House Judiciary Chairman Jerrold Nadler says the responsibility to look into US President Donald Trump's "crimes, lies and other wrongdoing" falls on Congress, and he has vowed to finish the work Special Counsel Robert Mueller has done.

Nadler made the comments in New York Wednesday in response to the special counsel's earlier remarks about the investigation - Mueller's first public statement since his redacted report was made public in April.

"Although Department of Justice policy prevented the special counsel from bringing criminal charges against the president, the special counsel has clearly demonstrated that President Trump is lying. He is lying about the special counsel's findings, lying about the testimony of key witnesses in the special counsel's report, and above all, lying in saying that the special counsel found no obstruction and no collusion," Nadler said.

"Unfortunately, Special Counsel Mueller was unable to pursue criminal charges against the president because Department of Justice policy prevents a sitting president from being prosecuted. That policy, in my opinion, is wrong but it prevented a special counsel from pursuing justice to the fullest extent possible. Therefore, as Mueller again highlighted this morning, it falls to Congress to respond to the crimes, lies, and other wrongdoing of President Trump," he added.

Mueller's first public statement on the Russia investigation is fuelling fresh calls on Capitol Hill to begin impeachment proceedings against Trump, a step that Democratic leaders have so far resisted.

Surprising Washington with his first public statement on the Russia investigation, Mueller indicated Wednesday that it's up to Congress to decide what to do with his findings.

The special counsel said he was bound by Justice Department policy that a sitting president cannot be indicted, but stressed he could not exonerate Trump.

Democrats on the House Judiciary Committee issued a stern warning to President Donald Trump on Thursday: "If you shut down or throttle" the investigation into Russian meddling led by special prosecutor Robert Mueller, "you will plunge this country into a constitutional crisis."

New York Democratic Rep. Jerry Nadler continued, "Mr. President, we are watching you. The American people are watching you."

Many House Democrats called for legislation to protect the special counsel to be included in the spending bill Congress must pass by Friday to keep the government running.

Elaine Kamarck, of the Brookings Institution says "we're pretty much at the end of this process" as she discussed the next steps in the special prosecutors Russia probe.

Kamarack, Senior fellow in the Governance Studies program as well as the Director of the Center for Effective Public Management , said on Tuesday that "The only thing that really seems to remain is whether or not the president himself is guilty of some crimes and do those crimes constitute in the minds of the members of Congress, high crimes and misdemeanors."

But now, Trump and his allies are starting to see it as something potentially very different: a political opportunity.

Trump has grown increasingly confident that special counsel Robert Mueller's report will produce no clear evidence of a conspiracy between Russia and his election campaign.

A change is also underway among congressional Democrats, who had believed the report would offer damning evidence

House Republicans are pledging tough questioning of special counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by President Donald Trump in a potentially last-ditch bid to impeach him.

Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning." He said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law 6 ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee. He argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present - or let Mueller present - those facts to the American people ... because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report. While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation . Elaine Kamarck, of the Brookings Institution says "we're pretty much at the end of this process" as she discussed the next steps in the special prosecutors Russia probe.

Kamarack, Senior fellow in the Governance Studies program as well as the Director of the Center for Effective Public Management , said on Tuesday that "The only thing that really seems to remain is whether or not the president himself is guilty of some crimes and do those crimes constitute in the minds of the members of Congress, high crimes and misdemeanors."

In a related story The Associated Press reports that President Donald Trump has been calling the Russia probe a witch hunt for two years.

But now, Trump and his allies are starting to see it as something potentially very different: a political opportunity.

Trump has grown increasingly confident that special counsel Robert Mueller's report will produce no clear evidence of a conspiracy between Russia and his election campaign.

A change is also underway among congressional Democrats, who had believed the report would offer damning evidence

House Judiciary Chairman Jerrold Nadler said his committee is filing a court petition Friday in an effort to obtain secret grand jury material underlying former special counsel Robert Mueller's report.

The panel is also expected to file a lawsuit next week to try to enforce a subpoena against former White House counsel Donald McGahn, a key Mueller witness, if he doesn't comply before then.

That suit is expected to challenge the White House's claim that former White House employees have "absolute immunity" from testifying before Congress.

The move comes after Mueller's testimony Wednesday to Congress saying he had not "exculpated" President Donald Trump. Democrats are trying to focus public attention on Mueller's words and on his 448-page report's contents, including several episodes in which Trump sought to influence the special counsel's investigation into Russia election interference.

Mueller concluded that he could not exonerate Trump on obstruction of justice. He also concluded that there was no evidence of a criminal conspiracy between Trump's campaign and Russia.

The panel has struggled to bring in witnesses like McGahn who spoke extensively to Mueller because the White House has directed them to refuse to testify. Trump has said he will fight "all of the subpoenas."

