we reach, we, the Department of Justice and the attorney general, reach their own, independent conclusion that it is justified under the law. And, regardless of the instruction and that's my quote that everyone is saying you know siccing you know it's OK for the president to direct things. All I said was it's not per se improper for the president to call on the department for doing something, especially if he has no personal or political interest in it. The other category of cases and let's pick a you know an easy bad example would be if a member of the president's family or a business associate or something was under investigation and he tries to intervene. He--he's the chief law enforcement officer and you could say well he has the power. But that would be a breach of his obligation under the Constitution to faithfully execute the laws. So in my opinion if he attempts, if a president attempts to intervene in a matter that he has a stake in to try to protect himself that should first be looked at as a breach of his constitutional duties whether it also violates a statute depending on what statute comes into play and what all the facts are."

Attorney General William Barr defended his handling of special counsel Robert Mueller's Russia report on Wednesday amid new revelations that Mueller expressed frustration to Barr about how the attorney general was portraying the investigation's findings.

Testifying before the Senate Judiciary Committee, Barr said he was surprised that special counsel Robert Mueller and his team did not reach a conclusion on whether or not President Donald Trump obstructed justice.

A Justice Department legal opinion says sitting presidents cannot be indicted. Barr says Mueller told him he wouldn't have recommended indicting the president even without that opinion from the Office of Legal Counsel.

Barr says Mueller told him that there may come a time when the Justice Department should consider revisiting that opinion but that this is not that case.

The Attorney General said it is the responsibility of the special counsel using a grand jury to "determine whether or not there has been criminal conduct."

"We don't conduct criminal investigations just to collect information and put it out to the public. We do so to make a decision," Barr said.

Mueller has written a letter says that Barr's summary of his Russia report created "public confusion about critical aspects of the results."

Barr testified that Mueller told him in a phone call that Barr didn't "misrepresent" Mueller's Russia report in a letter summarizing the probe's principal conclusions.

Barr said Mueller told him press reports were reading too much into Barr's letter and Mueller wanted the public to see more of his reasoning for not answering the question of whether President Donald Trump committed obstruction of justice.

While she believes that there is legal precedent that defends Congress' ability to request documents, Trump could ultimately decide not to comply with any judicial ruling.

"My biggest fear is that if it were to go to court and the court were to affirm Congress' authority that the president would simply refuse," Nurse said, referring to potential contempt proceedings against Attorney General Bill Barr and subpoenas House Democrats have threatened to issue over a number of investigations.

The committee had given Barr until 9 a.m. Monday to comply.

Republicans have sharply criticized Democrats as they have battled Trump's administration over the Mueller report, subpoenaed multiple administration witnesses and made efforts to gain access to Trump's personal and business financial records. Trump has said he will fight "all the subpoenas."

House Speaker Nancy Pelosi says Congress will take the facts provided by special counsel Robert Mueller's report and continue with its own investigations, saying "nothing is off the table."

Pelosi spoke in California after Mueller indicated Wednesday that it's up to Congress to decide what to do next with his findings. The special counsel stressed in his first public statement on the Russia investigation that he didn't exonerate Trump, as the president claims. Mueller said he was guided by Justice Department policy against bringing charges against a sitting president.

Speaking at The Commonwealth Club in San Francisco, Pelosi said she wants congressional committees to investigate whether Trump obstructed Mueller's investigation. She said, "Where they will lead us, we shall see" and added, "Nothing is off the table."

Mueller said Wednesday that charging President Donald Trump with a crime was "not an option" because of federal rules, but he used his first public remarks on the Russia investigation to emphasize that he did not exonerate the president.

The special counsel's remarks stood as a pointed rebuttal to Trump's repeated claims that he was cleared and that the two-year inquiry was merely a "witch hunt." They also marked a counter to criticism, including by Attorney General William Barr, that Mueller should have reached a determination on whether the president illegally tried to obstruct the probe by taking actions such as firing his FBI director.

Mueller made clear that his team never considered indicting Trump because the Justice Department prohibits the prosecution of a sitting president.

Mueller did not use the word 'impeachment," but said it was the job of Congress — not the criminal justice system — to hold the president accountable for any wrongdoing.

The special counsel's statement largely echoed the central points of his 448-page report, which was released last month with some redactions. House Speaker Nancy Pelosi says Congress will take the facts provided by special counsel Robert Mueller's report and continue with its own investigations, saying "nothing is off the table."

Pelosi spoke in California after Mueller indicated Wednesday that it's up to Congress to decide what to do next with his findings. The special counsel stressed in his first public statement on the Russia investigation that he didn't exonerate Trump, as the president claims. Mueller said he was guided by Justice Department policy against bringing charges against a sitting president.

Speaking at The Commonwealth Club in San Francisco, Pelosi said she wants congressional committees to investigate whether Trump obstructed Mueller's investigation. She said, "Where they will lead us, we shall see" and added, "Nothing is off the table."

Mueller said Wednesday that charging President Donald Trump with a crime was "not an option" because of federal rules, but he used his first public remarks on the Russia investigation to emphasize that he did not exonerate the president.

The special counsel's remarks stood as a pointed rebuttal to Trump's repeated claims that he was cleared and that the two-year inquiry was merely a "witch hunt." They also marked a counter to criticism, including by Attorney General William Barr, that Mueller should have reached a determination on whether the president illegally tried to obstruct the probe by taking actions such as firing his FBI director.

Mueller made clear that his team never considered indicting Trump because the Justice Department prohibits the prosecution of a sitting president.

Mueller did not use the word 'impeachment," but said it was the job of Congress — not the criminal justice system — to hold the president accountable for any wrongdoing.

The special counsel's statement largely echoed the central points of his 448-page report, which was released last month with some redactions. But his remarks, just under 10 minutes long and delivered from a Justice Department podium, were extraordinary given that he had never before discussed or characterized his findings and had stayed mute during two years of feverish public speculation.
