House Republicans are pledging tough questioning of special counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by President Donald Trump in a potentially last-ditch bid to impeach him.

Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning." He said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law 6 ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee. He argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present - or let Mueller present - those facts to the American people ... because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report. While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation . But Mueller believed Trump couldn't be indicted in part because of a Justice Department opinion against prosecuting a sitting president.

House Judiciary Chairman Jerrold Nadler said his committee is filing a court petition Friday in an effort to obtain secret grand jury material underlying former special counsel Robert Mueller's report.

The panel is also expected to file a lawsuit next week to try to enforce a subpoena against former White House counsel Donald McGahn, a key Mueller witness, if he doesn't comply before then.

That suit is expected to challenge the White House's claim that former White House employees have "absolute immunity" from testifying before Congress.

The move comes after Mueller's testimony Wednesday to Congress saying he had not "exculpated" President Donald Trump. Democrats are trying to focus public attention on Mueller's words and on his 448-page report's contents, including several episodes in which Trump sought to influence the special counsel's investigation into Russia election interference.

Mueller concluded that he could not exonerate Trump on obstruction of justice. He also concluded that there was no evidence of a criminal conspiracy between Trump's campaign and Russia.

The panel has struggled to bring in witnesses like McGahn who spoke extensively to Mueller because the White House has directed them to refuse to testify. Trump has said he will fight "all of the subpoenas."

Nadler said the committee is still negotiating with McGahn for documents and testimony, and the committee will file the lawsuit "in very short order" if he does not comply.

The court battles are beginning as the House leaves for a six-week recess and Democrats are debating whether to impeach the Republican president. More than 90 House Democrats have said they favor starting the impeachment process, but House Speaker Nancy Pelosi has said she wants to build the strongest case possible before making that decision, including by going to court to force witnesses to comply.

House Judiciary Chairman Jerrold Nadler said his committee is filing a court petition Friday in an effort to obtain secret grand jury material underlying former special counsel Robert Mueller's report.

The panel is also expected to file a lawsuit next week to try to enforce a subpoena against former White House counsel Donald McGahn, a key Mueller witness, if he doesn't comply before then.

That suit is expected to challenge the White House's claim that former White House employees have "absolute immunity" from testifying before Congress.

The move comes after Mueller's testimony Wednesday to Congress saying he had not "exculpated" President Donald Trump. Democrats are trying to focus public attention on Mueller's words and on his 448-page report's contents, including several episodes in which Trump sought to influence the special counsel's investigation into Russia election interference.

Mueller concluded that he could not exonerate Trump on obstruction of justice. He also concluded that there was no evidence of a criminal conspiracy between Trump's campaign and Russia.

The panel has struggled to bring in witnesses like McGahn who spoke extensively to Mueller because the White House has directed them to refuse to testify. Trump has said he will fight "all of the subpoenas."

Nadler said the committee is still negotiating with McGahn for documents and testimony, and the committee will file the lawsuit "in very short order" if he does not comply.

The court battles are beginning as the House leaves for a six-week recess and Democrats are debating whether to impeach the Republican president. More than 90 House Democrats have said they favor starting the impeachment process, but House Speaker Nancy Pelosi has said she wants to build the strongest case possible before making that decision, including by going to court to force witnesses to comply.

Nadler said the court filing will include a line saying that the materials are necessary "to determine whether the committee should recommend articles of impeachment."

US House Judiciary Committee Chairman Jerrold Nadler said former Trump campaign manager Corey Lewandowski remained obligated to answer the committee's questions, despite a White House order that he not discuss his confidential conversations with the president.

Lewandowski is testifying at the committee's first official hearing in what the panel is calling an impeachment investigation.

The White House sent Nadler a letter late Monday saying that Lewandowski was not allowed to discuss his conversations with President Donald Trump beyond what is already public in former special counsel Robert Mueller's report.

Nadler said in a letter back to the White House on Tuesday that Nadler must answer questions because the committee has subpoenaed him.

