LEADIN

One of the last Palestinian farming villages that still uses irrigation systems from Roman times says its ancient way of life is in danger as Israel prepares to lay down its West Bank separation barrier.

STORYLINE:

Children bathing in the reservoir near the village of Battir in the West Bank. It's part of an elaborate ancient irrigation system that serves Battir's 6,000 inhabitants.

Terraces are a common Palestinian farming technique in the hilly West Bank terrain. But in Battir they stretch out over nearly 2000 hectares (800 acres), irrigated by a series of canals that direct spring water down the stepped hills.

This combination of centuries-old terraces and water engineering prompted the U.N.'s cultural agency, UNESCO, to award the village last year with a $15,000 prize for "Safeguarding and Management of Cultural Landscapes."

But plans to lay down a West Bank separation barrier are threatening the continued supply of water to some of the village farmers and dismantle the much-vaunted integrity of the terraces according to Giovanni Fontana-Antonelli, Programme Specialist for Culture at UNESCO's Ramallah office.

He says: "The wall as projected so far will interfere with these ancient irrigation system by cutting part of the irrigation network, and therefore a number of fields will not receive any more water with a consequence of abandon of those fields."

The villagers live in limestone-faced houses built into a hillside southwest of Jerusalem. On the lands around the homes, stone retaining walls have transformed scrubby hills into orderly steps of olive trees and vegetable gardens.

With construction possibly beginning in the coming weeks, the people of Battir hope a legal battle, backed by recent U.N. recognition of the village's agricultural practices, will help change Israel's mind.

Retired teacher Elayan Shami, 62, kneels in the soil planting the famous local eggplant, a mottled pink and white variety that ripens in July. Shami tends a small patch on a terrace where furrows divide the area into rectangles laid out like a maze to direct the spring water.

He says: "If we lost the lands, and we couldn't do anything, that will be a disaster for the people of Battir, especially for the water and plants. It will cut the lands from the people and make us dependent on Israeli and outside markets. This is something no farmer can accept."

Israel began building the barrier in 2002 in response to a wave of deadly suicide bombings carried out by Palestinians who had entered from the West Bank.

Set to stretch 815 kilometres (500 miles), it is about two-thirds complete, according to Shaul Arieli, a retired military officer who now advises the Supreme Court on the barrier.

Israelis say the structure is a main reason for the halt in suicide bombings in recent years. But Palestinians say it is a pretext for Israel to steal their land.

Nearly 10 percent of the West Bank, which the Palestinians claim for a future state, will lie on the "Israeli" side of the barrier when it is complete. For this reason, construction on several stretches of the barrier have been delayed due to legal challenges.

Josh Hantman, a spokesperson for the Israeli Defence Ministry says: "Let us record that before waves of Palestinian terror took the lives of over 1000 Israeli, there was no barrier, this security fence is there purely to save lives and every inch of the security fence is open to judicial review."

Battir presents a particular challenge because the village's homes are in the West Bank while the fields are partially in Israel. This anomaly was enshrined in the 1949 cease-fire that ended Israel's war of independence.

According to current plans, the barrier will run close to the 1949 boundary and leave 160 acres (64 hectares) of village lands on the Israeli side, according to the Israeli Defence Ministry.

Village council head Akram Bader says the fence also loops into the West Bank and so will actually leave 740 acres on the Israeli side of the fence. This amounts to a third of the village land. Bader, an architect, used Google Earth and land confiscation orders to calculate the higher figure. He says the Defence Ministry estimate fails to account for the West Bank land that will be gobbled up.

In 2007, Battir sued the state and Ministry of Defence, demanding it change the route of the fence to protect the unique farming area.

In the legal documents, Israel claimed Battir is a tempting area for Palestinian attackers to penetrate into Israel. The state also insisted on keeping control of a rail line that runs from Jerusalem to Tel Aviv, built before Israel's independence on Battir's lands.

This makes it impossible to consider Battir's request to move the route of the barrier to run only in Israeli territory and leave the village lands intact.

