White House Press Secretary Sean Spicer said on Wednesday that the US administration is "doing the prudent thing" by conducting a 90-day interagency review of the Iran nuclear deal to make sure Iran is living up to its side of the agreement.

"Part of this is to get the entire team to look at it the next 90 days, review that is required under the deal," Spicer said. "So we will have recommendations presented to the president on where the deal stands and how to act further."

The Trump administration has notified Congress that Iran is complying with the terms of the 2015 nuclear deal negotiated by former President Barack Obama, and says the U.S. has extended the sanctions relief given to the Islamic republic in exchange for curbs on its atomic program.

However, in a letter sent late Tuesday to House Speaker Paul Ryan, Secretary of State Rex Tillerson said the administration has undertaken a full review of the agreement, known as the Joint Comprehensive Plan of Action.

The certification of Iran's compliance, which must be sent to Congress every 90 days, is the first issued by the Trump administration.

The deadline for this certification was midnight.

As a candidate in the 2016 presidential election, Donald Trump was an outspoken critic of the deal but had offered conflicting opinions on whether he would try to scrap it, modify it or keep it in place with more strenuous enforcement.

Tuesday's determination suggested that while Trump agreed with findings by the U.N.'s nuclear watchdog, the International Atomic Energy Agency, that Iran is keeping to its end of the bargain, he is looking for another way to ratchet up pressure on Tehran.

Spicer also told reporters at the briefing that Palestinian President Mahmoud Abbas was scheduled to visit Washington early in May and hold talks with Trump.

US President Donald Trump has described the fight over the proposed Republican health care law as "a big, fat, beautiful negotiation."

Trump held his first cabinet meeting of his administration on Monday - a meeting he said he hopes will be "historic."

He told his cabinet members and reporters that he's working to repeal former President Barack Obama's signature health care law despite it "getting a false rep that maybe it's okay" when "it's failed" and "imploding."

Trump also said he's been receiving updates about the blizzard that's expected to hit the northeast Monday evening.

He said that "everybody in government is fully prepared and ready" for the storm.

Laughter erupted during a tense Senate confirmation hearing when Sen. Sherrod Brown, D-Ohio, asked President Donald Trump's health nominee if it's true that the new administration is close to having a final health care plan - as Trump himself has hinted.

"It's true that he said that, yes," responded Rep. Tom Price, R-Ga., who's been picked by Trump to run the Health and Human Services department.

Trump and congressional Republicans have committed to repealing and replacing President Barack Obama's signature health care law, but they haven't provided details on how that can be done without harming millions who've gained coverage.

Price said he has had conversations with Trump about health care policy. And Brown didn't press him for more details.

Price says science shows that vaccines do not cause autism. That's a position that goes against views espoused by President Donald Trump, who has voiced scepticism about vaccine safety.

Price disputed claims that abortion leads to breast cancer. He said the science is relatively clear that it does not.

Price is also adamant that the new administration will protect people with pre-existing medical problems even as it moves to repeal the Obama-era law prohibiting insurance discrimination.

Georgia Rep. Tom Price told the Senate Finance Committee that "we need to make sure nobody loses their insurance or is unable to gain insurance because of pre-existing conditions."

The Trump administration proposed revoking Obama-era discrimination protections for transgender people in health care on Friday, a move LGBT groups fear will result in some Americans being denied needed medical treatment.

The Health and Human Services Department released a proposed regulation that in effect says "gender identity" is not protected under federal laws that prohibit sex discrimination in health care.

Ricardo Alonso-Zaldivar of The Associated Press describes how the move fits into a backdrop of administration actions to limit or move back some of the new recognition for LGBT people in areas ranging from military service to housing.

"The transgender civil rights groups they say that there have been many more court cases that they have won on this than they have lost," said Alonso-Zaldivar.

"It seems like this comes out of a debate. It's a constant debate about social issues and the laws of the land. And that's really where the dispute arises."

