As the Dutch Safety Board prepared to publish its final report into what caused Malaysia Airlines Flight 17 to break up high over Eastern Ukraine last year, residents of the village near the site of the crash expressed concerns over how long the investigation has taken.

Some people asked why it had taken so long to remove debris from the site, including large pieces of the plane's fuselage.

A leader of pro-Russian rebels in the east of Ukraine on Wednesday insisted that his fighters had no part in the downing of Malaysia Airlines flight MH17 last year.

Speaking in the eastern city of Donetsk, Alexander Zakharchenko said, "We have said before and we still say that we did not shoot down the plane."

He blamed the Ukrainian government for what he called "political games."

The Boeing 777 crashed over eastern Ukraine on July 17, 2014 in the middle of a military conflict between Russia-backed separatists and Ukrainian government forces.

The Dutch Safety Board said in its final report released on Tuesday that the jet was destroyed by a Soviet-made Buk surface-to-air missile.

The 15-month Dutch probe did not explicitly say who had fired it, but it identified an area of 320 square kilometres (120 square miles) where it said the launch must have taken place.

Rebels have recovered the black boxes from downed Malaysia Airlines Flight 17 and will hand them over to the International Civil Aviation Organisation, a rebel leader said on Sunday.

Alexander Borodai also said the bodies recovered from the crash site in eastern Ukraine would remain in refrigerated train cars at a station in the rebel-held town of Torez, 15 kilometres (9 miles) away, until the arrival of an international aviation delegation.

Borodai said he was expecting a team of 12 Malaysian experts and that he was disappointed at how long they had taken to arrive.

International monitors say armed rebels have limited their access to the crash site and Ukrainian officials said armed rebels took the bodies away from their workers by force.

International observers said on Sunday that 169 bodies of those killed in the Malaysian Airline MH17 crash in eastern Ukraine have been removed from the crash site and loaded into refrigerated trains nearby.

Michael Bociurkiw, the spokesman of the Organisation of Security and Corporation (OSCE) mission to Ukraine, the organisation in charge of investigating the crash, said the train cars were expected to be taken to Ukrainian - controlled territories such as Kharkiv, where they could be processed.

"Today was quite a significant development in the sense that we were able to, under very good security, visit the village of Torez, near the crash site. There, we went to the railway station and at the railway station there were several cars, three or four which were refrigerated. We were told these cars hold victims of the MH17 crash," he told reporters gathered in Kiev, by phone.

According to Bociurkiw, the body bags had been numbered by pro-Russian rebels, who told him they loaded 169 bodies into the train.

The OSCE team, however, did not enter the train cars to investigate because they didn't have safety equipment to wear.

Walking through the crash site while speaking over the phone to journalists in Kiev, Bociurkiw suggested that some bodies might never be found.

"This is an area which was exposed to the most intense heat. We do not see any bodies here. It appears that some have been vaporised, not only bodies but also parts. The heat must have been absolutely intense," he said.

The Ukrainian National Security and Defence Council Spokesperson Andriy Lysenko said 196 bodies had been recovered and the search area was expanded.

Australian and Dutch diplomats joined forces to promote a plan for a UN team to secure the crash scene of Malaysia Airlines flight 17, which has been controlled by pro-Russian seperatists.

Australia's foreign minister Julie Bishop and her Dutch counterpart Frans Timmermans met with Ukraine's foreign minister Pavlo Klimkin in Kiev on Thursday.

Addressing the media after the meeting Klimkin said an agreement had been reached, and now the top priority was to ensure "full access to the crash site... the transparent and effective investigation, and of course to recover all the possible remnants."

Malaysian Transport Minister Liow Tiong Lai on Sunday met a group of experts from his country who travelled to Kiev to participate in the joint international investigation into the cause of the Malaysia Airlines plane crash.

Speaking after the meeting in the Ukraine capital, the minister said it was "imperative" to resolve the issue of access to the crash site and the remains of the victims, and to ensure the safety of the investigative team.

Rebels in eastern Ukraine on Sunday took control of the bodies recovered from downed Malaysia Airlines Flight 17 and refused to give international investigators full access to the crash site.

Two military aircraft carrying the first bodies of victims of the Malaysia Airlines crash left eastern Ukraine on Wednesday, bringing some consolation to grieving relatives who still must wait for positive identifications and answers about who caused the disaster.

