Special counsel Robert Mueller, breaking a two-year silence on his investigation into ties between Russia and the Trump campaign, says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Mueller says that he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office.

In his first public comments in the probe, Mueller said on Wednesday "it would be unfair" to potentially accuse someone of a crime when the person couldn't stand trial to defend himself.

Mueller's comments echoed the findings in his public report.

Mueller's report revealed that US President Donald Trump tried to seize control of the Russia probe and force Mueller's removal to stop him from investigating potential obstruction of justice by the Republican president.

Trump has called the investigation a "witch hunt."

This included investigating any links or coordination between the Russian government and individuals associated with the Trump campaign. Now I have not spoken publicly during our investigation. I'm speaking out today because our investigation is complete. The attorney general has made the report on our investigation largely public. We are formally closing the special counsel's office and as well, I'm resigning from the Department of Justice to return to private life. I'll make a few remarks about the results of our work, but beyond these few remarks it is important that the office's written work speak for itself. Let me begin where the appointment order begins and that is interference in the 2016 presidential election. As alleged by the grand jury in an indictment, Russian intelligence officers, who were part of the Russian military, launched a concerted attack on our political system. The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate. And at the same time, as the grand jury alleged in a separate indictment, a private Russian entity engaged in a social media operation where Russian citizens posed as Americans in order to influence an election. These indictments contain allegations and we are not commenting on the guilt or the innocence of any specific defendant. Every defendant is presumed innocent unless and until proven guilty. The indictments allege and the other activities in our report describe efforts to interfere in our political system. They needed to be investigated and understood and that is among the reasons why the Department of Justice established our office. That is also a reason we investigated efforts to obstruct the investigation.  The matters we investigated were of paramount importance. It was critical for us to obtain full and accurate information from every person we questioned. When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to find the truth and hold wrongdoers accountable. Let me say a word about the report. The report has two parts, addressing the two main issues we were asked to investigate. The first volume of the report details numerous efforts emanating from Russia to influence the election. This volume includes a discussion of the Trump campaign's response to this activity as well as our conclusion that there was insufficient evidence to charge a broader conspiracy. And in the second volume, the report describes the results and analysis of our obstruction of justice investigation involving the president. The order appointing me Special Counsel authorized us to investigate actions that could obstruct the investigation. We conducted that investigation and we kept the office of the acting attorney general apprised of the progress of our work and as set forth in the report, after that investigation, if we had had confidence that the president clearly did not commit a crime we would have said so. We did not however make a determination as to whether the president did commit a crime. The introduction to the volume 2 of our report explains that decision. It explains that under long standing department policy a president cannot be charged with a federal crime while he is in office. That is unconstitutional. Even if the charge is kept under seal and hidden from public view, that too is prohibited. The special counsel's office is part of the Department of Justice and by regulation it was bound by that department policy.  Charging the president with a crime was therefore not an option we could consider."

President Donald Trump's former lawyer, Michael Cohen, admitted Thursday he had lied to Congress about a Moscow real estate deal he had pursued on Trump's behalf during the heat of the 2016 presidential campaign.

The guilty plea makes clear that prosecutors believe that Trump, who insisted repeatedly throughout the campaign that he had no business dealings in Russia, was continuing to pursue the project weeks after he had clinched the Republican nomination for president and well after he or his associates have publicly acknowledged.

The negotiations about building a Trump Tower in Moscow continued as late as June 2016 - the same month Trump's oldest son met in Manhattan with a Kremlin-connected lawyer - even though Cohen told two congressional committees last year that they ended that January.

"Cohen lied about the extent of his conversations not only with people in the Trump Organization about this deal, but that they went on a lot longer further into the campaign than we previously knew," explains AP reporter Chad Day.

Cohen also discussed the proposal with Trump on multiple occasions and with unidentified members of the president's family, according to court papers filed by special counsel Robert Mueller, who is investigating Russian interference in the presidential election and possible coordination with the Trump campaign.

Prosecutors say Cohen is cooperating with Mueller and has met with his team seven times.

"What this shows is that he has been providing a significant amount of information to their investigation, that they do consider it to be material to what they're investigating and pursuing. And so I think that we're just scratching the surface right now about what Michael Cohen may have told them," Day says.

The special counsel leading the Russia investigation raised the prospect in March of issuing a grand jury subpoena for President Donald Trump, his former attorney said, confirming that investigators have floated the extraordinary idea of forcing a sitting president to testify under oath.

Attorney John Dowd told The Associated Press on Tuesday that special counsel Robert Mueller's team broached the subject during a meeting with Trump's legal team while they were negotiating the terms of a possible interview with the president.

AP reporter Chad Day says Trump's legal team is in the midst of a reset.

"We're not it's not exactly clear what this kind of what kind of impact this would have on the negotiations currently. I think what why this is important is that any time something like this becomes public it really fires up the president and as we've seen over the last few days and few weeks he has really upped his attacks on the special counsel and the Justice Department at large," Day said.

It was not immediately clear in what context the possibility of a subpoena was raised or how serious Mueller's prosecutors were about the move. Mueller is probing not only Russian election interference and possible coordination with Trump associates but possible obstruction of justice by Trump.

Trump lashed out against the investigation in a familiar fashion Wednesday, saying on Twitter: "There was no Collusion (it is a Hoax) and there is no Obstruction of Justice (that is a setup & trap)."

Even if Mueller's team decided to subpoena Trump as part of the investigation, he could still fight it in court or refuse to answer questions by invoking his Fifth Amendment protection from self-incrimination.

It was a few days before the one-year anniversary of President Donald Trump's inauguration and a Lebanese-American businessman was on his way to Mar-a-Lago.

George Nader, an international fixer whose long history included intrepid back-channel mediation between Israel and Arab countries - and a 15-year-old pedophilia conviction in Europe that has not been previously reported - was transiting through Dulles International Airport outside Washington.

