STORYLINE:

Leaders of major pharmaceutical companies detailed steps the companies have taken since September 11 to assist the government's efforts to protect the public health, including providing the public with free anthrax drugs which are alternatives to Cipro.

The Pharmaceutical Research and Manufacturers of America (PhRMA) said the companies are coordinating their efforts as part of a newly-created Task Force on Emergency Preparedness.

Pharmaceutical companies outlined a wide-range of efforts they are working on to meet new threats at a meeting with Health and Human Services Secretary Tommy Thompson in Washington Friday.

Initiatives include offers of free antibiotics to authorities to treat people infected by or exposed to anthrax; offers to develop and manufacture a smallpox vaccine; pledges to increase production of certain medicines as needed; giving government scientists access to company laboratories and production facilities; making company scientists available to work in government facilities as needed.

The PhRMA represents the country's leading research-based pharmaceutical and biotechnology companies.

The companies are offering an alternative to Cipro, the most popular anthrax drug on the market.

The patent-holding maker of Cipro, Bayer Corp., has been ramping up retail production to 100 million tablets by mid-January, according to company officials.

That is in addition to the 100 million pills the company agreed to supply to the U.S. government for emergency use at a cost of 95 cents apiece.

The government is stockpiling Cipro for use where it is most needed in a national emergency.

A jump of nearly 50 percent in prescriptions nationwide for Cipro shows that many doctors and patients are shrugging off government pleas against stockpiling for personal use, medical and industry experts say.

In the New York City area, prescriptions nearly tripled, drug marketing data indicate.

Spurred by news reports on potential bioterrorism, sales of the antibiotic began climbing right after the Sept. 11 air attacks and weeks before the first news of an anthrax case on Oct. 4, according to a national marketing consultant that surveys pharmaceutical

retailers.

The numbers are apt to rise more still as they are released in

coming weeks, because the latest data go only as far as Oct. 12 -

before the last anthrax deaths and widespread Cipro treatment for

postal workers.

The run on Cipro is deepening worry about potential shortages of an important drug for fighting many infections, side effects in more patients and the buildup of antibiotic resistance in the germ.

Increases were especially heavy in Washington too, which together with New York suffered the brunt of the Sept. 11 attacks.

In Washington, new prescriptions went up 67 percent, according to the NDCHealth data.

People can suffer allergic and toxic side effects from Cipro. Its retail cost is also steep - about $4.50 a pill. A 60-day regimen for anthrax retails at around $500.

STORYLINE:

A remotely piloted aircraft that the United States has warned could spread chemical weapons appears to be made of balsa wood and duct tape, with two small propellers attached to what look like the engines of a weed whacker.

Iraqi officials took journalists to the Ibn Firnas State Company just north of Baghdad on Wednesday, where the drone's project director Brigadier Imad Abdul Latif accused US Secretary of State Colin Powell of misleading the UN Security Council and the public.

In Washington's search for a "smoking gun" that would prove Iraq is not disarming, Powell has insisted the drone, which has a wingspan of 7.4 metres (24.5 feet), could be fitted to dispense chemical and biological weapons.

He has said it "should be of concern to everybody".

The drone's white fuselage was emblazoned on Wednesday with the words "God is great" and the code "Quds-10."

Its balsa wood wings were held together with duct tape. Officials said they referred to the remotely piloted vehicle as the RPV-30A.

Latif said the plane is controlled by the naked eye from the ground, and couldn't be controlled from more than eight kilometres (five miles). The limit imposed by the United Nations is 150-kilometres (93-miles). He added that the range will be determined when the drone passes to the next testing stage, but insisted it would never exceed the UN limit.

Speaking to media at the Ibin Fernaz Military Aviation Training facility, about 60kms south west of Baghdad, a spokesperson for the monitoring directorate said the RPV on show was only for "air-defence purposes, reconnaissance and jamming".

