Special counsel Robert Mueller, breaking a two-year silence on his investigation into ties between Russia and the Trump campaign, says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Mueller says that he was bound by long-standing Justice Department opinions that say a president can't be indicted while in office.

In his first public comments in the probe, Mueller said on Wednesday "it would be unfair" to potentially accuse someone of a crime when the person couldn't stand trial to defend himself.

Mueller's comments echoed the findings in his public report.

Mueller's report revealed that US President Donald Trump tried to seize control of the Russia probe and force Mueller's removal to stop him from investigating potential obstruction of justice by the Republican president.

Trump has called the investigation a "witch hunt."

I'm speaking out today because our investigation is complete. The attorney general has made the report on our investigation largely public. Let me begin where the appointment order begins and that is interference in the 2016 presidential election. The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate. And at the same time, as the grand jury alleged in a separate indictment, a private Russian entity engaged in a social media operation where Russian citizens posed as Americans in order to influence an election. These indictments contain allegations and we are not commenting on the guilt or the innocence of any specific defendant. Every defendant is presumed innocent unless and until proven guilty. The indictments allege and the other activities in our report describe efforts to interfere in our political system. They needed to be investigated and understood and that is among the reasons why the Department of Justice established our office. That is also a reason we investigated efforts to obstruct the investigation.  The matters we investigated were of paramount importance. It was critical for us to obtain full and accurate information from every person we questioned. When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to find the truth and hold wrongdoers accountable. Let me say a word about the report. The report has two parts, addressing the two main issues we were asked to investigate. The first volume of the report details numerous efforts emanating from Russia to influence the election. This volume includes a discussion of the Trump campaign's response to this activity as well as our conclusion that there was insufficient evidence to charge a broader conspiracy. And in the second volume, the report describes the results and analysis of our obstruction of justice investigation involving the president. The order appointing me Special Counsel authorized us to investigate actions that could obstruct the investigation. We conducted that investigation and we kept the office of the acting attorney general apprised of the progress of our work and as set forth in the report, after that investigation, if we had had confidence that the president clearly did not commit a crime we would have said so. We did not however make a determination as to whether the president did commit a crime. The introduction to the volume 2 of our report explains that decision. President Donald Trump's former lawyer, Michael Cohen, admitted Thursday he had lied to Congress about a Moscow real estate deal he had pursued on Trump's behalf during the heat of the 2016 presidential campaign.

The guilty plea makes clear that prosecutors believe that Trump, who insisted repeatedly throughout the campaign that he had no business dealings in Russia, was continuing to pursue the project weeks after he had clinched the Republican nomination for president and well after he or his associates have publicly acknowledged.

The negotiations about building a Trump Tower in Moscow continued as late as June 2016 - the same month Trump's oldest son met in Manhattan with a Kremlin-connected lawyer - even though Cohen told two congressional committees last year that they ended that January.

"Cohen lied about the extent of his conversations not only with people in the Trump Organization about this deal, but that they went on a lot longer further into the campaign than we previously knew," explains AP reporter Chad Day.

Cohen also discussed the proposal with Trump on multiple occasions and with unidentified members of the president's family, according to court papers filed by special counsel Robert Mueller, who is investigating Russian interference in the presidential election and possible coordination with the Trump campaign.

Prosecutors say Cohen is cooperating with Mueller and has met with his team seven times.

"What this shows is that he has been providing a significant amount of information to their investigation, that they do consider it to be material to what they're investigating and pursuing. And so I think that we're just scratching the surface right now about what Michael Cohen may have told them," Day says.

President Donald Trump has provided the special counsel's office with written answers to questions about his knowledge of Russian interference in the 2016 election, his lawyers said Tuesday, marking the first time Trump has directly cooperated with the investigation.

The step is a milestone in a months-long negotiation between Trump's attorneys and special counsel Robert Mueller's team over whether and when the president would sit for an interview, representing the first time the president is known to have described to investigators his knowledge of key moments under scrutiny by prosecutors.

