Special counsel Robert Mueller, breaking a two-year silence on his investigation into ties between Russia and the Trump campaign, says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Mueller says that he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office.

In his first public comments in the probe, Mueller said on Wednesday "it would be unfair" to potentially accuse someone of a crime when the person couldn't stand trial to defend himself.

Mueller's comments echoed the findings in his public report.

Mueller's report revealed that US President Donald Trump tried to seize control of the Russia probe and force Mueller's removal to stop him from investigating potential obstruction of justice by the Republican president.

Trump has called the investigation a "witch hunt."

Let me begin where the appointment order begins and that is interference in the 2016 presidential election. As alleged by the grand jury in an indictment, Russian intelligence officers, who were part of the Russian military, launched a concerted attack on our political system. The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate. And at the same time, as the grand jury alleged in a separate indictment, a private Russian entity engaged in a social media operation where Russian citizens posed as Americans in order to influence an election. These indictments contain allegations and we are not commenting on the guilt or the innocence of any specific defendant. Every defendant is presumed innocent unless and until proven guilty. The indictments allege and the other activities in our report describe efforts to interfere in our political system. They needed to be investigated and understood and that is among the reasons why the Department of Justice established our office. That is also a reason we investigated efforts to obstruct the investigation.  The matters we investigated were of paramount importance. It was critical for us to obtain full and accurate information from every person we questioned. When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to find the truth and hold wrongdoers accountable. Let me say a word about the report. The report has two parts, addressing the two main issues we were asked to investigate. The first volume of the report details numerous efforts emanating from Russia to influence the election. This volume includes a discussion of the Trump campaign's response to this activity as well as our conclusion that there was insufficient evidence to charge a broader conspiracy. And in the second volume, the report describes the results and analysis of our obstruction of justice investigation involving the president. The order appointing me Special Counsel authorized us to investigate actions that could obstruct the investigation. We conducted that investigation and we kept the office of the acting attorney general apprised of the progress of our work and as set forth in the report, after that investigation, if we had had confidence that the president clearly did not commit a crime we would have said so. We did not however make a determination as to whether the president did commit a crime. The introduction to the volume 2 of our report explains that decision. Robert Mueller's testimony before Congress will depend not so much on what he says, but that he's even saying it at all.

For Democrats, the special counsel's appearance Wednesday creates a moment many have been waiting for: Mueller finally speaking out, piercing the public consciousness about President Donald Trump's response to the Russia investigation and whether anything should be done about it.

The political stakes are high for Trump, but also for Democrats, who have spent the past two years pushing toward this day. As public attention has drifted and views have hardened, Democrats are counting on Americans hearing what most have not likely read - the stunning findings of Mueller's 448-page report .

Yet there's a real possibility that Mueller may not bring clarity.

It took months to negotiate his appearance before Congress and he has been reluctant to speak beyond what he and his team wrote. Few bombshells are expected. Trump tried to project a lack of interest, claiming he will not tune in to Wednesday's hourslong hearings.

Special counsel Robert Mueller says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Speaking at the Justice Department Wednesday, Mueller said he was bound by longstanding Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witch hunt."

Speaking at the Justice Department Wednesday, Mueller said he was bound by longstanding Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witch hunt."

House Republicans are pledging tough questioning of special counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by President Donald Trump in a potentially last-ditch bid to impeach him.

Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning." He said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law 6 ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee. He argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present - or let Mueller present - those facts to the American people ... because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report. While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation . But Mueller believed Trump couldn't be indicted in part because of a Justice Department opinion against prosecuting a sitting president.

In a related story The Associated Press reports that President Donald Trump has been calling the Russia probe a witch hunt for two years.

But now, Trump and his allies are starting to see it as something potentially very different: a political opportunity.

Trump has grown increasingly confident that special counsel Robert Mueller's report will produce no clear evidence of a conspiracy between Russia and his election campaign.

A change is also underway among congressional Democrats, who had believed the report would offer damning evidence

US President Donald Trump's warning shots for Justice Department leaders and the former FBI director heading the Russian election-meddling probe reveal an escalating fury over investigations that increasingly have ensnared his family and closest advisers.

The president's growing anxiousness about the scope of Special Counsel Robert Mueller's investigation spilled into public view with a warning to Mueller that he would be out of bounds if he dug into the Trump family's finances as he looks for evidence of potential collusion between Russians and Trump associates.

In a wide-ranging interview with The New York Times on Wednesday, Trump exhibited a sweeping displeasure with some of the nation's top law enforcement officials, including Jeff Sessions, his hand-picked attorney general.

Trump said he never would have appointed Sessions if he knew he would recuse from overseeing the Russia investigation, underscoring his continued anger over the decision.

Attorney General Jeff Sessions, publicly skewered by his boss for stepping aside from the Russia-Trump investigations, declared Thursday he still loves his job and plans to stay on.

