Special counsel Robert Mueller says President Donald Trump's efforts to influence the Russia investigation "were mostly unsuccessful," but that was because the people surrounding the president "declined to carry out orders to accede to his requests."

AP reporter Chad Day gives an initial review of the two-volume report that exceeds 400 pages.

"The first volume that deals with Russian election interference and the actions of the Trump campaign is a couple of hundred pages long and goes into exhaustive detail about the information that they've gathered," he says.

"Interviewing 500 witnesses, issuing more than twenty eight hundred subpoenas, and putting together probably the most complete picture of what happened during the 2016 election involving the Trump campaign and Russia."

Mueller's report details instances by several officials, including former FBI Director James Comey, former White House counsel Don McGahn and former campaign manager Corey Lewandowski, ignoring or refusing Trump's requests to interfere in the investigation.

House Judiciary Chairman Jerrold Nadler said his committee is filing a court petition Friday in an effort to obtain secret grand jury material underlying former special counsel Robert Mueller's report.

The panel is also expected to file a lawsuit next week to try to enforce a subpoena against former White House counsel Donald McGahn, a key Mueller witness, if he doesn't comply before then.

That suit is expected to challenge the White House's claim that former White House employees have "absolute immunity" from testifying before Congress.

The move comes after Mueller's testimony Wednesday to Congress saying he had not "exculpated" President Donald Trump. Democrats are trying to focus public attention on Mueller's words and on his 448-page report's contents, including several episodes in which Trump sought to influence the special counsel's investigation into Russia election interference.

Mueller concluded that he could not exonerate Trump on obstruction of justice. He also concluded that there was no evidence of a criminal conspiracy between Trump's campaign and Russia.

The panel has struggled to bring in witnesses like McGahn who spoke extensively to Mueller because the White House has directed them to refuse to testify. Trump has said he will fight "all of the subpoenas."

Nadler said the committee is still negotiating with McGahn for documents and testimony, and the committee will file the lawsuit "in very short order" if he does not comply.

The court battles are beginning as the House leaves for a six-week recess and Democrats are debating whether to impeach the Republican president. More than 90 House Democrats have said they favor starting the impeachment process, but House Speaker Nancy Pelosi has said she wants to build the strongest case possible before making that decision, including by going to court to force witnesses to comply.

Senate Republicans have mixed reactions to the surprise announcement that the Justice Department has appointed former FBI Director Robert Mueller as a special counsel to oversee a federal investigation into possible collusion between Russia and the Trump campaign in 2016.

The Justice Department on Wednesday appointed former FBI Director Robert Mueller to lead the investigation. Mueller will have sweeping powers and the authority to prosecute any crimes he uncovers.

Senate Intelligence Committee Chairman Richard Burr who considered the appointment as a good decision said that ousted National Security Adviser Michael Flynn will not honor a subpoena issued by a Senate committee looking into Russia's meddling in the 2016 presidential election. Burr told reporters Thursday that Flynn's lawyer informed the panel he will not abide by a subpoena for private documents.

President Donald Trump lashed out at the appointment of a special counsel to investigate allegations that his campaign collaborated with Russia to sway the 2016 election, tweeting Thursday that it is "the single greatest witch hunt of a politician in American history!"

Reactions from Congress to Mueller's appointment were mainly positive, even though Republicans had dismissed an independent outside investigation as unnecessary and duplicative of what congressional committees already are doing.

Sen. John McCain of Arizona, the Republican chairman of the Armed Services Committee, says it's a "scandal" of Watergate proportions, and the only way to end it is to get out the full truth.

Republicans have largely stood behind Trump in the first months of his presidency as the FBI and congressional investigations into Russia's election meddling intensified. But GOP lawmakers have grown increasingly anxious since Trump fired Comey, who had been leading the bureau's probe - and after Comey associates said he had notes from a meeting in which Trump asked him to shut down the investigation into the Russia ties of former National Security Adviser Michael Flynn.

Senate Republicans gave mixed reactions to the surprise announcement that the Justice Department has appointed former FBI Director Robert Mueller as a special counsel to oversee a federal investigation into possible collusion between Russia and the Trump campaign in 2016.

The Justice Department on Wednesday appointed former FBI Director Robert Mueller to lead the investigation.

Mueller will have sweeping powers and the authority to prosecute any crimes he uncovers.

Senate Intelligence Committee Chairman Richard Burr who considered the appointment as a good decision said that ousted National Security Adviser Michael Flynn will not honor a subpoena issued by a Senate committee looking into Russia's meddling in the 2016 presidential election.