If Mueller finds the answers satisfactory, the responses may also help stave off a potential subpoena fight over Trump's testimony.

The compromise outcome, nearly a year in the making, offers some benefit to both sides. Trump avoids, at least for now, a potentially risky and unpredictable sit-down with prosecutors, while Mueller secures a set of on-the-record statements whose accuracy the president and his lawyers will be expected to stand by for the duration of the investigation.

Special counsel Robert Mueller has informed President Donald Trump's attorneys that the president is not currently considered a criminal target in the Russia investigation, according to a person familiar with the conversation.

The person, who was not authorized to speak publicly about private conversations and demanded anonymity, said the president is considered a subject of Mueller's probe - not a target. A subject is typically someone whose conduct is of interest to investigators but prosecutors are not certain they've gathered enough evidence to bring charges.

The designation could change at any time, though. The development was first reported by The Washington Post.

Trump's designation as a subject came up as prosecutors and the president's legal team have been negotiating the terms of an interview with him. The president has said he wants to speak with Mueller's team, but his lawyers have not publicly committed to allowing him to be questioned.

Trump attorney Jay Sekulow declined to confirm or discuss the conversations with Mueller.

White House lawyer Ty Cobb also declined to comment.

Mueller's team has signaled that they're interested in discussing several key episodes in the early parts of the Trump administration as they probe possible obstruction of justice.

Prosecutors have told the legal team they want to question Trump about the firings of former FBI Director James Comey and former National Security Adviser Michael Flynn.

Investigators want to discuss conversations Trump had with Comey in which the former FBI director has said the president encouraged him to end an active investigation into Flynn. They're also interested in the events leading up to Flynn's February 2017 firing.

Investigators have said they want to hear from the president to understand his intent and thinking during those events.

Special counsel Robert Mueller says charging a president with a crime was "not an option" his team could consider in the Russia investigation.

Speaking at the Justice Department Wednesday, Mueller said he was bound by longstanding Justice Department opinions that say a president can't be indicted while in office as well as "principles of fairness."

"It would be unfair to potentially accuse somebody of a crime" when the person couldn't stand trial to defend himself, Mueller said in his first public comments about the probe.

Mueller did not rule out testifying before Congress but he served notice that he does not intend to go beyond what has already been revealed in his report.

Saying "the work speaks for itself," Mueller said the report is his "testimony" and that he "would not provide information beyond that which is already public in any appearance before Congress."

Mueller ended his nearly ten-minute remarks saying there were "multiple, systematic efforts" to interfere in the 2016 presidential election, and that "deserves the attention of every American."

He detailed that meddling in an indictment last year, charging 12 Russian military intelligence officers with hacking Democratic email accounts.

Mueller's probe found there was no evidence that President Donald Trump's campaign colluded or conspired with Russia. But a report released at the end of the investigation detailed many contacts between Russia and the campaign.

Trump has repeatedly called the entire investigation " a witch hunt."

President Donald Trump has provided the special counsel with written answers to questions about his knowledge of Russian interference in the 2016 election, his lawyers said on Tuesday.

The move avoids at least for now a potentially risky sit-down with prosecutors and is the first time the president has directly cooperated with the long investigation.

The step is a milestone in a months-long negotiation between his attorneys and special counsel Robert Mueller's team over whether and when the president would sit for an interview, representing the first time the president is known to have described to investigators his knowledge of key moments under scrutiny by prosecutors.

If Mueller finds the answers satisfactory, the responses may also help stave off a potential subpoena fight over Trump's testimony.

The compromise outcome, nearly a year in the making, offers some benefit to both sides.

Trump avoids, at least for now, a potentially risky and unpredictable sit-down with prosecutors, while Mueller secures a set of on-the-record statements whose accuracy the president and his lawyers will be expected to stand by for the duration of the investigation.

Associated Press writer Eric Tucker says someone very close to the president could become ensnared in Mueller's probe.

"We expect that there are going to be more indictments," Tucker said. "There's a lot of speculation and buzz in Washington as to who might be next up. We know that there's concern within the White House about President Trump's oldest son, Donald Trump Jr."

