North Korea's ambassador to Britain said on Tuesday that his country has no interest in presumptive US Republican presidential nominee Donald Trump's offer to open nuclear talks with North Korean leader Kim Jong Un.

Ambassador Hyon Hak Bong said in London on Tuesday that Pyongyang views Trump's offer as an electoral ploy that is not serious.

Hyon said that "we see it as the dramatics of a popular actor," adding that US presidential candidates say a lot of things during a campaign but once they assume power they always adopt a hostile stance toward North Korea.

Trump said last week he is open to meeting with Kim Jong Un, which would represent a sharp alteration in US policy.

The Obama administration says it is willing to resume talks with North Korea but only if the North commits itself to the goal of abandoning its nuclear weapons program.

Hyon said North Korea needs its nuclear weapons for self-defence and to protect its sovereignty.

He said the "six-party talks" aimed at ending his country's nuclear weapons program through negotiations are "dead."

No sitting US president has met with the leader of North Korea.

A few hours ahead of US President Donald Trump's decision on the nuclear deal with Iran, some Iranians are shrugging it off while others are worried.

Trump is set to announce Tuesday whether the US will exit the agreement reached in 2015 between Iran and world powers

At Tehran's international book exhibit, 40-year-old bookkeeper Zahra Kebriaie said it did not matter what Trump was going to announce and believed that Iranians still considered the United States their enemy, regardless of his decision.

Babak Mohammadzadeh, another book fair visitor, expressed concern about what Trump might do with the deal but said Iran has seen worse before and would handle the challenges ahead.

Failure of the nuclear deal will be a challenge specifically for Iranian President Hassan Rouhani.

Iran's economy, which Rouhani promised the deal would bolster, continues to weaken.

Meanwhile, Rouhani himself acknowledged his own inability to stop a court's ban of a popular messaging app that helped fuel nationwide protests at the start of the year.

All the problems suggest Iran's domestic politics may swing back toward hard-liners and further weaken the once-popular president.

"When a president puts all of his eggs in one basket like the nuclear deal which he cannot guarantee its full implementation and can only keep his own side of the bargain, he obviously becomes subject to criticisms and his approval fails.. It seems that since this is his last term in office, his team and his colleagues will not stand a chance in the future presidential elections and even in the upcoming (2019) parliamentary elections," said Hossein Kanani Moghadam, a former commander in Iran's powerful Revolutionary Guard and a political analyst.

Some hard-liners have even suggested the country needs a military dictatorship.

If that swing happens, it threatens any further rapprochement with the West at a time with Washington appears more on a course toward confrontation.

The trends are a sharp contrast from hopes among supporters of the nuclear deal on both sides that the accord would a first step toward greater dialogue.

Trump's announcement, set for the 2 p.m. EST (1800 GMT) at the White House, will come after nightfall in Iran.

Iran's 2015 nuclear deal imposed restrictions on the Islamic Republic's nuclear programme in return for the lifting of most of the US and international sanctions against Tehran.'

However, the deal came with time limits and did not address Iran's ballistic missile programme or its regional policies.

Trump has repeatedly pointed at that, while referring to the accord as the "worst deal ever."

However, proponents of the deal have said those time limits were to encourage more discussion with Iran in the future that could grow into addressing those other concerns.

Cubans reacted with stunned disbelief that Donald Trump will become the next President of the United States, seeing the Republican candidate as a leader who could roll back gains made in normalizing relations between the two Cold War antagonists and potentially threaten the fragile economic gains made since the process began in 2014.

Residents in Havana gathered in their homes and along the iconic seaside Malecon boulevard to monitor the election returns, becoming increasingly concerned as Democrat Hillary Clinton lost state after state as the returns came in throughout the night.

Trump promised Cuban Americans in Miami last weekend he would reverse President Obama's executive orders relaxing travel and trade restrictions, and would enforce the trade embargo if the Castro Government doesn't make major political changes to the country's socialist system.

That would be a non-starter for the Cuban Government, which would indicate the possibility of a contentious future for U.S.-Cuba relations.

The opening to Cuba has sparked a tourism boom on the island, and increased interest in investments by U.S. companies, both now in jeopardy under a Trump administration.

Czech President Milos Zeman welcomed on Wednesday Donald Trump's victory in the US presidential election, saying he is "very delighted."

Zeman said that he appreciated Trump's campaign because his message was "clear," though sometimes "rough", and it avoided using political correctness.

Zeman said he hopes the relations between his country and the US will improve in the future and announced he invited Trump to Prague.

Zeman was critical of the administration of US President Barack Obama, slashing current US Ambassador to Prague Andrew Schapiro who criticised him for his decision to attend a Russian military parade on May 9 last year despite a European Union boycott over Russia's annexation of Crimea.

Zeman was among the several leaders in Central Europe, including Hungarian Prime Minister Viktor Orban, who endorsed Trump during the campaign.

Zeman, known for his strong anti-migrant rhetoric, said he shared Trump's views of migration and the fight against the Islamic extremism.

NATO Secretary General Jens Stoltenberg addressed the NATO Parliamentary Assembly's annual session in Istanbul on Monday.

He described the failed July coup attempt in host Turkey as a "sober reminder" that democracy and freedom cannot be taken for granted and must be "vigorously defended".

On relations with Russia, he said NATO's actions were "defensive, proportionate, and fully in line with our international commitments" and the alliance was pursuing a two track approach of "strong defence coupled with meaningful dialogue".

Stoltenberg also said he was looking forward to working with the incoming US administration of President-elect Donald Trump.

"Better burden sharing will make the Trans-Atlantic bond even stronger," he said.

Australia looks forward to working with the administration of US President-elect Donald Trump including on issues of climate change, Australian Foreign Minister Julie Bishop said on Tuesday.

Speaking from the United Nations climate conference in Marrakech, Bishop said that the Paris Agreement is in force and is in the stage of implementation.

"The parties here, including United States represented here, are talking about how to implement it," she said.

Trump has called global warming a hoax on social media and promised during his campaign to "cancel" the Paris deal.

The Paris Agreement was signed by more than 190 countries and has been formally approved by more than 100 of them, including the United States and even oil-rich Saudi Arabia.
