Special counsel Robert Mueller, breaking a two-year silence on his investigation into ties between Russia and the Trump campaign, says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Mueller says that he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office.

In his first public comments in the probe, Mueller said on Wednesday "it would be unfair" to potentially accuse someone of a crime when the person couldn't stand trial to defend himself.

Mueller's comments echoed the findings in his public report.

Mueller's report revealed that US President Donald Trump tried to seize control of the Russia probe and force Mueller's removal to stop him from investigating potential obstruction of justice by the Republican president.

Trump has called the investigation a "witch hunt."

As alleged by the grand jury in an indictment, Russian intelligence officers, who were part of the Russian military, launched a concerted attack on our political system. The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate. And at the same time, as the grand jury alleged in a separate indictment, a private Russian entity engaged in a social media operation where Russian citizens posed as Americans in order to influence an election. These indictments contain allegations and we are not commenting on the guilt or the innocence of any specific defendant. Every defendant is presumed innocent unless and until proven guilty. The indictments allege and the other activities in our report describe efforts to interfere in our political system. They needed to be investigated and understood and that is among the reasons why the Department of Justice established our office. That is also a reason we investigated efforts to obstruct the investigation.  The matters we investigated were of paramount importance. It was critical for us to obtain full and accurate information from every person we questioned. When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to find the truth and hold wrongdoers accountable. Let me say a word about the report. The report has two parts, addressing the two main issues we were asked to investigate. The first volume of the report details numerous efforts emanating from Russia to influence the election. This volume includes a discussion of the Trump campaign's response to this activity as well as our conclusion that there was insufficient evidence to charge a broader conspiracy. And in the second volume, the report describes the results and analysis of our obstruction of justice investigation involving the president. The order appointing me Special Counsel authorized us to investigate actions that could obstruct the investigation. We conducted that investigation and we kept the office of the acting attorney general apprised of the progress of our work and as set forth in the report, after that investigation, if we had had confidence that the president clearly did not commit a crime we would have said so. We did not however make a determination as to whether the president did commit a crime. The introduction to the volume 2 of our report explains that decision. It explains that under long standing department policy a president cannot be charged with a federal crime while he is in office. That is unconstitutional. Roger Stone, a confidant of President Donald Trump, was arrested Friday morning on several criminal charges stemming from the special counsel's Russia investigation.

Stone is charged in a seven-count indictment with witness tampering, obstruction and false statements about his interactions related to the release by WikiLeaks of hacked emails during the 2016 presidential election. Some of those false statements were made to the House intelligence committee, according to the indictment.

The indictment brought by special counsel Robert Mueller does not accuse Stone of coordinating with the Russian government's election interference in 2016, the key matter under investigation in the probe. But the indictment lays out in detail Stone's conversations about stolen Democratic emails posted by WikiLeaks in the weeks before the Republican beat Democratic opponent Hillary Clinton. Mueller's office has said those emails, belonging to Clinton campaign chairman John Podesta, were hacked by Russian intelligence officers.

Stone is scheduled to appear in court in Florida later Friday. The indictment had been expected. Stone has said for months he was prepared to be charged, though he has denied any wrongdoing. A grand jury for months had heard from witnesses connected to Stone. And the intelligence committee last year voted to release a transcript of Stone's testimony to Mueller as a precursor to an indictment.

Stone has publicly denigrated the Mueller investigation and echoed the president's descriptions of it as a witch hunt. But he has long attracted investigators' attention, especially in light of a 2016 tweet that appeared to presage knowledge that emails stolen from Podesta would soon be released. Stone has said he had no inside information about the contents of the emails in WikiLeaks' possession or the timing of when they'd be released.

He has said he learned from Randy Credico, a New York radio host, that WikiLeaks had the emails and planned to disclose them. Stone has released emails that he says support that assertion.

Prosecutors had offered a plea agreement to Stone friend Jerome Corsi that would have required the conspiracy theorist and conservative author to admit that he intentionally lied to investigators about a discussion with Stone about WikiLeaks. But he rejected the offer.