A Defence Ministry official said the barrier's planners have met with Battir's residents. He said the barrier will not disrupt farming because a planned access gate will be open to Battir's farmers three times a day. He spoke on condition of anonymity because of ongoing legal proceedings.

The official said that in 2008, two Battir residents were found guilty of sabotaging the railway.

Battir residents say only one local was found guilty, and was released within months. Moreover, they say this attack was a lone exception to the norm in which trains travel by unimpeded every half hour.

In court, military officials have acknowledged "the security threat is not reflected in Battir's residents in general, but rather from external hostile elements."

In Battir, council head Bader says the planned fence will rise a few feet from the walls of the only boys' school and slice across the soccer pitch. Besides that, the fence will likely devastate farming, Bader said. He said he loses sleep at night with worry.

Early this year, Battir suspended a challenge in Israel's Supreme Court, so a separate advisory commission on land expropriations could consider a request to instead reroute the barrier entirely on Israeli lands. The committee, part of the Finance Ministry, has not responded.

In the meantime, defence officials say they plan to begin construction in the coming weeks. Battir's lawyer, Ghiath Nasser, says the village will seek a court order to block any construction until the legal process is exhausted.

He says: "We submitted to the court all the evidence that can prove that the route of the wall in this area is illegal, totally illegal, there is a big damage to the environment. Battir is a very special area, a very nice area, it is a candidate to be a nominate for the UNESCO special areas of world heritage, we are also talking about the damage caused to the water system. So I think that the court will decide according to the legal principles, the international law, the route of the wall here should be cancelled."

Palestinians have had mixed results in past court challenges. Bilin, a village west of Ramallah, initially lost half its land to the barrier.

But in a 2007 decision, the high court ordered the Israeli government to move Bilin's barrier westward. It took three more years before the government moved the fence, showing the slow speed of the justice system.

Many other villages have failed to change the barrier's path, such as Battir's neighbour Walajeh, where Israel is currently surrounding the village with a wall and fence on all sides.

Israeli cellular carriers transmit 3G, but Palestinian networks have been confined to the slower 2G networks.

This now looks set to change as Israeli Defence Force's Major General Yoav Mordechai and Palestinian Minister of Civil Affairs Hussen al-Sheikh signed an agreement granting Palestinian mobile carriers 3G high-speed data services in the West Bank this week.

The new agreement won't enable 4G service for Palestinians, nor will it cover the Gaza Strip, but it's a step forward say supporters.

The CEO of Palestine's main telecom company, Jawwal, welcomes the move.

"We are extremely happy that Israel has finally released the frequencies for the 3G and allowed the Palestinian companies to use 3G services," says Ammar Aker.

"It's an achievement even though it is a late move. Our hope was to use 4G but still we will stick with 3G and fight for getting 4G."

"Our aim is to gave the Palestinian customer better services within our own limits and despite Israeli restrictions."

The lack of high-speed access has been a constant source of frustration for young professionals, forcing many to seek creative solutions, sign up with Israeli carriers or scramble to find a wifi network whenever the internet is needed.

But that's about to change.

"Six months from today, Palestinians will be able to use all the internet applications everywhere and this will make a difference for them and furthermore there will be a good chance for Palestinian computer companies to develop special applications for the Palestinians which means creating new jobs in the IT field," expands Aker.

The Palestinians are among 16 markets, including Cuba and Eritrea, who still use older 2G technology, according to the International Telecommunication Union, a UN agency.

Without 3G, Palestinians are unable to access Internet messaging services like Whatsapp, make Internet phone calls or stream videos.

"Yalla Yalla" features performances by Palestinian and European companies and aims to introduce theatre to a new generation.

STORY-LINE:

This little girl on stage has lost her smile, leaving her father desperately looking for a solution to bring joy back to his daughter's life.

The girl is the main character of "Jihan's Smile", a play shown here at Bethlehem's Al-Harah theatre as part of the "Yalla Yalla" international children and youth festival.

The young Palestinians in the audience attentively follow this moving tale about sadness, parental love and the search for true happiness.