It was hardly his first far-flung journey to see top aides of the world's most powerful leader, as Nader had met the U.S. president's son-in-law, Jared Kushner, and chief strategist Steve Bannon in the days before they stormed the White House.

But he encountered an altogether different scene awaiting him at the airport.

There, special counsel Robert Mueller's investigators stopped Nader, people familiar with the case said. His electronics were seized and he was then allowed to go to his lawyer. Nader later agreed to cooperate with Mueller's investigation, said the people with knowledge of the case as it pertains to Nader. They weren't authorized to speak publicly on the case and demanded anonymity.

Mueller, whose team has spent the last 10 months investigating possible Trump-related wrongdoing connected to Russia, is interested in high-level get-togethers Nader participated in after the presidential election, according to three people familiar with the case.

The first took place in Trump Tower in New York in December 2016 and brought together Nader, Kushner, Bannon - whom Trump fired last August - and Mohammed bin Zayed, the crown prince of Abu Dhabi and de facto leader of the United Arab Emirates. The second occurred a month later in the Indian Ocean archipelago of Seychelles and involved Nader, bin Zayed, former Blackwater boss Erik Prince and Kirill Dmitriev, a Russian banker close to President Vladimir Putin.

For Nader, it was the latest brush with the law in an eventful, globe-trotting career.

Many of Nader's former contacts and onetime friends have noted in recent weeks how they lost touch with him in the early 2000s.

On Wednesday, an official in the Czech Republic told The Associated Press that Nader is a convicted pedophile and served time in a Prague prison around that time.

Nader was convicted by Prague's Municipal Court of 10 cases of sexually abusing minors and sentenced to a one-year prison term in May 2003, said Marketa Puci, the court spokeswoman. She said the crimes occurred between 1999 and 2002.

Nader's legal problems in Prague appear unrelated to his role in Mueller's probe in the United States. But they contribute to the portrait of a man who has led a shadowy existence as a go-between across numerous Middle East capitals and who gave testimony to Mueller's Washington grand jury earlier this month.

Nader had worked in recent times as an adviser to bin Zayed, one of the most powerful men in the Middle East, according to people who know Nader. The questioning of Nader in the Mueller probe suggests possible interest in UAE relations with Trump's transition team or his administration.

Puci, the court spokeswoman, said Nader was convicted of "moral corruption of minors, sexual abuse and impairing morals," after abusing underage boys.

In one case, Nader requested oral sex from a 14-year-old in a room at the Hilton Hotel in Prague, Puci said. After the boy refused, Nader masturbated in front of the boy and paid him 2,000 koruna - worth about $100 today, she said.

The verdict cites other examples of Nader providing money, jewelry, cellphones, clothes and accommodation for sexual services. The AP was able to see a copy of the verdict, which gives Nader's birthdate as May 15, 1959. Nader was separately accused in Washington, D.C., of child pornography infractions in 1985, but those charges were later dropped. A criminal docket sheet obtained by the AP shows the same birthdate for Nader.

Two people with knowledge of the case say it involved the same Nader now cooperating with Mueller.

Puci said it wasn't clear how much of the one-year sentence Nader served in the Czech Republic. He was ordered expelled following his time served.

Kathy Ruemmler, who previously served as White House counsel to President Barack Obama, is among the lawyers representing Nader. She declined to answer questions about her client.

But Sandeep Savla, another lawyer for Nader, said: "This is nothing more than an orchestrated, disgusting scheme by those who are trying to intimidate Mr. Nader into silence. It won't work. Mr. Nader will continue to answer truthfully questions put to him by the special counsel."

Nader's connections with Trump confidants include Elliott Broidy, a top Republican fundraiser who co-hosted a Tuesday night event attended by the president in Beverly Hills, California.

Earlier this month, several media organizations, including the AP, obtained emails belonging to Broidy, a California-based venture capitalist and the Republican National Committee's deputy finance chairman. They show Broidy emailing Nader with a summary of Broidy's talks with Kushner and Trump in the White House in October 2017, touching on matters including the UAE's bitter dispute with fellow Persian Gulf country Qatar.

Broidy accused Qatar of hacking his emails. The Qataris denied the charge.

"Your government's actions against U.S. citizens will jeopardize your nation's relationship with the United States," Broidy wrote in a public letter to Qatar's U.S. ambassador.

In response, the Qatari government called Broidy's "baseless accusations" a "diversionary tactic."

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witchhunt."

Special counsel Robert Mueller says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Speaking at the Justice Department Wednesday, Mueller said he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witch hunt."

Seeking a bipartisan compromise to avoid a government shutdown, President Donald Trump suggested on January 9th 2018 that an immigration deal could be reached in two phases - first by addressing young immigrants and border security with what he called a "bill of love," then by making comprehensive changes that have long eluded Congress.

Trump held a lengthy meeting with Republican and Democratic lawmakers seeking a solution for hundreds of thousands of young people who were brought to the U.S. illegally as children.

In 2017 Trump ended the Obama-era Deferred Action for Childhood Arrivals program, which shielded more than 700,000 people from deportation and gave then the right to work legally in the country. He gave Congress until March to find a fix.

The president, congressional Republicans and Democrats expressed optimism for a deal just 10 days before a government shutdown deadline. Trump expressed a willingness to be flexible in finding an agreement.

Trump told the bipartisan group of 20 lawmakers that if they reach a deal, he will sign it.

A group of journalists observed the meandering meeting for an extraordinary length of time - about 55 minutes - that involved Trump seeking input from Democrats and Republicans alike in a freewheeling exchange on the contentious issue.

The president said he would insist on construction of a border security wall as part of an agreement involving young immigrants, but he said Congress could then pursue a comprehensive immigration overhaul in the second phase.

