Special counsel Robert Mueller, breaking a two-year silence on his investigation into ties between Russia and the Trump campaign, says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Mueller says that he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office.

In his first public comments in the probe, Mueller said on Wednesday "it would be unfair" to potentially accuse someone of a crime when the person couldn't stand trial to defend himself.

Mueller's comments echoed the findings in his public report.

Mueller's report revealed that US President Donald Trump tried to seize control of the Russia probe and force Mueller's removal to stop him from investigating potential obstruction of justice by the Republican president.

Trump has called the investigation a "witch hunt."

They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate. And at the same time, as the grand jury alleged in a separate indictment, a private Russian entity engaged in a social media operation where Russian citizens posed as Americans in order to influence an election. These indictments contain allegations and we are not commenting on the guilt or the innocence of any specific defendant. Every defendant is presumed innocent unless and until proven guilty. The indictments allege and the other activities in our report describe efforts to interfere in our political system. They needed to be investigated and understood and that is among the reasons why the Department of Justice established our office. That is also a reason we investigated efforts to obstruct the investigation.  The matters we investigated were of paramount importance. It was critical for us to obtain full and accurate information from every person we questioned. When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to find the truth and hold wrongdoers accountable. Let me say a word about the report. The report has two parts, addressing the two main issues we were asked to investigate. The first volume of the report details numerous efforts emanating from Russia to influence the election. This volume includes a discussion of the Trump campaign's response to this activity as well as our conclusion that there was insufficient evidence to charge a broader conspiracy. And in the second volume, the report describes the results and analysis of our obstruction of justice investigation involving the president. The order appointing me Special Counsel authorized us to investigate actions that could obstruct the investigation. We conducted that investigation and we kept the office of the acting attorney general apprised of the progress of our work and as set forth in the report, after that investigation, if we had had confidence that the president clearly did not commit a crime we would have said so. We did not however make a determination as to whether the president did commit a crime. The introduction to the volume 2 of our report explains that decision. It explains that under long standing department policy a president cannot be charged with a federal crime while he is in office. That is unconstitutional. Barr, who was nominated by Trump in December, and Deputy Attorney General Rod Rosenstein, who appointed Mueller in May 2017 and oversaw much of his work, went further in Trump's favor.

The attorney general said he and Rosenstein had determined that Mueller's evidence was insufficient to prove in court that Trump had committed obstruction of justice to hamper the probe. An attorney linked to a former Trump campaign official admitted Tuesday he lied to federal investigators working for special counsel Robert Mueller.

Alex van der Zwaan, who worked at the law firm Skadden, Arps, Slate, Meagher & Flom until he was fired last year, appeared at the federal courthouse in Washington where he formally pleaded guilty to a single charge of making false statements about his interactions with former Trump campaign aide Rick Gates.

Associated Press reporter Eric Tucker says Mueller is sending a clear message that he won't tolerate lying. This is the 4th person to be prosecuted for lying to investigators.

Van der Zwaan's plea comes on the heels of an extraordinary indictment from Mueller last week that charged 13 Russian individuals and three Russian companies in a hidden social media effort to meddle in the 2016 U.S. presidential election by denigrating Democrat Hillary Clinton and boosting the chances of Trump.

But the charge against the attorney, who is also the son-in-law of a Russian billionaire, does not involve election meddling or relate to the Trump campaign's operations. Instead, it stems from the special counsel's investigation into Paul Manafort, Trump's former campaign chair, and Gates, who is a longtime business associate of Manafort.

Gates and Manafort were indicted last year and accused of conspiring to launder millions of dollars they earned from political consulting work in Ukraine. As part of that indictment, Manafort and Gates are accused of directing a covert Washington lobbying campaign on behalf of pro-Russian Ukrainian interests before they joined the Trump campaign. Both have pleaded not guilty.

Van der Zwaan, 33, of London admitted to lying to federal authorities while they questioned him about the production of a report that Manafort and Gates are accused of secretly funding by funneling money through an offshore account.

Thirteen Russians and three Russian entities were charged Friday with an elaborate plot to interfere in the 2016 U.S. presidential election, federal prosecutors announced Friday.

