Australian foreign minister Bob Carr met his Palestinian counterpart Riad Malki on Monday in Ramallah and announced Australia's commitment to help prepare the Palestinian Authority for statehood.

"We are committed to providing over 300 (m) million (Australian) dollars in support over five years. Of this, 120 (m) million (Australian) will go direct to the Palestinian Authority to strengthen institutions in preparation for statehood. We see this as a serious investment in the peace process," said Carr at a joint news conference.

The meeting was held as part of Carr's visit to the Middle East.

During his visit, Carr also met Israeli Prime minister Benjamin Netanyahu and Israeli President Shimon Peres.

Carr is also expected to meet with Palestinian prime Minister Salam Fayyad and Palestinian president Mahmoud Abbas later in the day.

Carr was premier of New South Wales until 2005, but was called out of retirement to serve as foreign minister under Prime Minister Julia Gillard in March.

STORYLINE

Two more Palestinians were killed in an Israeli air strike near the Palestinian Legislative Council in Gaza City on Friday night, in an escalation of violence that has followed the killing of a high profile Palestinian militant commander.

A Palestinian health spokesman on Saturday said that 12 militants have been killed in total.

The killing also unleashed a barrage of rockets by furious Palestinian militants from the coastal territory toward Israel's southern border communities.

One of those rockets seriously wounded an Israeli civilian and sent families scattering into bomb shelters.

The Palestinian militants were killed in seven airstrikes overnight and on Saturday morning, said Gaza health spokesman Adham Abu Salmiya.

He said some 20 more civilians were wounded by flying shrapnel from the exploding missiles, some of which targeted militants deep in civilian areas of the crowded territory.

Earlier on Friday night, an Israeli air strike in Gaza City killed two militants it claimed were about to launch rockets, and after midnight, Palestinian officials said another four were killed in and around Gaza City.

The chain of violence began after a midday air strike by Israeli forces killed Zuhair al-Qaissi, the commander of the armed wing of the Popular Resistance Committee, a large militant group closely aligned with Gaza's Hamas rulers.

The group is mostly known for carrying out the 2006 abduction of Israeli soldier Gilad Schalit Gilad Schalit, who was held captive for more than five years and freed in a prisoner swap for more than 1,000 Palestinians.

The Israeli military said al-Qaissi was plotting an infiltration attack into Israel similar to the one he orchestrated in August from the Sinai peninsula that killed eight Israelis and injured 40 more.

Palestinian witnesses said Israeli drones were seen hovering above just moments before al-Qaissi's vehicle burst into flames.

The second annual Palestine Marathon took place on Friday (11 April) in Bethlehem.

SCRIPTING INFORMATION:

Runners pounded the streets around the West Bank city of Bethlehem on Friday as 2,500 people took part in the second annual Palestine Marathon.

But the Palestinian Olympic runner, Nader Masri, who lives in the Gaza Strip, was barred by Israel from travelling to the West Bank to participate in the race.

Masri was one of 30 runners prevented from travelling to Bethlehem, highlighting Israel's tight restrictions on travel in and out of the Hamas-ruled Gaza Strip.

The Palestine Olympic Committee said 2,500 people took part in the race, including some 700 runners from Europe.

The participants ran a half-marathon course, which is 21.0975 kilometres (13.1 miles) in length.

The race started and finished at the Church of the Nativity in Manger Square and parts of the route followed the Israeli-built West Bank separation barrier.

Israel says the barrier is needed to keep Palestinian attackers out of Israel, while Palestinians say the barrier stifles their towns and villages and cuts them off from their land.

Olympic runner Nader Masri's travel ban was upheld on Tuesday by Israel's Supreme Court, who ruled that they could not intervene in the defence minister's policy considerations, but suggested the military consider more exemptions from the travel ban.

Masri, who participated in the 2008 Olympics in Beijing, trains daily on the streets in and around his home town of Beit Hanoun and does three sessions a week in the gym.

He said he was very disappointed not to have been allowed to take part in the Bethlehem race.

Even under Israel's stringent criteria, Masri should have stood a good chance of getting an exit permit.

Those permitted to leave Gaza, at least in principle, include members of the Palestinian Olympic team and the Palestinian football team, according to guidelines published in 2011 by the branch of Israel's military dealing with implementing this policy.