Yet Donald Trump's airing of his long-simmering frustrations with Sessions raised significant new questions about the future of the nation's top prosecutor.

The White House was quick to insist that the president "has confidence" in Sessions.

However, the episode underscored how the attorney general's crime-fighting agenda is being overshadowed by his fractured relationship with Trump and the continuing investigations into allegations of Russian ties to the Republican candidate's presidential campaign.

The challenges for Sessions were laid bare Thursday when the attorney general, at a Justice Department news conference to announce the takedown of a mammoth internet drug marketplace, faced zero questions about that case and was instead grilled on his reaction to being excoriated by Trump in a New York Times interview a day earlier.

It all followed Trump's statements to the Times that he never would have tapped the former Alabama senator for the job had he known a recusal was coming.

Sessions took himself off the Justice Department-led case in March following revelations he'd failed to disclose his own meetings with the Russian ambassador to the U.S.

That placed the investigation with his deputy, Rod Rosenstein, who in May appointed former FBI Director Robert Mueller to serve as special counsel.

All this comes as the scope of Mueller's probe continues to take shape and as members of the Trump campaign's inner circle, including his eldest son and son-in-law, are being called before Senate committees next week to talk about the 2016 election.

The three men _ Donald Trump Jr., Jared Kushner and Paul Manafort _ will almost certainly be asked about their attendance at a June 2016 meeting with a Russian lawyer.

That gathering was arranged via emails that advertised it would reveal damaging information about Hillary Clinton.

The lawyer, Natalia Veselnitskaya, also said Wednesday she was ready to testify before the U.S. Senate and "clarify the situation."

The meeting raised new questions about the Trump campaign's possible ties to Moscow and how Trump's past business relationships may have factored in.

According to emails released by the younger Trump, the meeting was brokered at the request of Emin Agalarov, a Moscow-based pop singer, whose real-estate tycoon father, Aras, paid $20 million for Trump to stage the Miss Universe contest in Moscow in 2013.

President Donald Trump's warning shots for Justice Department leaders and the former FBI director heading the Russian election-meddling probe reveal an escalating fury over investigations that increasingly have ensnared his family and closest advisers.

The president's growing anxiousness about the scope of Special Counsel Robert Mueller's investigation spilled into public view with a warning to Mueller that he would be out of bounds if he dug into the Trump family's finances as he looks for evidence of potential collusion between Russians and Trump associates.

In a wide-ranging interview with The New York Times on Wednesday, Trump exhibited a sweeping displeasure with some of the nation's top law enforcement officials, including Jeff Sessions, his hand-picked attorney general.

Trump said he never would have appointed Sessions if he knew he would recuse from overseeing the Russia investigation, underscoring his continued anger over the decision.

Attorney General Jeff Sessions, publicly skewered by his boss for stepping aside from the Russia-Trump investigations, declared Thursday he still loves his job and plans to stay on.

Yet Donald Trump's airing of his long-simmering frustrations with Sessions raised significant new questions about the future of the nation's top prosecutor.

The White House was quick to insist that the president "has confidence" in Sessions.

However, the episode underscored how the attorney general's crime-fighting agenda is being overshadowed by his fractured relationship with Trump and the continuing investigations into allegations of Russian ties to the Republican candidate's presidential campaign.

The challenges for Sessions were laid bare Thursday when the attorney general, at a Justice Department news conference to announce the takedown of a mammoth internet drug marketplace, faced zero questions about that case and was instead grilled on his reaction to being excoriated by Trump in a New York Times interview a day earlier.

It all followed Trump's statements to the Times that he never would have tapped the former Alabama senator for the job had he known a recusal was coming.

Sessions took himself off the Justice Department-led case in March following revelations he'd failed to disclose his own meetings with the Russian ambassador to the U.S.

That placed the investigation with his deputy, Rod Rosenstein, who in May appointed former FBI Director Robert Mueller to serve as special counsel.

All this comes as the scope of Mueller's probe continues to take shape and as members of the Trump campaign's inner circle, including his eldest son and son-in-law, are being called before Senate committees next week to talk about the 2016 election.

The three men _ Donald Trump Jr., Jared Kushner and Paul Manafort _ will almost certainly be asked about their attendance at a June 2016 meeting with a Russian lawyer. That gathering was arranged via emails that advertised it would reveal damaging information about Hillary Clinton.

The lawyer, Natalia Veselnitskaya, also said Wednesday she was ready to testify before the U.S. Senate and "clarify the situation."

The meeting raised new questions about the Trump campaign's possible ties to Moscow and how Trump's past business relationships may have factored in.

According to emails released by the younger Trump, the meeting was brokered at the request of Emin Agalarov, a Moscow-based pop singer, whose real-estate tycoon father, Aras, paid $20 million for Trump to stage the Miss Universe contest in Moscow in 2013.

US Special Counsel Robert Mueller said charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Speaking at the US Justice Department Wednesday, Mueller said he was bound by longstanding Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witchhunt."