The special counsel leading the Russia investigation raised the prospect in March of issuing a grand jury subpoena for President Donald Trump, his former attorney said, confirming that investigators have floated the extraordinary idea of forcing a sitting president to testify under oath.

Attorney John Dowd told The Associated Press on Tuesday that special counsel Robert Mueller's team broached the subject during a meeting with Trump's legal team while they were negotiating the terms of a possible interview with the president.

AP reporter Chad Day says Trump's legal team is in the midst of a reset.

"We're not it's not exactly clear what this kind of what kind of impact this would have on the negotiations currently. I think what why this is important is that any time something like this becomes public it really fires up the president and as we've seen over the last few days and few weeks he has really upped his attacks on the special counsel and the Justice Department at large," Day said.

It was not immediately clear in what context the possibility of a subpoena was raised or how serious Mueller's prosecutors were about the move. Mueller is probing not only Russian election interference and possible coordination with Trump associates but possible obstruction of justice by Trump.

Trump lashed out against the investigation in a familiar fashion Wednesday, saying on Twitter: "There was no Collusion (it is a Hoax) and there is no Obstruction of Justice (that is a setup & trap)."

Even if Mueller's team decided to subpoena Trump as part of the investigation, he could still fight it in court or refuse to answer questions by invoking his Fifth Amendment protection from self-incrimination.

President Donald Trump has provided the special counsel's office with written answers to questions about his knowledge of Russian interference in the 2016 election, his lawyers said Tuesday, marking the first time Trump has directly cooperated with the investigation.

The step is a milestone in a months-long negotiation between Trump's attorneys and special counsel Robert Mueller's team over whether and when the president would sit for an interview, representing the first time the president is known to have described to investigators his knowledge of key moments under scrutiny by prosecutors.

If Mueller finds the answers satisfactory, the responses may also help stave off a potential subpoena fight over Trump's testimony.

The compromise outcome, nearly a year in the making, offers some benefit to both sides. Trump avoids, at least for now, a potentially risky and unpredictable sit-down with prosecutors, while Mueller secures a set of on-the-record statements whose accuracy the president and his lawyers will be expected to stand by for the duration of the investigation.

It was a few days before the one-year anniversary of President Donald Trump's inauguration and a Lebanese-American businessman was on his way to Mar-a-Lago.

George Nader, an international fixer whose long history included intrepid back-channel mediation between Israel and Arab countries - and a 15-year-old pedophilia conviction in Europe that has not been previously reported - was transiting through Dulles International Airport outside Washington.

It was hardly his first far-flung journey to see top aides of the world's most powerful leader, as Nader had met the U.S. president's son-in-law, Jared Kushner, and chief strategist Steve Bannon in the days before they stormed the White House.

But he encountered an altogether different scene awaiting him at the airport.

There, special counsel Robert Mueller's investigators stopped Nader, people familiar with the case said. His electronics were seized and he was then allowed to go to his lawyer. Nader later agreed to cooperate with Mueller's investigation, said the people with knowledge of the case as it pertains to Nader. They weren't authorized to speak publicly on the case and demanded anonymity.

Mueller, whose team has spent the last 10 months investigating possible Trump-related wrongdoing connected to Russia, is interested in high-level get-togethers Nader participated in after the presidential election, according to three people familiar with the case.

The first took place in Trump Tower in New York in December 2016 and brought together Nader, Kushner, Bannon - whom Trump fired last August - and Mohammed bin Zayed, the crown prince of Abu Dhabi and de facto leader of the United Arab Emirates. The second occurred a month later in the Indian Ocean archipelago of Seychelles and involved Nader, bin Zayed, former Blackwater boss Erik Prince and Kirill Dmitriev, a Russian banker close to President Vladimir Putin.

For Nader, it was the latest brush with the law in an eventful, globe-trotting career.

Many of Nader's former contacts and onetime friends have noted in recent weeks how they lost touch with him in the early 2000s.

