STORYLINE:

The Israeli military shot and killed a Palestinian militant on Monday, as he attempted to escape arrest in the West Bank village of Al Fawwa, Palestinian witnesses and the army said.

A second militant was later detained by the Israeli military forces.

Witnesses said both men were members of the Al Aqsa Martyrs' Brigades, a violent off shoot of Palestinian leader Yasser Arafat's Fatah Party.

The Israeli army said the man, Ahmed Abu Mujahed, died as soldiers attempted to treat him.

His body was left in the area for Palestinian emergency services to collect in the early hours of Tuesday, once the operation was over.

It was then taken to the morgue at a hospital at Hebron, West Bank.

The Palestinian militants were believed to have been involved in terrorist activities in the West Bank.

Israeli security forces destroyed their equipment and cars that belonged to them.

STORYLINE:

Israeli soldiers manned various checkpoints throughout the West Bank on Saturday, a day before presidential elections to replace late Palestinian leader Yasser Arafat.

Palestinian officials complained that troop deployment and checkpoint procedures had not changed, despite a pledge by Israel to ease restrictions ahead of the vote.

At one Gaza checkpoint, hundreds of cars were waiting to cross on Saturday morning.

Palestinians reported that a 60-year-old taxi passenger was killed by army fire at the barrier. The army said soldiers fired at a gunman approaching on foot.

Israeli military officials said an effort was being made to speed up passage through roadblocks, but that security remained the top priority.

On Friday, Palestinian gunmen killed a soldier and wounded three in an ambush near the West Bank city of Nablus, prompting Israel to warn Palestinian leaders that it would reconsider its promise if an easing of restrictions is exploited by militants.

Israel delivered the warning through international observers headed by former US President Jimmy Carter and former French Prime Minister Michel Rocard, according to a spokesman for Carter's team, Les Campbell.

Observer teams were touring checkpoints on Saturday to see whether restrictions were indeed being eased, Campbell said.

STORYLINE:

Israeli troops entered the West Bank town of Ramallah early on Monday, but the army denied reports that soldiers had entered Yasser Arafat's compound and completed destruction of buildings hit in an earlier operation.

One Palestinian was killed and two wounded during exchanges of fire, Palestinian doctors said.

The army said two soldiers were also wounded.

The Israeli military said soldiers surrounded Arafat's compound to prevent gunmen from entering but did not enter themselves.

Palestinians officials also said the Israeli forces remained outside the compound.

Arafat was inside the compound and was unharmed, the officials said.

Troops moved into the West Bank town hours after the Palestinian leader named a new, streamlined cabinet and hours before Israeli Prime Minister Ariel Sharon was to meet U-S President George W Bush in Washington.

The latest incursion began around 0400 local time (0100 GMT) when tanks, armoured personnel carriers, jeeps and infantry on foot entered the town.

Soldiers moved among houses around the Amari refugee camp, next to Ramallah, and into the suburb of Beituniyah.

Israeli military sources said the purpose of the latest incursion into the West Bank town was to arrest terrorist suspects.

They said the troops would remain in Ramallah for a "limited time" and had arrested about a dozen suspects overnight, witnesses said.

Also, soldiers detained several suspects in night time raids in other parts of the West Bank, the statement said.

Israeli incursions are an almost daily affair.

On Sunday, troops entered the town of Tulkarem.

After meeting Palestinian Authority president Yasser Arafat in the West Bank town of Ramallah on Monday (27/10), Russian Foreign Minister Yevgeny Primakov accused Israel of failing to honour agreements it had made with the Palestinians on self-rule.

Palestinians speculated that the gunmen were sending a message to stop criticising Arafat, but there was no hard evidence to back that up.

Amr has often complained about corruption and inefficiency in Arafat's administration.

Amr served as a Cabinet minister in the short-lived government of Mahmoud Abbas, who served as Arafat's first prime minister last year but resigned after only four months, complaining that he was given no power.

Abbas was the first to visit Amr in the hospital.

STORYLINE:

Voting continued in the West Bank on Sunday as Palestinians held an historic presidential election - the first in nine years - to replace long time leader Yasser Arafat in a vote many across the world hoped would usher in a moderate leadership and revitalise the Middle East peace process.

