STORYLINE:

Israeli troops entered the West Bank town of Ramallah early on Monday, but the army denied reports that soldiers had entered Yasser Arafat's compound and completed destruction of buildings hit in an earlier operation.

One Palestinian was killed and two wounded during exchanges of fire, Palestinian doctors said.

The army said two soldiers were also wounded.

The Israeli military said soldiers surrounded Arafat's compound to prevent gunmen from entering but did not enter themselves.

Palestinians officials also said the Israeli forces remained outside the compound.

Arafat was inside the compound and was unharmed, the officials said.

Troops moved into the West Bank town hours after the Palestinian leader named a new, streamlined cabinet and hours before Israeli Prime Minister Ariel Sharon was to meet U-S President George W Bush in Washington.

The latest incursion began around 0400 local time (0100 GMT) when tanks, armoured personnel carriers, jeeps and infantry on foot entered the town.

Soldiers moved among houses around the Amari refugee camp, next to Ramallah, and into the suburb of Beituniyah.

Israeli military sources said the purpose of the latest incursion into the West Bank town was to arrest terrorist suspects.

They said the troops would remain in Ramallah for a "limited time" and had arrested about a dozen suspects overnight, witnesses said.

Also, soldiers detained several suspects in night time raids in other parts of the West Bank, the statement said.

Israeli incursions are an almost daily affair.

On Sunday, troops entered the town of Tulkarem.

STORYLINE:

Islamic militants tried to recruit a 15-year-old Palestinian as a suicide bomber, at one point locking him in a dark room, but also luring him with clothes, a cell phone and promises of paradise, his family said.

Relatives said Tamer Khweirah knew three other youths in Israeli custody in similar circumstances.

The story of the ninth-grader, who was extricated by an alert older brother, underscored the growing use of children by militant groups and stoked Palestinian debate over what is permissible in the fight with Israel.

Tamer is one of four teenagers arrested by the Israeli military in the West Bank city of Nablus in the past week on suspicion they were recruited by

militants.

One of the four, Hussam Abdo, 16, was caught at an Israeli checkpoint south of Nablus last week with eight kilograms (18 pounds) of explosives strapped to his body.

The boys knew each other, relatives said. Tamer, Hussam and a third youngster attended the same Nablus high school. The Israeli military said Palestinian militants are increasingly targeting youngsters, in part because they arouse less suspicion at Israeli checkpoints.

The use of youngsters has drawn criticism from some Palestinian intellectuals and educators who said the militants are harming the Palestinian cause.

Tamer's older brother Raed, 26, said that Tamer was approached by the Islamic Jihad group at a Nablus mosque last week, after Israel assassinated Hamas founder Sheikh Ahmed Yassin. Raed said that Tamer confessed subsequent secret encounters.

In the mosque, Tamer and other worshippers were expressing their anger over the assassination, and a 19-year-old Islamic Jihad activist asked the youth whether he wanted to meet a religious leader, or sheik, from the group.

Tamer was taken to a private home in Nablus' old city, a militant stronghold, where he met the sheikh, who introduced himself only as Ibrahim, Khweirah said. In the first session, the sheikh spoke to Tamer about the need to avenge Yassin.

In a second encounter last week, the sheikh tried to persuade Tamer to carry out a suicide bombing, according to the boy's older brother. The

sheikh locked Tamer in a dark room for a while, then took him to a well-lit room, explaining to the boy that this illustrated the difference between eternal damnation and paradise.

Paradise and 72 virgins are assured for any bomber, the sheikh told Tamer, who is from a well-to-do family and according to his family had a sheltered upbringing.

When the youngster expressed concern that his family's house would be demolished - standard Israeli reprisal - the sheikh said Islamic Jihad would pay 50,000 Jordanian dinars (US$70,000) to make up for the loss.

Islamic Jihad members gave Tamer a cell phone to enable constant contact, and bought him a new shirt and pants as a purported sign of affection, his brother said. Khweirah said he became concerned about his younger brother, described as a model student, when he skipped school twice last week and was seen loitering downtown, smoking and talking on a cellphone.

