STORYLINE:

Israeli Foreign Minister Shimon Peres said on Monday that Prime Minister Ariel Sharon has imposed no restrictions on a resumption of contacts with senior Palestinian officials, including Yasser Arafat.

On Sunday, Sharon gave Peres permission to resume truce talks, despite two suicide bombings by Islamic militants over four days.

However, Israeli officials said Monday that a Peres-Arafat meeting would require special approval.

Peres said he was given free rein.

"I have the right to meet every person I think I have to, including Chairman Arafat," Peres told The Associated Press in an interview.

The foreign minister, the architect of several interim peace deals with the Palestinians in the 1990s, would not say whether he has already established contact with Palestinian officials.

Peres gave his qualified support to Israel's takeover of the unofficial Palestinian headquarters in traditionally Arab east Jerusalem last week.

The raid of the Orient House building came in response to a suicide bombing that killed 16 people, including the bomber.

Israeli media reported that in a special Cabinet meeting held just hours after the attack, Peres argued against seizing the headquarters.

Peres would not say on Monday how he voted in the Cabinet meeting.

"In our retaliation (for the attack) no one was killed," he said.

STORYLINE

Israel's president showed support to the embattled Egyptian President on Saturday saying that his contribution to peace would "never be forgotten."

President Shimon Peres credited Egypt's Hosni Mubarak with saving both Arab and Israeli lives by "preventing war in the Middle East".

During the three decades Mubarak has been in power, he has consistently enforced the peace treaty Israel and Egypt signed in 1979, the first such treaty between Israel and one of its Arab neighbours.

He has also mediated between Israel and the Palestinians.

Peres warned against the possibility that Mubarak's ouster would bring the Muslim Brotherhood to power, saying he believed the group would not bring peace.

He said Israel fears that a change in government, without substantive change in policy, could lead to military rule in Egypt.

Peres was speaking to hundreds of politicians from across Europe attending the "European Friends of Israel" conference in Jerusalem.

Russia's policy in the Middle East will remain unchanged, Russian Foreign Minister Sergei Lavrov said during talks with Israeli President Shimon Peres on Thursday.

Lavrov who arrived Thursday in Israel during an official tour of the region met with Peres at the president's official residence in Jerusalem.

Peres commented later on Russia's important role in the region.

U.S. Secretary of State John Kerry met with Israeli President Shimon Peres on Friday in Jerusalem in an effort to restart the long stalled peace process between Israel and the Palestinians.

Before the meeting Peres thanked Kerry for what he called his "investment" in the peace process.

"All of us admire your investment in creating really the right environment to open the peace," said Peres.

The Secretary of State shuttled between Israelis and Palestinians in his latest diplomatic mission to coax the two sides back to the negotiating table.

Kerry returned to Jerusalem for a second visit in less than 24 hours after a 2�-hour meeting with Palestinian President Mahmoud Abbas in Amman, Jordan, Kerry's base of operations during his stop in the Middle East.

The Friday meeting between Kerry and Peres came after a meeting with Israeli Prime minister Benjamin Netanyahu whom he also met on Thursday evening.

The goal is to restart talks on finding a two-state solution to the conflict.

Kerry, who is on a two-week visit to the Middle East and Asia, met with Abbas in a diplomatic area of the Jordanian capital.

The State Department said Kerry and Abbas had a "very constructive discussion" focused on advancing the peace process, and that Iran and the Syrian conflict also came up.

State Department officials say Kerry will continue to try to find common ground between the two sides that would lead to a resumption of negotiations.

On this trip, Kerry is trying to pin down precisely what conditions Abbas and Netanyahu have for resuming talks and perhaps discuss confidence-building measures.

ISRAELI PRESIDENT WELCOMES HOLLYWOOD DELEGATES TO JERUSALEM

Israeli President Shimon Peres is accustomed to hosting world leaders and international diplomats, but on Thursday (17 NOV 2011) his guests brought a different spotlight to the usually serious environment of the house.

Some 50 actors, producers and studio executives from Hollywood rubbed shoulders with the Israeli president.

Not the normal studio set up for Tim Daly, "Private Practice" star. Daly said that group discussed Hollywood's rule in promoting the peace process and current situation in the Middle East.

"The Creative Coalition" is a non-profit organization of the entertainment industry and was founded in 1989 by some of Hollywood's known figures.

The organization's hope is to address peers worldwide on issues of importance such as amendment rights, arts place in local communities and common global matters.

Other actors that attended the event included Steven Baldwin, Patricia Arquette ("Medium,") Rachael Leigh Cook, Joe Pantoliano (Emmy Award winner for Outstanding Supporting Actor -for "The Sopranos"), Steven Weber, Andrea Bowen ("Desperate Housewives.")

