House Judiciary Chairman Jerrold Nadler says the responsibility to look into US President Donald Trump's "crimes, lies and other wrongdoing" falls on Congress, and he has vowed to finish the work Special Counsel Robert Mueller has done.

Nadler made the comments in New York Wednesday in response to the special counsel's earlier remarks about the investigation - Mueller's first public statement since his redacted report was made public in April.

"Although Department of Justice policy prevented the special counsel from bringing criminal charges against the president, the special counsel has clearly demonstrated that President Trump is lying. He is lying about the special counsel's findings, lying about the testimony of key witnesses in the special counsel's report, and above all, lying in saying that the special counsel found no obstruction and no collusion," Nadler said.

"Unfortunately, Special Counsel Mueller was unable to pursue criminal charges against the president because Department of Justice policy prevents a sitting president from being prosecuted. That policy, in my opinion, is wrong but it prevented a special counsel from pursuing justice to the fullest extent possible. Therefore, as Mueller again highlighted this morning, it falls to Congress to respond to the crimes, lies, and other wrongdoing of President Trump," he added.

Mueller's first public statement on the Russia investigation is fuelling fresh calls on Capitol Hill to begin impeachment proceedings against Trump, a step that Democratic leaders have so far resisted.

Elaine Kamarck, of the Brookings Institution says "we're pretty much at the end of this process" as she discussed the next steps in the special prosecutors Russia probe.

Kamarack, Senior fellow in the Governance Studies program as well as the Director of the Center for Effective Public Management , said on Tuesday that "The only thing that really seems to remain is whether or not the president himself is guilty of some crimes and do those crimes constitute in the minds of the members of Congress, high crimes and misdemeanors."

In a related story The Associated Press reports that President Donald Trump has been calling the Russia probe a witch hunt for two years.

But now, Trump and his allies are starting to see it as something potentially very different: a political opportunity.

Trump has grown increasingly confident that special counsel Robert Mueller's report will produce no clear evidence of a conspiracy between Russia and his election campaign.

A change is also underway among congressional Democrats, who had believed the report would offer damning evidence

Elaine Kamarck, of the Brookings Institution says "we're pretty much at the end of this process" as she discussed the next steps in the special prosecutors Russia probe.

Kamarack, Senior fellow in the Governance Studies program as well as the Director of the Center for Effective Public Management , said on Tuesday that "The only thing that really seems to remain is whether or not the president himself is guilty of some crimes and do those crimes constitute in the minds of the members of Congress, high crimes and misdemeanors."

In a related story The Associated Press reports that President Donald Trump has been calling the Russia probe a witch hunt for two years.

But now, Trump and his allies are starting to see it as something potentially very different: a political opportunity.

Trump has grown increasingly confident that special counsel Robert Mueller's report will produce no clear evidence of a conspiracy between Russia and his election campaign.

A change is also underway among congressional Democrats, who had believed the report would offer damning evidence

The House Judiciary Committee is expected to prepare subpoenas this week seeking special counsel Robert Mueller's full Russia report as the Justice Department appears likely to miss an April 2 deadline set by Democrats for the report's release.

The Judiciary panel plans to vote on subpoenas Wednesday, a day after the deadline.

The chairmen of several House committees asked for the full report last week after Attorney General William Barr released a four-page summary laying out the report's principal conclusions.

Barr said in a letter to the House and Senate Judiciary committees on Friday that a redacted version of the full 300 page report would be released by mid-April, if not sooner.

At the White House, President Donald Trump said the prospect of subpoenas were "ridiculous," but that he would abide by Barr's decision on the matter.

"I think it's a disgrace," Trump said.  "These are just Democrats that want to try and demean this country and it shouldn't be allowed."

The planned committee vote, announced Monday morning, would not automatically issue subpoenas but authorize House Judiciary Committee Chairman Jerrold Nadler, D-N.Y., to send them.

The panel will also vote to authorize subpoenas related to a number of President Donald Trump's former top advisers, including strategist Steve Bannon, Communications Director Hope Hicks, Chief of Staff Reince Priebus, White House Counsel Donald McGahn and counsel Ann Donaldson. Donaldson served as McGahn's chief of staff before both left the administration.

The panel is also expected to file a lawsuit next week to try to enforce a subpoena against former White House counsel Donald McGahn, a key Mueller witness, if he doesn't comply before then.

That suit is expected to challenge the White House's claim that former White House employees have "absolute immunity" from testifying before Congress.