In Nablus presidential candidate Tayseer Khaled cast his vote while militant gunmen put down their weapons outside the polling station before picking up their ballots.

At a Nablus checkpoint some Palestinians grew frustrated at their slow progress as they made the journey out of the city and towards polling stations.

In Hebron one farmer used his donkey to reach the polling station.

In Ramallah, US Senator and former presidential candidate John Kerry met leading challenger and democracy activist Mustafa Barghouti telling reporters that "The whole world wants to see peace in the Middle East".

Mahmoud Abbas, candidate of Arafat's ruling Fatah movement, was expected to easily win Sunday's poll.

But he was struggling to capture a clear mandate to push forward with his agenda of resuming peace talks and reforming the corruption-riddled Palestinian Authority. Arafat died on Nov. 11.

Israel, for its part, signalled that it is ready to work with Abbas. Senior officials said they would seek a meeting with Abbas shortly after the

election. They said Israel is ready to release Palestinian prisoners in exchange for a crackdown on Palestinian rocket attacks.

Polls opened at 7 a.m., with some 1.8 (m) million Palestinians in the West Bank, Gaza Strip and east Jerusalem eligible to vote.

Voters began trickling into stations shortly after the polls opened, and activity appeared brisk in many areas within a half hour. There were no

reports of problems.

According to opinion polls, Abbas holds a clear lead over Barghouti.

Analysts cautioned, however, that Abbas would need a strong showing - perhaps up to two-thirds of the vote - to go forward with his agenda.

8. Arafat and Palestinian officials turn and go back inside

STORYLINE:

Palestinian leader Yasser Arafat on Thursday called the security fence between Israel and the West Bank "racist", and said that the Israeli government was "destroying and ending the peace process".

The outburst came after Arafat met with Russian ambassador to Israel Sergey Piskov, at his compound on the West Bank.

Visibly angered, Arafat claimed that the security fence was taking sixty percent of Palestinian land, and called on the international community to act against what he said were "crimes against the Palestinian people".

Arafat was responding to Wednesday's Israeli cabinet approval of the barrier that cuts deep into the West Bank with the goal of shielding key settlements - as well as Israel - from suicide bombers.

Palestinians accuse Israel of imposing the borders of a future Palestinian state without negotiation.

To appease the US, sections of wall around settlements in the midst of the West Bank will for now be disconnected from each other and from existing barrier sections built closer to Israel's pre-1967 border with the West Bank. The final route will be decided in the coming months.

To date, Israel has completed about 150 kilometers (90 miles) of fences, walls and trenches built close to the pre-1967 border but dipping slightly into occupied territory in some areas to incorporate Jewish settlements.

"Our visit was aimed at getting to know about this Holy and brotherly country, and to know about the reality of the situation so as to be saturated with this country's culture, which has a deep history," says Alawi.

He says that his image of the region changed after seeing it with his own eyes - "after we saw for ourselves the steadfastness of the Palestinian people everywhere we went."

Alawi also meets with Deputy Foreign Minister Tayseer Jaradat.

The Omani delegation's visit to Jerusalem will be "an important message to the Arab countries" says Jaradat.

"I can say that the Palestinian-Omani relations are distinct and there is much assistance and many agreements between the Sultanate of Oman and the Palestinian state. We hope that these relations will develop for the benefit of the Palestinian people," adds Jaradat.

This visit came in response to Abbas' call for Arabs and Muslims to visit the occupied territories, including Jerusalem after the US decision to recognise the contested city as the capital of Israel.

Hundreds of Palestinians on Friday held a vigil to mark the second anniversary of their uprising against Israel and its increasingly tight grip on the West Bank and Gaza Strip.

In Bethlehem hundreds of marchers gathered for a candle-lit parade. The Biblical city is one of only two major towns in the West Bank which is not currently under an Israeli-imposed curfew.

Hamas leader Abdel Aziz Rantissi addressed the crowd by mobile phone.

The uprising broke out on 28 September 2000 when Israel's then-opposition leader Ariel Sharon visited the most-disputed site in Jerusalem -- what Jews refer to as the Temple Mount and Palestinians as the Haram as-Sharif mosque complex.

Rioting spread through the West Bank and Gaza Strip, gunmen fired at Israeli army positions from the crowds, and dozens of Palestinians were killed by Israeli fire.