The U.S. ambassador to the United Nations, John Negroponte, complained this weekend that chief UN weapons inspector Hans Blix didn't mention the drone in his oral presentation to the Security Council on Friday.

Blix mentioned the drone in a 173-page written list of outstanding questions about Iraq's weapons programs last week. While small, Blix said, drones can be used to spray biological warfare agents such as anthrax. He said the drone hadn't been declared by Iraq to inspectors.

But Iraq insisted it declared the drone in a report in January - and Hussein held up its declaration to prove it. The confusion, he said, was the result of a typo: The declaration said the wingspan was 4.4 meters (39.6 feet) instead of 7.4 meters (24.4 feet).

Hiro Ueki, spokesman for the UN weapons inspectors, said the United Nations was investigating the drone's capabilities, and said he was unsure whether Iraq reported the drone before inspectors found it on an airfield or after.

Meantime, UN arms experts continued their inspections with a visit to the That Al Sawari chemical company at Al Taji.

STORYLINE:

Fear of a biological attack has not been confined to America.

In the South Korean capital of Seoul on Wednesday, security forces carried out a training exercise at a subway station to prepare for a possible gas or anthrax attack.

Participants - dressed as civilians - arrived at the subway station and pretended to let off anthrax, which was actually flour, and poison gas - substituted by dry-ice.

The exercise, which involved five hundred soldiers and police, lasted about an hour with military personnel rushing to seal off the area.

It is the first time the South Korean government has undertaken a drill focusing on terrorists rather than its long time foe, North Korea.

The day before (October 23) soldiers participated in a different anti-terrorist exercise outside of Seoul.

Soldiers were deployed to seek out pretend terrorists hiding in the mountainous terrain.

More training exercises are planned for later this year in Seoul and other major South Korean cities.

US President Bush sought to reassure a nervous nation on Saturday, detailing increased security measures being taken to protect the United States (U-S.) from terrorist attack.

Speaking in his weekly radio address, President Bush told Americans the government was "standing watch 24 hours a day against terrorism." However he warned that the threat of attack from terrorists remained, admitting "there is no such thing as perfect security against a hidden network of killers."

Bush promised listeners that plans are in place to protect infrastructure such as dams, power plants, computer networks and communication systems, to tighten security at borders and ports, to collect better intelligence on emerging threats, and to detect a biological attack through an early warning network of sensors.

He also announced a six (b) billion dollar fund to make available vaccines against chemical warfare, listing specifically agents such as smallpox, anthrax, botulinum toxin, ebola and plague.

STORYLINE:

The United States health secretary insisted to skeptical senators on Wednesday that federal doctors could quickly contain any bio terrorist attack.

Tommy Thompson also urged Americans not to be panicked by all the preparations for such a possibility.

Concern over a chemical or biological attack has been heightened in the U-S since the September 11 terrorist attacks.

Across the country, frightened Americans are buying gas masks, water purifiers, antibiotics and survival manuals in record numbers.

But even as the health secretary cautioned against stockpiling such supplies, he told Americans to be on the lookout for any mysterious symptoms and see a doctor promptly if they have any.

Despite comments from at least one Senator who told Thompson he didn't believe the U-S government is adequately prepared, the Secretary insisted his agency could quickly dispatch the proper medical authorities to contain and treat any outbreak from an attack.

Thompson acknowledged the health system does have gaps, and said he is seeking 800 (m) million more dollars US this year to fill those gaps.

Most of the money would go to state and local health departments, to train local physicians and laboratories in recognising symptoms of anthrax, smallpox and other worrisome agents.

Thompson said vaccines against such agents aren't available to civilians today, but are being stockpiled so that if there ever were an attack, people exposed could be vaccinated quickly.

For much of its existence, America has felt immune to terrorist attacks.

That all changed one autumn morning, when a sense of security was replaced by a new feeling of vulnerability.

In the year since the September 11 attacks on the World Trade Center and the Pentagon, Americans have been left to question what terrorists would target next if they were to attack the US.