Nadler said the committee is still negotiating with McGahn for documents and testimony, and the committee will file the lawsuit "in very short order" if he does not comply.

The court battles are beginning as the House leaves for a six-week recess and Democrats are debating whether to impeach the Republican president. More than 90 House Democrats have said they favor starting the impeachment process, but House Speaker Nancy Pelosi has said she wants to build the strongest case possible before making that decision, including by going to court to force witnesses to comply.

Nadler said the court filing will include a line saying that the materials are necessary "to determine whether the committee should recommend articles of impeachment."

House Democrats and Republicans battled over the recently released Justice Department's IG report on the FBI and the 2016 election during a Capitol Hill hearing Tuesday.

The report, authored by Michael Horowitz, blasted FBI actions during the 2016 investigation into whether Clinton, the Democratic presidential candidate, had mishandled classified information on her private email server when she was secretary of state.

Republicans have become increasingly skeptical of special counsel Robert Mueller's investigation into potential coordination between Russia and Trump's Republican presidential campaign.

They've been saying they're not convinced by the report's conclusion that the decision to spare Clinton from criminal charges was free from bias, or by reassurances that the problems were limited to just a handful of employees

"There were FBI agents and attorneys who decided to prejudge the outcome of the Hillary Clinton case before the investigation ended. I want you let that sink in for a second," said Rep. Trey Gowdy of South Carolina.

"The IG's report has spawned more questions and more theories about the FBI and DOJ's handling of the Clinton investigation," said Republican colleague Bob Goodlatte of Virginia.

"It confirms that Mrs Clinton did in fact receive special treatment from the Obama Justice Department and FBI during their investigation," Goodlatte said.

Democrats, however, battled back.

"Why is it that after you released this report, Mr. Horowitz, some of my colleagues seriously suggested that we opened an investigation into your investigation, of the investigation?" said Democratic Rep. Jerry Nadler.

"The Republicans are now tripling down threatening to impeach Rod Rosenstein and Christopher Wray for somehow obstructing their efforts to get to the bottom of all of this," added Democratic Rep. Elijah Cummings of Maryland.   

Monday, Horowitz appeared with FBI Director Christoper Wray before a senate panel.

Wray said that the FBI is determined to not repeat any of the mistakes identified in the watchdog report.

Days earlier, President Donald Trump asserted the report exonerated him.

"There was no collusion.  There was no obstruction," the president told reporters. "And I think that the Mueller investigation has been totally discredited."

Although the report criticized former FBI Director James Comey for multiple decisions that investigators said broke from protocol. But the inspector general said it found no evidence that political bias affected the outcome of the investigation.

And the report focused only on the FBI's actions during the 2016 election, not the Mueller investigation.

House Democrats and Republicans battled over the recently released Justice Department's IG report on the FBI and the 2016 election during a Capitol Hill hearing Tuesday.

The report, authored by Michael Horowitz, blasted FBI actions during the 2016 investigation into whether Clinton, the Democratic presidential candidate, had mishandled classified information on her private email server when she was secretary of state.

Republicans have become increasingly skeptical of special counsel Robert Mueller's investigation into potential coordination between Russia and Trump's Republican presidential campaign.

They've been saying they're not convinced by the report's conclusion that the decision to spare Clinton from criminal charges was free from bias, or by reassurances that the problems were limited to just a handful of employees

The chairman of the House Judiciary Committee suggested on Wednesday that former Acting Attorney General Matthew Whitaker may have had conversations with President Donald Trump about Michael Cohen's legal troubles, saying that Whitaker "did not deny" the conversations during a private meeting on Capitol Hill.

Representative Jerrold Nadler did not get into the specifics of what Whitaker said when he met with Nadler and the top Republican on the panel, Georgia Representative Doug Collins.

Collins said he heard Whitaker's comments differently and maintained that Whitaker said he "had not talked with the president about Mr. Cohen at all." Two Republican staff members in the room backed up Collins' version. The aides spoke on condition of anonymity to discuss the confidential meeting.

Special counsel Robert Mueller did not find evidence that President Donald Trump's campaign "conspired or coordinated" with Russia to influence the 2016 presidential election but reached no conclusion on whether Trump obstructed justice, Attorney General William Barr declared Sunday.

That brought a hearty claim of vindication from Trump but set the stage for new rounds of political and legal fighting.

House Judiciary Committee chairman Congressman Jerrold Nadler said Sunday night that Congress needs to hear from Attorney General Barr about his decision and see "all the underlying evidence."

Mueller clearly and explicitly is not exonerating the president, said Nadler but Barr is telling the American people that while the president is not exonerated, there will be no action by DOJ.

"I would hope that it would not be necessary to use subpoena power to get the attorney general to appear before the committee," Nadler told reporters at a news conference in New York.