A departure ceremony was held for the victims prior to their departure from the airport in Kharkiv which was attended by representatives from the Netherlands, Australia and Ukraine.

The crash on Thursday killed all 298 people - most of them Dutch citizens - aboard Malaysia Airlines Flight 17.

Two military transport planes, one Dutch and one Australian, departed at midday local time (1000 GMT), heading for Eindhoven air base, to be met by Dutch King Willem-Alexander, Queen Maxima, Prime Minister Mark Rutte and hundreds of relatives.

Dutch government spokesman Lodewijk Hekking said about 60 coffins were expected, but the number wasn't immediately confirmed.

There was confusion as well about how many of the 282 corpses which the rebels said they have found were on the train which arrived in Kharkiv, a government-controlled city, on Tuesday.

Jan Tuinder, the Dutch official in charge of the international team dealing with the dead, said that at least 200 bodies were aboard the train and that more remains could be found once the body bags are

examined fully.

Wreckage from the aircraft fell on territory controlled by pro-Russian separatists who have been battling the Kiev government since April.

Armed rebels forced emergency workers to hand over all 196 bodies recovered from the Malaysia Airlines crash site and then had them loaded onto refrigerated train cars bound for a rebel-held city, Ukrainian officials and monitors said Sunday.

The surprising, rapid-fire developments Sunday morning came after a wave of international outrage over how the bodies of plane crash victims were being handled and fears that the armed rebels were tampering with evidence at the crash site.

A duty officer at the train station in Torez, 15 kilometres (9 miles) from the crash site, said she saw emergency workers loading plane victims' bodies on Sunday morning into five sealed, refrigerated train cars.

She said the train was scheduled to head to the town of Ilovaysk, 35 kilometres (22 miles) further east toward the Russian border, but no instructions had been given about when it would leave or any possible destinations beyond Ilovaysk.

Torez Train Station Coordinator Natalia Huruzhaya said monitors from the Organisation for Security and Cooperation in Europe had visited the station and inspected the train.

"I saw them (OSCE) open the train cars. They insisted that the OSCE commission had to confirm what the load of the train cars were," Huruzhaya said.

Russian news agencies said the bodies were heading to the rebel stronghold of Donetsk. Ukrainian officials say they expect to have the bodies eventually delivered to government-held city of Kharkiv, but it's unclear if the rebels will agree to do so.

Ukraine and the separatists accuse each other of firing a surface-to-air missile at Malaysia Airlines Flight 17 as it flew from Amsterdam to Kuala Lumpur some 33,000 feet (10,000 meters) above the battlefields of eastern Ukraine.

Both deny shooting down the plane.

All those onboard the flight, 283 passengers and 15 crew, were killed.

Authorities of the government-held city of Kharkiv said on Sunday they were ready to receive the wreckage of the Malaysian Airlines flight MH17 as well as the bodies of those who died in the crash.

Russian news agencies said the bodies were heading to the rebel stronghold of Donetsk.

Ukrainian officials say they expect to have the bodies eventually delivered to Kharkiv, but it's unclear if the rebels will agree to do so.

Vasyl Khoma, the deputy of governor of the Kharkiv region, where the Ukrainian government has set up a crisis centre to coordinate its response to the disaster, said the Ukrainian state railway company had provided the refrigerated train cars.

The head of the Ukrainian task force for the investigation into the MH17 crash said on Tuesday that the country is ready to help investigators return to the crash site.

"We plan to discuss opportunities for such a mission with OSCE (Organization for Security and Co-operation in Europe) participation," Volodymyr Groysman added.

A preliminary report by the Dutch Safety Board concluded that Malaysia Airlines Flight 17 was likely struck by multiple "high-energy objects from outside the aircraft," causing it to break up over eastern Ukraine.

The report stopped short of saying the Boeing 777 was shot down by a missile, but its findings appear to point to that conclusion.

MH17 suddenly plunged out of the sky on July 17 over territory held by pro-Russian rebels in Ukraine, killing all 298 passengers and crew on board.

The Organisation for Security and Co-operation in Europe (OSCE) and police experts were unable to search a field at the Malaysia Airlines crash site in Ukraine due to security concerns caused by nearby fighting.

Alexander Hug, Deputy Head of the OSCE Mission to Ukraine, said they had to stop the convoy at "a secure location" before the field "due to security considerations".

