STORYLINE

The Israeli cabinet on Sunday held its first discussion of legislation that would pay Jewish settlers to leave their homes in the West Bank even before a peace deal is signed with the Palestinians.

The bill is designed to help pave the way for a large pullback from the West Bank as part of a peace deal.

During Sunday's meeting, Senior Israeli Cabinet Minister, Haim Ramon, said results of his research concluded that thousands of Jewish settlers were ready to leave their homes in the West Bank voluntarily - if they receive compensation.

Ramon says about 62,000 Israelis live in isolated settlements likely to be uprooted under a peace deal. He says nearly one-fifth of them would leave immediately in exchange for compensation.

Last week Israeli Prime Minister Ehud Olmert said a peace agreement would require evacuating settlers and the country needed to "begin thinking about these issues."

But with Olmert stepping down to battle corruption allegations in the coming weeks, Ramon's legislation is unlikely to be passed by parliament any time soon.

A settler umbrella group has condemned the discussion, which was originally set to take place during last week's cabinet meeting, but was postponed.

"The only evacuation we are going to see in the near future in our area is the evacuation of Mr Olmert's government from our political scene," Settlers Representative, Danny Dayyan, told AP Television News in Jerusalem last week.

Dayan said the proposal was unacceptable and that his group would not agree to leave the West Bank under any terms.

"It is a completely virtual discussion that is going to take place in the government. No one will leave for monetary reasons. We are here to stay. Judea and Samaria are part of our historic homeland and will remain so forever," he said.

Israel evicted 8,500 settlers from the Gaza Strip and four small West Bank settlements in mid-2005.

Many settlers refused to plan for or cooperate with the operation.

A government watchdog has accused the government of poorly planning for the settlers after their evacuation, most significantly by not doing enough to move them into permanent housing from temporary quarters.

Meanwhile on Sunday Spanish Foreign Minister Miguel Angel Moratinos met with Israel President Shimon Peres.

The two discussed hopes of a peace deal being reached between Israel and the Palestinians by the end of the year.

Moratinos, a former European Union Mideast envoy, is on a six-day tour of the Middle East to boost ties and express support for peace in the region.

Spain prides itself on having a special relationship with Mideast countries and has tried to get the EU to make greater efforts toward peace in the region in recent years.

Israel's government is holding its first discussion of legislation that would pay compensation to Jewish settlers who voluntarily leave their West Bank homes even before a peace deal is signed with the Palestinians.

The item was on the agenda for discussion only at the Cabinet's weekly meeting on Sunday.

Israeli Prime Minister Ehud Olmert on Sunday said a peace agreement would require evacuating settlers and the country needs to "start thinking about the meanings, aspects and various issues" involved in this.

He said adequate preparations were not made before Israel forcefully pulled its settlers out of Gaza in 2005.

The proposal is still far from being approved, and Olmert says the government will not vote on it yet.

A settler umbrella group has condemned the discussion, and even members of Olmert's government say the subject should be discussed only after new borders are agreed upon and adhered to by the Palestinians.

Israeli Welfare Minister Issac Herzog said any ideas had to be treated cautiously.

"We are looking for ways and means to see how we can develop further the peace process in the region and this (meaning proposal for voluntary evacuation and compensation of West Bank settlers) is one of the ideas that will be checked by the government," Herzog said.

"It has to be done cautiously and in light of when we know there is a viable agreement with a viable partner that can adhere to his undertaking, it will be implemented but meanwhile to discuss it is a positive approach to the peace process," he added.

Removing settlers from the West Bank is one of the most volatile issues in the Israel-Palestinian conflict.

Israel compensated 8,000 settlers when Israel withdrew from Gaza in 2005, but bitterness remains.

About 260,000 Israeli settlers live in the West Bank. In a peace accord, Israel hopes to keep blocs where most of them live.

Palestinians insist all settlements must be removed.

Nuclear whistle-blower Mordechai Vanunu was arrested by Israeli police on Friday after visiting the West Bank, Israeli police said.

The former technician at Israel's main nuclear reactor last year completed an 18-year prison sentence for revealing Israel's nuclear capability to a British newspaper in 1986.

Based on Vanunu's evidence, including photos, experts said at the time Israel had the world's sixth largest stockpile of nuclear weapons.