House Republicans said they planned to soon introduce legislation to address border security and the young immigrants. Trump said, "it should be a bill of love."

President Donald Trump denied January 12th via Twitter that he said anything "derogatory about Haitians" during an immigration meeting at the White House on Thursday, as the country and the world continued to express outrage over his reported comments.

Trump was in a closed meeting with members of Congress to discuss immigration on January 11th when he reportedly questioned why the U.S. would accept more people from Haiti and "shithole countries" in Africa, rather than places like Norway.

At first the White House did not deny that the remark was made. On Friday the president tweeted that his language was "tough" but insisted he did not say anything derogatory about Haitians aside from noting it's a poor country.

Associated Press White House reporter Jonathan Lemire said no one at the White House denied "that he used these vulgar terms to describe these immigrants."

After President Trump made disparaging remarks about immigrants, some members of the Haitian communities in New York and Florida said they were offended and believed his comments were racist.

President Donald Trump on January 12th questioned why the U.S. would accept more immigrants from "shithole countries" after senators discussed revamping rules affecting those from Africa and Haiti, according to people briefed on the conversation.

Haitians in New York and South Florida reacted negatively to the remarks.

"His comment is divisive. It's un-American. It's extremely offensive. I was reading the Daily News earlier this morning. Actually they could not have said it any better," said Gerald Cajust, referring to a crude depiction of the President on the front page of the New York Daily News.

In North Miami Beach, Florida, hosts at a Haitian-American radio studio, said although they were disappointed in Trump's comments, they believed Haitian leaders were also to blame for the country's economic situation.

Fabiola Charles, a Haitian radio personality with WSRF AM, said "we're looking at ourselves as well and saying you know what, if we took time to actually take care of our people, the president wouldn't have to say something like this about us. So, we also put the blame on us."

US President Donald Trump said on January 14th he is not a racist, just days after making controversial comments about Haiti and African countries.

Trump has been accused of using a vulgar word to describe African countries during an Oval Office meeting the previous week with a bipartisan group of six senators.

People briefed on the conversation say that during the meeting the president also questioned the need to admit more Haitians to the US.

The individuals spoke on condition of anonymity because they were not authorised to describe the meeting publicly.

Trump addressed the issue briefly on Sunday as he arrived for dinner at one of his Florida golf clubs with House Majority Leader Kevin McCarthy of California.

Asked what he thinks about people who think he's racist, Trump said: "I am not a racist". He told reporters: "I am the least racist person you have ever interviewed. That I can tell you."

He also praised authorities in Hawaii for taking responsibility for the blunder that caused more than a million people to fear that they were about to be struck by a nuclear missile.

Haitians showed their anger over vulgar comments made against their country and Africa by US President Donald Trump with a protest January 18th outside the US Embassy in Port-au-Prince.

Demonstrators gathered outside the gates of the embassy complex chanting slogans and waving signs denouncing Trump over his remarks and a move to end a program that gave temporary legal status to thousands of Haitians in the US.

Signs and Creole chants by the protesters criticised remarks by the president last week in which he is said to have profanely disparaged African countries and asked why the US would want more Haitians.

The protest by fewer than 100 demonstrators was peaceful and ended without incident.

Another demonstration was planned for next week.

The Haitian government said it was shocked by the remarks, which came on the eve of the anniversary of the country's devastating January 2010 earthquake.

The Trump administration has said that about 60,000 Haitians who have been allowed to stay and work in the US since the earthquake must leave the country in July 2019.

A former top adviser to President Donald Trump's election campaign pleaded guilty to federal conspiracy and false statements charges February 23rd in the special counsel's Russia investigation.

The plea by Rick Gates is a strong indication that he is planning to cooperate with special counsel Robert Mueller's investigation as it continues to probe the Trump campaign, Russian election interference and Gates' longtime business associate, Paul Manafort.

Gates, 45, of Richmond, Virginia, appeared at the federal courthouse in Washington for his plea agreement hearing.

A court filing shows Gates has agreed to plead to charges accusing him of conspiring against the U.S. government related to fraud and unregistered foreign lobbying as well as lying to federal authorities in a recent interview.

Gates' decision to admit to the crimes comes a day after a federal grand jury in Virginia returned a 32-count indictment against him and Manafort, Trump's former campaign chairman, accusing them of tax evasion and bank fraud.

The indictment in Virginia was the second round of charges against Gates and against Manafort, who has denied any wrongdoing. The two men were initially charged last October with unregistered lobbying and conspiring to launder millions of dollars they earned while working on behalf of a pro-Russian Ukrainian political party.

Gates' decision marks the fifth publicly known guilty plea in the special counsel probe into possible collusion between the Trump campaign and the Kremlin during the 2016 campaign.

America's top diplomat is one of any White House's highest-level cabinet members, often seated at the right hand of the president.

As a newcomer to Washington politics, former Exxon Mobile CEO Rex Tillerson was tasked with steering the ship of state with no foreign policy experience and needed to navigate a turbulent, frequently contradictory White House.

As he stepped into the State Department for the first time, Secretary of State Tillerson appealed for unity.

"I know this was a hotly-contested election and we do not all feel the same way about the outcome, " he said, adding "we cannot let our personal convictions overwhelm our ability to work as one team."

But as Tillerson neared the six-month mark on the job, he was forced to knock down a flurry of speculation that he was unhappy and may quit.

At the time, Washington was buzzing with rumors that he would leave due to frustration with the White House.

In his first appearance in the State Department briefing room, Tillerson reiterated that he had a good relationship with the president.

While Tillerson was redefining foreign strategy under the Trump administration's overarching police of "America First", his efforts to craft coherent policy were frequently upended by a tweeting boss.

