Nearly four years after the downing of Malaysia Airlines Flight 17 over Ukraine, family members of the victims onboard the passenger jet continue to seek justice.

On Friday, the Netherlands and Australia announced they were holding Moscow legally responsible for its role in the missile attack.

The announcement came a day after international prosecutors said they had unequivocal evidence of Russian involvement in the downing of a Malaysian passenger jet.

Don Shahidan Kassim, a relative of Dora Shahila Kassim, the chief stewardess onboard MH17, said he hopes the Malaysian and Australian governments will take action against Russia.

On Thursday, a Dutch-led international team of investigators said they had strong evidence that the Buk missile system that brought down the Amsterdam-Kuala Lumpur flight came from a Russia-based military unit, the 53rd anti-aircraft missile brigade based in the Russian city of Kursk.

It was the most explicit link yet published by the investigators between Moscow and the downing of the flight known as MH17.

A private memorial was held on Thursday in Putrajaya, Malaysia, for the victims of the MH17 flight, marking three years since the plane was shot down over Ukraine.

The Amsterdam-to-Kuala Lumpur Flight Malaysia Airlines Flight 17 was shot down on July 17, 2014, by a Buk surface-to-air missile over conflict-torn eastern Ukraine, killing all 298 people on board.

International investigators have concluded that the Buk missile that shot down the plane was fired from Russia-backed rebel-controlled territory by a mobile launcher trucked in from Russia and hastily returned there, a finding that Moscow rejects.

The Malaysian Transport Minister, who attended the memorial on Thursday, said he is "convinced" that he will find the culprits of the plane's downing.

Some relatives of the victims attended the memorial, which was private and sealed off the press.

"We're teenagers so we can't really grasp or except everything, but we do know that Malaysia Airlines and all the governments are doing their best to get the those who shot MH17.

So we just wait and pray that's all," said Anwar Zafran, a relative of 19-year-old Mohamad Afif Tambi, who died on the plane along with his entire family.

The secretary of Ukraine's National Security and Defence Council accused Russia on Monday of creating a fake report with regard to the downing of Malaysia Airlines Flight 17.

Oleksandr Turchynov was speaking in a video handout distributed by the Security and Defence Council.

Earlier on Monday, the Russian military said that the missile that shot the flight down, killing all 298 people on board, came from the arsenals of the Ukrainian army, not from Russia.

The jet was shot down by a Soviet-made missile over rebel-held eastern Ukraine in July 2014, about 40 kilometres (25 miles) from the Russian border, where fighting had been raging for months between Ukrainian forces and Russian-backed separatists.

The Netherlands and Australia announced in May that they believe the missile was transported to Ukraine from a military unit in the Russian city of Kursk.

Russia has vehemently denied involvement and has over the years come up with various theories as to the cause of the crash, generally laying the blame on the Ukrainian side.

Turchynov described the Russian claim on Monday as "the 9th or 10th attempt by Russian militaries and politics to impose the idea that Ukraine is linked to this horrible crime."

Lt. Gen. Parshin said the Russian archives show that the missile that was made of these parts was transported to a military unit in western Ukraine in 1986, and to Russia's knowledge never left Ukraine.

The media was allowed to photograph and film what the ministry said were records showing the transfer.

Asked about the possibility that the separatists may have seized the missile system during fighting in 2014, Defence Ministry spokesman Maj. Gen. An international team of investigators on Thursday gave further details about the downing of flight MH17 at a presentation of interim results of the long-running investigation.

Australian Federal Police Commander Jennifer Hurst detailed the analysis that confirmed flight MH17 was shot down by "a Buk missile from the 9M38-series".

Russian President Vladimir Putin has rejected charges against Russian citizens for their alleged roles in the downing of a Malaysia Airlines passenger jet over Ukraine five years ago, saying they lack proof.

The international team investigating the 2014 downing of Malaysia Airlines Flight 17 announced murder charges Wednesday against three Russians and one Ukrainian for their alleged roles in the attack that killed all 298 people on board.

Speaking to reporters Thursday, Putin claimed "there is no proof whatsoever" behind the charges and criticised the investigators, saying they ignored evidence provided by Russia.