The HHS official overseeing the writing of the new regulation said transgender patients would continue to be protected by other federal laws that bar discrimination on the basis of race, color, national origin, sex, age and disability.

The Trump administration's proposed rule reverses the Obama administration, which concluded that the Affordable Care Act's anti-discrimination section does indeed protect transgender people seeking health care services.

Friday's action had been expected by activists on both sides of the nation's social issues divide. Trump's religious conservative base has argued that the Obama administration stretched the meaning of "sex discrimination" when it included gender identity as a protected class. Civil rights and LGBT groups say that view is logically and legally flawed.

The proposed rule change is unlikely to have immediate consequences beyond the realm of political and legal debate.

It faces a 60-day comment period and another layer of review before it can be finalized. Court challenges are expected.

The Trump administration proposed revoking Obama-era discrimination protections for transgender people in health care on Friday, a move LGBT groups fear will result in some Americans being denied needed medical treatment.

The Health and Human Services Department released a proposed regulation that in effect says "gender identity" is not protected under federal laws that prohibit sex discrimination in health care.

The HHS official overseeing the writing of the new regulation said transgender patients would continue to be protected by other federal laws that bar discrimination on the basis of race, color, national origin, sex, age and disability.

The Trump administration's proposed rule reverses the Obama administration, which concluded that the Affordable Care Act's anti-discrimination section does indeed protect transgender people seeking health care services.

Friday's action had been expected by activists on both sides of the nation's social issues divide. Trump's religious conservative base has argued that the Obama administration stretched the meaning of "sex discrimination" when it included gender identity as a protected class. Civil rights and LGBT groups say that view is logically and legally flawed.

The proposed rule change is unlikely to have immediate consequences beyond the realm of political and legal debate.

It faces a 60-day comment period and another layer of review before it can be finalized. Court challenges are expected.

Senate Minority Leader Chuck Schumer and House Speaker Nancy Pelosi came to the Capitol steps to show the faces of Americans who would be hurt if the Trump administration and Republicans succeed in efforts to overturn the Affordable Health Care Act.  

An appeals court will hear arguments Tuesday on whether Congress effectively invalidated former President Barack Obama's entire signature health care law when it zeroed out the tax imposed on those who chose not to buy insurance.

Sen. Schumer and other Democratic lawmakers displayed placards of the faces of constituents who would lose healthcare if the ACA is dismantled.

The minority leader said "The stakes can't be higher. The faces you see behind us are faces of Americans millions of Americans who will suffer if Republicans succeed in dismantling our health care law. Millions of people's lives nothing less are on the line. If the right-wing wins the lawsuit families from one end of America to the other will lose. Lose their healthcare."

It's unclear when the three-judge panel of the 5th U.S. Circuit Court of Appeals panel will rule in a case that appears destined for the Supreme Court, which has reviewed the law, and its coverage and insurance protections for millions of Americans, before. The ultimate outcome will affect protections for people with pre-existing conditions, Medicaid expansions covering roughly 12 million people, and subsidies that help about 10 million others afford health insurance.

Tuesday's arguments are the latest in a lawsuit filed by Republican officials in 18 states, led by the Texas Attorney General's Office. It was filed after Congress — which didn't repeal the law, despite pressure from President Donald Trump — reduced to zero the unpopular tax imposed on those without insurance.

In challenging the law anew, "Obamacare" opponents noted the 2012 ruling of a divided Supreme Court that upheld the law. Conservative justices had rejected the argument that Congress could require everyone to buy insurance under the Constitution's interstate commerce clause.

But Chief Justice John Roberts, joining four liberal justices, said Congress did have the power to impose a tax on those without insurance.

With no tax penalty now in effect, the Texas lawsuit argues, the individual mandate is unconstitutional and the entire law must fall without it. Texas-based U.S. District Judge Reed O'Connor agreed in a December ruling. The law's supporters appealed.