Khweirah said that last Thursday, he turned for help to the Al Aqsa Martyrs' Brigades, an armed group with ties to Yasser Arafat's Fatah movement. Al Aqsa itself has carried out suicide bombings, and its militants say they have no qualms about recruiting teens, provided they are mature enough to understand their suicidal mission.

Still, Khweirah hoped they would agree that his brother was not an appropriate candidate. Later that day, a tearful Tamer returned home and confessed to his family, his brother said.

The Israeli military says that Palestinian militants are increasingly preying on the young. Tamer was arrested by Israeli soldiers at his home on Friday, the last of the four teens to be taken into custody.

The youngsters are still being questioned by the Shin Bet security service, which turned down requests by The Associated Press to interview Tamer.

The boy's family demanded that the Islamic Jihad recruiters be arrested, but so far to no avail.

STORYLINE:

Israeli soldiers arrested several Palestinians on Saturday in the Al-Ein refugee camp in Nablus.

Troops in jeeps swept through the camp, conducting house to house searches and arresting 11 Palestinians, witnesses said.

The army said it has arrested two fugitives from the militant Hamas group in the raid.

Handcuffed Palestinian men were seen on the roadside - and Israeli troops then led them away to military vehicles.

Also Saturday, clashes erupted between Palestinian stone throwers and Israeli forces in another Nablus refugee camp.

Witnesses in the Balata refugee camp said several Palestinians were wounded in the violence.

The Israeli army said it detained one Palestinian member of the Hamas movement for questioning.

Meanwhile Palestinian President Yasser Arafat met with a Christian delegation in his Ramallah compound for Easter celebrations.

A senior Palestinian leader on Wednesday criticised U-S Secretary of State Madeleine Albright for expressing support for Israel, saying it was not a good start for the attempts to restore peace in the region.

Hanan Ashrawi - a member of Yasser Arafat's Cabinet - said a Albright's statement by Albright indicated a one-sided approach that would not be conducive to the peace process.

The U-S statement of support for Israel also drew strong condemnation from Palestinian extremists, who demonstrated in the West Bank town of Nablus.

Palestinians in the West Bank town of Nablus held an anti-American demonstration on Wednesday.

They burned an American flag as well as a poster depicting U-S Secretary of State Madeleine Albright stabbing Palestinian people.

Among those demonstrating were 200 women believed to be affiliated with the Islamic militant group Hamas.

The women stopped traffic in downtown Nablus as they marched with banners denouncing Israel and America.

One of the demonstrators explained why they were against Albright's visit.

"We're here protesting against the American pressures on the Palestinians and we are asking Albright to go home, because her visiting to this area is just to make more pressures on Palestinians."

The demonstration follows Albright's declaration of the U-S as a strong ally of Israel against terrorism, in the face of recent suicide bombings by Islamic militants.

Her statement also provoked sharp criticism from moderate Palestinians.

Palestinian Cabinet Minister Hanan Ashrawi had earlier expressed the hope that the U- S Secretary of State would deal with the underlying causes for the current halt in the peace process.

Ashrawi said the real issues are Israel's refusal to implement agreements from peace accords signed in Washington in 1993, the question of settlements and what she called the "Judaisation" of Jerusalem.

On Wednesday, however, Ashrawi was sharply critical of the way Albright had begun her visit to the region.

Elsewhere in Ramallah, a group of 60 Palestinian doctors protested at a roadblock against Israel's closure of the West Bank in response to the recent bombings.

Israeli Prime Minister Benjamin Netanyahu has toughened his already hard line on Palestinians - refusing to turn over West Bank land to the Palestinians, as promised, until Arafat makes mass arrests of Islamic militants.

A Hamas source on Wednesday said Yasser Arafat's police had issued 200 arrest warrants for Islamic activists.

The top Palestinian law enforcement official, Attorney General Fayez abu Rahmeh, denied this was true.

Palestinian security officials said they have arrested more than 100 suspected Islamic militants since Thursday's triple suicide-bombings in Jerusalem, including 15 arrested in the hours before Albright's visit.

Israel has dismissed the arrests as a gesture for Albright's benefit and continued to bolster its security in Jerusalem.