A parade of global figures, from Bill Clinton and Mikhail Gorbachev to US actress Kathleen Turner, were expected in Tel Aviv Sunday to help mark the 80th birthday of Shimon Peres - Nobel laureate, visionary of peace and often-failed candidate for Israeli prime minister.

The extraordinary guest list reflected global appreciation for Peres' efforts toward a "New Middle East" - the title of his 1995 book dismissed by many here as utopian - and a longing for the days before the Israeli-Palestinian peace process collapsed in violence that has killed thousands in the last three years.

Peres, whose birthday was actually last month, says he only went along with the party idea - organized by both supporters and the rightist Likud government whose policies he opposes - to bring some cheer to the region.

Peres: a real loss in personal terms and party life... deep mutual respect between us...

Peres: we takl but we do not negotiate. More leaders reach the conclusion that the only way to deal with the demanding situation is an early election, a fair chance of that... decison should be taken in parliament. trying to advance this in parliament.... talks of balance... change of postions by minority. Religious party may take part in coaltion depending on results of elections. I wuold recommend inviting them in.

Question: what do you see as Jordan's position in the peace process?

Peres: I don't see any valid partner but Jordan. All other eligible partners are no existant in real terms. SIncerely hope the King of Jordan will join us in negotiations. Basic interest on part of Jordan to join in. to enable the creation of a Jordanian Palestinian framework for peace. (Jordan) cannot have had assurance before negotiations start... speaks of possibilities of deals with Jordan with regard to the West Bank... We are in a critical situation and we can overcome it... have the strength to deal with it.

Australian Foreign Minister Bob Carr emphasised the healthy state of the Australian economy in a meeting with Israeli President Shimon Peres on Sunday.

In the meeting at the President Peres's residence in Jerusalem, Carr also expressed his condolences for the victims of a bus bombing in Bulgaria that claimed the lives of five Israelis.

Carr was premier of New South Wales until 2005, but was called out of retirement to serve as foreign minister under Prime Minister Julia Gillard in March.

US Senator and presidential hopeful Barack Obama met Israeli President Shimon Peres in Jerusalem on Wednesday.

Many people in Israel are concerned that Obama - a first-term U.S. senator with little foreign policy experience - would push Israel too hard in negotiations with the Palestinians.

His family's Muslim roots have added to the unease, even though Obama was raised as a Christian and remains a practicing Christian.

In statements at the official residence of Israel's president, he sought to allay those fears.

Obama said he was on this trip to reaffirm the special relationship between Israel and the United States and his abiding commitment to Israel's security.

Having vowed a day earlier to immediately work for a breakthrough in Israeli-Palestinian peace negotiations if elected president, Obama plunged into the intricacies of the region's conflict with a packed schedule of meetings with Israeli and Palestinian leaders.

Later on Wednesday, Obama will make the short drive from Jerusalem through the Qalandiya checkpoint to the West Bank city of Ramallah for talks with Palestinian President Mahmoud Abbas and Prime Minister Salam Fayyad.

He is then due to return to Jerusalem to meet Israeli Foreign Minister Tzipi Livni, fly by helicopter to the southern Israeli town of Sderot - the target of many Palestinian rocket attacks - then travel by helicopter again back to Jerusalem to meet Prime Minister Ehud Olmert.

Israel has approved a US proposal aimed at ending the month-old Israeli siege at Palestinian leader Yasser Arafat's compound in Ramallah, but has banned a UN fact-finding mission into the battle at the Jenin refugee camp.

After a lengthy debate, the Israeli cabinet declared that the makeup and the procedures set down for the Jenin inquiry were unacceptable.

The mission is investigate a bloody eight-day battle at the Jenin camp, where at least 50

Palestinians and 23 Israeli soldiers died, and Palestinians charged Israel massacred civilians.

Israel objects to the composition of the team and its planned scope of activities.

The US plan for Arafat's office calls for US and British personnel to guard six Palestinians wanted by Israel.

In turn, Arafat would be allowed to leave his compound and move freely in the Palestinian areas of the West Bank and the Gaza Strip.

If the Palestinians accept the plan, it could end the long-running standoff at the shell-shattered compound.

Arafat has been confined to the compound since early December, aside from a few brief trips into Ramallah.

He has not been able to leave his office building in the centre of the compound since March 29, the first day of Israel's military incursion into the West Bank.

The Israelis have sought custody of five Palestinians accused of involvement in the killing of Tourism Minister Rehavem Zeevi, and a sixth man, accused of organizing a weapons shipment from Iran that was seized by Israel in the Red Sea in January.

The Palestinians had arrested the six and were holding them at a prison in Arafat's compound before the Israeli incursion.

They were moved into Arafat's offices to keep them out of Israeli hands.