On Wednesday, an official in the Czech Republic told The Associated Press that Nader is a convicted pedophile and served time in a Prague prison around that time.

Nader was convicted by Prague's Municipal Court of 10 cases of sexually abusing minors and sentenced to a one-year prison term in May 2003, said Marketa Puci, the court spokeswoman. She said the crimes occurred between 1999 and 2002.

Nader's legal problems in Prague appear unrelated to his role in Mueller's probe in the United States. But they contribute to the portrait of a man who has led a shadowy existence as a go-between across numerous Middle East capitals and who gave testimony to Mueller's Washington grand jury earlier this month.

Nader had worked in recent times as an adviser to bin Zayed, one of the most powerful men in the Middle East, according to people who know Nader. The questioning of Nader in the Mueller probe suggests possible interest in UAE relations with Trump's transition team or his administration.

Puci, the court spokeswoman, said Nader was convicted of "moral corruption of minors, sexual abuse and impairing morals," after abusing underage boys.

In one case, Nader requested oral sex from a 14-year-old in a room at the Hilton Hotel in Prague, Puci said. After the boy refused, Nader masturbated in front of the boy and paid him 2,000 koruna - worth about $100 today, she said.

The verdict cites other examples of Nader providing money, jewelry, cellphones, clothes and accommodation for sexual services. The AP was able to see a copy of the verdict, which gives Nader's birthdate as May 15, 1959. Nader was separately accused in Washington, D.C., of child pornography infractions in 1985, but those charges were later dropped. A criminal docket sheet obtained by the AP shows the same birthdate for Nader.

Two people with knowledge of the case say it involved the same Nader now cooperating with Mueller.

Puci said it wasn't clear how much of the one-year sentence Nader served in the Czech Republic. He was ordered expelled following his time served.

Kathy Ruemmler, who previously served as White House counsel to President Barack Obama, is among the lawyers representing Nader. She declined to answer questions about her client.

But Sandeep Savla, another lawyer for Nader, said: "This is nothing more than an orchestrated, disgusting scheme by those who are trying to intimidate Mr. Nader into silence. It won't work. Mr. Nader will continue to answer truthfully questions put to him by the special counsel."

Nader's connections with Trump confidants include Elliott Broidy, a top Republican fundraiser who co-hosted a Tuesday night event attended by the president in Beverly Hills, California.

Earlier this month, several media organizations, including the AP, obtained emails belonging to Broidy, a California-based venture capitalist and the Republican National Committee's deputy finance chairman. They show Broidy emailing Nader with a summary of Broidy's talks with Kushner and Trump in the White House in October 2017, touching on matters including the UAE's bitter dispute with fellow Persian Gulf country Qatar.

Broidy accused Qatar of hacking his emails. The Qataris denied the charge.

"Your government's actions against U.S. citizens will jeopardize your nation's relationship with the United States," Broidy wrote in a public letter to Qatar's U.S. ambassador.

In response, the Qatari government called Broidy's "baseless accusations" a "diversionary tactic."

Mueller has conveyed interest in speaking with the president, and White House attorney Ty Cobb said that is "under active discussion" with Trump's individual lawyers. He said last week on a CBS News' political podcast, "The Takeout," that he expected the investigation to be wrapped up within weeks.

Sessions recused himself from the Russia investigation in early March after acknowledging that he had had two previously undisclosed encounters with the Russian ambassador during Trump's 2016 presidential campaign. He said at the time that it would be improper for him to oversee a probe into a campaign for which he was a vocal and prominent supporter.

Since then, Trump has lashed out repeatedly on Twitter at Sessions and the Justice Department.

People familiar with the matter have told The Associated Press that McGahn had contacted Sessions to urge him to retain control of the investigation. McGahn was acting at the behest of the president, according to one of those people, who spoke only on condition of anonymity because the person was not authorized to speak publicly by name.

Rosenstein appointed Mueller, a former FBI director, to take over the Russia investigation one week after Comey was fired. He oversees the work of Mueller's investigators, but he told the AP in an interview last June that he, too, would recuse himself if his actions ever became relevant to the probe.

