Executives from 10 auto companies met with President Donald Trump and cabinet officials on Friday to discuss the administration's plan to reduce gas mileage and pollution requirements enacted during the Obama administration.

The auto industry wants to relax the standards, but not so much that they provoke a legal fight with California, which has power to impose its own stricter tailpipe pollution limits.

Such a fight could bring two mileage standards in the U.S., forcing automakers to engineer and produce two versions of each of their vehicle models, driving up costs.

Scott Pruitt, administrator of the Environmental Protection Agency (EPA,) was also at the meeting. He has being investigated by Congressional committees for pricey taxpayer-funded travel.

After months of news reports and announcements of investigations on alleged ethical lapses, White House sources have signaled that President Donald Trump's support for his environmental chief appears to be wavering.

On Friday, however, when questioned by a reporter if he still has confidence in Pruitt, Trump replied, "Yes, I do."

He didn't respond to a follow-up question on whether Pruitt would remain in his job.

Citing safety, the Trump administration on Thursday proposed rolling back car-mileage standards, backing away from years of government efforts to cut Americans' trips to the gas station and reduce unhealthy, climate-changing tailpipe emissions.

If the proposed rule becomes final, it could roil the auto industry as it prepares for new model years and weaken one of the federal government's chief weapons against climate change — regulating emissions from cars and other vehicles.

The result, opponents say, will be dirtier air and more pollution-related illness and death.

The proposal itself estimates it could cost tens of thousands of jobs — auto workers who deal with making vehicles more fuel efficient.

The administration also said it wants to revoke an authority granted to California under the half-century-old Clean Air Act to set its own, tougher mileage standards.

California and 16 other states already have filed suit to block any change in the fuel efficiency rules.

The proposal would freeze US mileage standards at levels mandated by the Obama administration for 2020, when the new vehicle fleet will be required to hit an average of 30 miles per gallon in real-world driving.

The proposed change, halting further improvement requirements, stakes its case on consumer choice and on highway safety claims challenged by many transportation experts.

The administration says waiving requirements for greater fuel efficiency would make cars and light trucks somewhat more affordable.

And that, it said, would get vehicles with the latest technology into the hands of consumers more quickly.

California is one of 16 states suing to block any changes proposed.

Citing safety, the Trump administration on Thursday proposed rolling back car-mileage standards, backing away from years of government efforts to cut Americans' trips to the gas station and reduce unhealthy, climate-changing tailpipe emissions.

If the proposed rule becomes final, it could roil the auto industry as it prepares for new model years and weaken one of the federal government's chief weapons against climate change — regulating emissions from cars and other vehicles. The result, opponents say, will be dirtier air and more pollution-related illness and death.

"We intend to stand firm and protect the existing clean car standards that our nation has in place. And California will protect its waiver to continue to lead the fight to have cleaner air and cleaner-burning vehicles," said California Attorney General Xavier Becerra.

The proposal itself estimates it could cost tens of thousands of jobs — auto workers who deal with making vehicles more fuel efficient.

The administration also said it wants to revoke an authority granted to California under the half-century-old Clean Air Act to set its own, tougher mileage standards. California and 16 other states already have filed suit to block any change in the fuel efficiency rules.

The administration will now seek public comment on its proposal and a range of other options, including leaving the tighter, Obama fuel standards in place.

Some Republican lawmakers supported the mileage freeze, but environmental groups and many states assailed it.

A Michigan congresswoman whose district is home to Ford's headquarters says the White House's decision to roll back Obama-era vehicle mileage standards is the "wrong thing to do and wrong direction."

"This administration should have gotten all the players at the table to reach consensus agreement," Democratic Rep. Debbie Dingell said Tuesday in response to the announcement of the Trump administration's relaxed mileage rules.

The change waters down a tough Obama mileage standard that would have encouraged automakers to ramp up production of electric vehicles and more fuel-efficient gas and diesel vehicles.  

Gina McCarthy, CEO of the Natural Resources Defense Council, says the new rules will make the U.S. auto industry less competitive.

"We're in essence cutting the throats of the U.S. in terms of our continued leadership in the car sector, ceding that to China, and we're again going to be years behind them in terms of the development of new and innovative technologies," said McCarthy, who headed up the U.S. Environmental Protection Agency under President Barack Obama.

The change guts Obama's legacy effort against climate-changing fossil fuel emissions. Opponents say it will kill several hundred more Americans a year through dirtier air, compared to the Obama standards.

McCarthy says the "only winner in this announcement is the oil industry, because it's going to sell a whole lot more gasoline and at everybody else's expense."

Last year, 72% of the new vehicles purchased by U.S. consumers were trucks or SUVS. It was 51% when the current standards went into effect in 2012. The Trump administration says the looser mileage standards will allow consumers to keep buying the less fuel-efficient SUVs.

Soren Anderson, an economics professor at Michigan State University, says that "if you force cars to have more technology, more expensive technology than they would otherwise, the cars become more expensive. So, that's pretty certain."

He continues, "if the cars save fuel, gas consumers will save on gas money. But then, whether that nets out overall positive or negative for consumers, that is actually a question that I don't for sure know the answer to."

California and about a dozen other states say they will continue resisting the Trump standards in court, which Dingell says will hurt carmakers.

"This industry is more fragile now than it was with what's going on with the coronavirus. They need certainty. They don't need court cases," she said.