The move comes after Mueller's testimony Wednesday to Congress saying he had not "exculpated" President Donald Trump. Democrats are trying to focus public attention on Mueller's words and on his 448-page report's contents, including several episodes in which Trump sought to influence the special counsel's investigation into Russia election interference.

Mueller concluded that he could not exonerate Trump on obstruction of justice. He also concluded that there was no evidence of a criminal conspiracy between Trump's campaign and Russia.

The panel has struggled to bring in witnesses like McGahn who spoke extensively to Mueller because the White House has directed them to refuse to testify. Trump has said he will fight "all of the subpoenas."

Nadler said the committee is still negotiating with McGahn for documents and testimony, and the committee will file the lawsuit "in very short order" if he does not comply.

The court battles are beginning as the House leaves for a six-week recess and Democrats are debating whether to impeach the Republican president. More than 90 House Democrats have said they favor starting the impeachment process, but House Speaker Nancy Pelosi has said she wants to build the strongest case possible before making that decision, including by going to court to force witnesses to comply.

Nadler said the court filing will include a line saying that the materials are necessary "to determine whether the committee should recommend articles of impeachment."

House Republicans say Robert Mueller's testimony Wednesday uncovered no meaningful new information and that it's time to move on.

Minority Leader Kevin McCarthy told press on Wednesday that "this should be the end of the chapter that we put America through."

US House Speaker Nancy Pelosi, following Mueller's testimony, is making some of her strongest comments yet about the House possibly proceeding with impeachment proceedings against President Donald Trump.

Pelosi says a "cone of silence" from the White House that's not providing documents and witness testimony "will not prevent us from going forward." She adds, "In fact, it's even more grounds to go forward."

Pelosi tells reporters she wants "the strongest possible hand" by continuing the House's court actions aimed at forcing White House cooperation.

Democrats launched a sweeping new probe of President Donald Trump on Monday, an aggressive investigation that threatens to shadow the president through the 2020 election season with inquiries into his White House, campaign and family businesses.

Rep. Jerrold Nadler, the chairman of the House committee that would be in charge of impeachment says the panel is requesting documents Monday from more than 60 people from Trump's administration, family and business as part of a rapidly expanding Russia investigation. The panel sent document requests to 81 people linked to the president and his associates.

Maryland Democrat, Jamie Raskin, who is a member of the committee said, "There is a lot of criminality which has already been attested to by one witness, Michael Cohen. But we want to hear from lots more witnesses and we want to get a lot more documentary evidence."  

The broad investigation could be setting the stage for an impeachment effort, although Democratic leaders have pledged to investigate all avenues and review special counsel Robert Mueller's report before trying any drastic action.

"If it leads to impeachment because there is evidence of high crimes and misdemeanors that actually undermine the fabric of our constitutional democracy, then so be it. Then that's something, we'll have to do," said Raskin.

President Donald Trump said he'll cooperate with the House Judiciary Committee's sweeping investigation into his White House, campaign and businesses, but when a reporter asked him Monday if he was going to cooperate with the investigation led by Committee Chairman Jerrold Nadler, Trump replied: "I cooperate all the time with everybody. You know, the beautiful thing, no collusion. It's all a hoax."

Raskin said the response of "no collusion" is a "red herring."  

"What we're looking for is public corruption and crimes against the republic," said Raskin.

The chairman of the House Judiciary Committee suggested on Wednesday that former Acting Attorney General Matthew Whitaker may have had conversations with President Donald Trump about Michael Cohen's legal troubles, saying that Whitaker "did not deny" the conversations during a private meeting on Capitol Hill.

Representative Jerrold Nadler did not get into the specifics of what Whitaker said when he met with Nadler and the top Republican on the panel, Georgia Representative Doug Collins.

Collins said he heard Whitaker's comments differently and maintained that Whitaker said he "had not talked with the president about Mr. Cohen at all." Two Republican staff members in the room backed up Collins' version. The aides spoke on condition of anonymity to discuss the confidential meeting.

There was no transcript taken at the meeting, according to the Republican aides, so it wasn't clear exactly what Whitaker said, and it may never be clear.

But the dispute could have high stakes, as Democrats have voiced concerns that Whitaker was a Trump loyalist whose appointment, they suspect, was aimed at suppressing investigations of the Republican president.

