"When the Syrian refugees arrive in Toronto Pearson Airport, and when they will arrive today they will receive a health card, social insurance, they'll be able to integrate right away in society," says Rosalind Wong, spokesperson for Solidarity Across Borders .

"It's a model of what is possible and what we demand from the government for thousands of people that are living without status here in Canada," she adds.

All 10 of Canada's provincial premiers support taking in the refugees.

About 800 people destined for Canada are being screened by security and health officers each day in Lebanon and Jordan.

"I hope that the refugees that have just arrived in Canada are real refugees that need Canada's protection and the money that Canada will spend that's taken from my salary and that of other Canadians," says Anas Hariri, a Canadian citizen of Syrian origin.

Community groups have launched initiatives to welcome the new arrivals.

Iran-born Amir Kahdir, a member of the National Assembly of Quebec, is helping a knitting project in a Montreal cafe.

"We are united here, people from Montreal, from other cities of Quebec province who have come together to knit hats - what we call here in Canada 'tuques' - to protect Syrian refugees who have begun to arrive to Canada just today," he says.

Khadir writes welcome messages in Arabic to accompany the hats.

"It's very important to tell children that we need to welcome these people with great solidarity and in an international effort of solidarity," says Marie Vincent, community organiser for la Maison d'Aurore group.

Canadian immigration officials, aided by the Malaysian navy and police began moving the first group of one hundred and fifty nine Vietnamese refugees from the freighter Hai Hong off Port Klang in Malaysia, to be flown to Montreal, Canada. Another four hundred and fifty refugees from the Hai Hong will be airlifted in three flights to Canada. France has agreed to take two hundred and twenty one of the two thousand five hundred and four Hai Hong refugees, who have been stranded off Port Klang.

Some 80 years ago, the Nazis forced prominent German Jewish art gallery owner Max Stern to sell his family's roughly 400-piece collection before he was exiled from his country.

On Wednesday, FBI agents returned one of those works, a 17th century oil painting by a Dutch master, to representatives of the Dr. and Mrs. Max Stern Foundation during a ceremony at the Museum of Jewish Heritage in New York.

The recovery of Jas Frans Verzijl's "Young Man As Bacchus" marks the 16th piece of Stern's collection that investigators from around the world have been able to return to the foundation since recovery efforts began in the late 1990s.

While the painting had "survived several generations of exile," it was seized by special agents at a New York City art fair last year after Italian gallery owners, unaware of its past, consigned it for sale, said Michael McGarrity, who heads the FBI's New York field office.

In 1936, the Nazis forced scores of Jewish art gallery owners such as Stern to liquidate their collections at a fraction of their values because of their heritage, an act that U.S. courts have since ruled amounts to theft.

Recovering the art subsequently is a painstaking process, in no small part because the art world is notoriously secretive, many current art owners inherit pieces from older generations, sometimes unaware of the work's provenance, laws recognizing the theft vary among countries and artwork sometimes doesn't emerge into public view for years on end, experts said.

Maria Vullo, the superintendent of the state's Department of Financial Services, whose six-person Holocaust Claims Processing Office tracks down art, insurance claims and bank accounts stolen by the Nazis around the world, said the recovery of the latest Stern painting was a small symbol of justice to those who suffered in the unspeakable horrors of the holocaust.

Stern was exiled in December 1987 and eventually made his way to Montreal, Canada, where he became a prominent art dealer.

Upon his death in 1987 he bequeathed his assets, including his ownership of recovered artwork, to the foundation and its three beneficiaries: Concordia University and McGill University in Canada and Hebrew University of Jerusalem in Israel.

STORYLINE:

Canadian authorities identified Monday a man arrested on an Aeromexico flight from Paris to Mexico that was forced to divert to Montreal after US authorities refused to let the plane use US airspace.

Abdirahman Ali Gaall was arrested Sunday at Montreal's Pierre Elliott Trudeau International Airport, said Robert Gervais, an Immigration and Refugee Board of Canada spokesman.

He was taken off and arrested under an outstanding warrant.

Gervais said details of the arrest would be made public at Gaal's detention review hearing on Wednesday.

The Canada Border Services Agency confirmed Monday the passenger was on a US no-fly list and said the man was known to them.

Other passengers on Aeromexico Flight 006 from Charles De Gaulle Airport to Mexico City were re-screened and allowed to re-board the flight, said, a spokeswoman for the US Transportation Security Administration.

The plane arrived in Mexico City about 3:30 a.m. EDT (0730GMT) Monday.

The official gave no further details.

As a matter of policy, the TSA does not confirm or deny whether a person appears on a government watch list.

Passengers coming off the plane told The Associated Press that six Canadian police officers had boarded in Montreal, handcuffed the man and led him off the aircraft.

They said the man did not resist.

"They handcuffed him and they took him. Then we all got off the plane and they checked it," said Mauricio Oliver, a 36-year-old Mexican passenger.

Oliver said a flight attendant told him the man was from Somalia, but other passengers gave conflicting information about his nationality.

A spokesman for Canada Border Services said there was no incident on the aircraft and that law-enforcement officials boarded the plane around 2:30 p.m. local time Sunday and took the suspect into custody.

McNeely said the man was being detained in Montreal and a detention hearing would be held in the next 48 hours.

A Royal Canadian Mounted Police official said officers assisted Canada Border Services.

Aeromexico offices at Paris' Charles de Gaulle airport would not comment on the diverted Paris-Mexico City flight, referring all questions to headquarters in Mexico, where officials did not respond to questions for comment.

The Paris Airport Authority did not immediately comment Monday on the flight or what passport control measures had been carried out on the passenger at Charles de Gaulle before the flight left.