But as the intelligence community and terrorism experts are quick to point out...there are no easy answers.

The Statue of Liberty in New York.

And the vacation spot marketed as the "happiest place on earth" - Disneyland.

They're some of America's favourite landmarks...

All are symbols of American life and culture and all are on the list of potential terrorist targets.

While no one can say when the next attack will happen - or where it will occur - intelligence experts all agree on one point: another attack is inevitable.

But predicting what that something will be is a near impossible feat, because the list of potential targets appears limitless.

For the past year, Americans have been haunted by fears of a biological, chemical or nuclear attack.

But experts say that if September 11 has taught the country anything, it's how easily terrorists can carry out a low-tech attack by sabotaging vulnerable everyday infrastructure.

Last September, they found that vulnerability in the aviation system, turning four commercial airliners into missiles, causing devastation previously unimaginable on American soil.

Since the attacks, a great deal has been done to protect the US aviation system.

Still, many fear those changes won't be enough to prevent committed terrorists from using airplanes again.

(SOUNDBITE: Tom Ridge

But while the aviation system is a concern, former CIA Director Jim Woolsey says it's far from the only vulnerable target.

A recent report by the US National Research Council warned the most "economically harmful attack" would be one that targets the power grid.

Experts say such an attack could be paralysing: disrupting health care systems, shutting down computer networks and disabling fuel pumps, essentially crippling almost every tool of modern day life.

Woolsey's other "havoc-wreaking" scenario: terrorists using the large metal containers stacked on cargo ships to move conventional bombs or even weapons of mass destruction.

50-thousand containers cross US borders everyday, but the Customs Service can only manually screen two percent of those, leaving the vast majority unchecked.

Detonation of a bomb aboard a cargo ship at port could certainly wreak economic havoc.

And if terrorists were to obtain a nuclear device, a shipping container would be one of the easiest ways to smuggle it on shore.

Another potentially devastating scenario...an attack on one of the nation's 103 nuclear power plants.

If a plane were to crash through a reactor's walls, a radiation cloud could be released, over time killing thousands of people.

The Nuclear Regulatory Commission insists the level of security at the nation's plants is the highest it's ever been and terrorists would be better off going after softer targets.

If hijacked airplanes, conventional explosives and nuclear weapons aren't enough to worry about, Woolsey believes biological terrorism, such as a smallpox or another anthrax attack, is actually the most likely terrorist threat.

Despite the concerns, US Homeland Security Director Tom Ridge says Americans should take heart in the fact that their government is doing everything it possibly can to protect its citizens.

But there's no way to defend against every attack and he admits that after September 11, American life and security will never be the same again.

STORYLINE:

A 144-nation conference has moved to suspend in disarray after the United States proposed to declare "terminated" its efforts to give teeth to the global ban on biological weapons.

The conference, held in Geneva on Friday, had been trying to conclude nearly seven years of negotiations on the so-called draft protocol.

The meeting was halted while diplomats huddled in groups to decide what to do next.

Eventually, diplomats said they decised to suspend the talks for a year.

The United States proposed to declare the talks "terminated" less than two hours before the scheduled close of the three-week meeting on strengthening the 1972 Biological Weapons Convention.

The talks had already hit deep divisions over other issues, even as anthrax attacks on the United States focused new attention on the accord.

Much of the negotiating behind the scenes was about how to treat the 210-page protocol and the so-called Ad Hoc Group of nations, which had been drafting the protocol in search of a way to track down violators of the treaty.

Many countries and arms control experts had hoped to preserve the work that had been done in the hope that the U-S would eventually have a change of heart.

Negotiators had agreed on 75 percent of the document of about 20 pages by midnight on Thursday, but the remaining 25 percent contained the most contentious issues, such as the US demand that the focus be put on countries that fail to comply with the treaty.

The US, which has singled out Iraq, North Korea and four other countries as violating the treaty, opposed the protocol because of the inspection system it would have set up.