In the play everyone gets involved to try to restore Jihan's smile: from the sun itself to a flamboyant Italian painter.

Based on a story by Egyptian-Canadian writer, Karim Alrawi, "Jihan's Smile" is one of the many shows on offer at this 10-day festival, that includes theatre performances by groups from Poland, Sweden and France.

Marina Barham is director of the festival and the Al-Harah theatre. She says that the idea is to the foster positive change through theatre and introduce this art to a new generation of Palestinians.

"Through our festival we want our voice to be heard all over the world and to say that Palestinian theatre is professional, that it's skilled and of high quality. We want to bring back joy to our children. Theatre and art are a way of resistance against the Israeli occupation", Barham says.

Palestinian actor, Nicola Zraineh, plays Jihan's increasingly worried father. The actor is one of the co-founders of Al-Harah theatre and has been working on stage since the year 2000.

With shows available mainly in the big cities, Palestinian actors bring theatre directly to people's homes, performing in villages as well as Palestinian refugee camps, Zraineh says.

In return, Palestinian politics, society and traditions offer constant inspiration for the local theatre. As Zraineh explains:

"We Palestinians have lots of stories to tell and perform on stage: stories related to politics, society, traditions and customs that we try to change in a positive way through theatre so as to bring a positive effect to children, youth and to the society in general."

Palestinian actors are not limited to the local scene but travel around the world to share their art, from Arab countries to Asia, Zraineh adds.

Palestinian theatre has been around since the beginning of the 20th century and has been asserting itself on the cultural scene ever since, says "Jihan's Smile" Director, Raeda Ghazaleh.

It was in the 80's that local theatre became more established, Ghazaleh says but laments that it's plagued by a lack of funds.

At a theatre in Bet Jalla, near Bethlehem, Swedish theatre group Ogonblicksteatern is performing in front of a special audience: children aged 6 months to 1 and a half years.

The Swedish play, "Here I Am" appeals to the youngest of audience members and deals with the babies' identities and sense of self.

The idea is that from the first months of their lives babies are capable of following a theatre play, says Johanna Salander, director of "Here I Am" and artistic director of the Ogonblicksteatern group.

This is the third time that Salander has visited the West Bank to work with Palestinian groups; the "Yalla Yalla" festival, she says, is an opportunity for both to learn something from each other.

Settlement clashes spread to Nablus

A demonstration against the expansion of a Jewish settlement in

the Israeli-occupied West Bank turned violent on Friday (30/12).

Up to 11 Palestinians, six soldiers and an Israeli peace activist

ninth day of protests over plans by the Jewish settlement of Efrat

The Palestinian government in the West Bank has announced the upcoming municipal elections will not take place in the Gaza Strip.

The territory is ruled by Hamas and the Palestinian Prime Minister said the Islamic militant group had refused to let them be held there.

STORYLINE

Palestinian Prime Minister Rami Hamdallah sits at the head of the table at a cabinet meeting in Bethlehem.

They're discussing changes to plans for the upcoming municipal elections, which Hamdallah claims have been caused by Hamas' refusal to allow them to be held in the Gaza Strip.

"We will hold the elections in the West Bank on May 13 and we will postpone the election in Gaza according to the law and according to the request letter of Hana Nasser, the Head of the Election Committee, who requested we postpone the election in Gaza because it's not possible to do it in the meantime", he says.

The Palestinian Authority of President Mahmoud Abbas and his Fatah movement run autonomous enclaves in the West Bank.

The elections were originally set for last October, but were postponed after Hamas courts dropped most of Abbas' electoral lists.

Hamas' spokesman Fawzi Barhoum condemns the announcement saying it will "destroy the democratic process".

"It shows that this government is not eligible to help the Palestinian people anymore," he adds.

Political analyst Jihad Harb adds that it will "limit the possibility of using the elections as a gateway to end the division", since people in Gaza won't be able to choose their representatives.

Palestinians have been split since Hamas seized Gaza in 2007 from Abbas' forces in bloody street battles.