Mueller's investigators detailed two episodes in which Trump asked Lewandowski to direct then-Attorney General Jeff Sessions to limit Mueller's investigation.

The Republican members of the committee accused the chairman that the hearing wasn't really about finding out information.

"My majority made a promise, we'll impeach him, we'll investigating," said ranking member Rep. Doug Collins.

"For most of them it happened in November 2016 because they couldn't believe the Donald Trump won. And they still can't get over it today."

House Republicans say Robert Mueller's testimony Wednesday uncovered no meaningful new information and that it's time to move on.

Minority Leader Kevin McCarthy told press on Wednesday that "this should be the end of the chapter that we put America through."

US House Speaker Nancy Pelosi, following Mueller's testimony, is making some of her strongest comments yet about the House possibly proceeding with impeachment proceedings against President Donald Trump.

"There was no collusion.  There was no obstruction," the president told reporters. "And I think that the Mueller investigation has been totally discredited."

Although the report criticized former FBI Director James Comey for multiple decisions that investigators said broke from protocol. But the inspector general said it found no evidence that political bias affected the outcome of the investigation.

And the report focused only on the FBI's actions during the 2016 election, not the Mueller investigation.

House Judiciary Committee Chairman Jerrold Nadler says former Trump campaign manager Corey Lewandowski remains obligated to answer the committee's questions despite a White House order that he not discuss his confidential conversations with the president.

Lewandowski is testifying at the committee's first official hearing in what the panel is calling an impeachment investigation.

The White House sent Nadler a letter late Monday saying that Lewandowski was not allowed to discuss his conversations with President Donald Trump beyond what is already public in former special counsel Robert Mueller's report.

Nadler said in a letter back to the White House on Tuesday that Nadler must answer questions because the committee has subpoenaed him.

Mueller's investigators detailed two episodes in which Trump asked Lewandowski to direct then-Attorney General Jeff Sessions to limit Mueller's investigation.

The Republican members of the committee accused the chairman that the hearing wasn't really about finding out information.

"My majority made a promise, we'll impeach him, we'll investigating," said ranking member Rep. Doug Collins.

"For most of them it happened in November 2016 because they couldn't believe the Donald Trump won. And they still can't get over it today."

Democrats launched a sweeping new probe of President Donald Trump on Monday, an aggressive investigation that threatens to shadow the president through the 2020 election season with inquiries into his White House, campaign and family businesses.

Rep. Jerrold Nadler, the chairman of the House committee that would be in charge of impeachment says the panel is requesting documents Monday from more than 60 people from Trump's administration, family and business as part of a rapidly expanding Russia investigation. The panel sent document requests to 81 people linked to the president and his associates.

Maryland Democrat, Jamie Raskin, who is a member of the committee said, "There is a lot of criminality which has already been attested to by one witness, Michael Cohen. But we want to hear from lots more witnesses and we want to get a lot more documentary evidence."  

The broad investigation could be setting the stage for an impeachment effort, although Democratic leaders have pledged to investigate all avenues and review special counsel Robert Mueller's report before trying any drastic action.

"If it leads to impeachment because there is evidence of high crimes and misdemeanors that actually undermine the fabric of our constitutional democracy, then so be it. Then that's something, we'll have to do," said Raskin.

President Donald Trump said he'll cooperate with the House Judiciary Committee's sweeping investigation into his White House, campaign and businesses, but when a reporter asked him Monday if he was going to cooperate with the investigation led by Committee Chairman Jerrold Nadler, Trump replied: "I cooperate all the time with everybody. You know, the beautiful thing, no collusion. It's all a hoax."

Raskin said the response of "no collusion" is a "red herring."  

"What we're looking for is public corruption and crimes against the republic," said Raskin.

A legal scholar says that the the battle between the Democrat-led House and President Donald Trump over special counsel Robert Mueller's report could lead to a constitutional crisis.

Victoria Nourse, a professor at Georgetown Law University, views the Trump administration as "the most combative" since former President Richard Nixon.