An Israeli court had ruled in May (2005) that an earlier visit by Vanunu to the Palestinian areas did not constitute a violation of his conditions of release, which forbid him from visiting foreign countries.

Vanunu was arrested at a West Bank crossing into Jerusalem as he rode on a Palestinian bus, said a police spokesman.

"I was arrested because they don't want to let me enjoy freedom," Vanunu told reporters as he was lead to a police van at a Jerusalem police station.

Vanunu was arrested because Israelis have been forbidden from entering areas under full Palestinian Authority control since fighting broke out between the sides in 2000, police said.

Police were also questioning Vanunu to find out what he was doing in the West Bank, police officials said.

A nine-year-old Jewish girl, who was shot and seriously injured in the West Bank, arrived at a hospital in Jerusalem on Saturday.

Israeli police said the girl was shot and seriously injured while playing outside, in the settlement of Psagot.

A spokesman said she was hit by a single shot to the upper body.

He said it appeared to have been a Palestinian sniper attack carried out from long range.

Tensions are high between Israelis and Palestinians in the area.

An Israeli soldier was recently shot and killed by a sniper in the West Bank city of Hebron.

Psagot residents were told to stay at home while searches were underway.

Israel's parliament on Wednesday paved the way for the demolition of an illegal West Bank outpost by rejecting an attempt by hardline lawmakers to prevent the move.

The development sets the stage for a showdown between Prime Minister Benjamin Netanyahu and Jewish settlers and their supporters in his government.

Israel's Supreme Court has said the Ulpana outpost is illegal because it was built on private Palestinian land and ordered the outpost's five buildings taken down by July 1, a ruling Netanyahu said he will respect.

Hardliners in parliament on Wednesday submitted a bid to leave the buildings, which house about 30 families, intact and instead give compensation to the Palestinian landowners.

But the measure was resoundingly defeated by a 69-22 vote in the 120-member parliament.

Netanyahu had opposed the measure, saying it would likely be rejected by the Supreme Court and generate harsh international criticism.

In order to blunt settler anger, Netanyahu has come up with a novel solution.

Instead of demolishing the buildings, he plans on removing them from their foundations and moving them to the nearby settlement of Beit El.

Israel condemned the killing of an Israeli woman in the West Bank on Sunday and said the only way for Palestinians to achieve their political goals was by negotiation.

The woman was shot dead by Palestinian militants while riding in a car near the entrance to the Jewish settlement of Ateret, not far from the West Bank city of Ramallah.

The killing occured as U.S. peace envoy Anthony Zinni planned another round of Mideast truce talks set for later in the day.

The meeting between the two sides may help Zinni decide whether Palestinian leader Yasser Arafat has accepted U.S. conditions for a cease-fire and will work to implement them.

The persistent violence has complicated efforts by the U.S. mediator to work out a cease-fire that could halt 18 months of Israeli-Palestinian violence.

No Palestinian group immediately claimed responsibility, though militants have frequently targetted Jewish settlers on roads in the West Bank.

Hundreds of mourners on Friday attended the funeral of an Israeli soldier killed in a shooting attack in the West Bank, a day earlier.

19-year-old Corporal Yosef Cohen was killed after a Palestinian gunman opened fire at a bus stop then sped away.

Another soldier, 20-year-old Sergeant Yovel Moryosef, was also killed in Thursday's attack, and two were injured - one critically.  

Following the attack, Israel's military quickly launched a West Bank manhunt setting up checkpoints and blocking roads, detaining dozens of alleged Hamas activists.

The shooting added to a deadly week that claimed seven lives, including an Israeli newborn, a 60-year-old Palestinian businessman and three Palestinian assailants, two of them members of the Islamic militant Hamas.

Palestinian President Mahmoud Abbas on Thursday condemned the violence, criticising both militant attacks and the tough Israeli response.

He accused Israel of creating a climate of violence by conducting frequent military raids in Palestinian cities.

He also accused Israel of incitement against him.

Israel's prime minister said on Sunday his country will legalise an isolated West Bank outpost in response to the murder of one of its residents.

Prime Minister Benjamin Netanyahu told his weekly Cabinet meeting on Sunday that those who try to "break our spirit and weaken us made a grave mistake."

He said his government will legalise Havat Gilad to "allow the continuation of normal life there."