Policemen were deployed around the city while border authorities patrolled the streets amid reports that Islamic militants were planning to carry out more attacks on Israelis.

Hundreds of right-wing Israeli settlers have marched through the occupied West Bank, protesting at their government's continuing dialogue with the Palestinian Authority.

The march follows yesterday's ambush by the Israeli army which killed three Hamas activists and which the Muslim militant group has promised to avenge.

A West Bank army commander says Hamas is likely to carry out fresh attacks on Israelis.

At least three Palestinians were arrested by Israeli soldiers in the West Bank city of Ramallah during a march to mark Prisoners Day.

The march was organized to protest at the continued imprisonment of Palestinians for what they call political reasons, but which Israelis deem security offences.

About 70 protesters marched in the city streets, while hundreds watched from nearby alleys and roof tops.

After walking about three-hundred metres, the marchers were stopped by Israeli soldiers, who blocked the road and told them to throw away their signs and go home.

When the crowd refused to leave the soldiers arrested two people, grabbing and tearing at the signs which read "no peace without releasing prisoners" and "release the prisoners".

They also beat several women. Palestinian youths responded by throwing stones at the soldiers.

The soldiers left the area, allowing the demonstrators to continue the march towards the police station.

However the army then returned, arresting two girls and beating others.

Meanwhile in Gaza, a military tribunal sentenced an Islamic militant to seven years in prison for smuggling explosives that were to be used in an attack on Israelis.

The defendant, Mohammed Samri, 25, was arrested on March 25th. He is a follower of the Muslim militant group Hamas.

Samri's sentencing brought to seven the number of Palestinians tried by the secret military court since it first convened last week as part of Yasser Arafat's crackdown on his militant opponents.

Arafat's security forces arrested some 200 followers of Hamas and Islamic Jihad after the two groups carried out two suicide bombings on April 9th in which seven Israelis and an American were killed in the PLO-ruled Gaza Strip.

However, Palestinian police have released more than half of the detainees over the past few days, including 50 who were freed Monday.

150-180 persons. We appointed many groups to investigate, to end the

But this has angered right wing Israelis. In central Israel, thousands of them marched in a protest against the Israeli government's peace process .

The demonstrators walked the 16 kilometres from the West Bank town of Tulkarm to the Israeli town of Netanya in order to illustrate how small the distance is between the green line - the Israeli border and the blue line which indicates the West Bank border.

On their way the marchers held a memorial ceremony at the Beit Lid Junction, where 21 Israelis were killed in a suicide bomb attack last January.

More than a thousand Palestinian students have clashed with Palestinian police in the West Bank town of Hebron.

The students gathered on Tuesday to call for higher wages for striking teachers.

But the protest soon turned violent, as students threw stones and bottles at the education offices in the city.

More than a thousand Palestinian students gathered outside the Education Ministry offices in the West Bank town of Hebron on Tuesday.

They had come to demand higher wages for Palestinian teachers.

In Hebron and Bethlehem, teachers have been on strike for three days over a ten per cent deduction in their retirement package.

The deduction will affect all 18-thousand public school teachers in the West Bank.

On Tuesday, students took their demands to the streets and marched through Hebron in support of the striking teachers.

But as police reinforcements were brought in, the protest turned violent.

Angry students began throwing stones at Palestinian police, while the Education Ministry offices also became a target for their anger.

Students threw stones and smashed windows and called for the resignation of the Education Minister.

Three students were detained by riot police.

Palestinian leader Yasser Arafat has now set up a committee to review the teachers' retirement package deduction.

In 1997, teachers in the West Bank held a three-week strike for higher wages.

It was the first and largest organised protest against Arafat's government.

Several teachers were jailed and the teachers ended their strike without getting a pay raise.

The average annual salary of a Palestinian teacher is 400 U-S dollars.

Israeli soldiers have arrested some 20 Palestinians in Hebron as Israel continues its crackdown on Islamic militants, spurred by last week's bombing of a Jerusalem market.

Just hours before Wednesday's meeting with Jordanian leaders aimed at restarting peace talks with Palestinians, Israel's Prime Minister visited the market where two suicide bombs killed 15 people last week.