The incident and the subsequent wave of violence soon became known as the second "intifada" following an uprising from 1987 to 1993 that ended with interim peace accords between Palestinians and Israelis.

In Ramallah on Friday, Palestinian Information Minister Yasser Abed Rabbo said he believed conditions had deteriorated significantly in the last two years and that Israel had no intention of ending its assault on the Palestinian people.

STORYLINE:

Palestinian Prime Minister Ahmed Qureia convened his weekly cabinet meeting in Ramallah on Monday as Israeli Prime Minister Ariel Sharon prepared for the April 29 vote on the hotly contested plan to withdraw from the Gaza Strip.

The Israeli disengagement plan is likely to be high on the agenda at the Palestinian cabinet meeting as is Sharon''s upcoming trip to Washington.

Qureia said any US approval for the proposal would be unacceptable.

Sharon set the date for the April poll on Sunday.

The referendum, among 200,000 Likud members, is to be followed within days by votes in the Cabinet and in parliament.

Sharon is taking a gamble since approval is far from assured and if he loses the referendum, there would be growing pressure on him to resign.

The prime minister has come under growing attack from Israeli hardliners who accuse him of rewarding Palestinian militants by proposing to withdraw from Gaza and four West Bank settlements.

Sharon said he plans to evacuate all 21 Israeli settlements in Gaza and four in the West Bank.

Meanwhile Palestinian leader Yasser Arafat met US Christian leaders at his Ramallah headquarters on Monday.

Arafat said he welcomes an Israeli withdrawal, but only as a first step.

Palestinians say the withdrawal plan is an Israeli ruse to trade Gaza for a permanent hold over most of the West Bank.

They say a withdrawal must be coordinated as part of the US-backed "road map" peace plan, which envisions a Palestinian state by next year.

Sharon plans to travel to Washington this month in hope of winning an endorsement for his disengagement proposal from US President George Bush.

STORYLINE:

Palestinian leader Yasser Arafat met on Thursday with members of the Palestinian team that will attend world court hearings on the legality of the West Bank separation barrier.

Israel earlier on Thursday said it would not attend the hearings, saying there was no point in sending a legal team since it did not recognise the judges' authority in the case.

The decision was made by Israeli Prime Minister Ariel Sharon and five senior Cabinet ministers, according to an announcement by Sharon's office.

Meanwhile in the West Bank village of Budrus, Palestinians protested against the construction of the barrier that will cut across local farmlands.

Hearings on the legality of the barrier at the International Court of Justice in The Hague, Netherlands, are to begin February 23.

In December, the United Nations (UN) General Assembly asked its highest tribunal to issue a non-binding ruling on the legality of Israel's separation barrier, a series of fences and walls built in the West Bank.

Israel says the obstacles, which will eventually stretch for 750 kilometres (440 miles), are necessary to keep out suicide bombers.

Palestinians charge that the barrier constitutes a land grab since it cuts deep into the West Bank at points.

In the first hearings, the court is to rule whether it will handle the case.

Several dozen countries, even those that have objections to the barrier, have submitted briefs saying the matter should not be brought before the

court.

Israel has also challenged the world court's authority to rule on the barrier, arguing that the issue is being manipulated for political ends.

Palestinian leader, Yasser Arafat said on Monday that Israel will not defeat the Palestinian people, adding that he would see the establishment of Palestinian state even if he had to become a martyr in the process.

Arafat claimed Israeli Prime Minister, Ariel Sharon, planned to occupy all land already under Palestinian control.

The Palestinian leader was speaking to a group of Palestinian intellectuals and academics at his headquarters in the West Bank city of Ramallah before meeting with EU special envoy Miguel Moratinos.

The speech, which met with rapturous applause, came after Israeli tanks occupied the West Bank town of Tulkarem in retaliation to terrorist attacks by Palestinian militants last week.

Israeli tanks also remained outside Arafat's office in Ramallah, blocking all roads that lead to the building.

Last week's attacks included an assault on an Israeli banquet hall in Hadera in which a Palestinian gunman from Tulkarem killed six Israelis before being shot dead.

In previous reprisals for the Hadera attack, Israel destroyed the five-story Palestinian broadcasting centre in the West Bank town of Ramallah and razed the Tulkarem government centre.