By October 2017, Tillerson was forced in an unscheduled news conference held at the State Department to defend remarks he made in the Pentagon earlier that President Trump was, "a moron."

In response, Trump said in an interview published in Forbes magazine that if Rex Tillerson did call him a moron, the two should "compare IQ tests."

The White House later said that Trump was joking when he appeared to question his secretary of state's intelligence.

White House Press Secretary Sarah Huckabee Sanders told reporters that the president "never implied that the secretary of state was not incredibly intelligent."

She says: "He made a joke, no more than that."

From the start of his tenure, Tillerson's selection raised potential conflict-of-interest issues, as Exxon's business interests around the globe, included Russia.

As an oil executive, Tillerson had argued against sanctions that the U.S. and European allies imposed on Russia after it annexed the Crimean Peninsula from Ukraine in 2014.

President Donald Trump says he has "total confidence" in Mike Pompeo, his new pick for Secretary of State.

Trump fired Secretary of State Rex Tillerson on March 13th, saying he would nominate CIA Director Mike Pompeo to replace him.

It's a major staff reshuffle just as Trump dives into high-stakes talks with North Korea.

Trump announced the change in a tweet early on March 13th just four hours after Tillerson returned to Washington from a trip to Africa.

He stopped to take questions from reporters at the South Lawn of the White House about his decision to oust Tillerson and replace him with Pompeo.

Trump said he and Tillerson "disagreed on things" like the Iran deal.

"We were not really thinking the same," Trump said about Tillerson. "With Mike Pompeo, we have a very similar thought process. I think it's going to go very well."

CBS says it will air its interview with porn actress Stormy Daniels on March 25th's episode of "60 Minutes."

Daniels, whose legal name is Stephanie Clifford, has said she had sex with Donald Trump before he became president. She has been trying to invalidate a nondisclosure agreement she signed days before the 2016 presidential election so she can discuss her relationship with Trump, which she said began in 2006 and continued for about a year.

CNN anchor and "60 Minutes" correspondent Anderson Cooper recorded the interview with Clifford earlier this month.

Clifford's attorney, Michael Avenatti, told The Associated Press on March 21st that more details of the affair would come out on "60 Minutes," and said his office was checking out similar claims from six women who had come forward.

A Dutch attorney who lied to federal agents investigating former Trump campaign chairman Paul Manafort was sentenced April 3rd to 30 days in prison in the first punishment handed down in special counsel's Russia investigation. He was also ordered to pay a $20,000 fine.

Alex van der Zwaan's sentence could set a guidepost for what other defendants charged with lying in special counsel Robert Mueller's investigation may receive when their cases are resolved. Among them are a former White House national security adviser and a Trump campaign foreign policy aide.

Van der Zwaan had faced zero to six months in prison under federal sentencing guidelines, and his attorneys had pushed for him to pay a fine and leave the country. But U.S. District Judge Amy Berman Jackson, citing the need to deter others from lying in an investigation of international importance, said incarceration was necessary.

The criminal case against van der Zwaan is not directly related to Russian election interference, the main focus of Mueller's probe. But it has revealed new details about the government's case against Manafort as well as previously undisclosed connections between senior Trump campaign aides, including Rick Gates, and Russia. The allegations have also opened a window into the intersecting universes of international law, foreign consulting work and politics.

Van der Zwaan admitted in February to lying to federal agents about his contacts with Gates and a person prosecutors have since revealed has been assessed to have ties to Russian intelligence. Though prosecutors did not take a position on whether he should be locked up, they stressed that he had lied "repeatedly" to investigators.

Van der Zwaan's attorneys argued that he had suffered enough already, saying his life had already been destroyed by his "terrible decision" to lie to federal authorities.

The attorneys also pushed Jackson to allow van der Zwaan to return to London as soon as possible where he lives with his wife, who is pregnant with their first child.

James Comey blasts US President Donald Trump as unethical and "untethered to truth" and his leadership of the country as "transactional, ego driven and about personal loyalty," according to a forthcoming book from the former FBI director.

Comey reveals new details about his interactions with Trump and his decision-making in handling the Hillary Clinton email investigation.

He casts Trump as a mafia boss-like figure who sought to blur the line between law enforcement and politics and tried to pressure him regarding the investigation into Russian election interference.

The book adheres closely to Comey's public testimony and written statements about his interactions with the president during the early days of the administration and his growing concerns about the president's integrity. But it also includes surprisingly personal jabs at Trump that appear likely to irritate the notoriously thin-skinned president.

The 6-foot, 8-inch tall Comey describes Trump as shorter than he expected with a "too long" tie and "bright white half-moons" under his eyes that Comey suggests came from tanning goggles. He also says made a conscious effort to check the president's hand size, saying it was "smaller than mine, but did not seem unusually so."

The book, "A Higher Loyalty," is set to be released next week. The Associated Press purchased a copy this week.

Trump fired Comey in May 2017, setting off a scramble at the Justice Department that led to the appointment of Robert Mueller as special counsel overseeing the Russia investigation.

Comey writes that he regrets his approach and some of the wording he used in his July 2016 press conference in which he announced the decision not to prosecute Clinton.

But he says he believes he did the right thing by going before the cameras and making the statement, noting that the Justice Department had done it in other high profiles cases before.

Every person on the investigative team, Comey writes, found there was no prosecutable case against Clinton and that the FBI didn't catch her in a lie.

He also reveals for the first time that the U.S. government had unverified classified information that he believes could have been used to cast doubt on Attorney General Loretta Lynch's independence in the Clinton probe.

While Comey does not outline the details of the information - and says he didn't see indications of Lynch inappropriately influencing the investigation - he says it worried him that the material could be used to attack the integrity of the probe and the FBI's independence.