Earlier this month, Havat Gilad resident, Rabbi Raziel Shevah, a 35-year-old father of six, was shot dead from a passing vehicle as he drove near his home in the unauthorized settlement outpost near Nablus.

The community of a few hundred Israelis is located deep inside the West Bank.

The anti-settlement Peace Now group said the effort to legalise it was a "cynical exploitation of the murder."

Israel's Prime Minister on Sunday defended his government's decision to build three thousand more homes for Jews in the West Bank and condemned the United Nation's decision to grant the Palestinian state non-member observer status.

"Today we are building and we will continue building in Jerusalem and anywhere which is on Israel's strategic map," Prime Minister Benjamin Netanyahu said after convening his cabinet on Sunday in Jerusalem.

The homes, to be built for Jewish settlers in the West Bank, would be on the same contested land where Palestinians want to build their future state.

Palestinian President Mahmoud Abbas has said he hopes the UN bid will help restart frozen peace talks with Israel over a future Palestinian state.

But he refuses to negotiate so long as Israeli settlement construction continues.

Netanyahu says peace talks must resume immediately but without preconditions.

"The unilateral step taken by the Palestinian Authority at the UN General Assembly is a coarse violation of the signed agreements with Israel. Hence, the government of Israel rejects the UN Assembly's decision," Netanyahu said on Sunday after justifying further building.

The Palestinians' upgrade to non-voting observer state status passed at the General Assembly 138-9, with 41 abstentions last week.

Israel says a two-state solution to resolve the conflict with the Palestinians should be reached through peace talks and not by unilateral moves.

The Palestinians' new status bolsters its position for independence and grants it access to UN agencies and international bodies, most significantly the International Criminal Court.

Israel's prime minister on Wednesday said he had ordered the construction 300 new West Bank settlement homes, in a move aimed at placating settlers' anger over the planned demolition of an illegally built outpost nearby on private Palestinian land.

But the decision was sure to infuriate the Palestinians, who have refused to conduct peace talks while Israel expands its settlements on occupied land, and risked drawing an international backlash.

Netanyahu has been grappling with a domestic crisis over the settlement outpost of Ulpana.

The Supreme Court has ordered the five apartment buildings in the outpost to be removed by July 1 after determining they were built on private Palestinian land.

Netanyahu has said he would honour the ruling, while Jewish settlers, and their hardline allies in Netanyahu's government, have vowed to resist the order.

Netanyahu announced his decision shortly after parliament rejected an attempt by hardliner lawmakers to prevent the Ulpana demolition.

The proposal sought to leave the buildings, home to 30 families, intact and instead compensate the Palestinian lawmakers.

But under pressure from Netanyahu, parliament resoundingly defeated the measure by a 69-22 vote.

"Israel is a democracy that observes the law and as prime minister I am obliged to preserve the law and preserve the settlements, and I say here that there is no contradiction between the two," Netanyahu said.

"The court ruled what it did and we respect its decision. In parallel, Beit El will be expanded. The 30 families will stay in Beit El and they will be joined by 300 new families."

An Israeli official said it was unclear how long the move would take or how much it would cost.

But he said the plan is for the homes to be removed from their current location by the July 1 deadline.

Netanyahu's plan has come under fire from various quarters.

Critics say the move is unnecessarily expensive and complicated.

Settlers reject any movement of the buildings.

Settler leaders have promised to resist the order, though they say their opposition will be peaceful.

Jewish settlements are at the heart of the current impasse in Middle East peace efforts.

Peace talks between Israel and the Palestinians broke down three years ago, and the Palestinians refuse to restart negotiations until Israel freezes settlement construction in the West Bank and east Jerusalem.

STORYLINE

Security was at an all time high on Tuesday as Israeli voters went to the polls to elect the country's 17th government.

The make-up of the next Knesset will largely determine the shape of Israel's final borders - and the degree to which they will cut into the territory Palestinians want for a future state.

Fearing Palestinian militants would launch an attack in an attempt to influence the outcome of the vote, as has happened in the past, twenty-five thousand policemen are patrolling sensitive areas such as Jerusalem's Old City and maintaining a presence at polling stations.