He blamed Ukraine for setting the stage for the tragedy, saying they failed to close their airspace to commercial flights despite the separatist fighting in the east.

Putin says Russia remains open for dialogue on the case.

Putin said that Russian private military contractors have been active in Syria, adding that they don't represent the Russian state.

Asked why the government doesn't offer veterans' benefits to private contractors who fought in Syria, Putin said Thursday that they have been there in their private capacity and engaged in "oil exploration."

He added that it was "not the Russian government and not the Russian State" so he wouldn't comment on it.

The statement marked Putin's first acknowledgement that Russian private military contractors were active in Syria.

Russian media have reported that the so-called Wagner Company has sent thousands of mercenaries to Syria, augmenting the Russian military.

The company has been linked to businessman Yevgeny Prigozhin, indicted by the U.S. for meddling in the 2016 elections.

Putin said that Russia doesn't want to regain its Soviet-era superpower clout.

Asked if Russia has regained the Soviet Union's superpower status, Putin said it's not needed.

Speaking after Thursday's call-in show, the Russian leader told reporters that "we don't want to be like the Soviet Union that enforced its way of life and political system on its neighbours, including countries of Eastern Europe."

He noted that the Soviet policy was "counterproductive, too costly and lacking historic perspective" and "it's impossible to force other people to live according to your rules."

Putin charged that the U.S. has failed to learn from Soviet mistakes in a bid for global domination.

The Netherlands and Australia on Wednesday confirmed three-way talks with Russia have begun over the ongoing criminal investigation into the shooting down of Malaysian Airlines flight MH17 in 2014.

The two countries announced last year they were holding Russia responsible for providing the missile fired by pro-Russian forces in war-torn Ukraine that hit the jet, causing the deaths of all 298 people aboard, including 196 Dutch and 38 Australians.

Ukraine's deputy foreign minister on Monday accused Russia of financing terrorism by shipping arms, ammunition and funds to separatist rebels in eastern Ukraine and of discriminating against non-Russians in the annexed Crimean Peninsula.

The charges came as a case between Kiev and Moscow opened at the U.N.'s highest judicial organ.

The International Court of Justice case, which also seeks reparations for the 2014 downing of Malaysia Airlines Flight 17, opens a new legal front in the bitter, drawn-out conflict between Russia and its neighbour Ukraine.

The Amsterdam-to-Kuala Lumpur Flight MH17 was shot down on July 17, 2014, by a Buk surface-to-air missile over conflict-torn eastern Ukraine, killing all 298 people on board.

International investigators have concluded that the Buk missile that shot down MH17 was fired from Russia-backed rebel-controlled territory in eastern Ukraine by a mobile launcher trucked in from Russia and hastily returned there, a finding that Moscow rejects.

The main case, in which Ukraine is asking the court to rule that Russia is breaching treaties on terrorist financing and racial discrimination, is likely to take months or years to resolve.

But judges will likely take just weeks to rule on whether to grant the provisional measures sought by Kiev at the hearing Monday.

They include an order to halt financing to rebels in eastern Ukraine and to stop discriminating against non-Russians in Crimea.

Russia will present its legal arguments on Tuesday.

Germany is backing calls for the suspected perpetrators of the shooting down of Malaysia Airlines Flight 17 to be held to account.

Almost 300 people, including four German citizens, were killed when the plane was shot out of the sky over eastern Ukraine nearly four years ago.

A team of international investigators this week blamed a Russian military unit operating in Ukraine for the crime.

Spokesperson Martina Fietz said on Friday the German government accepted and supported the investigators' report.

She told reporters that "Russia should meet its responsibilities so that the tragedy can be fully cleared up and the perpetrators can be held to account."

Fietz added that no decision has been made on whether members of the German government will attend the soccer World Cup in Russia next month.

The International Court of Justice on Wednesday imposed measures to rein in discrimination by Moscow against ethnic Tatars and other minorities in Crimea.

The decision was hailed by Ukrainians, who called it an "important and victorious decision".