Israeli President Shimon Peres said on Tuesday that the killing of Palestinian civilians in Gaza presents a moral dilemma, but argued there was no alternative while Hamas continued to fire rockets at Israel.

"There is a moral problem, but I don't have a moral answer to it," the 1994 Nobel Peace laureate told The Associated Press.

Peres predicted Gaza's Hamas rulers will eventually accept a ceasefire because of Palestinians' suffering and also their own isolation in the region.

Earlier on Tuesday, Hamas rejected an Egyptian ceasefire proposal that Israel accepted, and exchanges of rocket fire and airstrikes gained momentum, resulting in the first Israeli fatality in nine days of fighting that has killed nearly 200 Palestinians.

Peres also praised Palestinian leader Mahmoud Abbas, who controls the Western-backed government in the West Bank, as "a real and serious leader who is ready for peace - and I do believe we can make peace with him."

Israel's prime minister on Friday said that a nuclear facility will be named after late former President Shimon Peres.

Prime Minister Benjamin Netanyahu made the announcement at a ceremony on Friday marking 30 days since Peres' death, where his tombstone was unveiled.

He said the facility, located in Israel's Negev desert, will be called "The Shimon Peres Centre for Nuclear Science."

Peres, who died last month at 93, spearheaded the development of Israel's nuclear programme when he led the country's Defence Ministry in the 1950s.

He helped Israel create what is believed to be a nuclear arsenal.

Israel maintains a policy of ambiguity about its nuclear programme, neither confirming nor denying the existence of an arsenal.

STORYLINE:

Israel Prime Minister Ariel Sharon and Vice Premier Shimon Peres held a joint news conference in Jerusalem on Sunday, outlining the possibility of a new political line-up after elections in March.

Both Sharon and Peres have left parties they guided for decades.

Sharon left the Likud Party last month to form the Kadima Party in an effort to get re-elected and gain a free hand to proceed in negotiations with the Palestinians.

Peres, an 82-year-old former prime minister who has held every major Cabinet position, left Labour after losing the race for party leader three weeks ago.

He said he was supporting Sharon as the person who had the best chance of restarting the peace process with the Palestinians.

Under a reported deal worked out with Sharon, Peres would campaign for the prime minister without officially joining Kadima.

If Sharon wins, Peres would receive a senior Cabinet post, either dealing with the peace process or working on project to develop Israel's sparsely populated Negev desert and northern Galilee regions.

Sharon and Peres could emerge from March 28 elections at the head of a solid bloc in favour of compromises for peace with the Palestinians for the first time.

Peres expressed his opinion that Sharon was the best person to lead a coalition and Sharon has offered Peres his pick of appointments.

Turning to the subject of Iran, Sharon repeated Israel's position that it was not spearheading efforts to block Iran from becoming a nuclear power.

"It's clear we can't have a situation where Iran will become a nuclear power," Sharon said.

"Israel is not leading the process, but it is definitely a partner to countries concerned by this dangerous development."

Israel - which destroyed an unfinished Iraqi nuclear reactor in a 1981 air strike - considers Iran its biggest threat, and dismisses Tehran's claims that its nuclear programme is peaceful.

Last month, the European Union accused Iran of having documents that show how to make nuclear warheads, and joined the US in warning Tehran that it could face referral to the UN Security Council for possible sanctions.

Israeli concerns about Tehran's intentions - already heightened after Iranian President Mahmoud Ahmadinejad said in October that Israel must be "wiped off the map" - were compounded by media reports that Russia would sell Iran missiles and other defence systems valued at more than one (b) billion US dollars.

Israel's president Shimon Peres and the country's health minister visited a polio vaccination clinic in Jerusalem on Wednesday, highlighting a nationwide campaign to give a polio booster to all children under nine.

The campaign was launched on Sunday after the virus was discovered in sewage in the south of Israel and subsequently detected in the north, indicating that it has spread throughout the country.

During his visit to the clinic, Peres revealed that one of his own children had contracted polio as a baby, and urged all parents to have their children vaccinated to avoid the anguish that he himself had been through.

He described how he and his wife had stayed by their child's bed, watching him suffer.

"We saw him burning from fever, shaking from pain, and we stood there helpless, I do not wish it upon anyone to have to go through three days and three nights like that," he said.

Health Minister Yael German said that strains of the polio virus had been found in Ramla and Lod, and then in Baqa Al-Gharbiya.

"This means the virus is migrating north and spreading. We decided to vaccinate across the country," she said.

Israel was already immunising its children against the disease, but the new campaign is urging parents to give their children a second boost of protection.

There have been no clinical cases of the virus, which can lead to paralysis or death, but some child carriers have been identified in Israel.

Experts believe the strain originated in neighbouring Egypt.

Polio remains endemic in only three countries worldwide: Pakistan, Nigeria and Afghanistan.