Despite the Malaysia Airlines Flight MH17 crashing on July 17, the OSCE could only start their recovery operation last week.

Hug stressed that the OSCE mission would continue their work "not only in Donetsk itself but all over, in the region and across Ukraine," at the invitation of the Ukrainian government.

The team's top priority is the collection of victims' remains that have been lying out in the open, in the midsummer heat, for more than two weeks.

Recovery has been delayed by the ongoing fighting between pro-Russia separatists and the Ukrainian government in the Donetsk region.

The chief monitor of the OSCE (Organisation for Security and Cooperation in Europe) Special Monitoring Mission to Ukraine, said on Tuesday that the organisation aims to reach the MH17 crash site in the next 48 hours.

"We are working if possible for tomorrow, within one or two days, to be there. We are coordinating with all parties on the ground", said Ertugrul Apakan.

According to Ukrainian authorities, the site is under control of pro-Russian separatists and Ukrainian officials can't guarantee the safety of investigators.

"From the Ukrainian side there's 100 percent cooperation and understanding of the fact that immediate action (on the crash site) is necessary, but we are permanently facing interference (from rebels)," Volodymyr Groysman, Deputy Prime Minister of Ukraine said on Tuesday.

A delegation of international experts and OSCE monitors was forced to abandon a trip to the debris field on Monday due to heavy fighting in the area.

Fighting also caused them to cancel a trip to the site on Sunday.

Malaysia Airlines Flight 17 went down on 17 July as it flew from Amsterdam towards Kuala Lumpur.

All 298 people aboard died.

The US and Ukrainian governments say it was shot down by a missile fired from territory held by armed pro-Russian separatists, probably by mistake.

Two more planes departed Kharkiv airport on Friday with a further 74 coffins containing bodies and remains from the Malaysian Airways MH17 crash in eastern Ukraine.

One Dutch Hercules C-130 plane and an Australian Boeing C17 cargo plane departed after Australian Foreign Minister Julie Bishop and her Dutch counterpart Frans Timmermans spoke to the crews of the two planes.

An international team of investigators on Thursday managed to reach the crash site of the Malaysia Airline Flight 17 for the first time since it was brought down by a missile two weeks ago, as fighting continued to rage in eastern Ukraine.

Clashes along routes to the wreckage site between government troops and pro-Russian separatist rebels had kept the delegation from reaching the area to retrieve bodies that have been lying in open fields where midsummer temperatures have hovered around 90 degrees (32 degrees Celsius) for the last several weeks.

Ukraine's deputy prime minister vowed to maintain a route leading to the crash site safe, so it can continue to be used to access the embattled region.

Volodymyr Groysman also said an agreement ratified in parliament would allow some 700 people, including international investigators and military personnel, to operate on the crash site.

The plane was shot down on July 17, killing all 298 passengers and crew, including 43 Malaysians and 195 Dutch.

Ukraine's chief military prosecutor said on Monday they had detained a man suspected in the attempted murder of a Ukrainian investigator.

According to media reports, Olexander Ruvin, was shot in November last year, but survived the attempt on his life.

Ruvin was involved in the investigation of the downed Malaysian Airlines flight MH17 over eastern Ukraine in 2014.

Anatoliy Matios told a media briefing in Kiev that there was evidence to suggest foreign involvement in the attempted murder.

Ukraine blamed on Sunday pro-Russia rebels for stalling the recovery mission of the Malaysia Airlines plane crashed last month in eastern Ukraine.

Andriy Lysenko, Ukraine's National Security and Defence Council spokesperson, said that rebels had prohibited the use of an unmanned drone at the crash site, operated by OSCE (The Organisation for Security and Co-operation in Europe) monitors in Ukraine.

"The use of the unmanned drone would give an opportunity to quickly inspect the field and overlook the place from a wider plan, as well as find new evidence. It can also find mines and detect the location of the militia," Lysenko said.

"Also, the drone could prove that the artillery fire was launched by terrorists," he added.

The work of the Organisation for Security and Co-operation in Europe (OSCE) monitors and group of the Dutch and Australian experts at the crash site has been postponed for days due to heavy fighting between pro-Russia forces and the Ukrainian Army.

Lysenko said that OSCE team had to stop their work on Saturday because of heavy gunfire about two kilometres (1.2 miles) away from the crash site.