Dutch Defence Minister Ank Bijleveld-Schouten said that the GRU's alleged hacking attempts on the Organisation for the Prohibition of Chemical Weapons took place in April and were disrupted by authorities.

Four Russian intelligence officers were immediately expelled from the Netherlands, she said.

During a press conference on Thursday, General Onno Eichelsheim, head of Dutch military intelligence and security, gave details about the alleged GRU operation.

The Dutch allegations came as British officials blamed Russia's GRU for allegedly "brazen" activities worldwide the globe and for trying to cover up its alleged participation in the nerve agent poisoning of an ex-spy and the downing of a Malaysia Airlines plane over Ukraine. MH17.

Russia has consistently denied involvement in the events.

Russian journalist Kirill Vyshinsky, who was part of a major prisoner exchange with Ukraine, said on Monday that the weekend swap marked a "tectonic shift" in Russia's relations with Kyiv.

Vyshinsky, who is head of the Russian state news agency RIA-Novosti's Ukraine branch, had been jailed since 2018 on treason charges.

He arrived at a briefing on Monday alongside Dmitry Kiselyov, head of the Rossiya Segodnya media group that includes the RIA-Novosti agency.

Vyshinsky was greeted by fellow journalists and was presented with a T-shirt bearing the slogan: "A journalist shouldn't be in prison".

Russia and Ukraine each sent 35 freed prisoners as part of the swap, in a move that could be a significant step toward easing Russia-Ukraine relations and raise chances for resolving the fighting in Ukraine's east.

The prisoners included some of the highest-profile figures in the long conflict between Kyiv and Moscow, including Oleg Sentsov, a Ukrainian film director whose imprisonment on a conviction of preparing terrorist attacks was strongly denounced abroad and 24 Ukrainian sailors seized last year by the Russian navy.

Among those released by Ukraine was Volodymyr Tsemakh, who commanded a separatist rebel air defense unit in the area where a Malaysian airliner was shot down in 2014, killing all 298 people aboard.

Dutch investigators probing the aircraft's downing have wanted to question Tsemakh and dozens of Ukrainian lawmakers last week urged Ukraine's President Volodymyr Zelenskiy against trading him.

Malaysia's transport minister said on Sunday that the government is open to new proposals from U.S. technology firm Ocean Infinity or any other companies to resume the hunt for Flight 370, as families of passengers marked the fifth anniversary of the jet's mysterious disappearance.

The plane vanished with 239 people on board on March 8 2014 en route from Kuala Lumpur to Beijing.

Confirmed debris that washed ashore in the western Indian Ocean helped to narrow Ocean Infinity's search area, but it failed to uncover any evidence.

Ocean Infinity mounted a  'no cure, no fee' search for the plane in the southern Indian Ocean in January 2018 that ended in May without any clue as to where it could have crashed.

But the company's CEO, Oliver Plunkett, said in a video shown at the public remembrance event at a mall near Kuala Lumpur that the company hopes to resume the hunt with better technology obtained in the past year.

The Ocean Infinity mission came a year after an official search by Malaysia, Australia and China ended in futility.

Plunkett said his company has better technology now after successfully locating an Argentinian submarine in November, a year after it went missing.

He said the firm is still reviewing all possible data on Flight 370 and thinking about how it can revive its failed mission.

"We haven't given up hope. We hope we can continue the search in due course," Plunkett said.

Transport Minister Anthony Loke said it's been frustrating that the two searches failed to produce any clues and that he "welcomes credible leads and also concrete proposals to resume the search."

He brushed off suggestions of offering rewards to find the plane, but said the government is willing to discuss proposals from any companies prepared to resume the search.

"There must be a proposal from a specific company ... we cannot just be out there without credible leads. That's the most practical thing to do," Loke said.

A Malaysian-led independent investigation report released last July showed lapses in the government's response and raised the possibility of "intervention by a third party."

Investigators, however, said the cause of the disappearance cannot be determined until the wreckage and the plane's black boxes are found.

The report reiterated Malaysia's assertion that the plane was deliberately diverted and flown for over seven hours after severing communications.

But it said there was no evidence of abnormal behavior or stress in the two pilots that could have lead them to hijack the plane.