Nourse, who has served both Republicans and Democrats as a legal counsel, says that the current battle between Trump and House Republicans could end up in court.

While she believes that there is legal precedent that defends Congress' ability to request documents, Trump could ultimately decide not to comply with any judicial ruling.

"My biggest fear is that if it were to go to court and the court were to affirm Congress' authority that the president would simply refuse," Nurse said, referring to potential contempt proceedings against Attorney General Bill Barr and subpoenas House Democrats have threatened to issue over a number of investigations.  

"That would be a true constitutional crisis because in fact you would have one branch saying to the other branch, the courts, 'I'm not going to pay attention to you,' in which case there is no way to resolve that. The only way to resolve it would be in fact impeachment under the Constitution and that's a very extreme remedy."

House Judiciary Committee Chairman Jerrold Nadler has scheduled a Wednesday vote to hold Attorney General William Barr in contempt of Congress. Nadler is proposing to hold Barr in contempt after the Justice Department declined to provide the committee with a full, unredacted version of special counsel Mueller's report on Trump and Russia. Republicans have sharply criticized Democrats as they have battled Trump's administration over the Mueller report, subpoenaed multiple administration witnesses and made efforts to gain access to Trump's personal and business financial records. Trump has said he will fight "all the subpoenas."

"More than a year ago, White House counsel Don McGahn sat for the first of several interviews with Special Counsel Robert Mueller. Over the course of those interviews, he described how the president directed him to have the special counsel fired. He described how the president ordered him to lie about it. He described several other obstructive incidents outlined in the special counsel's report.  The president, in contrast, refused to be interviewed by the special counsel, or even to answer written questions about his attempts to obstruct the investigation."

"When this committee issues a subpoena even to a senior presidential adviser, the witness must show up. Our subpoenas are not optional. Mr. McGahn has a legal obligation to be here for this scheduled appearance. If he does not immediately correct his mistake, this committee will have no choice but to enforce the subpoena against him. Mr. McGahn did not appear today because the president prevented it. Just as the president has said that he would quote fight all subpoenas closed quote issued by Congress as part of his broader efforts to cover up his misconduct."

"But for the Department of Justice's policy of refusing to indict any sitting president, I believe the president would have been indicted and charged with these crimes. I am not alone in this belief. Over 900 former federal prosecutors from across the political spectrum whose job was to determine when the elements of a crime have been satisfied have stated, have agreed that the President committed crimes that would have been charged if he were not the sitting president."

"The president has declared out loud his intention to cover up this misconduct. He told Mr. McGahn to commit crimes in his behalf. He told Mr. McGahn to lie about it. After the report came out, the president claimed that Mr. McGahn lied to the special counsel about what happened. Then he directed Mr. McGahn not to come here today so that the public would not hear his testimony. And so that we could not question him. President Trump may think he can hide behind his lawyers as he launches a series of bases legal arguments designed to obstruct our work. He cannot think these legal arguments will prevail in court but he can think he can slow us down and run out the clock on the American people. Let me be clear, this committee will hear Mr. McGahn's testimony even if we have to go to court to secure it. We will not allow the president to prevent the American people from hearing from this witness. We will not allow the president to block congressional subpoenas, putting himself and his allies above the law. We will not allow the president to stop this investigation and nothing in these unjustified and unjustifiable legal attacks will stop us from pressing forward with our work on behalf of the American people. We will hold this president accountable one way or the other."

STORYLINE:

House Judiciary Committee Chairman Jerry Nadler rebuked President Donald Trump and former White House Counsel Don McGahn for defying a subpoena for McGahn's testimony before the committee Tuesday.

President Donald Trump directed McGahn to ignore the committee's subpoena to testify. A lawyer for McGahn said he would follow the president's directive.

House Judiciary Committee Chairman Jerrold Nadler said the committee will vote to hold McGahn in contempt of Congress if he did not testify.

It is one of several actions against current and former members of the administration as Trump has said he will fight "all of the subpoenas."

McGahn was a key witness in the investigation of special counsel Robert Mueller.