This came after the international team of investigators were allowed on Thursday through a checkpoint at the village of Rozsypne leading to the crash site of Flight MH17 to get a first look at where it was brought down by a missile two weeks ago.

Thursday's drive took the convoy of investigators and Organisation for Security and Cooperation in Europe (OSCE) officials from the rebel-held city of Donetsk through the town of Debaltseve, which was earlier this week retaken by the government, and later back into rebel territory.

The OSCE mission will be launched in full speed on Monday, with over five teams working on the site, according to Lysenko.

It has been estimated that up to 80 bodies - out of 288 passengers on the downed MH17 flight - are still at the site.

The head of the Dutch National Forensic Investigations team said on Tuesday that it was a very emotional moment when he and his colleagues met the train bearing the remains of many of the people killed when a Malaysia Airlines flight was downed over Ukraine.

Jaan Tunder was in Kharkiv with the team that will take the bodies to the Netherlands.

Of the 298 who died last Thursday, 193 were Dutch citizens.

"One of the main important things for us - our target is to bring the people back home, bring them back to the people who they left behind and we want to do that with all the respect and all the accuracy that is needed, and that doesn't always balance with other important things like the attention of the rest of the world what is going on there," Tunder told reporters.

The Dutch have widely condemned the way the bodies of loved ones have been treated in Ukraine and the fact they had not yet been returned home, days after the plane was brought down.

Dutch Prime Minister Mark Rutte said earlier his government aimed to have the first bodies returned on Wednesday.

Tunder confirmed the first plane would take off on Wednesday.

"And we will continue until the last victim is identified and brought home. As far as we know at this moment, we are talking about 200, and that is for sure 200 victims, which means there are probably remains left in the area where the disaster took place."

The delays and haphazard treatment of the bodies has put pressure on European foreign ministers meeting in Brussels to impose tougher economic sanctions on Russia.

Rebels shot down a Ukrainian MIG-29 aircraft as it flew over the Enakievo region on Thursday, Ukrainian authorities said on Friday.

"The pilot did all he could to lead the falling plane away from residential areas and afterwards catapulted," said Ukrainian security spokesman Andriy Lysenko.

"He is alive, now the search operation continues," Lysenko added.

Lysenko claimed that the rebels had also violated international laws by opening fire on a helicopter which was transporting their wounded men.

"According to all international law shooting at such kind of helicopters is forbidden. They are marked with special signs which are impossible to miss. The crew had to make a forced emergency landing," he said.

Lysenko said that three people injured in that incident were receiving treatment.

The insurgency in mostly Russian-speaking in eastern Ukraine flared up in April following Moscow's annexation of Crimea in response to the ouster of Ukraine's former pro-Russian president.

Ukraine and Western countries have accused Moscow of backing the mutiny with weapons and soldiers.

The West also accused Russia of most likely providing the insurgents with surface-to-air missiles that may have been used to shoot down a Malaysia Airlines passenger jet over rebel-held territory on July 17, killing all 298 people on board.

The Russian government has repeatedly denied all those charges.

The Ukrainian Security Service Counterintelligence Chief on Saturday claimed that the Buk M1 missile launcher that was allegedly used to shoot down a Malaysia Airlines plane over eastern Ukraine was operated by Russian citizens.

"Rebels can not operate the highly sophisticated and high technique missile launcher Buk M1. To operate Buk M1 you need to have military education and to be well trained," Vitaly Nayda said at a briefing in the Ukrainian Capital, Kiev.

"We know for sure that the team was Russian, they were Russian citizens operating Buk M1 and they came from the territory of the Russian federation together with the missile launcher."

Nayda went on to claim that the Ukrainian Security Service (SBU) has evidence to show that three Buk 1 missile systems had been removed from Ukraine after the shooting down of the plane - supposedly to remove evidence from pro-Russia separatist held areas.

"Early in the morning, 2 a.m. and 4 a.m. (local time), 18th of July. 2 a.m. there were two Buk M1s going directly to Russia. And at 4 a.m. there were three heavy trucks, one was empty, one had a Buk M1 and one was with the operational car that helps to operate Buk M1."

Speaking to journalists after the briefing he continued by saying that the Ukrainian Security Service could not confirm who gave the order to remove the missile systems - but alleged that the information indicated that the order came from Russia.
