The Premier of the State Council of China, Li Keqiang, was welcomed by Malaysian counterpart Najib Razak at his headquarters in Putrajaya on Monday with a guard of honour.

Li was on his first official visit to Malaysia as premier following his attendance of the two day Association of Southeast Asian Nations (ASEAN) summit in Kuala Lumur, which wrapped up on Sunday.

The pair held a bilateral meeting, as well a joint news conference at which Li Keqiang stressed government support for Chinese companies investing in Malaysia.

He also welcomed Malaysia companies investing in China, as well as pledging 20 million Australian dollars (approx 14-million US dollars) to the search for missing Malaysian airliner MH370.

STORYLINE:

Thailand hosted an international summit on the Severe Acute Respiratory Syndrome (SARS) in Bangkok on Tuesday.

Leaders from the 10 members of the Association of South East Asian Nations (ASEAN) were joined by the Chinese premier and Hong Kong's Chief Executive to exchange ideas on how to deal with the growing regional health crisis.

The Asian leaders announced wide-ranging steps to control the spread of SARS as the World Health Organisation warned that the infectious disease could yet become endemic.

A joint declaration by the leaders of China, Hong Kong and ASEAN countries said they would take "rigorous measures for immigration and customs control to prevent the outspread of SARS."

These will include pre-departure and arrival screening of travelers and better flight management, the declaration said.

Thai Prime Minister Thaksin Shinawatra also sounded a note of optimism, saying the measures decided on Tuesday will help contain the spread soon.

In their joint declaration, the Asian leaders said their countries would carry out cooperative research and training programs on SARS, and jointly sponsor a high-level international seminar in China on control and treatment

of the disease.

A separate joint statement by ASEAN said its leaders also agreed on 20 measures to combat SARS, including setting up an ASEAN SARS Containment Information Network, which would allow member countries to share essential information, best practices and new findings, and would also share information with China.

The ASEAN leaders pledged to keep their borders and economies open despite the crisis, in a bid to keep their tourism industries alive.

The Asian leaders agreed to educate their people to remove misconceptions about SARS, the ASEAN joint declaration said.

ASEAN is comprised of Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam.

Foreign ministers from across Southeast Asia arrived in the Cambodian capital on Monday ahead of the two-day Association of Southeast Asian Nations - or ASEAN - diplomatic summit.

Cambodia is hosting the two-day summit of leaders which begins on Tuesday.

The summit's stated focus is on turning the 10 disparate nations - and their combined population of 600 (m) million - into a European Union-like community by 2015, but many other issues will be discussed on the sidelines.

Long-broiling disputes between the Philippines and China over the South China Sea, along with a planned rocket launch by North Korea, were expected to dominate talks.

"Our position is we need to draft a COC and then we're ready to sit down with China, not before," said Philippines Foreign Affairs Secretary Alberto del Rosario.

That COC - or code of conduct - highlighted a point of contention at the preceding ASEAN summit held in Bali, where China and ASEAN agreed to fully implement a 2002 declaration on the conduct of parties in the South China Sea.

The Philippines has asked that several additional elements be added to the code of conduct.

China, Taiwan and ASEAN members Vietnam, the Philippines, Malaysia and Brunei all make various claims on the sea, which China claims in its entirety.

The Philippines and Vietnam in particular have been at odds with Beijing over the region in recent months, with diplomatic clashes erupting over oil and gas exploration and fishing rights.

Del Rosario has suggested that Manila may not support a code of conduct aimed at preventing violent clashes over the rival claims if it does not include a Philippine proposal for the segregation of disputed areas so countries can harness resources in non-contested locations.

ASEAN, founded in 1967 as a bulwark against communism in the Cold War era, has often been caught in the crosscurrents of major conflicts.

Currently, the bloc is walking a tightrope between a rising China and an America that is reasserting its status as an Asia-Pacific power.

The summit's main agenda on Tuesday is to ensure that Southeast Asia can meet an ambitious goal of transforming in three years into an EU-like single market and production base, where people and goods can travel seamlessly.

A shared currency is not being considered.

The move has been seen as a crucial leverage amid the rise of Asian powerhouses like China and India.