Burr told reporters Thursday that Flynn's lawyer informed the panel he will not abide by a subpoena for private documents.

President Donald Trump lashed out at the appointment of a special counsel to investigate allegations that his campaign collaborated with Russia to sway the 2016 election, tweeting Thursday that it is "the single greatest witch hunt of a politician in American history!"

Reactions from Congress to Mueller's appointment were mainly positive, even though Republicans had dismissed an independent outside investigation as unnecessary and duplicative of what congressional committees already are doing.

Sen. John McCain of Arizona, the Republican chairman of the Armed Services Committee, says it's a "scandal" of Watergate proportions, and the only way to end it is to get out the full truth.

Republicans have largely stood behind Trump in the first months of his presidency as the FBI and congressional investigations into Russia's election meddling intensified.

But GOP lawmakers have grown increasingly anxious since Trump fired Comey, who had been leading the bureau's probe - and after Comey associates said he had notes from a meeting in which Trump asked him to shut down the investigation into the Russia ties of Flynn.

Senate Republicans have mixed reactions to the surprise announcement that the Justice Department has appointed former FBI Director Robert Mueller as a special counsel to oversee a federal investigation into possible collusion between Russia and the Trump campaign in 2016.

The Justice Department on Wednesday appointed former FBI Director Robert Mueller to lead the investigation. Mueller will have sweeping powers and the authority to prosecute any crimes he uncovers.

Senate Intelligence Committee Chairman Richard Burr who considered the appointment as a good decision said that ousted National Security Adviser Michael Flynn will not honor a subpoena issued by a Senate committee looking into Russia's meddling in the 2016 presidential election. Burr told reporters Thursday that Flynn's lawyer informed the panel he will not abide by a subpoena for private documents.

President Donald Trump lashed out at the appointment of a special counsel to investigate allegations that his campaign collaborated with Russia to sway the 2016 election, tweeting Thursday that it is "the single greatest witch hunt of a politician in American history!"

Reactions from Congress to Mueller's appointment were mainly positive, even though Republicans had dismissed an independent outside investigation as unnecessary and duplicative of what congressional committees already are doing.

Sen. John McCain of Arizona, the Republican chairman of the Armed Services Committee, says it's a "scandal" of Watergate proportions, and the only way to end it is to get out the full truth.

Republicans have largely stood behind Trump in the first months of his presidency as the FBI and congressional investigations into Russia's election meddling intensified. But GOP lawmakers have grown increasingly anxious since Trump fired Comey, who had been leading the bureau's probe - and after Comey associates said he had notes from a meeting in which Trump asked him to shut down the investigation into the Russia ties of former National Security Adviser Michael Flynn.:

Tucker says Rosenstein's exit raises questions about how Trump nominee William Barr will deal with Mueller once Barr is confirmed.

"There are some critical decisions that are yet to be made in terms of what to do with the report of Mueller whenever it is produced for the Justice Department," Tucker says.

"Congress has said that if the department doesn't provide it to them, they'll subpoena for it. And so one question will become whether that document, whatever form it takes, will be made public or disclosed to Congress, and the new attorney general, namely Bill Barr, would be responsible for that.

Barr is scheduled to go before the Senate Judiciary Committee next week for his confirmation hearings. He could be installed at the Justice Department as early as February.

Steve Bannon's attorney relayed questions, in real time, to the White House during a House Intelligence Committee interview of the former Trump chief strategist, people familiar with the closed-door session told The Associated Press.

As lawmakers probed Bannon's time working for President Donald Trump, Bannon's attorney Bill Burck was asking the White House counsel's office by phone during the Tuesday session whether his client could answer the questions.

He was told by that office not to discuss his work on the transition or in the White House.

It's unclear who Burck was communicating with in the White House.

Tuesday's conversations were confirmed by a White House official and a second person familiar with Bannon's interview. They spoke only on condition of anonymity because they were not authorized to speak publicly.

On Wednesday, the AP also confirmed that Bannon will meet with Mueller's investigators for an interview instead of appearing before a grand jury. A person familiar with that issue confirmed the interview and said Bannon is expected to cooperate with Mueller. The person was not authorized to speak publicly about private conversations.

It's unclear when the interview might occur.

Bannon refused to answer a broad array of queries from the House Intelligence Committee about his time working for Trump, leading the Republican committee chairman to authorize a subpoena.

The developments brought to the forefront questions about White House efforts to control what current and former aides tell Congress about their time in Trump's inner circle, and whether Republicans on Capitol Hill would force the issue.