Former Trump campaign chairman Paul Manafort arrived at a US federal courthouse in Washington, on April 19th as he seeks to challenge special counsel Robert Mueller's authority by arguing that Mueller overstepped his authority. Manafort is expected to ask a judge to throw out charges brought against him.

Gina Haspel - who's been nominated to be CIA director - says she wouldn't put in place any presidential order that she thought was immoral, even if it was technically legal.

A Senate committee is holding a hearing on Haspel's nomination, and Virginia Democrat Mark Warner asked whether she'd carry out any order from President Donald Trump that she found morally objectionable.

Haspel said she wouldn't.

My moral compass is strong," Haspel said.

"I would not allow CIA to undertake activity that I thought was immoral, even if it was technically legal. I would absolutely not permit it."

Haspel said the CIA must undertake activities consistent with American values.

U.S. President Donald Trump says he "unleashed an economic miracle" with his tax cuts in 2017.

Trump spoke on June 29th at a White House event marking the six-month anniversary of the $1.5 trillion tax cuts.

The cuts are taking effect in the ninth year of an economic expansion that began under former President Barack Obama.

Trump called the cuts the "biggest" in history. The overhaul ranks behind Ronald Reagan's in the early 1980s and post-World War II tax cuts.

The law provides generous tax cuts for corporations and the wealthiest Americans, and more modest reductions for middle- and low-income individuals and families.

Trump has been enjoying a good week, with two favorable Supreme Court rulings and Justice Anthony Kennedy's plans to retire from the Supreme Court.

Six months ago we unleashed an economic miracle by signing the biggest tax cuts and reforms, I have to add the word reform, very important word. President Donald Trump has gone on a clemency blitz, commuting the 14-year prison sentence of former Illinois Gov. Rod Blagojevich and pardoning former NYPD commissioner Bernie Kerik.

Trump also says he has granted clemency to financier Michael Milken, who  pleaded guilty for violating U.S. securities laws. Kerik served just over three years for tax fraud and lying to the White House.

Trump confirmed the news to reporters before departing for California.

Blagojevich was convicted of political corruption just months after he appeared on Trump's reality TV show, "Celebrity Apprentice."   

Blagojevich, who hails from a state with a long history of pay-to-play schemes, had been found guilty of crimes that included seeking to sell an appointment to Barack Obama's old Senate seat and trying to shake down a children's hospital.

The 63-year-old Democrat exhausted his last appellate option in 2018 and had seemed destined to remain behind bars until his projected 2024 release date. His wife, Patti, went on a media blitz in 2018 to encourage Trump to step in, praising the president and likening the investigation of her husband to special prosecutor Robert Mueller's investigation into Russian meddling in the 2016 election — a probe Trump long characterized as a "witchhunt."

The House Judiciary Committee questioned former White House counsel Don McGahn behind closed doors on Friday, two years after House Democrats originally sought his testimony as part of investigations into former President Donald Trump.

The long-awaited interview is the result of an agreement reached last month in federal court, and a transcript will be publicly released within a week.

House Democrats - then investigating whether Trump tried to obstruct the Justice Department's probes into his presidential campaign's ties to Russia - originally sued after McGahn defied an April 2019 subpoena on Trump's orders.

That same month, the Justice Department released a redacted version of special counsel Robert Mueller's report on the matter.

In the report, Mueller pointedly did not exonerate Trump of obstruction of justice but also did not recommend prosecuting him, citing Justice Department policy against indicting a sitting president.

Mueller's report quoted extensively from interviews with McGahn, who described the Republican president's efforts to stifle the investigation.

While the Judiciary panel eventually won its fight for McGahn's testimony, the court agreement placed limits on it.

The two sides agreed that McGahn would be questioned privately and will only be compelled to answer questions about publicly available portions of Mueller's report.

House Democrats kept the case going, even past Trump's presidency, and are moving forward with the interview to make an example of the former White House counsel after dozens of Trump administration officials refused to answer questions from Congress on various matters.

House Judiciary Committee Chairman Jerrold Nadler, D-N.Y., said the agreement for McGahn's testimony was a good-faith compromise that "vindicates the congressional subpoena."

It is unclear what House Democrats will do with the testimony, which they sought before twice impeaching Trump. The Senate acquitted Trump of impeachment charges both times.

At a break during the interview, Nadler said McGahn is being "somewhat difficult" at times during the interview, but did not characterize what he had said.

Nadler said there were a handful of Democrats and Republican lawmakers in the room in addition to staff who were leading the questioning.

As White House counsel, McGahn had an insider's view of many of the episodes Mueller and his team examined for potential obstruction of justice during the Russia investigation.

McGahn proved a pivotal - and damning - witness against Trump, with his name mentioned hundreds of times in the text of the Mueller report and its footnotes.

McGahn described to investigators the president's repeated efforts to choke off the probe and directives he said he received from the president that unnerved him.

He recounted how Trump had demanded that he contact then-Attorney General Jeff Sessions to order him to unrecuse himself from the Russia investigation.

He also said Trump had implored him to tell the deputy attorney general at the time, Rod Rosenstein, to remove Mueller from his position because of perceived conflicts of interest - and, after that episode was reported in the media, to publicly and falsely deny that demand had ever been made.

McGahn also described the circumstances leading up to Trump's firing of James Comey as FBI director, including the president's insistence on including in the termination letter the fact that Comey had reassured Trump that he was not personally under investigation.

And he was present for a critical conversation early in the Trump administration, when Sally Yates, just before she was fired as acting attorney general as a holdover Obama appointee, relayed concerns to McGahn about new national security adviser Michael Flynn.

She raised the possibility that Flynn's conversations with Russian Ambassador Sergey Kislyak - and his subsequent interview by the FBI - left him vulnerable to blackmail.

Trump's Justice Department fought efforts to have McGahn testify even after District Judge Ketanji Brown Jackson in 2019 rejected arguments that Trump's close advisers were immune from congressional subpoena.

