President Barack Obama says suggestions from people like Donald Trump that South Korea and Japan should develop nuclear weapons show a lack of understanding of the world.

The women, who test-flew repaired military aircraft, trained combat pilots and towed airborne targets that other pilots fired at with live ammunition, received the Congressional Gold Medal in 2009, but the campaign to get them into Arlington exposed even more people to WASPs' role in history.

A sailor killed in the attack on Pearl Harbor has been buried with full military honors nearly 75 years later.

Petty Officer 1st Class Vernon Luke, a machinist's mate, of Green Bay, Wisconsin was laid to rest at a veterans cemetery in Honolulu on Wednesday.

The 43-year-old man died when Japanese planes bombed his battleship, the USS Oklahoma on Dec. 7, 1941.

After World War II, he was buried as an "unknown" along with nearly 400 other unidentified sailors and Marines from the battleship.

The Defense POW/MIA Accounting Agency last year dug up their remains, saying advances in forensic science and technology had made identification more feasible.

It disinterred 61 caskets at 45 grave sites at the National Memorial Cemetery of the Pacific, which is in an extinct volcanic crater commonly known as Punchbowl. Many coffins contained comingled remains of multiple people.

Luke was among the first five from the Oklahoma who was identified and whose family has been notified, agency spokeswoman Lt. Col. Holly Slaughter said. He is the first of the newly identified to be reburied, she said.

Sailors lifted the American flag that was draped on the casket and folded it. Rear Adm. John Fuller, Navy Region Hawaii commander, presented the flag to Luke's niece, Leeann Michalski.

Michalski and Marilyn Gardner, the widow of Luke's nephew, threw flower lei on top of the casket after workers lowered it into one of the gravesites that had been exhumed.

Luke was a "common person doing uncommon things, and he made the ultimate sacrifice," Fuller said, calling him a hero.

A second sailor will be reburied at Punchbowl on March 18. Ensign Lewis Stockdale of Anaconda, Montana was 27 when he was killed in the Pearl Harbor attack. Altogether, 429 onboard the Oklahoma were killed. Only 35 were identified in the years immediately after. The Defense POW/MIA Accounting Agency expects to identify 80 percent of the Oklahoma unknown within five years.

Military laboratories in Hawaii, Nebraska and Delaware have been studying the remains using dental records and DNA analysis.

Iran continues to be the "biggest supporter of terrorism" around the world, with elements of its government supporting extremist groups throughout the Middle East, particularly in Iraq, the U.S. State Department says.

In its annual global survey of terrorism the department once again singles out Iran, accusing it of helping plan and foment attacks to destabilise Iraq and derail Israeli-Palestinian peace efforts.

"Iran continues to threaten its neighbours. It continues to destabilise Iraq by providing weapons, training, advice and funding to select Iraqi militants," said Frank C. Urbancic, from the Office of the Coordinator for Counterterrorism for the U.S. State Department.

The designation in the 2006 edition of the Country Reports on Terrorism is not new, as the State Department regularly identifies Iran as the world's leading "state sponsor of terrorism".

But the report is being released as U.S. Secretary of State Condoleezza Rice prepares to attend a conference of Iraq's neighbours at which she has not ruled out a meeting with Iran's foreign minister in what could be the first cabinet level contact with Iran since 2004.

The report says Iran's Revolutionary Guard and intelligence ministry "were directly involved in the planning and support of terrorist acts and continued to exhort a variety of groups, especially Palestinian groups with leadership cadres in Syria and Lebanese Hezbollah, to use terrorism in pursuit their goals."

In Iraq, it says Iran has played a "destabilising role," giving material support and guidance to Shiite insurgent groups that have attacked Sunnis, U.S. and Iraqi forces.

It also says the Revolutionary Guard has been "linked to armour-piercing explosives that resulted in the deaths of coalition forces" and has helped, along with Lebanon's radical Hezbollah movement, train Iraqi extremists to build bombs.

In addition, the report says that Iran is still refusing to identify, try or turn over several senior members of Osama bin Laden's al-Qaida network whom it detained in 2003.

Iran is one of five countries identified by Washington as "state sponsors of terrorism." The others are Cuba, North Korea, Sudan and Syria.

Last year, Libya, which had shared the designation for years, was removed from the list after it renounced terrorism and agreed to abandon its weapons of mass destruction programmes in 2003.

At the Department of Justice in Washington eight saboteurs stand trial.

U-S Defence Secretary Donald Rumsfeld was on Capitol Hill Tuesday, promoting the administration's (USD) 379 billion budget plan to the Senate Armed Services Committee.

He said those tasks are made harder because the Pentagon also needs to rebuild after what he called a "decade of overuse and underfunding."

And the Defence Secretary warned, America's enemies are watching how Congress and the administration choose to defend the nation.