On Wednesday morning, Benjamin Netanyahu lit a candle for the dead, prayed and spoke of his determination to fight terrorism

Ringed by security, Israel's Prime Minister walked down the covered alley on Wednesday, where two suicide bombers detonated deadly briefcases on July 30, killing themselves and 13 civilians.

Stopping outside the stall of one merchant killed in the bombing, Netanyahu donned a skullcap and recited a prayer for the dead.

Netanyahu said Israel will not be beaten by terrorism.

Scuffles broke out in Hebron on Friday (31/1) when Israeli soldiers tried to turn back Muslims from the West Bank city's Ibrahimi mosque, where nearly 4,000 people were already attending the noon prayer service. One Palestinian was arrested.

The Israeli army's presence around the mosque, part of a religious complex which is also as sacred to Jews as the Tomb of the Patriarchs, has been heightened since Israeli handed 80 percent of Hebron over to Palestinian self-rule on January 17.

In Gaza, Palestinian President Yasser Arafat commented on Israel's decision to open Hebron's Shuhada Street by Sunday. He said the street should have been opened immediately after the January 17 handover. Arafat spoke to reporters after he attended Friday prayers in Gaza City.

Israeli tanks and troops charged into Ramallah before sunrise Monday, surrounding the compound of

Palestinian leader Yasser Arafat and arresting 20 suspected militants in searches throughout the city.

The Israeli army said the raid was aimed at arresting Palestinian suspects, and the soldiers surrounded Arafat's compound to prevent Palestinian gunmen from seeking refuge there.

One Palestinian was killed and two wounded during exchanges of fire, Palestinian doctors said.

The Israeli army said two soldiers were also wounded.

The latest incursion began around 0400 local time (0100 GMT) when tanks, armoured personnel carriers, jeeps and infantry on foot entered Ramallah.

Soldiers moved among houses around the Amari refugee camp, next to Ramallah, and into the suburb of Beituniyah.

Israeli troops have demolished the family homes of two men said to be the commanders of terror cells that carried out attacks on Israeli citizens earlier this week.

The male family members in each house - 16 in total - were detained, and Israel says it wants to deport them to the Gaza Strip.

The arrests took place in the early hours of Friday morning.

In the Al-Askar refugee camp in Nablus, soldiers destroyed the house of a leader of the Fatah-linked Al Aqsa Martyrs Brigades militia, Ali Ajouri, 23, badly damaging several nearby houses, residents said.

They arrested Ajouri's father and two brothers but Ajouri himself was not captured.

And in the village of Tel, south of Nablus, soldiers destroyed the house of Nasser Aseida, 26, leader of the Hamas military wing, suspected of organizing the bus ambush in the Jewish settlement of Emmanuel.

Palestinian officials condemned the arrests. Chief Palestinian negotiator Saeb Erekat described the Israeli military's actions as 'war crimes.'

Elsewhere in Nablus, two other families were celebrating the deaths of the suicide bombers who carried out the attacks in Tel Aviv.

Mohammed Attala, 18, and Ibrahim Najie, 19 came from the Balata refugee camp and belonged to a previously unheard of group, Al-Nazir.

The group is affiliated with Fatah, Palestinian leader Yasser Arafat's movement.

Israeli soldiers destroyed houses of two Palestinians suspected in two bloody terror attacks this week and arrested 16 male relatives early Friday morning.

Israel Radio reported that the fathers and brothers are to be expelled to the Gaza Strip, reflecting new, harsh Israeli measures.

In the Askar refugee camp, soldiers destroyed the house of a leader of the Fatah-linked Al Aqsa Martyrs Brigades militia, Ali Azuri, 23, badly damaging several nearby houses, residents said.

A relative, Abdel Nasser Najie, said Ibrahim Najie used to work in Israel.

He said Najie left for Israel several days ago, and the family lost connection with him. He said if relatives had known he was going to carry out a suicide attack, "we would have stopped him."

Palestinian officials say Israel's threat to deport suspects from the West Bank to Gaza is unlawful and are calling on the international community to prevent it.

But Israeli foreign ministry official Daniel Taub said Israel had to find a means of deterring people from carrying out terror attacks.