President Joe Biden's administration helped negotiate the final agreement.

On May 3rd 2017 US President Donald Trump abruptly fired FBI Director James Comey, ousting the nation's top law enforcement official in the midst of an investigation into whether Trump's campaign had ties to Russia's election meddling.

In a letter to Comey, Trump said the firing was necessary to restore "public trust and confidence" in the FBI.

Comey has come under intense scrutiny in recent months for his role in an investigation into Democrat Hillary Clinton's email practices, including a pair of letters he sent to Congress on the matter in the closing days of last year's election.

Trump made no mention of Comey's role in the Clinton investigation.

But the president did assert that Comey informed him "on three separate occasions that I am not under investigation."

In a letter to Comey, Trump said the dismissal was necessary to restore the public's trust and confidence.

May 3, 2017: Testifying before the Senate Judiciary Committee, Comey insists that he was consistent in his handling of the separate investigations into Clinton and Trump. Comey also said it made him feel "mildly nauseous" to think his actions in October might have influenced the election outcome. But he told senators: "I can't consider for a second whose political futures will be affected and in what way. We have to ask ourselves what is the right thing to do and then do it."

May 9, 2017: Comey sends Congress a letter correcting his prior sworn testimony regarding emails handled by longtime Clinton associate Huma Abedin. Comey had told Congress that Abedin had sent "hundreds and thousands" of emails to her husband's laptop, including some with classified information. The two-page, follow-up letter said that, in fact, only "a small number" of the thousands of emails found on the laptop had been forwarded there while most had simply been backed up from electronic devices.

May 9, 2017: Trump abruptly fires Comey. "It is essential that we find new leadership for the FBI that restores public trust and confidence in its vital law enforcement mission," Trump states in a letter addressed to Comey.

White House officials say Trump's confidence in FBI Director James Comey had been eroding for months and that he was ultimately fired because he was 'not fit to do the job'.

"Frankly, he'd been considering letting Director Comey go since the day he was elected," White House spokeswoman Sarah Huckabee Sanders said, a sharply different explanation from the day before, when officials put the emphasis on new Justice complaints about Comey.

Days before he was fired, Comey requested more resources to pursue his investigation, U.S. officials have said, fueling concerns that Trump was trying to undermine a probe that could threaten his presidency.

On March 5th 2018 the British media reported that the Zizi restaurant in Salisbury had been closed as a precaution in connection with an incident in which 66-year-old former Russian spy Sergei Skripal was left critically ill by exposure to an unknown substance.

The media is quoting Wiltshire Police.

Skripal, 66, who was convicted in Russia on charges of spying for Britain and sentenced in 2006 to 13 years in prison.

He was freed in 2010 as part of a US-Russian spy swap.

The discovery of the two people led to a dramatic decontamination effort.

Crews in billowing yellow moon suits worked into the night spraying down the street, and the Salisbury hospital's emergency room was closed.

There was a heavy police presence on March 6th near a shopping mall in a town in southern England where a former Russian spy was found after ,it is said, he suffered exposure to an "unknown substance".

The Kremlin said Russia has not been approached to help in an investigation over how and why the former spy was found critically ill on a bench near Maltings Shopping Centre in Salisbury.

A woman was also found unconscious on March 4th in Salisbury, about 90 miles (145 kilometres) west of London.

Dimitry Peskov, President Vladimir Putin's spokesman, said March 6th that there has been no request for help but that "Moscow is always ready to cooperate."

On March 7th ambulances and emergency vehicles rushed to central Salisbury in England amid jitters following the collapse of a former Russian spy and his daughter there.

An eyewitness says emergency services escorted two women on March 7th from a building near a restaurant that had been cordoned off by police searching for clues as to what prompted Sergei Skripal and his daughter, Yulia to fall ill on March 4th.

Police and ambulance services declined to comment and it was not immediately clear if the incident had anything to do with the ongoing investigation.

Meanwhile British counter-terror police cordoned off a new site in the case of the former Russian spy and his daughter.

London's Metropolitan Police secured Solstice Park, a business park in Amesbury near Stonehenge, the prehistoric monument and world heritage site.

Amesbury is about nine miles (14 kilometres) from Salisbury, where Skripal and his daughter Yulia were found collapsed on a bench on March 4th.

Lloyd Ridley, who works nearby as a mechanic, told the Associated Press on Wednesday that some 40 firemen stood outside as the area was cordoned off, adding there were four people "dressed up in hazmats going inside and retrieving stuff in these boxes and putting them outside in the cornered area."

British counterterrorism specialists have taken control of the case from local police trying to unravel the mystery of what happened to the pair.

The matter has not been declared a terrorist incident.

Police are also asking members of the public to come forward if they had visited a Salisbury pizza restaurant or pub where the couple were last seen on March 4th.

Britain's armed forces arrived in Salisbury on March 9th to help police investigate the nerve-agent poisoning of a former spy.

Counterterrorism detectives asked for military help to remove vehicles and objects from a number of scenes related to March 4th's attack.

In a statement on the deployment, the defence secretary said the armed forces had the "right people with the right skills" to assist in the investigation.

More than 100 personnel from the Royal Marines, the RAF and chemical teams are said to have been sent to Salisbury.

A large-scale investigation continued on March 11th in Salisbury as forensics experts wearing protective gear searched for clues after a Russian ex-spy and his daughter were poisoned with a nerve agent.

Authorities said earlier that small traces of contamination have been found in a restaurant and a pub in the English city of Salisbury.

Hospital officials in Salisbury also said there is no evidence of a wider risk beyond the three people hospitalized since the March 4th attack on Sergei Skripal and his daughter Yulia.

Ex-spy Skripal and his daughter Yulia reportedly ate at a Zizzi restaurant before falling critically ill.