All the other passengers were also cleared by police and had no pilot training.

Voice 370, a support group for next-of-kin, expressed hope that the new government that won a general election in May last year will do more to encourage search missions and seek new clues.

The group's spokeswoman, Grace Nathan, urged the government to set aside up to 70 million US dollars — the amount it agreed to pay Ocean Infinity had it found the plane — to encourage exploration companies to take on "no cure, no fee" missions so Flight 370's passengers will not have died in vain.

Russian Foreign Minister Sergey Lavrov said no evidence of Russian guilt in the poisoning of former spy Sergei Skripal and his daughter in the UK was ever given to his country's diplomats.

Speaking at a media panel discussion, Lavrov said that it was unfair for other nations, such as European Union countries, to blame Russia for the 2018 nerve agent attack in Salisbury.

Lavrov said that following the poisoning, Russian diplomats in the UK were never "given any details" about the case apart from "what had been said publicly" and were "promised to get more facts in the future."

In Wednesday's discussion, Lavrov was also critical of the investigation into the downing of Malaysia Airlines Flight 17 in 2014.

Lavrov claimed that Russia never received radar, communications and satellite data after the plane was shot down over eastern Ukraine.

During the chat, Lavrov also said he believed Russian media outlets suffer from "Russophobia" and said there was "nothing surprising in the discrimination."

In a legal victory for Ukraine, the United Nations' highest court ruled Friday that it has jurisdiction in a case brought by Ukraine alleging that Russia breached treaties on terrorist financing and racial discrimination in eastern Ukraine and Crimea.

The decision by the International Court of Justice means the case, which opens a new legal front in the strained relationship between Russia and Ukraine, will go ahead.

It likely will take many months or years to settle.

Ukraine's deputy minister for foreign affairs, Olena Zerkal, called it "a victory for the rule of law".

"Russia will be accountable and will have to present their opinions and their views," she added.

Friday's ruling was limited to the issue of jurisdiction and did not address the merits of Ukraine's complaints in the case, which related to Russia arming rebels in eastern Ukraine and reining in the rights of ethnic Tartars and other minorities following its annexation of Crimea.

Kyiv went to the court in January 2017, asking judges to order Moscow to stop financing the rebels and to pay compensation for attacks including the downing of Malaysia Airlines Flight 17 in 2014, in which 298 people died.

Russia has always denied involvement in the downing of the passenger jet, but an international investigation has charged three Russians and a Ukrainian with murder over their alleged role in the deadly missile strike.

Zerkal said Friday's ruling means that details of the MH17 case will now be aired during Ukraine's case, although it is not a criminal prosecution.

A Navy officer aboard a mammoth US aircraft carrier brimming with F18 fighter jets said Saturday that American forces would continue to patrol the South China Sea wherever "international law allows" when asked if China's newly built islands could restrain them in the disputed waters.

Lieutenant Commander Tim Hawkins told The Associated Press on board the USS Carl Vinson that the Navy has carried out routine patrols at sea and on air in the strategic waters for 70 years to promote regional security and guarantee the unimpeded flow of trade that's crucial for Asian and US economies.

Hawkins spoke on the flight deck of the 95,000-ton warship, which anchored at Manila Bay while on a Philippine visit.

The US Navy invited journalists on board the 35-year-old carrier, which was packed with 72 aircraft, including F18 Hornets, assault helicopters and surveillance aircraft. President Rodrigo Duterte has tried to back down from what he said was a Philippine foreign policy that was steeply oriented toward the US, but has allowed considerable engagements with his country's treaty ally while reviving once-frosty ties with China.

US Navy officials flew some of Duterte's Cabinet officials and journalists on board the Carl Vinson for a brief tour while it was patrolling the South China Sea on Wednesday.

China, the Philippines, Vietnam, Taiwan, Malaysia and Brunei have long contested ownership of the South China Sea, which straddles one of the world's busiest sea lanes and is believed to sit atop vast deposits of oil and gas.

Washington stakes no claims in the disputed region, but has declared that the peaceful resolution of the long-raging disputes, along with the maintenance of freedom of navigation and overflight, are in its national interest.