Taub claimed that Palestinian families often received financial incentives to send their sons and daughters on suicide missions, and that Palestinian mothers regularly speak about how proud they are to have lost their children in this way.

Israeli soldiers on Tuesday arrested two Palestinians at a hospital in the West Bank town of Bethlehem, saying they were militants who were planning attacks against Israelis.

Troops entered the compound of the hospital and conducted a search.

The two men were arrested and the soldiers displayed weapons they said they had found at the hospital.

The soldiers left the compound after the arrest.

The Israeli army later said one of the detainees was a senior commander of the Al Aqsa Martyrs' Brigades in Bethlehem.

It said the man, Adnan Abayat, was responsible for the deaths of eight Israelis and had been on the run for three years.

Al Aqsa is a violent group loosely linked to Palestinian leader Yasser Arafat's Fatah movement.

Also on Tuesday, Israeli troops raided the Askar refugee camp in Nablus, rounding up hundreds of its male residents and detaining them in a high school courtyard, witnesses said.

Dozens of troops, backed by army jeeps and armoured vehicles, entered the camp early in the morning, enforced a curfew and sealed off all entrances to the camp, witnesses said.

The army said soldiers were questioning several hundred Palestinians as part of their "ongoing search" for militants.

They said anyone found innocent of involvement in militant activity would be freed.

Associated Press Television footage showed hundreds of men, crouching on the ground of the courtyard, waiting to be called for questioning.

One soldier was seen grabbing a blindfolded man by the back of his neck, pushing him along.

Witnesses said the army also searched homes in the camp, sometimes taking over homes for several hours, damaging residents' belongings and forcing them to cramp into one room until the soldiers left.

The army said it was checking into the allegations.

The Askar raid came just a day after Israeli troops withdrew from Nablus after more than a week of a series of searches and arrests in the city's centre.

The army frequently operates in Nablus, the West Bank's largest city, saying it is a centre of militant activity.

Meanwhile, a general strike was declared in Ramallah on Tuesday in solidarity with Palestinian prisoners held in Israeli jails.

The prisoners have been on hunger strike for 10 days, demanding that Israel improve the conditions in jail.

Palestinian leaders have denounced the arrest of six members of Yasser Arafat's' main guard unit as a "violation" of the signed agreement between Israel and the Palestinian authority.

Chief Palestinian negotiator Saeb Erekat said the fact that Israel entered Palestinian areas signaled a severe and worrying policy by hardline prime minister Ariel Sharon.

The Head of Preventative Security in Gaza, Jibril Rajoub, said this was a clear-cut violation of the Oslo agreement.

Their comments followed the arrest of six members of Arafat's elite Force 17 guard on Saturday night by Israeli special forces.

The arrests took place at the entrance to the village of Jilijiyeh, north of Ramallah.

On Wednesday, Israeli helicopters attacked Force 17 headquarters and buildings in Ramallah and the Gaza Strip, after Israel charged that commanders of the elite force were directly involved in attacks against Israelis.

Israeli officials pledged to continue their operations against Force 17, considered the best-trained force in Yasser Arafat's Palestinian police and responsible for his personal safety.

The Palestinians claim Israel is holding at least 35 members of Palestinian security forces, accusing them of gunfire attacks against Israelis.

Israeli troops exchanged fire with Palestinian militants in the West Bank city of Nablus on Friday, killing a top Hamas bombmaker and arresting three others before blowing up the seven-story apartment building the fugitives were hiding in.

The target of the raid was Mohammed Hanbali, an Islamic Hamas leader.

STORYLINE:

A day after Israeli troops backed by tanks swarmed into Yasser Arafat's headquarters, as the Palestinian leader huddled in a windowless office and made frantic appeals to world leaders by cell phone, troops have been out in force on the streets.

In the latest operation in the besieged area close to Arafat's headquarters, troops moved in and surrounded buildings, shouting to the occupants to come out.

Troops later moved in and arrested the Palestinian occupants as, over the rooftops in the distance, a pall of smoke could be seen hanging over the damaged remains of Arafat's compound.