A British police detective is also hospitalized in serious condition.

Among the sites they are searching are the Zizzi restaurant, which is closed to the public, and the gravesites where Skripal's wife and son are buried.

Skripal's house has also been extensively searched for clues and traces of the nerve agent.

Authorities haven't revealed how or where the Skripals were exposed to the nerve agent. It's not known if it happened in a restaurant, a pub, Skripal's house or elsewhere.

Home Secretary Amber Rudd said on March 10th it is still "too early" to determine who is to blame for the attack.

Senior government officials have vowed to respond robustly if the Russian government is found to be responsible.

Rudd said more than 250 counterterrorism officers are on the scene evaluating more than 240 pieces of evidence and interviewing about 200 witnesses.

They are backed by roughly 180 military personnel providing logistical support, including the removal of ambulances feared to possibly be contaminated by the nerve agent.

Russia will only cooperate with Britain on the investigation into March 4th's poisoning of an ex-Russian spy and his daughter if it receives samples of the nerve agent that is believed to have been used, Russia's foreign minister said March 13th.

Sergey Lavrov spoke in response to the British government's demand for an explanation of the use of a military-grade nerve agent produced in Russia in the attack in the English city of Salisbury.

Lavrov told reporters on March 13th Moscow's requests to see samples of the nerve agent have been turned down, which he called a violation of the Chemical Weapons Convention, which outlaws the production of chemical weapons. He insisted that Russia is "not to blame" for the poisoning.

He said Moscow is willing to cooperate with the probe but suggested that London would be "better off" complying with its international obligations "before putting forward ultimatums."

British Prime Minister Theresa May said Russia's involvement is "highly likely" and delivered a March 13th deadline for a Russian response.

British Home Secretary Amber Rudd chaired a meeting of the Government's Cobra emergencies committee on March 13th to discuss the response to the recent poisoning of a former Russian spy and his daughter.

Rudd reiterated Prime Minister Theresa May's deadline of midnight on March 13th for Moscow to explain how the Russian-made nerve agent Novichok came to be used on British soil.

Rudd said that until that response she would not be commenting on what action the UK would be taking against Russia.

Authorities say the pair were poisoned with a military-grade nerve agent and that Russia is "highly likely" to be behind it.

May is demanding an explanation.

British counterterrorism police on March 13th took charge of the investigation into the death in London of a Russian businessman because he was connected to a prominent Kremlin foe.

The death of Nikolai Glushkov, confirmed by his lawyer in Russia, came a week after former spy Sergei Skripal was left critically ill from nerve agent poisoning in the city of Salisbury.

Police said there was no evidence to suggest a link to the March 4th poisoning of Skripal and his daughter Yulia.

Attorney Andrei Borovkov told Russian media outlets that Glushkov had died, but said he was unaware of the time and circumstances. Reports in British and Russian media said Glushkov, who was in his late 60s, was found dead at his home in southwest London.

London's Metropolitan Police force said it was investigating the unexplained death of a man found at a house in the New Malden area late March 12th. It didn't release his name, saying formal identification had yet to take place.

Police said counterterrorism detectives are leading the investigation "as a precaution because of associations that the man is believed to have had."

Glushkov was an associate of Boris Berezovsky, a Russian oligarch and Kremlin critic who died in London in 2013. An inquest failed to determine whether he had killed himself or died from foul play.

Glushkov told The Guardian newspaper in 2013 he didn't believe Berezovsky's death was suicide. "I'm definite Boris was killed," he said.

Glushkov was arrested in 1999 and put on trial for embezzling 7 million US dollars from Aeroflot.

In 2004, he was sentenced to three years and three months in prison, but released because of time served before and during his trial.

Russian media reported that Glushkov was granted political asylum in Britain in 2010.

On March 15th President Donald Trump pointed the finger at Russia in the poisoning of a former Russian spy in Great Britain, saying he had spoken with British Prime Minister Theresa May.

During a meeting with Ireland's prime minister in the Oval Office, Trump said it's something "that should never, ever happen."

March 15th, the U.S. joined the Britain, France and Germany in a joint statement blaming Moscow for the poisoning of an ex-Russian spy who was living in England.

The list of Russians now under sanction includes the 13 indicted in February by U.S. special counsel Robert Mueller as part of his Russia-related investigation into alleged election interference.

Altogether, 19 Russians were cited. Also sanctioned were five Russian companies, including the Internet Research Agency, which is accused of orchestrating a mass online disinformation campaign to affect the presidential election result.

The Treasury Department announced the sanctions amid withering criticism of Trump and his administration for failing to use its congressionally mandated authority to punish Russia. Trump himself has been skeptical of the election accusations.

The sanctions are the first use of the new powers that Congress passed last year to punish Moscow for meddling in an election that Republican Donald Trump won over Democrat Hillary Clinton.

The accusations and accompanying sanctions are some of the strongest actions to date by the administration to punish Russia for hacking and other efforts to sow discord in the American democracy.

The Trump administration is also accusing Russia on March 15th of a concerted, ongoing operation to hack and spy on the U.S. energy grid and other critical infrastructure, and separately imposed sanctions on Russian officials for alleged high-tech interference in the 2016 American presidential election.

U.S. national security officials said the FBI, the Homeland Security Department and American intelligence agencies determined that Russian intelligence and others were behind the attacks on the energy sector.

The officials said the Russians deliberately chose U.S. energy industry targets, obtaining access to computer systems and then conducting "network reconnaissance" of industrial control systems that run American factories and the electricity grid.

The U.S. government has helped energy businesses kick out the Russians from all systems currently known to have been penetrated, according to the officials.

The officials, who briefed reporters on condition of anonymity to discuss sensitive national security information, left open the possibility of discovering more breaches, and said the federal government was issuing an alert to the energy industry to raise awareness about the threat and improve preparation.