The indictment, brought by the office of special counsel Robert Mueller, alleges that Russians used bogus social media postings and advertisements fraudulently purchased in the name of Americans to sway political opinion during the race between Republican Donald Trump and Hillary Clinton, his Democratic opponent.

The charges are the most direct allegation to date of illegal Russian meddling in the election.

The goal, the indictment says, was to "sow discord in the U.S. political system, including the 2016 presidential election."

Charges include conspiracy, wire fraud, bank fraud and aggravated identity theft.

The charges arise from Mueller's investigation into Russian interference in the election and whether there was improper coordination between the Trump campaign and the Kremlin.

Before Friday, four people, including Trump's former national security adviser and former campaign chairman, had been charged in Mueller's investigation.

The White House had no immediate response to the indictment.

US Special Counsel Robert Mueller said charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Speaking at the US Justice Department Wednesday, Mueller said he was bound by longstanding Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

An attorney linked to a former Trump campaign official admitted Tuesday he lied to federal investigators working for special counsel Robert Mueller.

Alex van der Zwaan, who worked at the law firm Skadden, Arps, Slate, Meagher & Flom until he was fired last year, appeared at the federal courthouse in Washington where he formally pleaded guilty to a single charge of making false statements about his interactions with former Trump campaign aide Rick Gates.

Associated Press reporter Eric Tucker says Mueller is sending a clear message that he won't tolerate lying. This is the 4th person to be prosecuted for lying to investigators.

Van der Zwaan's plea comes on the heels of an extraordinary indictment from Mueller last week that charged 13 Russian individuals and three Russian companies in a hidden social media effort to meddle in the 2016 U.S. presidential election by denigrating Democrat Hillary Clinton and boosting the chances of Trump.

But the charge against the attorney, who is also the son-in-law of a Russian billionaire, does not involve election meddling or relate to the Trump campaign's operations. Instead, it stems from the special counsel's investigation into Paul Manafort, Trump's former campaign chair, and Gates, who is a longtime business associate of Manafort.

Gates and Manafort were indicted last year and accused of conspiring to launder millions of dollars they earned from political consulting work in Ukraine. As part of that indictment, Manafort and Gates are accused of directing a covert Washington lobbying campaign on behalf of pro-Russian Ukrainian interests before they joined the Trump campaign. Both have pleaded not guilty.

Van der Zwaan, 33, of London admitted to lying to federal authorities while they questioned him about the production of a report that Manafort and Gates are accused of secretly funding by funneling money through an offshore account.

Private tensions between Justice Department leaders and special counsel Robert Mueller's team broke into public view in extraordinary fashion Wednesday as Attorney General William Barr pushed back at complaints over his handling of the Trump-Russia investigation report and aimed his own criticism at the special counsel.

Testifying for the first time since releasing Mueller's report, Barr said he was surprised Mueller did not reach a conclusion on whether President Donald Trump had tried to obstruct justice, and that he felt compelled to step in with his own judgment that the president had committed no crime.

The airing of disagreements over the handling of the report was notable given the highly secretive nature of the special counsel's investigation and the public appearance for at least most of the probe that the Justice Department and Mueller's team were unified in approach.

But Barr sought to minimize the rift by suggesting the special counsel's concerns were largely about process, not substance.

Barr's appearance Wednesday before the Senate Judiciary Committee gave him his most extensive opportunity to explain the department's actions, including his news conference held before the Mueller report's release.

It was also a forum for him to repair a reputation bruised by allegations that he's the Republican president's protector and by the emergence of a private letter from Mueller that criticized his handling of the report.

Democrats seized on the daylight between the two men to attack Barr's credibility and accuse him of unduly spinning Mueller's report in the president's favor.

They also pressed him on whether he had misled Congress last month when he professed ignorance about complaints from the special counsel's team. Barr suggested he had not lied because he was in touch with Mueller himself and not his team.

"Mr. Barr, I feel your answer was purposely misleading, and I believe others do too," said Sen. Patrick Leahy, D-Vt.