Senior Palestinian negotiator Saeb Erekat described on Friday the Israeli government's decision to stop transferring tax money to Palestinians as "piracy".

The Israeli government announced the move on Thursday and said it was in retaliation for the Palestinians' recent drive for further United Nations recognition

Erekat said if the Israeli government "chose this path of business as usual, it cannot be maintained".

Under interim peace accords, Israel collects taxes on behalf of the Palestinians and transfers about 100 (m) million US dollars a month.

Without it, the Palestinian Authority likely couldn't pay the salaries of its tens of thousands of employees.

Brazilian football star Ronaldo received a hero's welcome in the Palestinian city of Ramallah, with hundreds of well wishers jostling to get a glimpse of the Real Madrid footballer during a visit on Monday. (16th May 2005)

Ronaldo, a goodwill ambassador for the United Nations Development Program was on a one day visit to the region which also included a trip to Israel.

He was there to participate in a UNDP project that brings young Israeli and Palestinian football players together.

Palestinian Football Federation threatens to urge next month's FIFA Congress in Brazil to take sanctions against Israel in protest against alleged recent attacks by soldiers on Palestinian sportsmen in the occupied territories.

Jibril Rajoub, president of the Palestinian Football Federation (PFF), threatened to call for sanctions against Israel in protest against alleged recent attacks by Israeli soldiers against Palestinian sportsmen.

Rajoub, who is also head of the Palestine Olympic Committee, referred to the recent arrest of a Palestine footballer and the shooting of two other players who were reportedly shot in the legs by Israel soldiers.

Jawhar Nasser Jawhar, 19, and Adam Abd al-Raouf Halabiya, 17, were allegedly shot at al-Zaayyem checkpoint near Abu Dis in Jerusalem as they walked home from their sports club.

Doctors have since confirmed the pair is unlikely to be able to play sports again due to the severity of their injuries.

On returning from Jordan where they received treatment they were arrested.

Last month a player of Palestine national soccer team, Sameh Moraebe, 22, was arrested by Israeli military forces en route to Qatar.

Coach Jamal Mahmoud has denounced the arrest of the players.

PFF is threatening to take its grievances to the FIFA Congress in Sao Paulo on June 10th-11th that will be held just before the start of the World Cup in Brazil.

The Palestinians have long accused Israel of restricting sport people's mobility inside the West Bank and between the West Bank and Gaza, preventing players from participating in international tournaments and banning the entry of sports equipment that Palestinian teams and stadiums need.

Israel justifies these measures on security grounds.

Rajoub had previously raised the issue of travel for Palestinian athletes at the FIFA congress in Mauritius in June last year. There, he said that, should the matter not be resolved, he would call on delegates to expel Israel at the next congress

The 150th-ranked Palestine football team's next important international match, when it needs players to travel freely, is at the 2014 AFC Challenge Cup, to be held in the Maldives over May 19-30.

At least nine people were injured on Tuesday morning as Israel continued to launch airstrikes on the Gaza strip, according to Palestinian officials.

Several airstrikes hit the city of Khan Younis overnight.

The wounded were taken to the city's Naseer Hospital, where they were treated for light and moderate injuries.

A separate airstrike hit Gaza City.

It targeted an empty building which had previously been the Palestinian Authority's Intelligence headquarters and it is now controlled by the Islamic militant group Hamas.

The Israeli military has said the airstrikes in the Gaza strip are targeting militants involved in firing rockets at Israel.

Two Palestinians were killed and one was injured late on Sunday in an Israeli airstrike in the Al-Bureij area of Gaza, according to Palestinian medical officials.

Relatives said the victims belonged to a militant group.

The injured man was taken to the Al-Aqsa Brigades hospital in the town of Deir al-Balah in Gaza early on Monday morning, and the two bodies were placed in the hospital's morgue.

The Israeli military said late on Sunday that it carried out an airstrike on militants involved in firing rockets at Israel.

It said at least 25 rockets were fired at Israel from Gaza over the course of the day.

A wave of violent protests in Arab sections of Israel were set off this week after a Palestinian boy was abducted and burned alive.

Palestinians accuse Israeli extremists of killing the youth in revenge for the kidnapping and killing of three Israeli teenagers in the West Bank.