Meanwhile, testifying before another congressional committee, Secretary of State Colin Powell said President Bush will decide soon whether the Geneva Conventions should apply to al-Qaida and Taliban fighters detained at the Navy base at Guantanamo Bay, Cuba.

Testifying before the Senate Foreign Relations Committee, Powell insisted that whatever the decision, the detainees will be treated humanely.

Rumsfeld and Powell were appearing before the committees to woo support for the budget plan President Bush submitted to Congress on Monday.

For the fiscal year starting October 1st, the plan would add (USD) 48 billion in budget authority to the Pentagon's spending.

Bush would add more each succeeding year, reaching (USD) 451 billion in spending authority for 2007.

US President George W. Bush has directed officials across the government to develop new ideas to dry-up financing for terrorist organizations, US officials said on Tuesday.

At the same time, the administration is pressing Saudi Arabia to monitor Islamic charity groups to make sure contributions do not fall into the hands of terrorists.

The drive was launched months before recent reports that allege the wife of the Saudi Ambassador to the US may have indirectly financially helped two of the men who participated in the September 11 attacks.

At a press conference on Tuesday, White House spokesman Ari Fleischer said President Bush believed that Saudi Arabia has been a good partner in the war against terrorism, but even a good partner could do more.

U-S Defence Secretary Donald Rumsfeld echoed comments from the White House while speaking to reporters at the Foreign Press Center in Washington.

He said US relations with Saudi Arabia had been good for many years, and that - with the cooperation of countries from the Middle East and Europe - efforts to prevent financial assistance reaching terrorist hands since September 11th 2001, had so far resulted in the freezing of over one hundred million (m) US dollars.

Congress on Wednesday replaced a U.S. intelligence network geared to the Cold War fight against communism with a new structure requiring military and civilian spy agencies to join forces against the newest U.S. enemy - networks of terrorists intent on waging a holy war against America.

The Senate overwhelmingly passed the legislation 89-2, one day after the House easily pushed through the compromise strongly endorsed by President George W. Bush.

"The world has changed," said Sen. Joseph Lieberman. "For the first time in over half a century, we are going to modernise our national intelligence structure to meet the new challenges we face in today's world.

The September 11 terrorist attacks three years ago on New York City and Washington, which killed nearly 3,000 people, proved that the intelligence

operation established in World War II and modified afterward to fight communism wasn't effective enough against the threats of the new century,

senators said Wednesday.

"We are rebuilding a structure that was designed for a different enemy at a different time, a structure that was designed for the Cold War and has not proved agile enough to deal with the threats of the 21st century," said Senate Governmental Affairs chairwoman Susan Collins.

Senators Robert Byrd and James Inhofe voted against the bill, with Byrd saying that it was folly to expect a law to make America safer from foreign

terrorists.

"No legislation alone can forestall a terrorist attack on our nation," Byrd said.

The Sept. 11 commission, in its July report, said disharmony among intelligence agencies contributed to the inability of government officials to

stop the attacks.

The government failed to recognise the danger posed by al-Qaida and was ill-prepared to respond to the terrorist threat, the report concluded.

In response, the legislation establishes a new director of national intelligence to oversee the nation's 15 military and civilian spy agencies and make sure they work together to forestall future attacks.

The bipartisan commission said that didn't happen before terrorists flew airliners into the World Trade Center and the Pentagon.

The intelligence director will not be part of the president's Cabinet but is to have the same access as the defence secretary and the secretary of

state.

He will have authority to move intelligence assets around the globe to keep an eye on terrorist groups like al-Qaida - as well as nations like North Korea and Libya.

Bush has not yet decided whom to nominate to be the first intelligence director, spokesman Scott McClellan said.

President George Bush has vowed that the U-S will hunt down the terrorists who launched Tuesday's attacks on New York and Washington and that they will be brought to justice.

Addressing the nation from the Oval Office of the White House, Bush said the US would also target any country which harboured those responsible for the outrage in which hijacked aircraft crashed into New York's World Trade Centre and The Pentagon in Washington.

He said: "The search is under way for those who are behind these evil acts. We will bring them to justice and there will be no distinction between the terrorists who committed these acts and those who harboured them."

The United States received no warning of the attacks on the Pentagon and New York's World Trade Center towers, White House press secretary Ari Fleischer said.

Bush address from the Oval Office was his third statement on the tragedy.

He began his day in Sarasota, Florida, where he intended to talk about education.

The remarks were scrapped and Bush headed to Louisiana.

He made a brief statement from a conference room at a Lousiana military base, assuring Americans that he was in regular contact with his command post in Washington: Vice President Dick Cheney, Defense Secretary Donald H. Rumsfeld and the White House national security team.

He then boarded Air Force One at 1730GMT for a secret destination that turned out to be Nebraska's Offutt Air Force Base, home to the U.S. Strategic Command, which controls the nation's nuclear weapons.