Andrey Zakharov and his colleague Polina Rusyaeva published an October 2017 investigation into the work of Russian Kremlin trolls factory before, during and after the US election.

Zakharov said the list which included the alleged "troll factory" owner Yevgeny Prigozhin, looked "quite random."

The latest indictment does not focus on hacking but instead centers on a social media propaganda effort that began in 2014 and continued past the election, with the goal of producing distrust in the American political process.

The indictment does not allege that any American knowingly participated in Russian meddling, or suggest that Trump campaign associates had more than "unwitting" contact with some of the defendants who posed as Americans during election season.

But it does lay out a vast and wide-ranging Russian effort to sway political opinion in the United States through a strategy that involved creating Internet postings in the names of Americans whose identities had been stolen; staging political rallies while posing as American political activists and paying people in the U.S. to promote or disparage candidates.

"This involved having agents sometimes come to the U.S. from Russia and start all sorts of interest groups on Facebook and other social media and then to entice people, not only into joining those groups, but also to have them post a great deal of material on the social networks, a lot of it aimed at criticizing Hillary Clinton and rivals to Donald Trump during the Republican primaries," said AP technology editor David Hamilton.  

While foreign meddling in U.S. campaigns is not new, the indictment for an effort of this scope and digital sophistication is unprecedented.

The surreptitious campaign was organized by the Internet Research Agency, a notorious Russian troll farm that the indictment says sought to conduct "information warfare against the United States of America."

The election-meddling organization, looking to conceal its Russian roots, purchased space on computer servers within the U.S., used email accounts from U.S. internet service providers and created and controlled social media pages with huge numbers of followers on divisive issues such as immigration, religion and the Black Lives Matter movement.

Starting in April 2016, the indictment says, the Russian agency bought political ads on social media supporting Trump and opposing Clinton without reporting expenditures to the Federal Election Commission or registering as foreign agents. Among the ads: "JOIN our #HillaryClintonForPrison2016" and "Donald wants to defeat terrorism ... Hillary wants to sponsor it."

The indictment also asserts that the posts encouraged minority groups not to vote or to vote for third parties and alleged Democratic voter fraud.

Facebook says it is doubling its security staff to 20,000 and actively working with the FBI to stop election interference by Russians and others.

"The indictment alleges a vast and coordinated effort to break into these email accounts, steal emails and then release them in the run-up to the 2016 presidential election in what prosecutors say was an effort to criminally interfere in the 2016 presidential election and in American politics. These Russians are not in custody, but this is part of what the Justice Department describes as a 'name and shame' strategy, which is a way to effectively identify the people in foreign governments and foreign countries who have committed these acts, these cyber attacks and effectively announce to the world that they have been identified and the Justice Department for years has now seen this as a deterrent for future hacks."

"Notably, this indictment does not allege any sort of contact between Trump campaign members or associates and these Russian intelligence officers. It doesn't say that anybody who was in touch with the Russian intelligence officers or any of their conduits were aware or knew that they were having communication with Russian intelligence officers. And so immediately, the White House and President Donald Trump's lawyer, Rudy Giuliani, have seized on that fact to basically say, look, this is proof of no collusion. However, we don't know what we don't know. And there are certainly additional shoes that could drop going down the road. It's impossible to rule out any additional developments."

"President Trump is supposed to meet with Vladimir Putin on Monday so this indictment comes just three days before that meeting. It also comes as the president is currently in England, where he is going to be having meetings with the royal family. So this is certainly not a development that the president wants to have to deal with as he's trying to have these foreign meetings, including with Vladimir Putin. One thing he has said is that of course he's going to bring up the Russian hacking with Putin, although he has said: 'what do you expect him (Putin) to say, do you expect him to effectively admit guilt or say that he did it?' But it is important to note that, contrary to Putin's assertions, this indictment does allege that these 12 people actually worked for a Russian intelligence agency. So they are an arm of the Russian government. So it becomes increasingly impossible, if this is proven then in court or established by the government somehow, that that these are the people who responsible for the hack to say that the Kremlin, that the Russian government had no part in this - that that is belied by the allegations in this indictment."