Repeated reconciliation attempts have failed.

Hamas withdrew from local elections in 2012. The last general election, with both Hamas and Fatah competing, took place in 2006.

Palestinian demonstrators fed up with high prices and unpaid salaries shuttered shops, halted traffic with burning tyres and closed schools throughout the West Bank on Monday.

It was the largest show of popular discontent with the governing Palestinian Authority in its 18-year history.

Palestinians say their salaries can't keep up with the rising price of living.

They blame Prime Minister Salam Fayyad for the economic policies of the Western-backed Palestinian Authority, which has partial self-rule over Palestinians in the West Bank.

But Fayyad's government is grappling with a sharp budgetary shortfall because the US and Arab countries that sustain it haven't delivered promised aid money.

And he hasn't been able to pay full salaries in months.

The strikes touched all large Palestinian urban centres of the West Bank, from Jenin in the north to Hebron in the south.

Throughout, public transport drivers blocked roads, youths burned tyres and some shops closed their doors.

In one demonstration, youths hollered and cheered as they set tyres alight in protest - sending plumes of black smoke into the air and blocking the main road from the West Bank city of Ramallah to the nearby city of Jerusalem.

Nearby, striking taxi and bus drivers daubed a donkey yellow and scrawled "taxi" on it.

And in Hebron, protesters gathered in the streets, chanting and waving their arms, and even using a bulldozer to block streets.

Some protesters demanded the resignation of Fayyad, who is respected internationally for having cleaned up the corrupt practices of previous Palestinian governments and for putting international financial standards in place in the West Bank.

Others also demanded government subsidies for basic goods such as food and fuel, a minimum wage, and the cancellation of a Palestinian trade agreement with Israel.

Monday's protests followed a series of small but growing strikes over the past few weeks.

A Fayyad spokeswoman said the government's hands were tied because of a previously-warned cash shortfall.

"Over a year ago the prime minister warned the public and the international community that the authority is facing a crisis, perhaps the most dangerous since its inception," said Nour Oudeh.

The Palestinian Authority has suffered a crippling, months-long cash shortage caused by donors who owe 1.2 (b) billion US dollars in pledged money, finance ministry officials said.

The money that the Palestinians say has not been delivered includes 200 (m) million US dollars from the US in budget support, held up by Congress to seek more information about the funds.

Donor dollars are crucial because Palestinians have an economy hampered by Israel's control over the West Bank's borders as well as movement inside the territory.

Security checks over exports and imports hamper the ability of Palestinian manufacturers to buy cheaper products elsewhere and raise the price of exports.

What's more, Israel still directly controls some 60 percent of the West Bank, where 340-thousand Israeli Jews live in settlements deemed illegitimate by the international community.

The first aquarium in the West Bank has opened to the public.

Situated in central Ramallah the 'Palestine Aquarium' has 250 rare underwater species.

STORYLINE:

The Palestine Aquarium has recently opened to visitors and is proving very popular so far:

"I saw the aquarium on television so I loved to bring my grandchildren to see it. We had a fun time here and the boys were happy. There are many kinds of fish and the place is clean and it will be nice for the school students to visit this place," says Ramallah resident Julia Khouri.

The aquarium is a private venture set up by two Palestinian entrepreneurs. They were inspired by their visits abroad and wanted sea life lovers in the West Bank city of Ramallah to be able to see aquatic creatures themselves.

"When I was travelling to other countries I was visiting the aquariums in Europe and some Arab countries so we decided to do this project here. Although there is no sea in the West Bank we believed that we could do it. We have made great efforts until this project has been completed," says one of the owners, Amjad Amer.

The space in central Ramallah covers 820 square metres and has a display of 250 rare underwater species.

It's split into two sections, as aquarium guide Dalia Abu Shamsia explains:

"In the first section we have the turtles and some kinds of fish and in the second section there are crocodiles, snakes and fish. We have about two hundred and fifty kinds of fish and we are going to bring more," she says.

Amer says the main difficulty in setting up the aquarium was the paperwork involved in crossing the species into the West Bank.