British Prime Minister Theresa May said on March 19th that Russia had the "capability", motive and intent" to poison a Russian ex-spy and his daughter and that the attack was "part of a pattern of behaviour by Russia across Europe".

Britain has accused Russia of using a military-grade nerve agent to poison former Russian double agent Sergei Skripal and his daughter, who have been in critical condition for two weeks.

Britain has announced the expulsion of 23 Russian diplomats, and Russia has responded in kind.

Asked to comment on weekend newspaper reports about the possible exhumation of Russians who died in the UK in suspicious circumstances, May said that would be a matter for the police.

She said the focus of the investigation at this stage was on the Skripals' case.

May added that officials from the Organization for the Prohibition of Chemical Weapons were expected to arrive in the UK on March 19th and would discuss with police taking samples of the nerve agent in order to conduct an independent verification.

British police have contacted other Russian exiles in the last few days to discuss their safety in light of the recent attacks.

The Kremlin says Britain will eventually have to offer proof to back up its claim of Russia's involvement in the poisoning or apologise.

Private tensions between Justice Department leaders and special counsel Robert Mueller's team broke into public view in extraordinary fashion Wednesday as Attorney General William Barr pushed back at complaints over his handling of the Trump-Russia investigation report and aimed his own criticism at the special counsel.

Testifying for the first time since releasing Mueller's report, Barr said he was surprised Mueller did not reach a conclusion on whether President Donald Trump had tried to obstruct justice, and that he felt compelled to step in with his own judgment that the president had committed no crime.

The airing of disagreements over the handling of the report was notable given the highly secretive nature of the special counsel's investigation and the public appearance for at least most of the probe that the Justice Department and Mueller's team were unified in approach.

But Barr sought to minimize the rift by suggesting the special counsel's concerns were largely about process, not substance.

Barr's appearance Wednesday before the Senate Judiciary Committee gave him his most extensive opportunity to explain the department's actions, including his news conference held before the Mueller report's release.

It was also a forum for him to repair a reputation bruised by allegations that he's the Republican president's protector and by the emergence of a private letter from Mueller that criticized his handling of the report.

Democrats seized on the daylight between the two men to attack Barr's credibility and accuse him of unduly spinning Mueller's report in the president's favor.

They also pressed him on whether he had misled Congress last month when he professed ignorance about complaints from the special counsel's team. Barr suggested he had not lied because he was in touch with Mueller himself and not his team.

"Mr. Barr, I feel your answer was purposely misleading, and I believe others do too," said Sen. Patrick Leahy, D-Vt.

While Democratic senators bluntly questioned Barr's actions, Republicans, in addition to defending Trump, focused on the president's 2016 Democratic opponent Hillary Clinton's email and campaign practices and what they feel is a lack of investigation of them.

Neither side broke much ground Wednesday on the specifics of Mueller's investigation, though Barr did articulate a robust defense of Trump as he made clear his firm conviction that there was no prosecutable case against the president for obstruction of justice.

Barr entered the hearing on the defensive following reports hours earlier that Mueller had complained to him in a letter and over the phone about the way his findings were being portrayed.

Two days after receiving Mueller's report, Barr released a four-page letter that summarized the main findings.

Mueller's letter, dated March 27, conveys his unhappiness that Barr released what the attorney general saw as the bottom-line conclusions of the special counsel's investigation and not the introductions and executive summaries that Mueller's team had prepared and believed conveyed more nuance and context than Barr's own letter. Mueller said he had communicated the same concern two days earlier.

Once Mueller submitted his report, his work was done and the document was "my baby," Barr insisted defiantly.

"It was my decision how and when to make it public. Not Bob Mueller's," he said.

The report by BuzzFeed News, citing two unnamed law enforcement officials, says that Trump directed Cohen to lie to Congress and that Cohen regularly briefed Trump on the Moscow project. The Associated Press has not independently confirmed the report.

The House intelligence committee chairman Democrat Rep. Adam Schiff said he will do what is necessary to confirm the report.

The story also says, citing the sources, that Cohen told special counsel Robert Mueller that Trump personally instructed him to lie about the timing of the project in order to obscure Trump's involvement.

The BuzzFeed story says that Mueller's investigators learned about Trump's directive "through interviews with multiple witnesses from the Trump Organization and internal company emails, text messages, and a cache of other documents." The report says that Cohen then acknowledged Trump's instructions when he was interviewed by the Mueller team.

Cohen's attorney Lanny Davis didn't weigh in one way or the other whether this story was true but Lanny Davis simply said that "Michael Cohen is is someone who is full of regret for his longtime employment with President Trump. He worked for him for about a decade," according to AP White House reporter Jonathan Lemire.

Trump's lawyer, Rudy Giuliani, scoffed at the report, saying in a statement to the Associated Press "that if this story was true I have the Brooklyn Bridge to sell you and suggested that it was not the case. This had never occurred."

On Twitter Friday morning, Trump charged that Michael Cohen is "Lying to reduce his jail time!" even though he's already been sentenced. On Fox News Channel, White House spokesman Hogan Gidley said that taking the story seriously was "absolutely ludicrous," but repeatedly refused to deny the central allegation that Trump directed Cohen to lie.

Cohen already pleaded guilty in November to lying to Congress to cover up that he was negotiating the Trump Tower project in Moscow on Trump's behalf during the heat of his presidential campaign. The charge was brought by Mueller and was the result of his cooperation with that probe.

He was then sentenced in December to three years in prison for crimes that included arranging the payment of hush money to conceal his boss' alleged sexual affairs, telling a judge that he agreed time and again to cover up Trump's "dirty deeds" out of "blind loyalty."

Cohen is scheduled to testify before the House Oversight and Reform Committee Feb. 7, where he will likely be questioned about the report.
