STORYLINE

Israeli Prime Minister Ehud Olmert said on Tuesday that "some important understandings have been reached in important areas, though not in all areas" in negotiations with the Palestinians, without going into further details.

Olmert was speaking at the opening session of a Jerusalem conference that will host US President George W. Bush later this week.

He said the talks with the Palestinians were important because it is vital to determine Israel's final borders in a way that will be recognised by the world.

He said the basis of peace talks is the creation of a Palestinian state to live in peace next to Israel.

But Palestinian officials said on Tuesday that there are no such understandings.

They spoke on condition of anonymity because of the sensitivity of the talks.

Israeli president Shimon Peres said the establishment of a Palestinian state was being prevented by Hamas, which rules the Gaza Strip.

"In Gaza there is also a group of extreme fundamentalists that are not allowing the establishment of a Palestinian state. Without Hamas there would already have been one established. They are the ones preventing it," Peres said.

Israel and the Palestinians resumed peace negotiations last November after a seven-year lull in violence.

Olmert and moderate Palestinian President Mahmoud Abbas promised Bush they would try for a peace accord before he leaves office in January.

Bush is due to address the conference, which is hosted by Israeli President Shimon Peres, on Wednesday evening.