All crossings into the West Bank are under Israeli control and the bureaucracy can at times be burdensome.

"Some of the fish died at the harbour and we have been working until now to import the types we don't have," he explains.

Originally planned to open in April 2018 the project had to be postponed until late July because of Israeli restrictions on the import of certain types of fish.

The aquarium houses a collection of amphibians and tropical plants as well as fish.

Entrance costs 30 New Israeli Shekels (8 US Dollars) while children under 10 years old pay 20 New Israeli Shekels (5.5 US Dollars).

"The biggest difficulty we faced in this project was in importing the aquatic creatures because everything is imported through the Israeli crossings. The first centre for Palestinian rock climbers has opened in Ramallah.

It's a way for climbers to perfect their skills indoors before taking to the rocky hills of the West Bank.

STORY-LINE:

First a foot, then a hand: with each move he ascends a little further.

He's one of a number of climbing fans scaling the walls at the Palestinian Territories' first ever rock climbing gym.

This is 'bouldering', a climbing style that uses no ropes or harnesses.

Routes are marked by different coloured holds which indicate varying degrees of difficulty.

Marketing consultant Shadan Nasar has been climbing for ten months.

She enjoys the strategic thinking required to solve the climbing puzzles.

"Climbing has become an important part of my life. Having this sport here is very nice because we face lots of pressures in our lives and for me yoga and climbing are so important. When you came here you learn how to solve the problems you face and this helps you in your life," she says.

Filmmaker Majdal Sobh attempts to tackle a route.

She took up the sport six months ago and this new facility is an opportunity to hone her skills indoors.

"It's not always possible to climb in the mountains and outside, so it's good to have this place for training and for perfecting our climbing skills and to have a climbing community in Palestine," she says.

American Tim Bruns is a co-founder of Wadi Climbing.

"We decided to open this gym because we were students in Jordan, studying Arabic, and when we came to Palestine and saw that there weren't a lot of recreational opportunities for young people and so we were kind of inspired by the Jordanian climbing community and figured that we could maybe do something similar here," he explains.

Wadi Climbing has been organising climbing trips around the hills of the West Bank since 2013.

But this new indoor gym means people can practice without taking a trip to the countryside.

And its founders hope it will help build a climbing community here.

Mohamed Qandeel began climbing seven months ago.

He's doing a few pull ups to build essential upper body strength.

Qandeel thinks the activity will appeal to lots of people.

"It's something great and nice and I encourage a lot of people to try this as a sport and as a hobby," he says.

"This sport does something to you inside; sometimes when I ask myself why I like it I don't have an answer, but it's beautiful and makes you want to do it more and more."

The gym has all the equipment climbers might need for a bouldering session, including the special shoes designed to keep toes hanging on to even the smallest ledge.

But there are plans to expand further.

Its wall is just a few metres high, restricted by the low building height.

Israeli troops on Friday used tear gas to disperse Palestinian protesters near the northern West Bank village of Kariut.

Waving Palestinian flags, the protesters had gathered on the 48th anniversary of the "Naksa," or setback, the term the Palestinians use for the defeat in the 1967 Arab-Israeli (Six-Day) war.

During that war, Israel conquered the Golan Heights from Syria, the West Bank and east Jerusalem from Jordan, and the Gaza Strip and Sinai peninsula from Egypt in just six days of fighting.

Israel returned Sinai to Egypt under a 1979 peace accord, and withdrew from Gaza in 2005.

A few hundred demonstrators also gathered in Susiya, a Palestinian village under the threat of demolition by Israel.

Susiya is one of more than a dozen "unrecognised" Palestinian herding communities in the southern West Bank, a desert-like area close to the Green Line, Israel's pre-1967 war frontier with the West Bank, when it was ruled by Jordan.

Its 160-odd residents live in shacks, caves and tents with cement-reinforced walls.

Israeli authorities say the structures are unlicensed.

Residents and their supporters say Israel refuses to grant permits as part of a plan to clear the area for future territorial claims, a charge Israel denies.