Israel has blamed militant group Hamas for the deaths of the teenagers.

The Palestinian government has condemned Israel's announcement on Thursday that it is advancing plans for 1,500 new settlement housing units in the West Bank and east Jerusalem.

Palestinian government spokesperson Ehab Bessaiso said the new settlement units undermined "international efforts towards achieving a two-state solution".

The Israeli housing ministry said that it had issued tenders late on Wednesday for about 900 housing units in the West Bank and about 560 units in east Jerusalem, territories that Israel captured in the 1967 war and which the Palestinians claim for their future state.

The tenders represent the final governmental approval before construction can begin.

Israel said the move was in response to the formation of a Palestinian unity government backed by the Islamic militant group Hamas.

Arafat men warn of peace talks breakdown

Palestinian leaders warned Israel on Saturday (31/12) that Jewish

settlement construction in the West Bank would bring "an immediate

halt" to peace talks. In tough statements issued after a six-hour

Cabinet meeting in Gaza City, ministers of PLO leader Yasser

Arafat's self-rule government reacted to a 10-day confrontation

over renewed settlement building near the West Bank town of

Bethlehem and announced that their liaison committee with Israel,

headed by chief negotiator Nabil Shaath, would meet the Israelis

in Cairo on Tuesday on the issue. "If the settlers don't stop

their activities now in the West Bank, it will bring an immediate

The controversial US Nation of Islam leader Louis Farrakhan has crossed back into Jordan without calling back through Israel following Sunday's (14/12) surprise visit to the Palestinian territories on what he dubbed a peace mission.

On the way through to the West Bank Farrakhan passed through Israel to Gaza City for a meeting with Palestinian leader Yasser Arafat. Both men hailed the talks as a valuable oportunity - Farrakhan later urging the US administration to take a tougher line with Israel.

After all billions of dollars of US taxpayers money comes to Israel every year, this should give president Clinton enough leverage to insist that certain things be done to put the peace process back on track. However if Mr Clinton fails to do his part, then of course this could escalate into other cycles of violence we do not wish to see";

SOT Louis Farrakhan: "There is enough blame in this process for a lot of people to share. But I'm sure if we give our word, it should be our bond, and when we break our word there should be a reminder we have broken it and some encouragement to fulfil it. So those who broke their word are the problem, those who signed and will not encourage us to keep our word are also a part of the problem";

French Foreign Minister Hubert Vedrine met Palestinian President Yasser Arafat in Ramallah on Tuesday (25/11) and afterwards said he hoped there would soon be a "substantial" withdrawal of Israeli troops from the West Bank.

Vedrine is on a three-day visit to the Middle East.

Palestinian President Yasser Arafat and his ministers said on Friday (14/11) they would boycott the US-sponsored Middle East economic summit in Qatar to protest Israel's "refusal to honour its peace agreements".

The decision was taken in Gaza on Friday night at the weekly cabinet meeting. Palestinian leaders are angry over Israel's hardline stance on the extention of Jewish settlements in Palestinian teritory.

Palestinian leader Yasser Arafat said on Thursday (13/11) he would proclaim an independent Palestinian state in 1999 no matter what the situation was in negotiations.

The Palestinian leader made the statement after a meeting with the Canadian Foreign Minister, Lloyd Axworthy who was discussing whether Canada could possibly play a role in breathing life into the peace process.

Wednesday night (12/11), Arafat held talks with Luxembourg's Foreign Minister and President of the Council of the European Union, Jacques Poos on the involvement of the EU in jumpstarting the middle east peace process.

Luxembourg Minister of Foreign Affairs and President of the Council of the European Union Jacques Poos on Wednesday (12/11) met Palestinian Authority President Yasser Arafat in Gaza. The two discussed possible involvement of the EU in an effort to jumpstart the stagnated middle east peace process.

Palestinian leader Yasser Arafat has cast a shadow over peace talks due to take place in Washington on Monday night (3/11). He said he saw "no chance of success" for the talks, which are to be held over several days in Rosslyn. Arafat told the Israeli newspaper Maariv Sunday that he was not optimistic.

The Israelis and Palestinians are due to discuss, among other things, a freeze on Jewish settlement in the West Bank and the Israeli army's redeployment from rural areas of the territory.