Whitaker returned to Capitol Hill on Wednesday after Democrats said they wanted him to clarify his open testimony before the Judiciary panel in February.

One thing that Nadler said he had questions about was whether Trump had "lashed out" at Whitaker after Cohen, Trump's former personal lawyer, pleaded guilty to campaign finance violations and lying to Congress.

News reports said Trump did lash out at Whitaker, but Whitaker said in the hearing that he did not.

In a letter to Whitaker asking for him to return and clarify his comments, Nadler said that the committee "has identified several individuals with direct knowledge of the phone calls you denied receiving" from the White House.

After Wednesday's meeting, Nadler said that "unlike in the hearing room, Mr. Whitaker did not deny that the president called him to discuss the Michael Cohen case".

Nadler also said after the meeting that Whitaker was "directly involved" in conversations about whether to fire "one or more" US attorneys - he did not say which ones - and that he was "involved in conversations" about the Southern District of New York's case against Cohen and whether it might have gone too far. Nadler did not give details on those conversations.

Collins said that Whitaker suggested the conversations about district attorneys were normal personnel issues, and to characterize those comments otherwise were "an overreach and a stretch." Collins added that Whitaker said he hadn't had any conversations with officials in the Southern District of New York.

According to the Republican aides, Whitaker said that those conversations were among other Justice Department staff and that Whitaker said he thought some of the claims in the campaign finance case were "specious" from a legal standpoint.

At the February hearing, which was held while Whitaker was still acting attorney general, Democrats confronted him on his past criticism of special counsel Robert Mueller's work and his refusal to recuse himself from overseeing it, attacked him over his prior business dealings, and challenged his credentials as the country's chief law enforcement officer.

Nadler said after the public testimony that his answers were "unsatisfactory, incomplete or contradicted by other evidence."

In the letter sent to the Justice Department, Nadler said Whitaker didn't offer clear responses about his communications with the White House and was inconsistent about what questions he refused to answer.

Whitaker left the Justice Department after Attorney General William Barr was confirmed on 14 February.

Nadler is proposing to hold Barr in contempt after the Justice Department declined to provide the committee with a full, unredacted version of special counsel Mueller's report on Trump and Russia. The committee had given Barr until 9 a.m. Monday to comply.

A legal scholar says that the the battle between the Democrat-led House and President Donald Trump over special counsel Robert Mueller's report could lead to a constitutional crisis.

Victoria Nourse, a professor at Georgetown Law University, views the Trump administration as "the most combative" since former President Richard Nixon.

Nourse, who has served both Republicans and Democrats as a legal counsel, says that the current battle between Trump and House Republicans could end up in court.

While she believes that there is legal precedent that defends Congress' ability to request documents, Trump could ultimately decide not to comply with any judicial ruling.

"My biggest fear is that if it were to go to court and the court were to affirm Congress' authority that the president would simply refuse," Nurse said, referring to potential contempt proceedings against Attorney General Bill Barr and subpoenas House Democrats have threatened to issue over a number of investigations.  

"That would be a true constitutional crisis because in fact you would have one branch saying to the other branch, the courts, 'I'm not going to pay attention to you,' in which case there is no way to resolve that. The only way to resolve it would be in fact impeachment under the Constitution and that's a very extreme remedy."

House Judiciary Committee Chairman Jerrold Nadler has scheduled a Wednesday vote to hold Attorney General William Barr in contempt of Congress. Nadler is proposing to hold Barr in contempt after the Justice Department declined to provide the committee with a full, unredacted version of special counsel Mueller's report on Trump and Russia. The committee had given Barr until 9 a.m. Monday to comply.

Republicans have sharply criticized Democrats as they have battled Trump's administration over the Mueller report, subpoenaed multiple administration witnesses and made efforts to gain access to Trump's personal and business financial records. Trump has said he will fight "all the subpoenas."

"The weight is in favor of Congress's investigatory authority. Now, his (President Donald Trump) argument will be, 'well they don't need it anymore because we have the Mueller report,' but his judgment is not the final judgment. We know that from United States versus Nixon. The Nixon case says the president cannot decide on his own. The court is the final arbiter of whether Congress needs this information or it's within its congressional constitutional authority. So, I don't see any legitimate ground for the executive to be pushing back against Mueller testimony. Again, to do that, they'd also perhaps support it with this unitary executive theory that all members of the executive branch are under the president's authority and therefore he can order him not to testify. Mueller's response to that, I expect, would be simply to resign."