"We also want to see the full report and if necessary we'll use subpoena power to get that too."

"Good evening, earlier today I received a four-page letter from Attorney General Barr outlining his summary of Special Counsel Robert Mueller's report while making a few questionable legal arguments of his own. I take from this letter, three points. First, President Trump is wrong. This report does not amount to a so-called total exoneration. Special Counsel Muller was clear that his report quote does not exonerate close quote the president. The special counsel spent 22 months uncovering evidence of obstruction and other misconduct. Attorney General Barr, who auditioned for his role with an open memorandum suggesting that the obstruction investigation was unconscionable and that a president and that it was almost impossible for any president to commit obstruction of justice since he is the head of the executive branch, made a decision about that evidence in under 48 hours. His conclusions raise more questions than they answer. Given the fact that Mueller uncovered evidence that in his own words does not exonerate the president.  It is unconscionable that President Trump would try to spin the special counsel counsel's findings as if his conduct was remotely acceptable. Second, given these questions it is imperative that the attorney general release the full report and the underlying evidence. The entire unfiltered report, as well as the evidence underlying that report, must be made available to Congress and to the American people. As much information can be as can be made public should be made public without delay. I intend to fight for that transparency. We will ask the attorney general to testify before the House Judiciary Committee. We will demand the release of the full report. The American people are entitled to a full accounting of the President's misconduct referenced by the special counsel. Third, the attorney general's comments make it clear that Congress must step in to get the truth and provide full transparency to the American people. The president has not been exonerated by the special counsel, yet the attorney general has decided not to go further or apparently to share those findings with the public. We cannot simply rely on what may be a hasty partisan interpretation of the facts. Earlier this month the House passed a resolution calling for a full and complete release of the special counsel's report by a vote of 420 to nothing. We now call on the attorney general to honor that request, to release the report and the underlying evidence and to appear before the Judiciary Committee to answer our questions without delay. "

Special counsel Robert Mueller did not find evidence that President Donald Trump's campaign "conspired or coordinated" with Russia to influence the 2016 presidential election but reached no conclusion on whether Trump obstructed justice, Attorney General William Barr declared Sunday.

That brought a hearty claim of vindication from Trump but set the stage for new rounds of political and legal fighting.

House Judiciary Committee chairman Congressman Jerrold Nadler said Sunday night that Congress needs to hear from Attorney General Barr about his decision and see "all the underlying evidence."

Mueller clearly and explicitly is not exonerating the president, said Nadler but Barr is telling the American people that while the president is not exonerated, there will be no action by the Department of Justice.

"I would hope that it would not be necessary to use subpoena power to get the attorney general to appear before the committee," Nadler told reporters at a news conference in New York.

"We also want to see the full report and if necessary we'll use subpoena power to get that too."

In a statement, two other top Democrats, Nancy Pelosi and Chuck Schumer, said Barr was "not a neutral observer" and they also urged the full release of special counsel Robert Mueller's report.

"Good evening, earlier today I received a four-page letter from Attorney General Barr outlining his summary of Special Counsel Robert Mueller's report while making a few questionable legal arguments of his own. I take from this letter, three points. First, President Trump is wrong. This report does not amount to a so-called total exoneration. Special Counsel Muller was clear that his report quote "does not exonerate" close quote, the president. The special counsel spent 22 months uncovering evidence of obstruction and other misconduct. Attorney General Barr, who auditioned for his role with an open memorandum suggesting that the obstruction investigation was unconscionable, and that a president - and that it was almost impossible for any president to commit obstruction of justice since he is the head of the executive branch - made a decision about that evidence in under 48 hours. His conclusions raise more questions than they answer, given the fact that Mueller uncovered evidence that in his own words does not exonerate the president.  It is unconscionable that President Trump would try to spin the special counsel counsel's findings as if his conduct was remotely acceptable. Second, given these questions it is imperative that the attorney general release the full report and the underlying evidence. The entire unfiltered report, as well as the evidence underlying that report, must be made available to Congress and to the American people. As much information can be as can be made public should be made public without delay. I intend to fight for that transparency. We will ask the attorney general to testify before the House Judiciary Committee. We will demand the release of the full report. The American people are entitled to a full accounting of the President's misconduct referenced by the special counsel. Third, the attorney general's comments make it clear that Congress must step in to get the truth and provide full transparency to the American people. The president has not been exonerated by the special counsel, yet the attorney general has decided not to go further or apparently to share those findings with the public. We cannot simply rely on what may be a hasty partisan interpretation of the facts. Earlier this month the House passed a resolution calling for a full and complete release of the special counsel's report by a vote of 420 to nothing. We now call on the attorney general to honor that request, to release the report and the underlying evidence and to appear before the Judiciary Committee to answer our questions without delay. "