While Democratic senators bluntly questioned Barr's actions, Republicans, in addition to defending Trump, focused on the president's 2016 Democratic opponent Hillary Clinton's email and campaign practices and what they feel is a lack of investigation of them.

Neither side broke much ground Wednesday on the specifics of Mueller's investigation, though Barr did articulate a robust defense of Trump as he made clear his firm conviction that there was no prosecutable case against the president for obstruction of justice.

Barr entered the hearing on the defensive following reports hours earlier that Mueller had complained to him in a letter and over the phone about the way his findings were being portrayed.

Two days after receiving Mueller's report, Barr released a four-page letter that summarized the main findings.

Mueller's letter, dated March 27, conveys his unhappiness that Barr released what the attorney general saw as the bottom-line conclusions of the special counsel's investigation and not the introductions and executive summaries that Mueller's team had prepared and believed conveyed more nuance and context than Barr's own letter. Mueller said he had communicated the same concern two days earlier.

Once Mueller submitted his report, his work was done and the document was "my baby," Barr insisted defiantly.

"It was my decision how and when to make it public. Not Bob Mueller's," he said.

"With respect to the news of the federal grand jury, I have no reason to believe that the president is under investigation," defense attorney John Dowd told the AP.

Ty Cobb, special counsel to the president, said he wasn't aware Mueller had started using a new grand jury.

"Grand jury matters are typically secret," Cobb said. "The White House favors anything that accelerates the conclusion of his work fairly. ... The White House is committed to fully cooperating with Mr. Mueller."

It was not clear what witnesses might appear before the grand jury or what evidence it might be accumulating or presented with.

Mueller was appointed special counsel in May by the Justice Department following the firing by Trump of FBI Director James Comey. "Instead of asking for people to provide testimony, they can demand testimony under the penalty of perjury and under risk of contempt of court. And with respect to documents, instead of asking people for documents, they can demand documents. And so for example the tax returns, a subpoena can unlock those tax returns," he said.

News of the grand jury came as senators introduced two bipartisan bills aimed at protecting Mueller from being fired by Trump, with both parties signaling resistance to any White House effort to derail the investigation into Russian meddling in last year's election.

The vice dean of Emory University School of Law, Robert Ahdieh, spoke to the Associated Press Friday on issues surrounding the naming of a special prosecutor to lead an independent federal Trump-Russia investigation.

The Justice Department this week hired former FBI Director Robert Mueller as a special counsel to lead the investigation.

Ahdieh says Mueller will have "full legal authority to bring, to conduct investigations, to direct the FBI to gather information, to issue subpoenas for information, and ultimately to bring an indictment".

Deputy Attorney General Rod Rosenstein appointed a special counsel to investigate allegations that Donald Trump's presidential campaign collaborated with Russia.

The announcement, the latest in the shock-a-day Washington saga, was made a day ahead of Rosenstein's scheduled closed-door appearance Thursday afternoon before the Senate.

Democratic senators had been prepared to press him to appoint a special prosecutor, and his decision defused their complaints, leading to praise instead.

The question is what happened after that, and to what extent does the administration now cooperate with the investigation that identifies any wrongdoing and pursues addressing that wrongdoing. The structure now having a special counsel means there is no way to avoid that. There's no dodging that, there's no rallies and political pressure, and demands from members of Congress are not going to deter Robert Mueller. He's going to pursue this where it should be pursued, and no further I suspect. But in that sense it's serious that it will be impossible for this to not reach a conclusion because of politics. And if in fact the conclusion it reaches is problematic, if there is evidence of active collusion of some sort of the Trump campaign with Russia in some fashion, that obviously will be very serious for our democracy and for our political order."

A legal fight over what should happen to records the FBI seized from US President Donald Trump's personal attorney took a surprise twist Monday when the lawyer, Michael Cohen, was forced to reveal a secret _ that he had also done legal work for Fox News host Sean Hannity.

The disclosure came as a New York judge disappointed a lawyer for Trump by letting prosecutors proceed with the cataloguing of evidence including multiple electronic devices that were seized in raids while a system is set up to ensure they are protected by attorney-client privilege.