But unlike previous elections - when pro-peace parties feared pre-vote terror attacks that could push voters rightward - even major violence appears unlikely to shake a new Israeli consensus that Israel must quit the main Palestinian population centres if it is to be both Jewish and democratic.

Still, police were taking no chances, tightening security at West Bank checkpoints and closing off Jerusalem's Al Aqsa Mosque compound to visitors.

The man largely responsible for the snap election, Prime Minister Ariel Sharon, remains in a coma at Hadassah Hospital in Jerusalem where he has been confined since suffering a massive stroke on January fourth.

The man expected to form the next government, Acting Prime Minister Ehud Olmert, has campaigned on a pledge to continue Sharon's policies of unilateral territorial realignments as an attempt to settle the Israel-Palestinian conflict.

Critics say this unilateralist approach will signal the death of an already moribund peace process.

STORYLINE:

A Palestinian bomber blew himself up next to an ambulance station in the Jewish settlement of Efrat in the West Bank on Sunday, killing himself and injuring four people.

Of the four wounded, one was in serious condition at Hadassah hospital, Jerusalem.

At least some of the wounded were members of a mobile intensive care unit that was operating outside the ambulance station at the time.

The explosion went off less than two hours after a suicide bomber blew himself up in a crowded restaurant in the port city of Haifa, killing himself and at least 12 other people.

STORYLINE:

Thousands attended the funeral of a Jewish settler couple on Friday who were killed by Palestinian gunmen.

The attackers opened fire late on Thursday toward a vehicle travelling near the Palestinian village of Beit Furik.

Eitam and Naama Henkin, residents of a Jewish West Bank settlement, were killed.

Their four young children, who were seated in the back seat and watched their parents die, were otherwise unharmed.

While the funeral procession was underway, dozens of Jewish settler youth gathered in Jerusalem to demonstrate against the attack.

The killings came on the heels of a series of Palestinian rock and firebomb attacks.

Israel has vowed to quash the threat and has increasingly been arresting offenders.

Israeli Prime Minister Benjamin Netanyahu vowed on Wednesday to maintain a permanent Israeli military force in the West Bank, saying that if it weren't for Israeli troops stationed there, Palestinian Authority President Mahmoud Abbas would be "overrun in two minutes" by Hamas militants.

Netanyahu told a conference of a major Jewish organisation that Israel did not have the liberty to repeat its mistake in the Gaza Strip, where Hamas forces violently seized control from Abbas forces after Israel withdrew.

Asked about his vision for the West Bank, he said he preferred to avoid labels such as "Palestinian state." But he did make clear his view that Abbas, known by his nickname Abu Mazen, and his Palestinian Authority owe their very existence to Israel's protection.

Israel withdrew from the Gaza Strip in 2005, evacuating its settlements there and pulling back all its troops. The following year, Hamas won parliamentary elections and a year after that they violently overthrew forces loyal to Abbas and have ruled with an iron fist since.

Israeli drink maker SodaStream International Ltd. will relocate a factory next year that activists criticised for being in an Israeli settlement in the West Bank, a representative said on Wednesday.

Nirit Hurwitz said that the decision to move the facility to Lehavim in Israel's southern Negev region is for commercial reasons and is not connected to pressure from Palestinian activists who had boycotted the company because of its location.

Activists launched a campaign boycotting the company because of the factory being in an Israeli settlement in the West Bank, a territory captured by Israel in 1967 that's claimed by the Palestinians.

Hurwitz said the new location received a 20 million US dollars grant from the Israeli government.

The Palestinian boycott campaign welcomed the announced move, saying its boycott caused retailers to drop SodaStream.

SodaStream said it employs hundreds of Palestinians and gives them the same benefits as Israeli workers.

Gunmen opened fire and wounded three Israeli police officers in the West Bank on Monday, Israeli police said.

Police spokesman Micky Rosenfeld said shots were fired at a police vehicle travelling near Hebron.

He said police forces were searching the area for suspects.

Israel's emergency services reported three people wounded at the scene - two in serious condition from gun shot wounds to the chest.

Israeli vehicles have been frequently targeted by Palestinian militants in West Bank drive-by shooting attacks, but such attacks have diminished considerably in recent years.

Thanks to the relative calm and increased security coordination with the Palestinians, Israel has considerably eased travel restrictions in the West Bank.