Until three years ago, the Strategic Command also housed the so-called doomsday plane that had been specially equipped to serve as a flying White House in the event of nuclear war.

White House officials were sensitive to any appearance that Bush was not at the helm.

Fleischer said Bush wanted to be in Washington, where Cheney led the crisis operations center at the White House, but "he understands that at a time like this, caution must be taken" with his location.

US President George W. Bush on Wednesday acknowledged the existence of previously secret CIA prisons around the world and said 14 high-value terrorism suspects - including the alleged mastermind of the September 11 attacks - have been transferred from the system to Guantanamo Bay.

President Bush told a White House audience, made up of families of those killed in the September 11 attacks that the "small number" of detainees that have been kept in CIA custody include people responsible for the bombing of the USS Cole in 2000 in Yemen and the 1998 attacks on U.S. embassies in Kenya and Tanzania, in addition to the 9/11 attacks in 2001.

The announcement from Bush is the first time the administration has acknowledged the existence of CIA prisons, which have been a source of friction between Washington and some allies in Europe.

The administration has come under criticism for its treatment of terrorism detainees.

Defending the program, the president said the questioning of the detainees had provided critical intelligence information about terrorist activities that have enabled officials to prevent attacks not only in the United States, but Europe and other countries.

"The most important source of information on where the terrorists are hiding and what they are planning is the terrorists themselves," Bush said.

Bush said the CIA program has involved such suspected terrorists as Khalid Sheik Mohammed, believed to be the No. 3 al-Qaida leader before he was captured in Pakistan in 2003; Ramzi Binalshibh, an alleged would-be Sept. 11 hijacker and Abu Zubaydah, who was believed to be a link between Osama bin Laden and many al-Qaida cells before he was also captured in Pakistan, in March 2002.

The list also includes Riduan Isamuddin, known additionally as Hambali, who was suspected of being Jemaah Islamiyah's main link to al-Qaida and the mastermind of a string of deadly bomb attacks in Indonesia until his 2003 arrest in Thailand.

Bush declared the CIA programme "helped connect the dots" and was invaluable to America and its allies.

The president's announcement, which the White House touted beforehand and asked to be televised nationally, comes as Bush has delivered a series of speeches to sharpen the focus on security two months before high-stakes congressional elections.

The president successfully emphasised the war on terror in his re-election campaign in 2004 and is trying to make it a winning issue again for Republicans this year.

Bush also laid out his proposal on how trials of key suspected terrorists - those transferred to Guantanamo and those already there - should be conducted. The bill must still be approved by Congress.

Bush's original plan for the type of military trials used in the aftermath of World War II was struck down in June by the Supreme Court, which said the tribunals would violate U.S. and international law.

Aides said the legislation being introduced on Bush's behalf later Wednesday on Capitol Hill insists on provisions covering military tribunals that would permit evidence to be withheld from a defendant if necessary to protect classified information.

A number of senior Republican Senators have drafted a rival proposal that would guarantee certain legal rights to defendants, including access to all evidence used against them.

Georgetown Law Professor Neal Katyal, - the lawyer for Salim Ahmed Hamdan a former driver for Osama bin Laden and the centre of the Supreme Court case, believes the announcement had more to do with politics and mid-term elections than national security.

He believes the courts will continue to have problems with the Bush administration's plans for military commissions.

Hundreds of anti-war protesters marched from the White House to the Capitol in Washington, DC on Saturday to mark the 12-year anniversary of the start of the Iraq War.

Demonstrators walked out to rally against US military involvement in the Middle East, the use of drones, and tensions with Iran.

"We're telling the president and Congress not to authorise a new endless war in Iraq. Bombing Iraq is not going to solve the problem in Iraq. The American people don't want it," said Brian Becker, National Director of the Act Now to Stop War and End Racism (ANSWER) Coalition.

ANSWER Coalition was founded shortly after the attacks on September 11, 2001 and has branches across all the US.

U-S lawmakers held a hearing Wednesday into proposed military tribunals for terror suspects.

Last month, President Bush ordered the military courts set up as way to try some of the suspected terrorists linked to the September 11 attacks.

But some members of Congress from both parties have complained the tribunals were a way of circumventing the U-S court system, and questioned whether suspected terrorists can receive a fair trial in a secretive military tribunal.

Testifying before the Senate Armed Services Committee, Deputy Defense Secretary Paul Wolfowitz said military tribunals are critical to U-S efforts to defend itself against future terrorist threats.

And he added, foreign citizens who plan or carry out attacks against the U-S have no constitutional claims to the rights and procedures enjoyed by American citizens.

Wolfowitz emphasized that President Bush has not yet ordered any suspect to be tried in a military court, he is merely holding out that option.

The Bush administration says military tribunals have been used as far back as the Revolutionary War, and they were used as recently as World War Two to try war criminals.