Lawyers for Cohen and prosecutors had reason to claim success after three hours of arguments left U.S. District Judge Kimba Wood saying she may appoint a special master to help decide how much of the materials are subject to the privilege.

The only disappointed party seemed to be Trump's attorney, Joanna Hendon, who said she was objecting to any plan by prosecutors to search for how many times Trump's name appears in documents as they try to decide how many might be subject to attorney-client privilege.

Prosecutors promised not to study the contents of the materials while the process of protecting privileged materials is resolved.

Wood also denied Hendon's request that lawyers for Trump and Cohen get the first crack at designating documents and other evidence that might be subject to the privilege.

The Hannity revelation came after Wood required Cohen to divulge the names of the clients he's worked with since the 2016 election.

One, of course, was Trump himself.

Another was Elliot Broidy, a Trump fundraiser who resigned from the Republican National Committee on Friday after it was revealed that he paid $1.6 million to a Playboy Playmate with whom he had an extramarital affair. The Playmate became pregnant and elected to have an abortion.

With Cohen by their side on Monday, lawyers initially resisted revealing the name of the third client for privacy reasons, saying it would be embarrassing for the client and that the client had asked that they immediately appeal any request to divulge his name.

But Wood pressed on.

When the name was announced, there were gasps and some laughter in a courtroom packed with journalists. A few of them raced from the courtroom.

Cohen's lawyers did not detail the type of legal work he did for Hannity.

On his radio show, Hannity said Cohen was never involved in any matter between him and any third party.

Hannity, an outspoken supporter of Trump, has been a fierce critic of special counsel Robert Mueller, who is looking into Russian interference in the 2016 U.S. presidential election.

Monday's hearing began with an appearance by porn actress Stormy Daniels, who was swarmed by photographers and nearly fell as she was hustled into the courthouse, a scene that captured the sensational atmosphere around the case.

The last to enter court, she was among the first to leave.

While in court, she smiled several times as she observed the proceedings from a folding chair near the back of the room.

Outside afterward, she said Cohen has acted like he's above the law and that she and her lawyer are committed to making sure everyone learns the truth.

The April 9 raid on Cohen sought information on a variety of matters, including a $130,000 payment made to Daniels, who alleges she had sex with a married Trump in 2006.

A Dutch attorney who lied to federal agents investigating former Trump campaign chairman Paul Manafort was sentenced Tuesday to 30 days in prison in the first punishment handed down in special counsel's Russia investigation. He was also ordered to pay a $20,000 fine.

Alex van der Zwaan's sentence could set a guidepost for what other defendants charged with lying in special counsel Robert Mueller's investigation may receive when their cases are resolved. Among them are a former White House national security adviser and a Trump campaign foreign policy aide.

Van der Zwaan had faced zero to six months in prison under federal sentencing guidelines, and his attorneys had pushed for him to pay a fine and leave the country. But U.S. District Judge Amy Berman Jackson, citing the need to deter others from lying in an investigation of international importance, said incarceration was necessary.

The criminal case against van der Zwaan is not directly related to Russian election interference, the main focus of Mueller's probe. But it has revealed new details about the government's case against Manafort as well as previously undisclosed connections between senior Trump campaign aides, including Rick Gates, and Russia. The allegations have also opened a window into the intersecting universes of international law, foreign consulting work and politics.

AP reporter Chad Day explains that this case "this is actually a very small part of the investigation," but that in some ways it "operates as kind of a guidepost" going forward.

Van der Zwaan admitted in February to lying to federal agents about his contacts with Gates and a person prosecutors have since revealed has been assessed to have ties to Russian intelligence. Though prosecutors did not take a position on whether he should be locked up, they stressed that he had lied "repeatedly" to investigators.

Van der Zwaan's attorneys argued that he had suffered enough already, saying his life had already been destroyed by his "terrible decision" to lie to federal authorities.

The attorneys also pushed Jackson to allow van der Zwaan to return to London as soon as possible where he lives with his wife, who is pregnant with their first child.