The last fatal West Bank shooting attack took place in December, when a 40-year-old rabbi was shot in the head.

Last March, two police officers were killed in a shooting attack in the Jordan Valley. Their killers have never been apprehended.

STORYLINE

Palestinians streamed into four abandoned West Bank Jewish settlements on Tuesday as Israel pulled the last of its troops out, completing the final phase of the withdrawal it began in Gaza last month.

The final Israeli exit came after sundown when a few army vehicles left the empty settlements of Ganim and Kadim, next to the West Bank town of Jenin.

Within minutes, thousands of celebrating Palestinians stormed in, setting rubbish ablaze as gunmen fired in the air - reprising the scenes in Gaza when Israel completed its pullout there last week.

Earlier on Tuesday, Israeli forces had left the other two evacuated settlements in the northern West Bank, Sanur and Homesh.

The four were emptied on August 23, a day after Israel removed the last of the settlers from all 21 Gaza settlements under Sharon's "disengagement" plan.

Soldiers remained until Tuesday, when Israeli forces buried an empty synagogue building in Sanur, following a cabinet decision not to tear down

the abandoned synagogues.

Unlike Gaza, however, Israeli forces will continue to patrol the area, the military said, as it has not turned over control of the northern West Bank to

the Palestinians.

The Israeli withdrawal from Gaza and the northern part of the West Bank marked the first time Israel had ever removed veteran settlements from

territories claimed by the Palestinians for a state.

Palestinians insist this must be followed by an Israeli exit from the rest of the West Bank.

While agreeing that some other settlements must go in a full peace accord, Israeli Prime Minister Ariel Sharon has said he intends to strengthen the

main settlement blocs.

STORYLINE

Israeli officials have suggested that the government could begin offering compensation as early as next month to Jewish settlers who volunteer to leave the Gaza Strip, even though the cabinet has not given final approval to uproot settlements there.

The rapid work on compensation follows a cabinet decision approving Prime Minister Ariel Sharon's plan to evacuate all 21 Jewish settlements in Gaza and four others in the northern West Bank by the end of next year.

Sharon persuaded recalcitrant members of his Likud Party to support the proposal by promising the cabinet would have a chance to vote again next year before any settlements were removed.

The plan to begin compensating the settlers months before that vote appears part of an effort to create momentum for evacuations in advance of

that vote.

The compensation package will average about 300-thousand per family, Israeli media reported, and will take into account the size of the home and the number of years the family has lived in the settlement.

Residents of the West Bank settlement of Ganim seem willing to accept compensation.

The local councils of the northern West Bank settlements of Ganim and Kadim met on Sunday evening with lawyers to prepare the settlers for their compensation negotiations.

Although the Ganim settlers appear willing to accept having to leave their homes, hundreds of ideological settlers in Gaza have said they will resist any attempt by Sharon to remove them from their homes.

Under a proposed evacuation timetable, preparations for dismantling settlements will be completed well before the next cabinet vote and settlers

who want to leave voluntarily can begin doing so by mid-August.

The timetable gives settlers until September 1, 2005 to leave voluntarily.

Those who do not leave on their own will be removed forcibly by September 15, 2005.

Israeli officials have said "hundreds" of settlers have already expressed interest in leaving.

The Israeli Haaretz newspaper has reported that removing the West Bank enclaves will cost more than 110 (M) million US dollars.

Evacuating Gaza, including compensating the seven and a half thousand settlers there and removing military installations, could cost up to one point nine (B) billion dollars, Haaretz suggested.

Sharon claims that the withdrawal from Gaza and four small West Bank settlements will reduce friction with the Palestinians and ward off international peace initiatives that would be unfavourable to Israel.

The Israeli military said Friday a Palestinian driver has been shot and killed after he rammed his car and injured two Israelis in the West Bank settlement of Elazar.

Police said an off-duty officer fired at the suspected attacker while he was trying to get out of the car.

Israel's national rescue service, known as Magen David Adom, said that a man was severely hurt while a woman was moderately injured.

Army radio reports the victims' ages are 17 and 19.

Friday's attack comes a day after a stabbing took place in the Old City of Jerusalem.

In that incident officers shot dead a knife-wielding Palestinian teen and seriously wounded another after they stabbed a policeman outside a flashpoint Jerusalem holy site.