Sessions' attorney, Chuck Cooper, declined to comment, as did the White House.

Four people have so far been charged in the Mueller investigation, including former White House National Security Adviser Michael Flynn and former Trump campaign chairman Paul Manafort. Flynn and George Papadopoulos, a former campaign foreign policy adviser, have pleaded guilty to lying to the FBI.

Private tensions between Justice Department leaders and Robert Mueller's team broke into public view in extraordinary fashion Wednesday as Attorney General William Barr pushed back at the special counsel's "snitty" complaints over his handling of the Trump-Russia investigation report.

Testifying for the first time since releasing Mueller's report, Barr said he was surprised Mueller did not reach a conclusion on whether President Donald Trump had tried to obstruct justice, and that he had felt compelled to step in with his own judgment that the president had committed no crime.

Barr was also perturbed by a private letter Mueller sent him last month complaining that the attorney general had not properly portrayed the special counsel's finding.

Barr's appearance gave him his most extensive opportunity to explain the department's actions, including his news conference held before the Mueller report's release.

Barr has also been invited to appear Thursday before the Democratic-led House Judiciary panel, but the Justice Department has said he would not testify if the committee insisted on having its lawyers question him.

Neither side broke much new ground Wednesday on the specifics of Mueller's investigation, though Barr did articulate a robust defense of Trump as he made clear his firm conviction that there was no prosecutable case against the president for obstruction of justice.

Private tensions between Justice Department leaders and Robert Mueller's team broke into public view in extraordinary fashion Wednesday as Attorney General William Barr pushed back at the special counsel's "snitty" complaints over his handling of the Trump-Russia investigation report.

House Republicans are pledging tough questioning of special counsel Robert Mueller when he testifies before Congress this week as Democrats plan to air evidence of wrongdoing by President Donald Trump in a potentially last-ditch bid to impeach him.

Rep. Doug Collins, the top Republican on House Judiciary Committee, said the American public is growing weary of the Russia investigation three months after the release of the special counsel's 448-page report and that "any thought of impeachment is waning." He said Republicans will be focused on making clear that the report represents a "final episode" in the Russia probe, which he described as flawed.

Days before back-to-back hearings Wednesday, both sides seemed to agree that Mueller's testimony could be pivotal in shifting public opinion on the question of "holding the president accountable."

"This is a president who has violated the law 6 ways from Sunday," said New York Rep. Jerrold Nadler, chairman of the Judiciary Committee. He argued that Mueller's report lays out "very substantial evidence" that Trump is guilty of "high crimes and misdemeanors," the constitutional standard for impeachment.

"We have to present - or let Mueller present - those facts to the American people ... because the administration must be held accountable and no president can be above the law," Nadler said.

The House Judiciary Committee and the House Intelligence Committee will question Mueller in separate hearings on the report. While the report did not find sufficient evidence to establish charges of criminal conspiracy between the Trump campaign and Russia to swing the election, it said Trump could not be cleared of trying to obstruct the investigation . But Mueller believed Trump couldn't be indicted in part because of a Justice Department opinion against prosecuting a sitting president.

"Two years ago the acting attorney general asked me to serve as special counsel and he created the special counsel's office.  The appointment order directed the office to investigate Russian interference in the 2016 presidential election. This included investigating any links or coordination between the Russian government and individuals associated with the Trump campaign. Now I have not spoken publicly during our investigation. I'm speaking out today because our investigation is complete. The attorney general has made the report on our investigation largely public. We are formally closing the special counsel's office and as well, I'm resigning from the Department of Justice to return to private life. Let me begin where the appointment order begins and that is interference in the 2016 presidential election. As alleged by the grand jury in an indictment, Russian intelligence officers, who were part of the Russian military, launched a concerted attack on our political system. The indictment alleges that they use sophisticated cyber techniques to hack into computers and networks used by the Clinton campaign. They stole private information and then released that information through fake online identities and through the organization WikiLeaks. The releases were designed and timed to interfere with our election and to damage a presidential candidate."