Israelis and Palestinians have resumed talks to negotiate a final treaty, signaling that the Mideast peace process is once again moving ahead.

In the West Bank, hundreds of Palestinians marked the 10th anniversary of the declaration of Palestinian independence with military marches and waving Palestinian flags.

Israeli police also arrested a group of Jewish settlers who tried to expand their Jewish settlement near the West bank city of Jenin.

Meanwhile, a top Palestinian official accused the Israelis of inciting Jewish settlers to confiscate Palestinian land.

Israeli Foreign Minister Ariel Sharon met Palestinian leader Yassar Arafat's deputy, Mahmoud Abbas, to discuss a permanent peace treaty, a step repeatedly delayed since last month's signing of the Wye peace deal.

Abbas also told reporters he expected Israel to carry out its first withdrawal under the U-S-brokered agreement on Friday.

The two met at the Israeli Ministry of Foreign Affairs and expressed hopes of finding a solution.

Tibi has also called for the release of the first set of Palestinian political prisoners.

Palestinians have complained that only 150 of the 250 to be set free were ordinary criminals and not the political prisoners as promised.

Tibi charged that this is a violation of the Wye agreement and said the Palestinians have complained to the United States.

Meanwhile, Israeli bulldozers have begun work to open roads in preparation for the redeployment of soldiers.

Outside the West Bank city of Nablus, construction work started on a new bypass road as part of the Israeli preparations for the redeployment.

Israel said that it will open at least 10 new bypass roads in the West Bank as part of the redeployment plan.

STORYLINE:

Seven candidates will be running in the Palestinian presidential elections on January 9 in a bid to replace the late Palestinian leader Yasser Arafat.

According to the latest polls, interim Palestinian leader Mahmoud Abbas is expected to win with more than 40 per cent of the vote.

Mustafa Barghouti comes a distant second, while the other five candidates are each expected to get less than two per cent.

Abbas is the head of the Palestine Liberation Organisation (PLO) and the nominee of the ruling Fatah Party. Also known as Abu Mazen, he was a prime minister under Arafat and is viewed as a pragmatist who opposes violence.

His views on a final peace deal with Israel are identical to those of Arafat: a Palestinian state in the West Bank, Gaza Strip and east Jerusalem, and the right of Palestinian refugees and their families to return to their homes in Israel.

Mustafa Barghouti, an independent, is a 50-year-old physician and pro-democracy activist who says he represents the "silent majority" of Palestinians who aren't affiliated to any political faction.

He has portrayed himself as a man of the people, a reformer whose promise to tackle rampant corruption in the Palestinian Authority and build strong social services for the poor will carry him to victory in Sunday's election.

Like Abbas, Barghouti has demanded that Israel pull out of the West Bank, Gaza and east Jerusalem, release Palestinian prisoners and allow the return of refugees who left during the war following Israel's founding.

Last week, Israeli police briefly detained Barghouti saying he was in Jerusalem illegally.

Forty-four year-old Bassam Salhi, the People's Party of Palestine candidate, is the leader of a small faction with communist roots. A resident of Ramallah, Salhi has been arrested several times by Israel.

Sixty-five year-old Tayseer Khaled is the candidate of the Democratic Front for the Liberation of Palestine (DFLP), a militant PLO faction. Khaled returned to the West Bank city of Nablus from Syria in 1995. He was arrested by Israel in April 2002 and released a year ago.

Forty-four year-old Abdel Karim Shaber, an independent candidate, is a lawyer from Gaza City. Shaber identifies with Islamic causes but isn't a member of the militant groups Hamas or Islamic Jihad.

Sayed Baraka, another independent candidate, is a 49-year-old businessman and Arabic language teacher from the Gaza Strip. Baraka was arrested by Israel and deported to Lebanon in 1989 because of his alleged links to Islamic Jihad. He returned to Gaza in 1996 and is a member of the Palestinian National Council - the PLO's parliament in exile.

Forty-three year-old Abdelhalim al-Ashkar, yet another independent candidate, is originally from the West Bank but is now a resident of the United States with a degree in business administration. Al-Ashkar has been arrested twice by US authorities on suspicion of funding radical Islamic groups. His wife and three children are American citizens.
